From the Editor’s Desk Dennis Whittam, Editor

Another Year Down… Just Around the Corner As I was reading the April Long Island Fire News at my firehouse, I took note of our emblem that says, “Fire News 49th Anniversary.” I found it hard to believe that Fire News’ 50th Anniversary is around the corner. I finished being a Captain in the Terryville Fire Department in 2000. My company knew that in a previous life, I buffed fire calls in NYC as a young kid. I’d ride my bicycle to calls. Eventually, I acquired an inexpensive camera and took photos of the members of Engine 291 and Ladder 140. My childhood heroes loved the photos. Sadly, I never made copies for myself. But I can say the many dinners I had with the members was my reward for taking the photos. Eventually my dad’s chauffer took me under his wing and introduced me to photography. Richie Kubler had a family photo business, and my first paid job was picking up the undeveloped film and bringing it back developed the next day. Whoever thought this job would open the door to working at Fire News as a photographer? In 2000, I gained a reputation as being a photographer who had one goal in mind. My goal was to honor the volunteer fire service with photographs of the members of the

Fire-Rescue and Emergency Services in a positive light. Yes, I still have many of my first photos because I was part of the digital age. Eventually Fire News decided to expand and started a New Jersey edition, the Wildwood edition, which highlighted the NJ Firemen’s Convention, and a New York State edition, which included the emergency services throughout NYS and New York City. How did this happen? Our early expansion happened because of the support from Publisher Frank Trotta, Executive Editor Tim Edwards, Advertising Specialist Barbara Connolly, an art staff which included Cliff Chiesa, Lynn Sedler and Greg Jones. The man who brought our production of 12 editions that reach 15 states is Gary Joyce. Gary is the guy you never see, but his work is seen by everyone. Since Fire News is all digital, our stories come into the paper via email. It is a monumental job to keep the stories sorted. Bryan Lopez spends hours downloading and filing our stories, so that our art staff can prepare the photos for print. Our 12 editions would not be possible without the support of our dedicated advertisers. Their products are highlighted in their

ads, in the Fire News Special Features page and in our Industry News section. Yes, Fire News is now more that stories. Our advertisers work hard to bring you new products on a regular basis. Finally, Fire News has a dedicated staff of recognized photographers, who go out in all kinds of weather to cover events happening all over the states that they cover. Thank you to our photographers who cover fires, motor vehicle accidents, training, dedications and so many other areas that make all of us better firefighters. In a few months, our 49 Years of Excellence will read 50 Years of Excellence! I am proud to be part of this great paper that was started by Jeb Ladouceur. Sadly, Jeb has recently passed away. He will never be forgotten as he guides my pen when I write my monthly editorial. In closing, I say thank you to the Fire Service for enjoying Fire News. There is more to come! - Dennis

Billy’s Law Protect Our Firefighters…and Keep Serial Arsonists Off Our Streets On Saturday, January 15, 2022, William ‘Billy’ Steinberg, 37, Assistant Chief with the Forestburgh Fire Company, responded to a fire in an empty vacation home in Sullivan County. He never made it home that night as he collapsed and died of a heart attack at the scene of the fire. Police have charged a man with setting that fire, the same man who was charged just one day before, with setting fires on January 10 and 13. However, due to New York’s current bail reform law, this serial arsonist was not held in lieu of bail for the earlier fires, he was set free on January 14. Authorities say the very next day, January 15, he set the blaze that took Billy Steinberg’s life. NY State Senator Mike Martucci has introduced “Billy’s Law” (S8181) and Senators Mattera, Weik, Palumbo and Boyle are all co-sponsors of the bill. Participants at the March 16, announcement, held at the Brentwood Fire Department, were NYS Senators Martucci, Boyle, Weik, Mattera and Palumbo, Billy Steinberg’s father (Jim Steinberg), local firefighters and fire officials and Suffolk PBA officials.

Fire Departments Could Recover a Projected $100 Million for Ambulance Service Costs On April 8, 2022, in Albany, legislators approved a bill that will, for the first time, allow fire departments to recover the costs associated with providing emergency medical services ambulance transportation as part of the New York State budget. Thanks to the leadership of sponsors Senator John E. Brooks and Assemblyman D. Billy Jones, the EMS Cost Recovery Act will help fire department-based EMS providers throughout the state continue to provide lifesaving medical services to New Yorkers. The inclusion of the language in the state budget was also made possible by the support of the leadership of both the Senate and the Assembly. The budget, including the EMS Cost Recovery Act, now goes on to the Governor for her expected approval. The Firefighters Association of the State of New York (FASNY) has worked as part of a coalition of fire service organizations including the New York State Association of Fire Chiefs and the Association of Fire Districts of the State of New York for more than 25 years to advance this legislation. Adoption of this measure brings New York State in line with 49 other states which allow this cost recovery to take place and provides parity for volunteer fire departments with every other ambulance provider in the state. “We thank Senator Brooks, Assemblyman Jones, Senate Majority Leader Andrea Stewart-Cousins, and Assembly Speaker Carl Heastie, for their hard work in ensuring this important bill was included in the New York State budget. Our volunteer fire department EMS providers spend a substantial amount of time training for and responding to medical emergencies, and fire departments upgrade their equipment continuously to provide the highest level of protection to New Yorkers,” said FASNY President John P. Farrell. “Allowing local fire departments to recover the costs of providing vital EMS services will help offset the costs of EMS services and allow volunteer departments to continue providing ambulance services in their communities.” The bill will facilitate the recovery of a projected $100 million in EMS costs by local fire departments and represents a bipartisan effort to provide equity among New York State’s EMS providers, which include private EMS companies, volunteer ambulance corps (VACs), and fire departments. “Countless New Yorkers rely on fire departments for ambulance services,” said Robert R. Kloepfer Jr., President of the New York State Association of Fire Chiefs. “This legislation will help ease the financial burden on fire departments and help increase training, staffing, and equipment. This legislation will help the different New York ambulance providers and fire departments to recover the costs of EMS calls and will help ensure that all New Yorkers receive a prompt response if they dial 911.”
