CFSI: Making a Difference Once again, the Congressional Fire Service Institute’s Annual National Fire and Emergency Services Dinner and Seminar was a well-attended event and showed the strength and commitment of the fire service in making sure our leaders in government support us. Thanks to Bill Webb, Executive Director of the Congressional Fire Services Institute, Congress has been made aware of the concerns and the current needs of the fire service.

From April 30 to May 1, 2014, our leaders in Washington stood before 2000 dinner guests and witnessed first-hand the dedication and commitment that you have in supporting our friends in government who support the fire service.

Despite more pressing issues like the war in Afghanistan and health care legislation, our friends in Washington let us know that the fire-rescue and emergency services is a concern that is not forgotten.

Quoting Bill Webb, “The reason the fire service has received over $5 billion in direct federal support since 2000 is because the organizations have remained united in their support of the program and the overall needs of the fire service.

As Winston Churchill once said, ‘There is only one thing worse than fighting with your allies and that’s fighting without them.’”

Thank you to the members of the fire service who have undertaken the mission to work with the CFSI and to understand how the political process works, so we can continue to work together to make sure that our government does not forget about us. Thank you Bill Webb and his board and staff, and to the members of the fire service who have given up their time to be the watchdogs for you, the first responder.

On a bitter note; all of us were saddened when ex-Chief Robert “Bobby” Knight from Long Island, suddenly passed away while attending this year’s conference. An ex-Chief and Charter Member of the Sayville Fire Department, Knight was “CFSI.” He lived to make sure all responders throughout the country were well represented in Washington. I feel blessed that I knew Bobby, and I will miss his smiling face, his jovial greetings and most of all his dedication to the fire service. He truly was an inspiration to those that knew him as a firefighter and as a liaison to our friends in government. I know that at next year’s CFSI dinner, Bobby will be looking down at everyone from the floor above and guiding everyone to make the right decisions for the fire-rescue and emergency services.

FUTURE TECH It’s important for firefighters or members of disaster response crews to stay in touch with one another during operations, which is, of course, why they carry two-way radios. Researchers from Norway’s SINTEF group, however, are developing a system that could help even more. It allows users to receive and read text messages hands-free, via their jackets.

The prototype jacket, developed in collaboration with students from the Norwegian University of Science and Technology, has electronics sewn into it, including a narrow LCD screen on the sleeve. The idea is that all members of a rescue crew will be wearing the jackets, which will be in wireless contact with one another, and the team leader.

When that leader sends a message out from a phone or computer, the jackets receive it, and alert the wearers by activating a buzzer in the collar. The users then look down at the screen, where they can read the message as it scrolls across.

While a smartphone could serve the same purpose to a limited extent, firefighters likely wouldn’t want to dig out their phone and hold it up every time they received a message. Additionally, particularly in the case of disaster sites, mobile networks might not always be available.

The SINTEF jacket instead utilizes a private Wi-Fi Direct system, in which a single message is relayed from jacket to jacket, as long as they’re no more than 164 feet apart. The technology was originally developed using web-based social media platforms such as Facebook to share the messages, which could still prove practical for other applications.

So far, however, it’s still not possible for jacket-wearers to respond to messages, or to send them to one another.

Camden All-Hands on Easter

On Easter morning, April 20, 2014, a dwelling fire was reported on the 300 block of Berkley Street in Camden City. Companies arrived to heavy fire conditions on the first floor of a two-story middle-of-the-row dwelling. Battalion 1 struck the all-hands, a water supply was secured and two handlines were placed in operation. Battalion 1 reported heavy fire conditions on the first floor with heavy smoke throughout the occupied dwelling. Searches were negative. The fire was knocked down and placed under control without extension to the exposures.

Construction Makes a Fire Worse

The volunteer fire companies of Farmington and Cardiff and an RIT from the City of Northfield responded on April 15, 2014, to Coolidge Avenue for a report of a working structure fire.

Farmington Chief Len Tilley arrived and assumed command and found heavy fire showing from the C/D corner of a one-story, wood frame, single-family dwelling. Firefighters from Farmington and

Cardiff pulled two preconnects from Cardiff Engine 1516 with one line going inside the structure, and the second to the rear. The design of the house made the location of the fire inaccesible from the interior; the second handline knocked down most of the fire but the fire entered the home through a crawl space. There was extensive opening up in which Bargaintown assisted.

3-Alarmer in AC a Busy One

The Atlantic City Fire Department responded to Winchester Avenue on April 26, 2014, for a structure fire. Firefighters arrived to find heavy fire showing from several windows of a four-story, wood frame, multiple family dwelling. Firefighters had to perform several rescues as people were trying to jump out of windows. Three

alarms were struck to combat the fire and to perform rescues.

Atlantic City Fire Chief Dennis Brooks commented the construction of the building, which was balloon framing, which was added onto over the years, hampered firefighting efforts.

5-Alarm Warehouse Fire in Woodbridge

Woodbridge firefighters were dispatched to a working fire on April 23, 2014, at a warehouse facility in the Keasby section of Woodbridge. Upon arrival the chief had to deal with a large fire fueled by a ruptured gas line and a poor water source. Due to the fire’s size, mutual aid companies were called and because the structure was located on the Raritan River, marine units were also requested.

Hydrants were not capable of supplying enough water to the operating companies so a tanker task force was used, initially. Before the tanker task forced was finished providing 200,000 gallons of water, FDNY’s Fire Fighter II fireboat was put into service. Marine 9’s Ranger 4200-class fireboat set up drafting from the Raritan River and supplied water to all operating companies with a Neptune System

(opposite page, bottom), which is capable of flowing water 400 feet from source and using 5,000 gallons a minute. It was the first time Fire Fighter II connected to the Neptune System and supplied the entire fire ground. Mutual aid companies included companies from Monmouth County, Union, New York City and Middlesex County.

Post Office Gutted in Carlstadt

On April 24, 2014, Carlstadt Fire Department was dispatched to a private company. Carlstadt command requested mutual aid from reported fire on the roof of the post office. First arriving units con- surrounding communities to the scene and to cover the town. Easter 3-Alarm in Paterson

On Easter, April 20, 2014, Paterson Fire Department received a verbal alarm from a battalion chief reporting a building fire in the area of Totowa and Wayne Avenues. A second alarm was requested by the BC before the first alarm companies were dispatched due to heavy fire in the rear of a large three-story, frame, mixed-use building with fire already in one exposure and spreading to a third, and reports of victims trapped. With heavy fire on all three floors of two buildings and now in the third, a third alarm was requested and companies were withdrawn from all three buildings and went to an

exterior attack. The fire eventually burned through the roof of all the buildings. All visible fire was knocked down but due to numerous collapses, fire conditions remained deep seated in the rubble and eventually a demolition crew was brought in to raze the buildings and allow firefighters to extinguish the remaining fire. Two firefighters along with one occupant were transported to the hospital with minor injuries. Over 100 firefighters from Paterson and surrounding towns fought the fire.

Same Place, 10 Brush Fires in 2 Days Recently, Collingswood crews reported a brush fire with no vehicles involved at an apartment complex. The squad had responded 10 times in two days to the complex for brush fires.

Vacant House Burns in Camden On April 14, 2014, a dwelling fire was reported at Carl Miller Boulevard and Mt. Ephraim Avenue. Camden County Communications advised responding units they were receiving multiple calls for a vacant building on fire.

Squad 7 arrived and reported fire showing from the first floor. Battalion 1 reported a two-story vacant building ablaze. A water supply was secured as Squad 7 went into operation with a 1-他 inch handline followed by a back-up line.

Trash Fire in Linwood The City of Linwood Fire Department in Atlantic County responded on April 13, 2014, to Royal Avenue for a report of a structure fire. Firefighters arrived to find a trash enclosure on fire at the rear of the home. The fire was contained to the enclosure, and no damage to the structure was reported.

Firefighters were on location for one hour.

Easter in Piscataway On April 20, 2014, Easter Sunday, the ArborHose Co. #1 was dispatched to a working structure fire on 11th Street in Piscataway. Engine 642 placed two 1-3/4 inch handlines into operation to knock down the fire. Other Piscataway companies assisted at the scene.

One Injured in East Windsor Blaze

Firefighters battled a four-alarm blaze in an apartment building on Abbington Drive sending one resident to the hospital with burns. The fire broke out at an Abbington Drive Building K apartment on April 12, 2013. A 92-year-old female sustained burns on one leg and was transported to CentraState Medical Center.

Call For A Demo Multiple emergency service agencies responded to Mays Landing Road on March 22, 2014, for a report of a structure fire. The fire was located on the borders of Folsom in Atlantic County and Winslow Township in Camden County. Winslow Township Police arrived to find heavy fire in a greenhouse; the fire eventually destroyed five green houses and extended to the wildlands and burnt several acres. Firefighters fought the fire for over an hour before bringing it under control. Responding were Collings Lakes, Hammonton 1 and 2, Newtonville, Nesco (Atlantic County); Cedar Brook, Tansboro, Waterford, Elm, West Berlin and Waterford (Camden); Cecil (Gloucester); the New Jersey State Forest Fire Service; South Jersey Gas Company; and Atlantic City Electric Company.

Extrication After Rock Slide

On March 25, 2014, Montgomery Township Volunteer Fire Company #1 Belle Mead (Somerset County Station 45), Company #2 Blawenburg (Somerset Station 46), Hillsborough Rescue Squad (Somerset Squad 79) and Montgomery EMS (Somerset Squad 47), were dispatched to the Gibraltar Rock-Belle Mead Stone Company quarry for an extrication of a man who had been working in the main quarry pit and was trapped by a slide. Hillsborough OEM, Somerville Technical Rescue (Somerset Squad 54), Mercer Technical Collapse Rescue (Mercer Task Force 801) and Hunterdon Technical Task Force Rescue, comprised of rescue technicians from Clinton First Aid and Rescue (Hunterdon County Squad 45), Flemington-Raritan First Aid and Rescue Squad (Hunterdon

Squad 49), Whitehouse Rescue (Hunterdon Squad 22) and members of the Hunterdon OEM responded, as did Somerset Medical Center’s MICU. Federal representatives from OSHA and the Mine Safety and Health Administration (MSHA) were also on location.

Multiple hydraulic tools from trucks Rescue 45, Heavy Rescue 79 and from a portable power unit were employed. Due to the complexity of the extrication and the need to work safely in the hot zone of the slide, it took approximately two-and-a-half hours to free the victim. He was airlifted via New Jersey State Police Special Operations Aviation Bureau NorthSTAR (Northern Shock-Trauma Air Rescue) to University Hospital in Newark.

Fence vs. Car, Fence Wins The City of Somers Point Volunteer Fire Department responded on April 21, 2014, to the intersection of Crestview and DeFeo Avenues for a motor vehicle crash. Firefighters arrived to find one vehicle through a fence with injuries to the occupants of the vehicle. Shore EMS transported the injured to Shore Medical Center while Somers Point firefighters stood by. The cause of the crash was under investigation by the Somers Point Police Department.

MVA in Bridgeton The City of Bridgeton Fire and Rescue Department in Cumberland County responded on April 17, 2014, to Broad Street in front of the McDonalds for a report of a motor vehicle crash with entrapment.

MVA in Closter

Recently the Closter Fire Department and EMS responded to a two-car accident on Closter Dock Road. Closter EMS provided medical care and transportation of one patient to the hospital after evaluation at the scene; a second refused medical aid. Bus Fire in Pomona

Recently, the Pomona Volunteer Fire Company from Galloway Township responded to U.S. Route 30 eastbound in front of the 10 West Bar for a report of a bus on fire. Galloway Township Chief Skip Portale arrived first and reported a bus fully involved. There were no passengers aboard and the driver escaped safely.

Firefighters utilized a nearby hydrant for a water supply, and were on location for an hour while the fire was fully extinguished and investigated. Galloway Police assisted in rerouting eastbound traffic so firefighters could work safely.

St. Baldrick’s Day in Collingswood

On March 30, 2014, the Collingswood Fire Department held its 9th Annual St. Baldrick’s Day event. The event kicked off at noon with live music, a Chinese auction, games, food and, of course, plenty of head shaves. This year 140 people shaved their head for the cause. Each year the event in Collingswood gets larger, and this year’s was no exception. Fire departments all over the county form teams for this event and set out to raise money. The total funds raised for the organization reached over $140,000. All money raised goes to the St. Baldrick’s Foundation, which supports childhood cancer research.

Wake Up Call About DUI On April 8, 2014, Students Against Drunk Driving (SADD) of Bishop Eustace Prep of Pennsauken, held a demonstration of what goes into a drunk driving event. Students participated, as did Pennsauken police, EMTs, firefighters, and the Falco, Caruso and Leonard Funeral Home.

5 County Drill On April 6, 2014, five counties teamed up to participate in a joint tanker/large drill hose (LDH) drill in Thompson Park in Jamesburg. The Task Force was able to supply over 1100 gallons per minute for the duration of the drill.

ACFA Valor Awards

The Atlantic County Firefighters Association hosted its 2014 Valor Awards and 50-Year Membership Awards ceremony on April 16, 2014, at the Atlantic County “Tony” Canale Fire Training Center in Egg Harbor Township.

The evening began with 50 year membership awards being given to: Chief Charles Mackintosh, Bayview Volunteer Fire Company, Galloway Township; Chief Charles “Chick” Kisby, City of Linwood Fire Department; Firefighter Clarence Abbott, Bargaintown Volunteer Fire Company, Egg Harbor Township; Firefighter William “Skip” Ritchie, Farmington Volunteer Fire Company, Egg Harbor Township; William A. Fiore, City of Longport Fire Department; John Campanella, Louis Marshall and Frank Silvesti, City of the Hammonton Fire Department.

A Meritorious Citation was presented to City of Absecon firefighter Rob Kuhn for saving the life of a young girl while camping at Cape Cod Camp Resort.

A Class Two Valor award was presented to Absecon firefighters Rob Kuhn and Dale Conover who were returning home from a camping trip on the Garden State Parkway and saved the occupant of a car crash and fire.

Hackensack at USAR Strike Team Exercise

Hackensack Fire Department and the rest of the Members of the NJ UASI Metro USAR Strike Team conducted their annual exercise during the week of April 28, 2014. This year’s exercise centered on the scenario of workers being trapped after an explosion at a refinery. The drill was conducted at the Newark Fire Department Training Center. An impressive simulation was put together to present crews with challenging rescue evolutions. These included trench shoring, entry into numerous tunnels to access trapped maintenance workers, breaching concrete slabs with hydraulic cutting tools and power saws, shoring collapsed areas and injured worker removal. Members used some of the newest tools and search camera equipment on the market today. Additional resources were provided by The Division of Fire Safety mobile command post, UMDNJ with EMS coverage and the Salvation Army canteen provided food for all members operating.

FF1 OPENS NEW CORPORATE HEADQUARTERS NEW BUILDING OFFERS DOUBLE-PLUS SPACE FF1 Professional Safety Services has been on the search for a new and permanent location for their Corporate Headquarters and it has finally been found! The new official Headquarters for FFI will be 34 Wilson Drive in Sparta, New Jersey. This will be an easy transition for the staff and customers as the new building is about 1,000 feet away from the current office. Cinco de Mayo (May 5, 2014) was the “Go Live” date for the new facility which will especially cater to the Service and Apparatus Division of FF1.

“The company is expanding every year,” said Jonathon Van Norman, Owner and President at FF1 Professional Safety Services.

“We have literally outgrown every office we have been in. It was time to find a big place with the option of expansion and this new building has me very excited!”

The old facility had only 4500 square feet of space and the new Headquarters will allow us to house over a dozen administrative staff members with 10,000 square feet. The most appealing part of the new facility is the warehouse space.

“We could barely fit a van, let alone a fire truck” said Jason Van Norman, Vice President and General Manager at FF1. “Now we can bring in a truck, turn it around and still fit in a second piece of apparatus and not impede the service team.”

One of the biggest changes with the new Headquarters will be not having a walk-in showroom. “We love that first responders can walk into our stores, grab what they need and be on their way,” said Bryan

Crawford, Retail and Marketing Director. “The new building is incredible, and we are absolutely looking for ways to re-open the showroom in the near future.”

For now, customers that are used to walking into the Sparta showroom can head just 15 minutes south to the Roxbury showroom. Customers needing service on parts and products will be able to drive to the rear of the new HQ and speak directly with our Service Team on site.

Whitey Swartz Honored The Atlantic County Firefighters Association surprised Atlantic County Fire Marshal H. J. “Whitey” Swartz with a presentation following their 2014 Valor Awards Program on April 16, 2014. ACFFA President Amor “Skip” Portale and ACFFA Executive Committee Chairman Howard Berchtold, Jr., made the presentation stating, “Nobody does so much as Whitey. He is a driving force as he is responsible for the valor awards, now in their twenty-third year, as well as the 50-year recognition of firefighters, the fire prevention expo, the 4-H Fair, and the annual memorial service … and his full time job as fire marshal and county fire photographer.”

Obituary

Florence Township Chief Scully Passes

Chief Alvin Scully, 58, of Florence succumbed to cancer on April 6, 2014. Scully served for over 29 distinguished years with the Florence Township Police Department and was a 39-year member of the Florence Township Fire Department. He was a lifelong member of the fire department. A celebration of life was held at Florence Township FOP Lodge 210 Fireman’s Hall in Roebling on April 10, 2014. Scully was interred in Odd Fellows Mausoleum in Burlington Township. He is survived by his wife, Amy Wright Scully; stepson, Tyler Wright; his children and their spouses, Daniel and Kiersten Scully, Stacia and Carlos Virula; brother and sister-in-law, Keith and Heather Scully; grandchildren, Sedona, Sierra, Ashley and Liam; and nephews and niece, Keith Jr., Weston and Peyton.
