New Delhi (PTI): The Delhi excise depart ment has started open ing liquor shops at met ro station premises with an eye on better sales owing to high foot fall in the area, officials said on Saturday. Over half a dozen liq uor shops have been opened at Metro sta tions with big premises, including in Badarpur, Dwarka, Karol Bagh, Rajouri Garden and Mundka, a senior Ex cise department officer said. The DMRC is be ing approached to get permission to open liq uor shops by govern ment undertakings at other stations, he said. “Metro stations have a high footfall and that is a big factor in ensur ing access to liquor products and thereby more revenue. Some vends have already opened at bigger Metro station premises and others will soon come up,” the excise depart ment officer said. An FIR has been registered against seven people at the Bilaspur police sta tion, they said, adding that the incident took place on Thursday. Surendranagar (PTI): Aam Aadmi Party (AAP) leader Arvind Ke jriwal on Saturday promised fixed salaries for village heads besides direct funds for pan chayats if his party came to power in Guja rat. The Delhi chief minister, who arrived in the BJP-ruled state for a two-day campaign tour on Friday, was speaking at a conclave of sarpan chas (village heads) here. Elections are due in Gujarat by year-end. An AAP government will provide a salary of 10,000 per month for the sarpanch and 10 lakh for the village pan chayat which would be transferred directly by the state government, KejriwalVillagesaid.Computer En trepreneurs (VCEs) who work on commis sion basis will also get a salary of 20,000, he added. “A sarpanch wins an election in his village and people like and re spect him. After win ning the election, the sarpanch spends money from his pocket because he has no funds for the work people want him to do,” Kejriwal said at the townhall event in Suren dranagar city. When a sarpanch ap proaches an MLA or dis trict official seeking funds, they ask for “commission”, the AAP leader said. “We will end this commission (system). We will fix the salary of the sarpanch. Every sarpanch will get 10,000 per month. I know it is a small amount. But we will start with 10,000 and increase it slowly,” the Delhi CM said. Every panchayat will get 10 lakh from the government so that a sarpanch does not have to beg for funds for works related to water supply, roads or sanita tion, he said. “Had peo ple been happy with BJP, you would not have come to listen to us. Wherever I go (in Guja rat), a large number of people turn up because they are fed up with them (BJP) & their hoo liganism. People want new hope,” he said. Kejriwal also claimed that if an election were to be held in Delhi today, “we will get more than 65 seats”. He also reiter ated the other promises he has made in Gujarat so far. “I can see some magic happening in Gu jarat this time. Until two months ago the atmos phere was not like this,” he said. I had been ambassador to Po land in the early nineteen seventies. Some of the lead ers of those times were still alive, including the former Prime Minister, Wojciech Jaruzelski. I asked to see him. He invited me to tea at his house. His lovely wife was also present. I asked my distinguished Polish host, what he thought of Gorbachev’s reformist policies. His answer was scathingly disapproving. “He is destroying Communism, the USSR and us. I cannot for give him.” Mr. Gorbachev had a soft corner for India, respect for Jawaharlal Nehru and considered Rajiv Gandhi an intimate friend. In his “Memoirs” he wrote admiringly about Jawaharlal Nehru. Gorbachev was a stu dent when Jawaharlal Nehru spent a week in the Soviet Un ion. He had substantial discus sions with M/s Khrushchev and Nikolai Bulganin, the two leaders. Khrushchev was the undisputed number one. Gorbachev writes, “Jawa harlal Nehru’s visit to Mos cow in June 1955 served as an unexpected stimulus for me….. This amazing man, his noble bearing, his intelli gent, keen eyes, and warm and disarming smile, made a deep impression on me. I re call his kind words for our alma mater and the hope he expressed that the University would educate young men and women great in mind and of heart, who would be come the bearers of peace and good will. This is a testimony to the hard work, talent, influence and commitment of 21st century India.” Designed by the In dian Navy’s in-house Warship Design Bureau (WDB) and built by Cochin Shipyard Lim ited, a Public Sector Shipyard under the Ministry of Ports, Ship ping and Waterways, Vikrant has been built with state-of-the-art au tomation features and is the largest ship ever built in the maritime history of India. INS Vikrant, built at the cost of around Rs 20,000 crore, successful ly completed its fourth and final phase of the sea trials last month. With the construction of ‘Vikrant’, India has joined a select group of nations having the niche capability to in digenously design and build an aircraft carrier. It has over 2,300 com partments, designed for a crew of around 1,700 people, including spe cialised cabins to accom modate women officers. Vikrant has a top speed of around 28 knots and a cruising speed of 18 knots with an endurance of about 7,500 nautical miles. The aircraft carrier is 262 metres long, 62 me tres wide and it has a height of 59 metres. Its keel was laid in 2009. The commissioning of India’s first indige nous aircraft carrier is a momentous occasion during 75 years of Inde pendence.Itisproof of country’s technical and engineer ing skills. Both the parties are taking ut most care and the state government is also paying full attention. When four Congress ministers were to be called for the cabinet meeting, Chief Minis ter Hemant Soren him self went by a special plane and brought for the cabinet meet. De spite such caution, the leaders of JMM are not in confidence that this campaign will be suc cessful. One of the many reasons for this is that the Mayfair re sort in which the legis lators are kept, what ever luxury the resort may offer, has a poor record. The purpose for which MLAs are kept in that resort is notHaryanaserved. Congress MLAs were kept at this resort ahead of the Ra jya Sabha elections in April this year. Ajay Maken was contesting from Congress’s side and BJP supported in dependent Karthikeya Sharma to contest against Maken. The legislators were then taken to the Mayfair resort to save them from breakdown. The MLAs returned on election day and cast their votes. But Ajay Maken could not win. He lost by one vote. It is a different matter that out of two or three MLAs who did not go to Chhattisgarh, one of them engaged in cross voting and the other legislator cast an invalid vote. However, the role of in-charge Vivek Bansal is said to be suspicious. New Delhi: India’s exports contracted by 1.15% to $33 billion and trade deficit more than doubled to 28.68 bil lion in August, a datapreliminaryreleased by the commerce ministry said on Saturday. Trade deficit in August 2021 stood at 11.71 billion. Imports rose by 37% to $61.68 billion in August this year. Commerce secretary B V R Subrahmanyam, however, said that the country’s overall exports are expected to cross $450 billion during the current fiscal.

Mumbai (PTI): The Re serve Bank has given time till November 30 to banks and NBFCs to put in place a mechanism to ensure that existing digital loans are in compliance with the modified norms aimed at protecting the interest of customers.Inacircular, the RBI said outsourcing arrangements entered by Regulated Enti ties (REs) with a Lending Service Provider (LSP)/ Digital Lending App (DLA) do not diminish the REs’ obligations and they shall continue to conform to the extant guidelines on mout sourcing.“However, in order to en sure a smooth transition, REs shall be given time till November 30, 2022, to put in place adequate systems and processes to ensure that ‘existing digital loans’ are also in compliance with these guidelines in both let ter and spirit,” the Reserve Bank said. Under the new norms, all loan disbursals and repayments are re quired to be executed only between the bank accounts of borrower and the regu lated entities without any pass-through/ pool account of the LSPs.

New Delhi: India’s exter nal debt rose by 8.2% year-on-year to $620.7 billion as of March 2022. While 53.2% of it was de nominated in the US dol lar, -denominated debt, estimated at 31.2%, was the second largest. “In dia’s external debt contin ues to be sustainable and prudently managed. As of end-March 2022, it stood at $620.7 billion, growing by 8.2% over the level a year ago. External debt as a ratio to GDP was 19.9%, while reserves to external debt ratio were 97.8%,” it said.

The report titled ‘Preserving Progress on Nutrition in India: Poshan Abhiyan in Pandemic Times’ further said that 12 out of 19 large states had an implementation score of over 70%. While Dadar and Nagar Haveli and Daman and Diu topped among Un ion Territories (UTs), Pun jab and Bihar were the low est performers among larger states in terms of the overall implementation of Poshan Abhiyaan, as per the government think tank report.

Mumbai (PTI): To trans form rural credit delivery system, the Reserve Bank has decided to launch pilot projects to digitise Kisan Credit Card (KCC) in Mad hya Pradesh & Tamil Nadu. Based on the learnings from the pilot, it is planned to expand the digitalisa tion of KCC lending to other districts in these two states and gradually across theThecountry.pilot project would entail automation of vari ous processes within banks and integration of their systems with the service providers, it said, adding, the proposed digitalisation of the KCC lending process will make it more efficient, reduce costs for borrowers and reduce turn around time (TAT) significantly. The TAT from loan appli cation to disbursement has also been rather high, ranging from two to four weeks. Rural credit is closely related to inclusive economic growth, as it ca ters to the requirements of agriculture and allied ac tivities, ancillary indus tries, small businesses, etc. At present, it said, the process for getting such fi nance requires customer to visit a bank branch in-per son along with the proof of land ownership and other documents. Sometimes, the customer may be required to visit the bank branch multiple times. Digitalisa tion of various aspects of rural finance is an impor tant objective of RBI’s Fin tech initiatives, it said.

Here’s how Flyover Slab an informal school is ensuring students don’t miss out on education. Satyen dra, who is currently pursuing a BSc in Maths, started the school in December 2015 after shifting to Delhi from Uttar Pradesh’s Badaun district. The 25-year-old, who lives in the same basti, noticed how the chil dren were not allowed to attend the government school because it is 2 kilometres away from their settle ment. The hardest part was to con vince the parents as for most of them the priority was to financially sup port the family. Education as always takes a backseat in face of abject penury. Satyendra even faced a back lash at home for “wasting” his time teaching kids when he could help his father grow vegetables. There were also times when students dropped out of his classes due to a lack of interest. Yet, he never let these problems get to him and instead worked harder to continue the classes even if it meant teaching just one child on bad days.
