In the first place, the wave of public agitation over an unpopular govt decision is attracting many including apparently unaffiliated student and labour groups to join street agitations. Even transport operators are threatening shutdowns unless they are allowed to raise fares to manage high fuel prices impacting their cost of operations he recent wave of agitations over an unprecedented fuel price hike in Bangladesh is raising concerns in Delhi, adding to worries over a trou bled neighbourhood after un precedented economic crises hit Sri Lanka and Pakistan. The India-friendly Awami League government on Au gust 5 suddenly raised the prices of diesel and kero sene by 42.5% and petrol and octane by 51.1% and 51.7%, respectively. The fuel price increase led to a hike in public transport fares with an immediate cascad ing effect on food prices and those of other essential commodities.Dhaka’sDaily Star de scribed the energy price hike as “the highest ever in Bang ladesh history”. Coming as it does after huge power cuts to conserve costly fuel and han dle a sharp drop in domestic natural gas output, which is adversely impacting on in dustrial production especial ly in the export-driven ready made garments sector, the fuel price hike is causing much public angst.
he issue of freebies by political parties has reached an inter esting stage. After Prime Minister Nar endra Modi flagged the practice describing it as a drain on the economy and increasing taxpayers’ burden, the Supreme Court also took note of distribu tion of freebies by all political parties and, in the ongoing hear ing, observed that it is a “serious issue” as the economy is losing money. During arguments Solic itor-General Tushar Mehta, rep resenting the Central govern ment, said that the court can lay down a framework till the legis lature frames a law. The Su preme Court Bench of Chief Justice of India NV Ramana and Justice Krishna Murari refused to entertain the request as it “will go against the principles of Thedemocracy”.interesting part is that during the August 3 hearing the Supreme Court directed the Election Commission and two others to give suggestions to help the court pass an order on the formation of an expert panel on the issue. The EC refused to be a part of it.

WHY INDIA SHOULD BE WORRIED India has much cause for worry over the sudden turn of events in Bangladesh. In the first place, the wave of public agitation over an unpopular government deci sion is attracting many in cluding apparently unaffili ated student and labour groups to join street agita tions. Even transport opera tors are threatening shut downs unless they are allowed to raise fares to manage high fuel prices impacting their cost of operations. This gives the Islamist opposition a huge opportunity to step up their agitation to bring down the Hasina government. The leading Opposition par ty, the BNP, and its ally proPakistan Jamaat-e-Islami are clearly buoyed by this Godsend of an opportunity. No longer are they seeking parliament polls, due at end of 2023, under a caretaker government, as was the case a month ago. BNP leaders are now threatening a massive agitation to bring down the Hasina government. Any threat of forcible regime change in Dhaka should worry Delhi.
ANY THREAT OF FORCIBLE REGIME CHANGE IN DHAKA, LOSS OF CONNECTIVITY TO BANGLADESH PORTS, ATTACKS ON RELIGIOUS MINORITIES ARE ALL A CONCERN FOR INDIA
LOAN CONDITIONALITIES
Many feel the huge fuel price hike follows conditionalities possibly imposed by the IMF, from which Dhaka now ad mits to seeking a $4.5 billion support package. It is also seeking similar support from the World Bank and Asian Development Bank (ADB) to the tune of another $1.5Bangladeshbillion. Finance Min ister AHM Mostafa Kamal initially denied seeking bail out packages from multilat eral lenders but now says they come without any condi tions. He insists the fuel price hike was necessary to stop bleeding losses of nearly $8 billion due to fuel subsidies in the last few months, since the Ukraine war led to a huge spurt in global energy prices. Bangladesh may not yet be in the same boat as Sri Lanka or Pakistan as it still has enough forex reserves to pay for four to five months of im ports, but rising fuel import costs and possible drop in ex port earnings due to power rationing and global reces sion may have prompted Dhaka to seek a safe cushion before it is too late. Regardless of why the gov ernment had to impose the drastic fuel price hike and seek support packages from IMF, World Bank or ADB within a month of high volt age publicity of having suc cessfully built the 6.15 km railroad bridge on River Pad ma without World Bank funding and with the coun try’s own resources, there is no doubt that these develop ments are raising uncomfort able questions over Bangla desh’s much-touted turna round success story and ex posing chinks in its armour.
TOP TWEETS T anata Dal-United leader Nitish Ku mar has ignited hope in the Oppo sition camp by snapping his alliance with the Bharatiya Janata Party in Bihar. It is a setback with which the BJP is still trying to come to terms. Nitish, known for frequently chang ing political partners, has clearly out-manoeuvred the BJP which was alleged to be plotting a Maharashtra-like coup in Bihar. With BJP out of the JD-U’s equation Nitish is free to look beyond Bihar. His clean im age and stature, his call for opposition unity and the pro posed meeting with the Con gress President Sonia Gandhi in Delhi indicate that a UPAlike alliance could be in the making. His appeal for Oppo sition parties to come togeth er takes care of West Bengal Chief Minister Mamata Ba nerjee’s dodginess on the is sue. The Bengal leader facing rough weather from the En forcement Directorate is now said to be veering closer to the BJP. Her silence on Nit ish’s break-up with the BJP has not gone unnoticed. On the other hand, the Congress reached out to Nitish. These are early days to hazard any guess about turn of events in the coming two years, but going by the cheer in the Opposition camp, Nit ish’s is being compared to the late Jayaprakash Narayan as a galvanizing force at a time when the BJP was all set to run away with the 2024 elec tions. The party will now have to recalibrate its strat egy as the Opposition may have found its mojo. Interest ingly, if the BJP’s juggernaut is slowed down even slightly the credit will once again go to Bihar.

Beijing (PTI): China on Thursday sought to defend its move to block a proposal by the US and India at the UN to blacklist Pakistanbased Jaish-e-Mohammed (JeM) deputy chief Abdul Rauf Azhar, saying it needs more time to assess the application to designate him as a global terrorist. China on Wednesday put a hold on a proposal by India and the US to designate Azhar, the brother of JeM chief Masood Azhar, as a global terrorist and subject him to assets freeze, travel ban and arms embargo. We need more time to assess the relevant application, Chinese Foreign Ministry spokesman Wang Wenbin told a media briefing while replying to a question. Wang said the 1267 Committee of the UNSC has clear guidelines regarding the designation of terrorist organisations and individuals and related procedures. China always takes part in the work of the committee in a constructive and responsible manner in strict accordance with these rules and procedures. We hope other members will do the same, Wang said in response to questions on Beijing putting hold of the US and India proposal at the United Nations to blacklist Abdul Rauf Azhar.Abdul Rauf Azhar, born in 1974 in Pakistan, was sanctioned by the US in December 2010. This is the second time in less than two months that China has put a hold on a listing by the US and India to blacklist a Pakistanbased terrorist under the sanctions committee of the UN Security Council.InJune this year, China had put a hold, at the last moment, on a joint proposal by India and the US to list Pakistan-based terrorist Abdul Rehman Makki under the 1267 Al-Qaida Sanctions Committee of the UN Security Council. We need more time to assess the relevant application. We hope media outlets will not be led by rumours and make speculations, unwarrantedhesaid.

Yogesh Sharma Jaipur: After 12 years, Rajasthan has once again given another Vice President to the country. Senior leader Jagdeep Dhankhar took oath as the Vice- Presi dent. Before this, Bhai ron Singh Shekhawat became the 11th VicePresident of India on August 12, 2002. It is also a happy coinci dence that the com mand of both Rajya Sabha and Lok Sabha will be in the hands of Rajasthanis, and thus, Rajasthan will domi nate the Parliament. “Son of the soil” Jagdeep Dhankhar took oath as the Vice- Presi dent. Dhankhar is the second Rajasthani after Bhairon Singh Shekha wat, who has reached the position. Bhairon Singh Shekhawat of Ra jasthan had reached the pinnacle of glory as the Vice- President. Late Shekhawat, who is called ‘Ajatshatru’ in politics, had a tenure as the Vice- President from August 19, 2002 to July 21, 2007. During this, he worked to en hance the dignity of the Upper House of Parlia ment. Now, Jagdeep Dhankhar has got the distinction of reaching the post of Vice- Presi dent. Dhankhar has proved his mettle in both law and politics, he has also been a Minister of State during the ten ure of former Prime Minister Chandrashek har and Governor dur ing PM Modi’s tenure. In the Vice- Presiden tial election as NDA candidate, he unilater ally defeated the opposi tion candidate Marga ret Alva. Bhairon Singh Shekhawat held the post of Vice -President and Chairman of Rajya Sabha when Atal Bihari Vajpayee was Prime Minister.Theacceptance of Bhairon Singh Shekha wat, who was one of the founding members of BJP, was with all par ties. Shekhawat was above party politics, hence, called ‘Ajatashat ru’ and had defeated Dalit leader Sushil Ku mar Shinde in the VicePresidential election. Against him, the op position made Shinde a candidate so that it could break into the Dalit votes of NDA. But when the results were out, the Opposition’s bet turned upside down, as cross voting took place in Shekhawat’s favour.TheVice- President is also the Chairman of the Rajya Sabha and Shekhawat’s style of running the Upper House was purely ‘khanty’, i.e. the focus was on having more sit tings of the House. He had a different style of scolding the members who created the ruckus. Later, he used to call in the chamber and listen to the grievances. The biggest feature of Shek hawat was to run the house like a fair person. After becoming the Vice- President, the per son doesn’t belong to any party, this dignity was fulfilled by Shekha wat.Jagdeep Dhankhar’s style of working is also somewhat similar to that of Shekhawat. This is the reason that despite not having good relations with Mamata Banerjee while serving as West Bengal Gover nor, Banerjee did not vote against him in the election of Vice- Presi dent. Dhankhar was of the Congress ideology in his young life but later he switched ideol ogy to Janata Dal and later to BJP. But he had his own ideology, due to which he had friends in all parties and enjoyed most cordial relations. Obviously, Jagdeep Dhankhar can be seen doing the work of car rying forward the Shekhawat traditions in the post of VicePresident and as Chair man of Rajya Sabha. However, it will also be a happy coincidence for Rajasthan that Ra jya Sabha is being run by Jagdeep Dhankhar & the lower house is already run by Om Bir la of Rajasthan.

While talking to the media at the Air port, Chief Minister Ashok Gehlot expressed concern over the lumpy disease spreading in cows and said that the government is trying its best to curb it. “There is currently no vaccine available for the disease. Gehlot on Thursday, appealed to people to vote for his party in the next state Assembly polls, saying his govern ment’s ouster will stall ongoing development projects.Theelections in the state will be held next year. Stressing his point, Gehlot said the Barmer refinery project was de layed as the Congress government was ousted from power in the 2014 Assembly polls.“Its cost has risen from Rs 40,000 to Rs 70000,” said Ge hlot, holding the previ ous BJP

Rajendra Chhabra Jaipur: The 2009 batch ‘young IAS’ Kumar Pal Gautam has taken the reins of the Excise De partment at a time, when the department is going through its worst phase. In the three and a half years of the cur rent government, 8 Ex ise Commissioners have been changed, i.e. Prith vi Raj, Somnath Mishra, Bishnu Charan Malik, Jogaram, Chetan Ram Deora, Prakash Ra jpurohit, Ravi Kumar Surpur and now Kumar PalWhereas,Gautam. in the nine years preceding this government, three Com missioners played long innings. These were OP Yadav (4 years), Ajitabh Sharma (3 years) and Dinesh Kumar (2.5 years), who took the de partment to newer heights. At that time, the work of monitoring of 133 Excise Inspectors, posted in 133 circles of the State, was done me ticulously from the Headquarters based in Udaipur. The Preventive Force of the department had immense terror and such was the situation that the department would always give more revenue than the finan cial target it set for it self. Those were the ‘Gold en Days’ of the depart ment, but now situation has changed completely. When the chief of the department is not stay ing on the crease, then who would make the ‘runs’ for the depart ment? Interestingly, dur ing these three and a half years, there came two Commissioners, who did not even go to Udaipur.Theother reason why the department is in shambles, is the RSBCL being un-reined. In the beginning, Principal Secretary, Finance used to serve as Chairman of this company and the Excise Commissioner used to be its MD. But later Secretary, Finance became its Chairman and MD and this is where the situation be gan to tumble. RSBCL is the backbone of this de partment and when Ex cise Commissioner ddn’t have a control over this department, so the Commissioner became ‘teethless.’ Then, the re sponsibility of ED of RSBCL was handed to a RAS officer instead of IAS. As on today, this RAS has the reins of at least half of the depart ment. Moreover, the new Ex cise Policy, released this year, also did not do any wonders for the depart ment and actually flopped. The financial target for the current financial year (2022-23) isRs 15,000 crore and the department, over the past 4 months, has been unable to sell out all of its IMFL shops. After the policy was released, the department gave an opportunity to get the licenses of 7,665 liquor shops to be renewed, but merely 800 licenses were renewed.Forthe remaining shops, at least half a dozen times auction has been done, but 91 shops still await a licencee. This has happened at a time, when there has been major changes to the policy along with a 60 per cent rebate in
CM Ashok Gehlot receives a warm welcome by the people as well as the public representatives upon his arrival at Jodhpur Airport on Thursday. Various women present at the Airport to get a glimpse of the CM, also tied ‘Rakhis’ to him to mark the auspicious festival of Rakshabandhan.
CM Ashok Gehlot fulfilled his responsibility as a brother during his Jodhpur visit on Thursday as after reaching Jodhpur from Delhi, he visited his sister’s house in Lal Sagar area, wherein, his elder sister, Vimla Devi, tied a ‘Rakhi’ to Gehlot. The senior leader took her blessings by touching her feet. Whether its festival of Rakshabandhan or BhaiDooj, he doesn’t forget visiting her.
MLA Dr Krishna Poonia celebrated the festival of Rakshabandhan in a unique way by tying a Rakhi to fellow MLAs Joginder Awana on Thursday. She also tied Rakhi to Minister Tikaram Jully. It is noteworthy that mostly, not many politicians share an amicable bond with each other, however, Dr Poonia’s respectful gesture made the festival all the more memorable for all three of them.
