Soldier injured in gunfight, dies during treatment Manoj Tank Jhunjhunu: Indian army soldier Satpal Singh, who was injured in a gunfight when a suspected suicide group tried to enter an Army camp in Jammu and Kashmir’s Rajouri district a few days ago, died during treatment on Sunday. Hawaldar Satpal Singh, a resident of Jaitpur village in Jhunjhunu district, breathed last at a hospital in Udhampur on Saturday. Sources informed that Satpal Singh underwent an operation, but could not recover. His mortal remains will be brought to his native village on today, following which, he will be cremated with full state honours. Satpal Singh last visited his house on July 3 this year. Meanwhile, his family members have been informed and a pall of gloom has descended in the entire village. Singh had come to his village for the last time on July 3. Jaipur: The Crime Branch team of the Jaipur Commissionerate raided a farmhouse running seven casinos at Saipura Bagh Resort in Jaisinghpura Khor police station area. The team arrested 84 people, including 13 girls. Among those arrested are a K’taka Police Inspector Anjaya and Tehsildar Nath (Bengaluru) & college professor KL Ramesh. Fourteen luxury vehicles and Rs 23 lakh were seized from the farm house. The party was arranged late on Saturday. According to ADCP Crime Sulesh Chaudhary, they got information about the casino after which a team reached there late Saturday. “There were boys and girls. Some were drinking alcohol and an online casino was going on,” he said. CI Khaleel Ahmed of the Crime Branch team said that Kishan, a resident of Moti Dungri had arranged for food & drink. Forty-four bottles of English liquor and 66 beer bottles were also seized. A large number of girls were also present during the party.

rom intending to export one crore tonnes of wheat in 2022-23 to take advantage of the crisis arising out of the Russia-Ukraine war, India is now looking at the prospect of having to import wheat. The dramatic change happened between April, when India spoke of “feeding the world”, and August when heat waves ravaged the crop. India was looking to fill in for Ukraine, one of the world’s biggest wheat exporters, based on its reserves and prospects of a bumper crop. With the Ukraine war disrupting the supply chain, several countries looked towards India, which supplies only 1 percent globally, for their wheat requirements. However, in May the government banned wheat export to keep the rising prices of the commodity in check, but kept a small window open to honour supplies promised on May 13 and earlier.Notonly has the extreme weather condition hit the crop production, but the country’s wheat stock in the Central pool at the beginning of August was reported to be 26.6 million tonnes, its lowest since August 2008. A CMIE report attributed the “decline in stock to a more than 56 percent drop in procurement”. Wheat inflation is already at 12 percent and the domestic consumer is feeling the pinch. The government may thus have to look at the import option along with a cut in import duty to ease the situation in the domestic market. The end of the Ukraine conflict is not in sight. Supply chains remain disrupted and the wheat stock has declined drastically. These will make efforts to keep inflation within reasonable limits difficult.

As earlyas 1806, the East India Company set up a ‘forest department’ and created create a monopoly over teak from the Malabar coast for ship building activities. Over the next three decades, the EIC reserved forests of rosewood, ebony and sandalwood for their ‘exclusive ‘use. However in other parts of the country, especially in Central and North India, forests were treated as wasteland which did not yield any revenue, and Commissioners and Collectors encouraged the cutting of trees to bring land under the plough, for agriculture operations yielded land revenue. The legendary commissioner of Kumaon, George William Trail felt legitimate pride in doubling the land revenue from the Kuman hills. This was also the period when large tracts in Bengal (which included Assam) and Madras presidencies were cleared for plantations of tea, coffee, indigo and opium. However the game changer was the establishment of railway lines. The first railway line was established in 1853. In less than two decades, the railway network grew from 32 km to 7,678 km, and this required quality sleepers made by the finest trees of shorea robusta (Sal). It was during this period that Lord Dalhousie (1856) sought the assistance of a German officer Dr Dietrich Brandis to organize the forest resources of India and Burmese territory. Dalhousie’s successor, Lord Elgin in his despatch to then Secretary of State for India, Sir Charles Wood wrote categorially that forest should henceforth not be treated as ‘wasteland’, but classified as Special State Domain. In 1863, Brandis was appointed as the first Inspector general of Forests, and he helped draft the Forest Act of 1865, which though amended in 1878 and 1927 set the ground for the classification of Forests into three categories: Reserved, protected and village forests. This led to some conflict and resentment between the forest administration and revenue officials, especially as in several revenue divisions, as in Kumaon hills, more than fifty percent area was placed under forest. Be that as it may the commercial gains to be made from forestry, and the strategic importance of laying railway lines made it imperative for the British Raj to organize the Imperial Forest service, and it should be placed on record that after the ICS, this was the second All India service to be constituted. The year was 1867, and the first selection to the Indian Imperial Police were made twenty-six years later – in 1893. In 1869, FR Desai was the first Indian to be selected for the Forest service, and sent for training to Germany. In the first two decades, 95 officers were appointed, but given the very harsh conditions of service, and the prevalence of malaria, the mortality rate was very high: hence the first mottos of the service were Meloria Speramus. 50 DEAD AS RAIN WREAKS HAVOC New Delhi (Agencies): Dozens of people have been killed and many are feared dead in flash floods and landslides triggered by intense monsoon rains in north ern and eastern India over the past three days. Sources said at least 50 people have died in Himachal Pradesh, Utt arakhand and Odisha over the last three days. The rains lashed hun dreds of villages, swept away mud houses, flood ed roads and destroyed bridges in some parts of Himachal Pradesh and Uttarakhand. As many as 22 people were killed and 12 in jured in rain-related in cidents on Saturday in the state. The maximum damage was reported from Mandi, Kangra and Chamba districts. In Jharkhand’s Ram garh district, five people were swept away by the swollen Nalkari river. A tractor washed away after a river overflows due to incessant rainfall, in Poonch on Sunday.

First India Bureau Jaipur: Widespread rainfall this season has brought cheer to Rajasthan by filling up its dams and ensuring no water crisis for next summer. Already 73% of the total capacity in 716 dams has been filled, officials said, adding that this was 57% during the same period last year. The state has so far recorded 27% more than the normal rainfall and no district is under the category of “deficit or scanty” rains. Water crisis had deepened in Pali district during summer season this year as Jawai dam dried up and water had to ferried to Pali via trains. Meanwhile, amid heavy rain in Kota city, two gates of Rana Pratap Sagar, four gates of Jawahar Sagar Dam and ten gates of Kota Barrage were opened due to a sudden rise in water level. DAL BAATI SOUP CHILLI PANEER This is our family’s favourite monsoon snack. Here’s how we make it: INGREDIENTS: 500 grams of fried Paneer cubes (tossed in cornflour & chilli garlic paste) 2 capsicums, chopped into big pieces 2 onions, chopped into big pieces 3 green chillies, sliced 1 tbsp garlic, minced 2 tbsp oil 2 tbsp soya sauce 2 tbsp chilli sauce 1 tbsp vinegar 4 tbsp tomato ketchup 1 tbsp cornstarch Salt to taste 5 tbsp water FOR THE SAUCE METHOD: Mix all the ingredients for the sauce and keep that mixture aside. Heat oil in a wok and fry green chilli and garlic. Add chopped onions and capsicum to it. Sauté for a couple of minutes. Next, pour the sauce and stir continuously till the mix becomes a little thick. Add the paneer cubes. Garnish with spring onions & sesame seeds and serve hot!

The void he left us with on 11 June 2021 has only widened. Dr Ashok Panagariya is fondly remembered not just by his family and friends but by a long unending list of colleagues, patients, students and acquaintances. He was a pioneer in the birth and growth of super speciality training in neurology in the state of Rajasthan and has authored more than 100 national and international publications, research papers and book chapters. He was keenly interested in the scientific integration of Astrology with neurosciences and life itself. Dr Panagariya is the recipient of the prestigious B.C. Roy award and was awarded Padma Shri in 2014. He served as the President of the Indian Academy of Neurology and was a member of the state planning board in Rajasthan. He was the honorary physician to the President of India and the Armed Forces of India. He compiled the essence of his life-enriching wisdom in his book Monk in a Merc: Moksha in a Material World with All Its Perks, his dream project and his last contribution, which was released posthumously on this day, last year. Brij Bakshi, former ADG Doordarshan said “Dr Ashok Panagariya always used to put a stethoscope on the soul of a patient & insightful affection to all his friends. He used to treat patients less with Medicine & more with Faith, affection, care, concern & connection.
