10 die, 37 injured after tractor-trolley overturns

Lucknow: 10 people were killed while 37 were injured when the tractor-trolley in which they were travelling overturned after it lost control and fell into a pond in Lucknow, Uttar Pradesh on Monday, a senior district official said.

Accident happened in the Ajitgarh police station area of Sikar. Police reached spot and took both of them to hospital, but 2 succumbed to injuries.

PLATOON COMMANDER, SISTER KILLED Dholpur: Riding on the bike, Platoon Commander Asaram, posted in 6th Bat talion RAC in Dholpur, died in a road ac cident along with his sister. Jaipur: A case of rape of a female doctor by a collegue doctor has come to light. The accused doctor had physical relationship on the pretext of marriage. The accused blackmailed the victim with the pornographic photos and videos and also thrashed her. The victim female doctor lodged a report at Pratap Nagar police station.

The police have started an investigation after registering a report on Sunday. According to the police, a 37-year-old woman has filed a report against the doctor. She met the accused doctor in a medical seminar during Covid times. The accused befriended her on pretext of supporting her in her profession. HC allows former IAS Singhvi to travel abroad

Jaipur: Former IAS Ashok Singhvi, ac cused in the Khan brib ery case of Rs 2.5 crore, has been allowed by the single bench of Justice Birendra Kumar in the Rajasthan High Court to go to France for a month. The High Court has asked Singhvi to inform the ED court about the journey once he is back.

court. But the court dis missed the application on September 2 saying that he had not given any concrete reason to the court to go abroad and that just because of his desire to go abroad the court cannot grant him a month’s permission.

Govt relaxes norms to set up CNG stations

Jaipur: CNG stations in Rajasthan can now be established on land allotted by RIICO. The state government to strengthen the network of CNG stations has de cided that 50 per cent of the land of industrial plots allotted by RIICO on national highways, and urban or rural are as can be used for set ting up CNG stations.

The government while reviewing the ex

pansion of the CNG net work in Rajasthan ob served that the nonavailability of land is a major problem in the

extension of the CNG network.

A proposal was sent by RIICO officials to the state government to set

up CNG stations on 50 per cent of the land al located as industrial plots. The concerned plot owner will be able to get the CNG station permission after paying the prescribed fee to the state government.

Apart from strength ening the CNG network, the government is also working on the project of providing LPG through pipelines. In Jaipur, the pipeline gas connection will start in March 2023.

Jaipur: The CM Gehlot has approved the pro posal of additional budget provision of Rs 40 crore for the Special Backward Classes Mat ric Scholarship Scheme under the Devnarayan Yojana. Under the scheme, scholarships worth more than Rs 88 crore have already been given to the eligible stu dents in the current fi nancial year.

With the additional approval of Rs 40 crore, the maximum number of students of special backward classes pur suing higher education will be able to get reim bursement of fees and maintenance allowance and the financial bur den on their parents will be reduced. Notably, post-matric scholarship scheme has been brought to help economically weaker students of spe cial backward classes pursuing higher educa tion. Last year, a schol arship of around Rs 87 cr was given under the scheme.

In the last eight months, licences of 8,654 people have been suspended in the Jaipur RTO region.

The traffic police decide the period of suspen sion depending on the seriousness of the of fence. A serious acci dent can result in sus pension of licence for up to one year. If it is proved that the acci dent is done with the intention of killing someone, the licence can also be cancelled permanently.

European leaders will need to prepare their populations for a long war while also continuing to search for solutions. Even as they demonstrate their long-term commitment to the Ukrainian struggle, they must structure their support in ways that will keep the door open for an eventual settlement. An endless proxy war is one of the last scenarios that anyone should want

Anuclear specter is haunting Europe once again. Last week, Russian President Vladimir Putin ordered a mobilization of some 300,000 reservists and announced that he will use “all available means” to de fend Russia, adding, “This is not a bluff.” As one senior Eu ropean policymaker noted to me, such nuclear brinkman ship is an invitation to dust off old Cold War tomes such as Herman Kahn’s On Ther monuclear War.

To be sure, amid the eupho ria following recent Ukraini an battlefield victories, some commentators are cautiously optimistic that Ukraine could win the war by the spring. But Putin’s latest moves sug gest that Russia is settling in for a long war of attrition. In addition to issuing more stri dent threats, he has also re duced two significant asym metries that have character ized the conflict so far. The first is the gap between Rus sia’s “special operation” and Ukraine’s whole-of-society response to it. Deploying 300,000 more soldiers may not be enough to overwhelm Kyiv or occupy Ukraine, but it will

keep Russia in the game.

The other asymmetry is at the level of international support. Ukraine would have disappeared from the map many months ago had it not received billions of dollars of military supplies, intelli gence support, and economic aid from Europe and the United States. By contrast, Russia has been at pains to attract any meaningful exter nal support. But at the recent Shanghai Cooperation Or ganization Summit in Samar kand, Putin got to catch up with fellow travelers like Chi nese President Xi Jinping, Turkish President Recep Tayyip Erdoan, Belarusian President Aleksandr Lu kashenko, and Iranian Presi dent Ebrahim Raisi.

Putin’s most important supporter is Xi, who has con tinued to stand by him. As I learned from speaking with Chinese academics this sum mer, China seems to view the situation in Ukraine as a “proxy war” in its own loom ing cold war with the US. A pertinent lesson from the original Cold War is that when both sides in a proxy war are receiving enough support to keep them afloat, neither side will ever prevail. While the Ukrainians have used this fact to argue for continuous Western arms shipments, it also could mo tivate China to scale up its practical support (namely,

If the conflict does move in this direction, we know what the result will be. The people of Korea, Vietnam, Guate mala, Afghanistan, Angola, and many other places can all attest to the horrors of proxy wars that drag on for years or even decades, soak ing their countries in blood, crippling their economies, and depriving younger gen erations of a future.

Still, in the short-term, the West must show that it is not cowed by Putin’s threats of escalation. As my colleagues at the European Council on Foreign Relations have shown, Europe can weather a long war if it adopts a com

prehensive plan to provide Ukraine with the three key elements of military sup plies, security assurances, and economic support.

Finally, economic support must cover not just the costs of rebuilding the country and preparing it for integra tion into the European Union but also the Ukrainian state’s ongoing day-to-day needs. Right now, tax revenues are covering only 40% of public spending, leaving a $5 billion monthly funding gap.

Maintaining European po litical support and solidarity will be the biggest challenge, especially as the costs of the long war continue to rise. Ac cording to some of our esti mates, supporting Ukraine in the ways described above could cost more than €700 bil lion. That is larger than the EU’s pandemic recovery plan, which was already seen as a revolutionary step even though it applied to all mem ber states. Mustering the same level of support for a single non-member state will require a heroic feat of po litical leadership.

Moreover, the winter will bring mounting energy bills and higher costs for housingdesperate Ukrainian refu gees. Governments have al ready been toppled in Italy and Bulgaria, and the far right seems to be making gains on a new populist wave.

Cleverly outwitted by Chief Minister Ashok Gehlot’s loyal legislators, the Congress high command finds itself in a cleft stick in Rajasthan. If it accepts the conditions put forth by Gehlot loyalists to keep Sachin Pilot out of the race for CM’s post it will be risking losing the young leader to the Bharatiya Ja nata Party. And, if their con ditions are not met the 90-odd MLAs backing Gehlot could bring down the government. To assert their strength, the legislators tendered their resignations to the Speaker in a late night drama.

Still, keeping Ashok Gehlot in good hu mour is advisable.

The hills of Uttara khand are virtually resonating with an outcry for justice for the 19-year-old Anki ta Bhandari who was murdered allegedly by Pulkit Arya, the owner of a resort, for resisting his attempts to push Ankita into prostitution. Pulkit, the son of former state minister Vinod Arya, has been arrested while Vinod Arya has been expelled by the BJP. Pulkit being politically well connected the people fear he will get away with the murder.

The blatant manner in which the BJP spokesperson in Uttara khand denied that the scene of the crime was partially demol ished even as TV cameras ex posed his lie suggests that the Aryas have enough political clout to see them through this crisis. Whoever ordered the demolition could have done so more to destroy evidence than punish the resort owner.

Ankita’s body has been cre mated and the government has assured a thorough probe which, however, often gets compro mised in favour of accused if they are politically well linked.

Better it is to live one day seeing the rise and fall of things than to live a hundred years without ever seeing the rise and fall of things.

New Delhi (ANI):

Lauding Prime Minister Narendra Modi for adopting a holistic approach toward health infrastructure, Union Home and Cooperation Minister Amit Shah on Monday praised the Gujarat government over its improved facilities on various health parameters like maternal mortality rate, infant mortality rate and institutional delivery.

Shah’s remarks came while performing Bhoomi Pujan of 350 bedded Employees’ State Insurance Corporation (ESIC) Hospital in Gujarat’s Sanand.

After the construction of the hospital, the Union Home Minister also said Gujarat Government would also provide land for the construction of a medical and nursing college.

At the event, the Minister praised Prime Minister Modi for adopting a holistic approach towards health infrastructure having three parts--first, to expand all types of infra-

structure and human resources related to medical science; second, to mainstream traditional Indian systems of medicine like AYUSH; and thirdly, to provide expert facilities to all villages through technology.

The Minister further said there were only 387 medical colleges in the country in 2013-14 but PM Modi helped to increase their number to 596 in 2021-22.

Ahmedabad: Union Home Minister Amit Shah laid the foundation stone of 350 Bedded ESIC Hospital, Sanand here on Monday. The 350 bedded hospital will have OPD, indoor facilities, X-ray, radiology, laboratory, operation theater, Obstetrics & Gynaecology facilities, ICU and ultrasound among other modern facilities. Construction of the hospital spread over 9.5 acres would entail an expenditure of Rs 500 crores. It may soon be upgraded to 500 bedded hospital as per requirement. The hospital would look after 12 lakh employees and their families along with the villagers of Sanand, Shah said.

A bench of Justice Ajay Rastogi and Justice CT Ravikumar rejected the plea filed by a complainant against Shahrukh Khan. The complainant had challenged a Gujarat High Court order. The Supreme Court refused to interfere with the order passed by the High Court of Gujarat quashing the complaint filed by the complainant against the actor.

New Delhi (ANI): The Supreme Court on Monday dismissed with cost a PIL that sought that the Election Commission (EC) be barred from allocating poll symbols claiming they were “misused” by political parties. A bench imposed a cost of Rs 25,000 on the petitioner while observing that the relief claimed was “disruptive of the election process” and that litigation cannot be a “hobby”. The bench while dismissing the “misleading” petition said it was a complete waste of judicial time.

New Delhi (PTI): The Supreme Court Monday sought response from the Centre and others to a plea alleging that inmates are being kept in chains at a mental health institution in Madhya Pradesh’s Ratlam. A bench of Justices S A Nazeer and V Ramasubramanian issued notices to the Ministry of Health, Ministry of Social Justice and Empowerment, the Madhya Pradesh government and others while seeking their replies. The court was hearing a plea filed by advocate Gaurav Kumar Bansal.

New Delhi (PTI): The Delhi High Court has appealed to senior lawyers to ensure the stipend they pay to their juniors is enough to avoid financial stress and help them lead a more dignified life. The court asked senior advocates to be more mindful of the financial background of their juniors and show them greater empathy. This court also made an appeal to seniors in the profession to ensure that the stipend that is paid to their juniors is enough to evade the financial stress that accompanies this profession and allows them to lead a more dignified life.

He described Congress’s condition as “Ek Anaar Sau Bimaar”.

“Even when Ashok Gehlot was asked to run for the post of Congress President, he still wants to remain the CM. This just shows that Congress only wants power but never intends to serve the people. In Congress, there is no direction, no leader, and no one to listen to the leader. ‘Ek Anaar Sau

Ahmedabad (Agencies): The Gujarat Assembly polls are likely to be advanced by 10-15 days and conclude before November end, Bharatiya Janata Party state unit president CR Patil hinted on Monday. The polls have been scheduled for December. In 2017, the Assembly elections were held in two phases — December 9 and 14—, while the counting was held on December 18.

The state assembly has 182 seats. Patil, while addressing the party workers here this morning, said: “We should be ready for elections. There are all possibilities that elections will be held 10 to 15 days prior to the schedule and end before November.”

Dehradun (ANI): Days after an Uttarakhand resort near Rishikesh was demolished — following the alleged murder of an employee — a member of the Special Investigation Team (SIT) leading the probe has claimed that all physical and forensic evidence from the site has been secured.

“Forensic team had collected all evidence from Vanatara resort before its demolition (on September 24). All evidence found there being used in forensic investigation is safe; further probe underway,” PR Devi told ANI.

nection with the alleged murder of a 19-year-old receptionist working at a property owned by Haridwar BJP leader Vinod Arya’s son Pulkit. Pulkit and two other employees have been arrested.

The body was recovered from a canal near Rishikesh, days after she went missing. Violent protests erupted in areas surrounding the resort as family and activists demanded action, after which the administration began demolishing the structure. As they did, though, critics pointed out that evidence may also have been destroyed.

Palakkad (Agencies): Congress MP Shashi Tharoor on Monday made it clear that he would contest the upcoming Congress presidential election and said he has support from most of the states. He joined Rahul Gandhi’s Bharat Jodo Yatra. “All three from the Gandhi family have told me that they have no issue. They have only good words. I was told that as the media reported, there is no official candidate as such,” Shashi Tharoor said.

‘66% Indian pilots doze off during flight’ TREND STUDY

New Delhi (Agencies): In India, two-thirds of pilots have admitted to dozing off in the pilot’s seat. According to a study by the Safety Matters Foundation that included 542 regional, local and international pilots, 66% of those polled admitted falling asleep while at the controls of the aircraft without waking up a fellow crew member.

There is a chronic scarcity of competent pilots in India, where airlines require up to 1,500 new pilots annually. Howev-

er, only 200 to 300 of these new hires have the appropriate training. The most common causes of falling asleep in the cockpit were

overwork and having to fly back-to-back morning flights, which required getting up as early as 2am. One of the biggest causes of aero-

plane accidents is fatigue. Between India and the UK, where 1.5 million British Indians reside, there are hundreds of flights per

week. Around 54% of pilots reported having severe excessive daytime sleepiness, according to their responses, while 41% reported having moderate excessive daytime sleepiness.

At least one-third of those polled admitted to having a near-accident experience while flying, which they attributed to being too fatigued. Pilot weariness accounts for 1520% of human mistakes in fatal accidents. Aviation accidents do not happen every day.

Kota (PTI): An assis tant sub-inspector has been suspended on charges of bullying and misbehaving with a 14 year-old-girl, who was allegedly abducted and gang-raped by three men for five days earlier this month.

Five people have been detained in con nection with the al leged abduction and gang-rape and they are being interrogated, an officer said.

Air connectivity from Jpr reduces from 22 to 17 cities

Jaipur: Air connectiv ity from Jaipur Interna tional Airport is con tinuously decreasing.

There has also been a decline in the number of air passengers in the last few months. Until six months ago, Jaipur was connected to 22 cit ies of the country, but today only 17 cities are connected.

According to the of ficial figures from April to July, the num ber of passengers was decreasing every month. Due to low pas senger load, it is be coming difficult for air lines to run regular flights. This led to the decrease in air connec tivity from Jaipur.

Committee suggests to send voter list to BCR after ‘One Bar, One Vote’ result

Jaipur: In the annual elections of the Ra jasthan High Court Bar Association, the com mittee constituted to de cide the framework for the implementation of the orders of the Su preme Court and the Bar Council of Ra jasthan on other issues, including ‘One Bar, One Vote’ has submitted its detailed report to the Bar Association.

The committee com prising five former bar presidents Kamalakar Sharma, Lokesh Shar ma, RP Singh, RB Ma thur and Madhav Mitra have spoken of strict compliance of the or ders of the Supreme Court and BCR.

The report suggested

that a lawyer, who voted for the second time would neither be able to contest elections nor cast his vote in the High Court Bar. Every mem ber shall give an affida vit in this regard at least two days before the voter list is final ised. If this affidavit is found to be false, then his membership will automatically be can

celled for three years and the election com mittee should consider sending the case to BCR for disciplinary action and action under IPC.

The committee also suggested that this affi davit would be given once and if any lawyer wanted to shift for the second time, then he would give an applica tion to the association,

and the executive would decide. Affidavit once given cannot be with drawn before three an nual elections. After the election, the committee sends the voter list to BCR within seven days of the result.

Advance notice of the next year’s election should be announced before the election re sult of the current year. If the executive is una ble to hold elections within a year, then the committee of three for mer presidents should ensure to hold elections at the earliest.

Also, no office bearer and member should hold office for more than two consecutive terms. Apart from this, 15 yrs of experience is neces sary for the post of Prez.

Atalk show titled ‘Get Organ-Nised’ was organised by a 16-year-old stu dent, founder of an NGO named Hour for Vision Gauravi Kaushik on Mon day at MangalamPlus Me dicity Hospital, Mansaro var where many organ donors and recipients, so cial activists and social ites were present. It was a joint campaign by Mohan Foundation Jaipur Citi zen Forum and Hour for Vision.

“During appendix sur gery four years ago, I real ized the importance of each organ in the body.

There has been no change in my life but if any im portant part of the body does not work or is re moved, then how many problems do they have to face? Realizing this, I start ed trying to make organ donation and information related to it accessible to the people,” Kaushik said.

Kaushik focused on or gan donation, tissue dona tion, transplantation and its related information and misconceptions.

Speakers in the session were Anita Hada, Project Director at Mohan Foun dation Jaipur Citizen Fo rum (MFJCF), Renu Uba, member of MFJCF and president at Rotary Club Jaipur Pearl and Ashish Sangwan who is a kidney transplant recipient, India Book of Records Holder and an ambassador at Or gan India.

While talking about the changes in the lives of the donor and the receptor, donor Anita Hada said, “My family and I have felt the pain as we struggled for the new life for my son Ashish. Meanwhile, when my kidney and my son’s kidney matched not only my son but our entire fam ily got a new life. The mis conceptions spread in our society have been stopping us from this great dona tion. We must understand the importance of this concept. An organ gives new life to the whole fam ily. A dead body cannot take anything with it. Eve rything is left behind in cluding the body itself. So, it should be donated as a gift to your family and your future generations.”
