New Delhi (PTI): A 37-year-old man stabbed and injured his wife, daughter and mother-in-law over a marital discord in east Delhi's Mayur Vihar on Sunday, police said. The accused, Sid dharth, an engineer who worked as a technical support in Gurgaon, has been arrested, a police of ficerThesaid.injured -- Aditi Sharma (37), her eight-year-old daugh ter and mother Maya Devi (60) -- were ad mitted to the Dharam shila Narayana Hos pital, Vasundhara Enclave, they said. Deputy Commis sioner of Police (East) Priyanka Kashyap said, prima facie, matrimonial discord is believed to be the reason behind the attack. The incident oc curred in the Geeta colony on Sunday. The elderly couple were rushed to a hos pital, they said. Ac cording to a senior police officer, while Hira Lal had sus tained a head injury and was declared brought dead, his wife Munni Devi (64) is undergoing treat ment for leg injury. The CCTV footage was scanned and the vehicle was identi fied which was regis tered in the name of Inderjeet Singh of Rani Garden Exten sion in Geeta Colony. However, the address could not be traced but efforts are on to trace the vehicle and arrest the accused, police said.

New Delhi: Jamia Mil lia Islamia (JMI) Uni versity has cancelled the admission of schol ar and activist Safoora Zargar, who was ar rested in a 2020 riots case, due to "unsatis factory" progress in her thesis work. Noida (PTI): Five youths, including a teenager, allegedly drowned in Yamuna river in Delhi after im mersing an idol, police said on Monday. The incident took place on Sunday under the DND flyover, they said. Ankit Singh (20), Arpit (16), Virendra (23), Lalit (20) and Rit uraj Srivastava (20), who were living in Salarpur village under Noida Sector 39 police station limits, alleged ly died in the incident, Noida police said in a statement. They all had gone to Delhi to immerse an idol of Lord Krishna in the Yamuna river under the DND flyover. After immersing the idol, they started taking bath but due to increased wa ter level, they all drowned, the statement said. The Delhi Police has recovered their bod ies and kept them in Safdarjung Hospital mortuary of for postmortem. The families of all the deceased have beenSrivastava'sinformed. rela tives said they would perform his last rites in Salarpur village it self while the families of others informed the police that their bod ies would be taken to their ancestral places for funeral.

New Delhi (PTI): A court here acquitted a man accused of killing his brother for “lack of evidence”, saying that police made some ma nipulations during its investigation to “bring some amount of con sistency in the probe. The court was hear ing a case where a head less body was found in side a sack in a house at Kirari in northwest Delhi on August 4, 2016. After identifying the de ceased as a tenant, po lice had arrested his brother who was living withAccordinghim. to the prosecution, the ac cused had vacated the house after murdering his brother. I hold that for lack of sufficient and cogent evidence, the charges against the accused could not be proved beyond reason able doubts. Accused Akhilesh is accordingly acquitted for want of evidence, Additional Sessions Judge Neeraj Gaur said in an order on August 25. The court noted that a recovery made exclu sively on the disclosure statement of the ac cused was not admissi ble as evidence and both the alleged weapons knife and brick -- did not have any bloodstains.

The maximum in crease in number of traffic accident cases in states from 2020 to 2021 was reported in Tamil Nadu (from 46,443 to 57,090) followed by Mad hya Pradesh (from 43,360 to 49,493), Uttar Pradesh (from 30,593 to 36,509), Maharashtra (from 24,908 to 30,086) and Kerala (from 27,998 to 33,051). “These traf fic accidents resulted in injuries to 3,73,884 peo ple and 1,73,860 deaths during 2021,” the report said. New Delhi (PTI): As many as 1.73 lakh peo ple lost their lives in around 4.22 lakh traffic accidents in the coun try in 2021 with Uttar Pradesh reporting the highest number of deaths in such mishaps at 24,711 deaths fol lowed by Tamil Nadu which recorded 16,685 deaths.According to the lat est report of the Na tional Crime Records Bureau (NCRB), the number of traffic acci dents in the country increased from 3,68,828 in 2020 to 4,22,659 in 2021.These traffic acci dents comprise 4,03,116 road accidents, 17,993 railway accidents and 1,550 railway crossing accidents. They caused 1,55,622, 16,431 and 1,807 deaths respectively during 2021.

Significant rise in crime against women, children in 2021: NCRB New Delhi: Crime against women and children witnessed a significant rise in 2021 over the previous year. As per the latest data released by the Nation al Crime Records Bu reau, a total of 4,28,278 cases of crime against women were registered during 2021, showing an increase of 15.3 per cent over 2020 (3,71,503 cases).Majority of cases un der crime against wom en under IPC were reg istered under ‘Cruelty by Husband or His Rela tives’ (31.8 per cent) fol lowed by ‘Assault on Women with Intent to Outrage her Modesty’ (20.8 per cent), ‘Kidnap ping & Abduction of Women’ (17.6 per cent) and ‘Rape’ (7.4 per cent). The crime rate regis tered per lakh women population is 64.5 in 2021 in comparison with 56.5 in Similarly,2020.atotal of 1,49,404 cases of crime against children were registered during 2021, showing an increase of 16.2 per cent over 2020 (1,28,531 cases). In per centage terms, major crime heads under ‘Crime Against Chil dren’ during 2020 were kidnapping and abduc tion (45 per cent) and Protection of Children from Sexual Offences Act, 2012 (38.1 per cent) including child rape. The crime rate regis tered per lakh children population is 33.6 in 2021 in comparison with 28.9 in 2020. The NCRB data said that overall, a total of 60,96,310 cognizable crimes comprising 36,63,360 Indian Penal Code (IPC) crimes and 24,32,950 Special & Lo cal Laws (SLL) crimes were registered in 2021. It shows a decline of 5,04,975 (7.6 per cent) in registration of cases over 2020 (66,01,285 cases).Crime rate regis tered per lakh popula tion has declined from 487.8 in 2020 to 445.9 in 2021. During 2021, regis tration of cases under IPC has declined by 13.9 per cent whereas SLL crimes have increased by 3.7 per cent over 2020. Percentage share of IPC was 60.1 per cent while percentage share of SLL cases was 39.9 per cent of total cogni zable crimes during 2021.As per the NCRB data, major decline was seen in the cases regis tered under disobedi ence to order duly promulgated by public servant (Sec. 188 IPC) from 6,12,179 cases in 2020 to 3,22,115 cases in 2021 and under ‘Other IPC Crimes’ from 10,62,399 cases in 2020 to 4,96,535 cases in 2021.

BRIEFS New Delhi (PTI): Sebi on Monday overhauled the pricing norms for prefer ential allotment of units by Real Estate Investment Trusts (REITs) and Infra structure Investment Trusts (InvITs). Under the new framework, the pric ing formula for allotment of units under preferential issue would be the Vol ume-Weighted Average Price (VWAP) of weekly highs and lows for 90 trading days or 10 trading days, whichever is higher. At present, the pricing for mula in a preferential al lotment is the VWAP of the last two weeks or the last 26 weeks, whichever is higher.

The life of the com mon man here, their social status, and the facilities provided to them in the Valley, is far better than the Muslims living in PoK.

z Will tourism sector see a resurgence with changing times? Definitely. After the ab rogation of Article 370, there is a ‘Tourism Revolution’ in Kash mir. More than one crore people have vis ited Kashmir in the last one year, hotel rooms are completely booked for the next two months. It seems that the entire nation wants to experience Kashmir hence, the ‘Tourism Revolution’ has en hanced the earning prospects of the locals, further aiding in the local economy and de velopment too.

Abrogation of Article 370 is a miracle in In dia’s and BJP’s political history. It is due to the abrogation that life is back to normal in Kash mir. The lives of com mon people are secured. Normalcy has returned. As far as law and order is concerned, terrorist activities have gone down considerably and I would say about 60-70 percent of such activi ties have been curtailed. Stone pelting has gone down by 90 percent. So overall, the situation is better, but there is one issue before the govern ment i.e. target killings. We have not been able to stop target killings. 22 people have been tar geted and killed to date. The law & order is per fect, except for the sen timental hurt caused by target killings.

z How do you see the role of Ghulam Nabi Azad in the active politics of Kashmir? His life now is a politi cal tragedy. He is a good individual, has been the Chief Minister, he is popular. He stands for secularism. He has a dignified and decent image, but he was not being treated well in Congress. He has left Congress after he was not given due honour. There was a grapevine that he grew close to Narendra Modi and that he would join BJP, but perhaps there are ideological differences between them, so they couldn’t get along. But the government hon oured him with Padma Bhushan and perhaps someday, it may sud denly happen that he moves to BJP with Anand Sharma. z How will Amit Shah and Manoj Sinha address the is sue of 370 and nonresident voters? See the issue of voters is crystal clear. The mi grant voters have been given the right to vote. About Amit Shah and Manoj Sinha, they are working properly. They are being termed the ‘Double Engine Gov ernment.’ It is the per fect combination of perfect communica tion. The situation is in complete control and I don’t see any challenge coming be fore these two.

z What about the Gupkar alliance? The Gupkar alliance, which was an alliance between Abdullah and Mufti factions, exists no more, and this is what the Central Gov ernment had desired.

z So does that mean that businesses will witness further de velopment? Surely, that will hap pen. Few days ago, an Investment Summit was organised here and businessmen from across the nation had come here to invest. Over the past 70 years, an investment worth Rs 15,000 crore had been made in Kashmir. Now compare that to the past two years since PM Narendra Modi, Home Minister Amit Shah and Lieu tenant Governor Manoj Sinha have been handling the matters, an investment of Rs 65,000 crore has come in. In near future, in vestment in Kashmir would further be en hanced. Now, anyone can buy a property or make other invest ments, which wasn’t the case earlier.

z How do you evalu ate the Hindu senti ment in the Valley, especially during important festivals? There is an age-old gap or trust deficit between Hindus and Muslims and it will take time to bridge that gap. Arti cles 370 and 35 (A) have been removed, and the government has made the required changes, but on the ground, the hearts of local Mus lims have not changed. They still practice a lit tle ‘distanced’ ap proach. If you visit the villages, the local Mus lim population is still of the opinion that you (Hindus) do not have to return. You know there has been just one fail ure of Abrogation of Article 370, that it has been unable to solve the issues of Kashmiri Pandits. The sentiment of the Muslim commu nity has not changed. Until and unless the society itself works to wards cohesion and eradicates such a mindset, things will not change.

z How do you visualise the role of youth in this? As far as the craze is concerned, the voting sector has been en larged. First, it was said that those turning 18 years of age by Janu ary 2019, will be allowed the right to vote, but that has now been changed to October 2022. Then, if we speak about Modi’s craze among the voters, well, voters in Kashmir have had a separate tangent for so many years and have had sympathy with separatists. They have had some anger too, but we can hope, like you mentioned that instead of stones peo ple held the Tricolour this time, so the situa tion should become bet ter with time. It is said that the young voters boycott voting and go on holiday on voting day, but, hopefully, the new atmosphere that is being created, will have a positive impact.

z What will be the political strategy adopted by PDP and National Confer ence? Amit Shah’s policies and strategies have started to work. So PDP and NC will go their separate ways. Only time will tell the result of these elections.

z Will the romance of Kashmir, depicted in old movies, re turn? The romance of movies has started returning with the government saying that from Sep tember 30, multiplexes and cinemas, which had been banned for the past 25 odd years due to fatwas, will start in the Valley. Film shootings will com mence. It is needed now that the government gives additional sup port to all those who come for film shooting in Kashmir. I can re member the 1950s and 1960s, when Ghulam Bakshi was the Chief Minister here and he had met PM Nehru af ter which Nehru called Raj Kapoor and asked him to shoot movies in Kashmir. So the gov ernment also needs to follow suit. But one thing that Lieutenant Governor Manoj Sinha needs to address is that the Mullahs who issued fatwas, should not hap pen and should be with drawn.

But why are the lo cal political parties objecting to addition in the voter list? The voting structure will have 25-30 lakh new voters, which will get added to the al ready existing 70 lakh voters. And these will be those individuals, who are in no way af filiated or connected to the local political par ties. Their loyalties will be with their re spective parent states and thus, people are a little worried. Hence, Omar Abdullah said that voters are being imported, Mehbooba Mufti said that BJP is being benefitted through this, but the ‘law is the law.’

Dr Jagdeesh Chan dra : It is definitely an expansion of Democ racy and the political landscape will surely change. Under the new law, a person who is not a permanent resi dent of Kashmir, is also allowed to vote, for example, the para military force person nel, labour class and others. This means, about 20-25 lakh voters will be added, which will be about one-third of the current voter number of 77 lakh. Similarly, the assem bly seats have been in creased from 83 to 90, i.e. 6 in Jammu and 1 in Kashmir. So the number of voters will increase and voting percentage will also in crease. And the 24 seats that are left va cant of PoK, perhaps one day, if Narendra Modi and Amit Shah’s mood changes, they would bring those back to the fold. Overall, these developments have expanded democ racy and it should be believed that the basic structure of voting will be changed hence, it will be a major devel opment that will affect the political landscape of Kashmir.

They are a way to re-establish democracy in the Valley and all parties have demanded that elections should be held. The Government of India is also in agree ment with this. Modi and Shah agree and the entire nation is in agreement too.
