the state government has not taken any action on the issue yet. Abdi claimed the state government was in contempt of the January 2019 HC order passed on a public interest litigation (PIL) filed by him in 2012 seeking a new building for the High Court on a priority basis.
The High Court had, in January 2019, directed the state government to take a decision on allotting a large parcel of land at a convenient location for the construction of a new complex. ‘Corrupt public servants impact nation’s functioning’
Special CBI court sentenced officer convicted for accepting ` 75K bribe to 4 years of rigorous imprisonment
First India Bureau Mumbai: Corruption by public servants has become a “gigantic problem” and has a “deep and pervasive impact” on the functioning of the entire nation, a special court here has said while sentencing an Income Tax Department officer after convicting her in a
Rs75,000 bribery case. Special Central Bureau of Investigation (CBI) court judge MR Purwar on Wednesday held Preetha Babukuttan guilty of the offence under the Prevention of Corruption Act and sentenced the 52-year-old officer to four years of rigorous imprisonment. The prosecution said
the officer had initially demanded Rs1,30,000 in March 2015 to settle the tax liability of the complainant. She had told
the complainant that his tax liability was around Rs 5lakh and she would try to bring it down to Rs55,000, for which she
demanded Rs1,30,000. After negotiations, she reduced the amount, first to Rs1,00,000, and later to Rs75,000.
However, the complainant was not willing to pay the bribe and brought the matter to the notice of the Anti-Corruption Bureau unit of the CBI. Accordingly, a trap was laid and the accused was caught..
The court, after examining witnesses and evidence produced by the prosecution, held that it is clear that the accused
had demanded, accepted the illegal gratification. Noting that the prosecution had not produced any materials to show the accused’s antecedents, the court said, “The nature of the offence is serious. The dishonest intention and abuse of official position to grab money as gratification is alarming. Corruption by public servants has become a gigantic problem. It has a deep and pervasive impact on the functioning of the country.”

Allowing the applications filed by Khan and his bodyguard Nawaz Shaikh, a single bench of Justice Bharati Dangre also quashed the summons issued to the
duo by a magistrate’s court in March last year.
The lower court had directed Khan and Shaik to appear before it on April 05, in a complaint filed by journalist Ashok Pandey alleging the duo had threatened and assaulted him for filming the actor while he was cycling on the road.

mons. On April 05, 2022, the HC stayed the summons pending hearing of the actor’s petition.
Shaikh too later filed a petition challenging the summons, which was
also stayed by HC.
Pandey had filed a private complaint before the magistrate seeking action against the actor.
In his petition, Khan
had claimed there were contradictions and improvisations in Pandey’s complaint and that he had not said anything to Pandey at the time of the alleged incident in April 2019.
Metropolitan Magistrate RR Khan had issued process (summons) to Khan and Shaikh after noting a police report submitted in the matter stated that offences involving intentional insult with intent to provoke breach of peace and criminal intimidation are made out against the accused persons.
Pandey had alleged the actor snatched his mobile phone while cycling on a Mumbai street when some media persons started clicking his photos. The actor had allegedly entered into an argument and threatened him, Pandey said in his complaint.
The issuance of a process marks the beginning of criminal proceedings before a metropolitan or judicial magistrate based on a complaint lodged by an individual. Once the process is issued, the accused persons have to appear before the court.
Devotees in the city celebrated Ram Navami by offering prayers and performing rituals at various temples. At the Ram temple in Wadala, devotees were seen rocking a cradle while offering prayers. MALNUTRITION IN WOMEN AND GIRLS HAS SOARED 25% IN CRISIS-HIT COUNTRIES
WHY IS THE PROBLEM GETTING WORSE?
Every mother wants the best for their child. But a nutrition crisis means that many children are seeing their life opportunities negatively affected before they are even born. More than a billion adolescent girls and women suffer from undernutrition, micronutrient deficiencies and anaemia. It’s amplifying gender inequalities, curbing learning and wage-earning potential, and shaping lives.
We have made scant progress on targets to improve nutrition, and many of the countries most affected are those already grappling with poverty, conflict and climate change. Now, the global food crisis is deepening the problem, a new report from UNICEF finds, with maternal acute malnutrition rising by a quarter between 2020 and 2022 in the worst-hit countries.
HOW BAD IS THE PROBLEM?
KEY HIGHLIGHTS
l More than a billion women and adolescent girls are malnourished, which has broad health, economic and well-being impacts.
A series of local and global crises could combine in 2023 to exacerbate the problem for women and girls in several regions of the world. The pandemic had a devastating impact on food security, which disproportionately affected women and girls. Indeed, the gender gap for food insecurity more than doubled between 2019 and 2021 as girls and women found their livelihoods, income and access to nutritious food all hit. In southern and eastern Africa, for example, up to four in five pregnant and breastfeeding women were food insecure as a result of the pandemic.
Coordinated action which brings together multiple sectors and unites policies is needed to widen access to good nutrition. This includes improving access to and education about affordable, nutritious food, as well as expanding access to essential nutrition services for pregnant and breastfeeding women in particular
Poor nutrition and the issues associated with it can have major and long-lasting implications throughout a person’s life. These include poorer defence against disease and infection, reduced learning ability and stunted growth. Poor maternal nutrition can increase the risk of stillbirth, newborn death, and preterm delivery. It can also affect foetal development, creating lifelong impacts. Globally, 51 million children under two, have stunted growth, about half of which will have become stunted during pregnancy or the first six months of life, when they are fully dependent on their mother for nutrition, the report says.
WHERE IS THE PROBLEM MOST ACUTE?
Over two-thirds of adolescent girls and women who are underweight live in
South Asia and Sub-Saharan Africa, with these regions also home to 60% of women and girls with anaemia. But there is significant variation between countries and regions – less educated, poorer and more rural women and girls are significantly more likely to be affected by issues related to nutrition. Rising poverty and inequities increase the chances that
people will turn to cheap, ultra-processed, unhealthy foods. In Sudan already only 10% of girls and women have diets that meet the minimum dietary diversity to provide sufficient nutrients. The story is similar in Burundi, Burkina Faso and Afghanistan, where fewer than one in three have a sufficiently diverse diet. Rising poverty and inequities increase the chanc-

rent food crisis (Mali, Niger, Kenya, Nigeria Northeast, Burkina Faso, Chad, Somalia, South Sudan, Afghanistan, Sudan, Yemen and Ethiopia), the number of acutely malnourished pregnant and breastfeeding women increased by 25% between 2020 and 2022. These countries alone account for almost 7 million acutely malnourished mothers, according to UNICEF’s report.
“Addressing malnutrition in women and girls is essential to reduce the gender health gap,” says Amira Ghouaibi, Project Lead, Women’s Health Initiative, Shaping the Future of Health and Healthcare, World Economic Forum. “For too long, women and girls have deprioritized their own needs impacting their health and wellbeing- they eat least, less and inadequately. Access to good nutrition will not only improve health outcomes for women and girls but will create equal opportunities, increase economic empowerment and promote gender equality.”
WHAT CAN BE DONE?
The scale and consequences of the problem are being widely overlooked and underrecognized by families, society, governments, researchers, humanitarian agencies and the private sector, UNICEF says. The challenges facing women and children, particularly in the worst affected areas, continue to mount and much faster progress is needed. But only 8% of countries had all of the eight policies UNICEF considers key to tackling the problem. And there is also a lack of data to inform the problem and actions being taken.

AND COULD JOKOWI STAY IN POWER LONGER?
decade ago, Joko (Jokowi)
Widodo was an outsider candidate whose carefully cultivated “everyman” persona swept him into Indonesia’s presidential office. To get there, he had to overcome Opposition from many rich and powerful figures. However, he soon built a formidable political coalition, and he and his family are now firmly part of the oligarchic ruling elite. So much so, that many mem-
bers of that elite fear their access to political and economic power could be disrupted if he leaves office.
By law, Jokowi’s time in office is limited. In 1998, Indonesia’s longest-serving president, Soeharto, was forced to step down after 32 years in power. One of the constitutional pri-

In 1999, the Constitution was amended to prevent presidents serving more than two five-year terms. This was seen as a non-negotiable part of the reforms
that delivered Indonesia’s transition to democracy.
Court decision causing election uncertainty
The idea of Jokowi staying in power just won’t go away. In fact, it is dominating headlines again after the Central Jakarta District Court issued a shock decision in early March
ordering the General Election Commission to postpone the 2024 elections.

The run-up to elections is always a time of intense political manoeuvring in Indonesia. Presidential and parliamentary candidates for next year’s elections have also not yet been finalised.
It’s a fair point. Many observers already believe Jokowi’s time in office has led to democratic regression, with Indonesia slipping in the Freedom House rankings. Jokowi himself has publicly said he thinks Indonesian democracy has “gone too far”.

Why are the MPs of Nitish Kumar’s party upset?
Mahesh Sharma
New Delhi: The leaders of Grand Alliance i.e. RJD, JDU and Congress in Bihar are determined to defeat BJP in the next Lok Sabha elections. But before that the big question is how will there be coordination between the three parties? How will the seats be distributed? Will the seats be swapped and if so what will happen to the sitting MPs? The MPs of Nitish Kumar’s
party are troubled by these questions. Keep in mind that no Lok Sabha MP of RJD has won, so there is no problem there. Congress also has only one MP and that too from Kishanganj seat. In the alliance, that seat is sure to go back to the Congress account. So, the real concern is of JDU MPs. Its 16 MPs won while contesting in alliance with BJP, in which at least half of the MPs are worried about changing the seat.
Keep in mind that JDU had got all such seats in the BJP alli-
ance, where RJD is strong. JDU MPs have won the seats affected
by RJD. Madhepura is the traditional seat of RJD, from where JDU’s Dinesh Chandra Yadav hails from. Similarly Siwan is the seat of Shahabuddin’s family, who is the Muslim face of RJD. There is Vita Singh from Bhagalpur which has been a strong seat of RJD, from where Ajay Mandal of JDU has won. Ranjit Ranjan and Pappu Yadav are with the Congress, whose areas of influence are Madhepura,
Supaul and Purnia.
JDU MPs have won all these three seats. Similarly, there are JDU MPs in seats like Gopalganj to Jhanjharpur, Sitamarhi, Banka. Katihar is the traditional seat of Congress’s Tariq Anwar, which is won by JDU’s Dulal Chand Goswami. Thus, JDU MPs are restless on these seats and feel that his seat in the alliance may change. So, many MPs are being told to be in touch with the BJP.
Jagan Mohan Reddy called on Union Finance Minister Nirmala Sitharaman in Delhi on Thursday and urged her to increase state’s credit limit and release pending funds. Chandigarh (PTI):
The Punjab government has informed the Akal Takht that 348 of the 360 people taken into preventive custody during a police crackdown against radical preacher Amritpal Singh have now been freed.
The Akal Takht Jathedar’s personal secretary Jaspal Singh on Thursday said a message was received from the state government that the rest would also be released soon.
Earlier this week, Akal Takht Jathedar Giani Harpreet Singh had given an ultimatum to the state government to release all Sikh youths held during the police crackdown against Amritpal Singh and his aides.
The Jathedar had also condemned the state government for invoking the National Security Act against a few people during the police crackdown.
A few days prior to the Jathedar’s ultimatum, the Punjab Police had said that out of those detained, nearly 30 were hardcore criminals. The rest would be released after verification, a senior police official had said.
Meanwhile, the Punjab police have stepped up security in and around Amritsar and Bathinda amid reports that Amritpal Singh may surrender after entering any of the two Sikh shrines – the Golden Temple in Amritsar or the Takht Sri Damdama Sahib in Bathinda. Vehicles are being

“From today, the party will put up posters with the caption 'Modi Hatao Desh Bachao' across the country," AAP state convener Gopal Rai had earlier announced at a party meeting.
As per the allegations, some parts of Mumbai had red posters on walls and bus stands with the caption "Remove Modi, save the country," on Thursday.
Earlier, fresh posters questioning the educational qualification of Prime Minister Narendra Modi surfaced in the national capital on Thursday.
As per the allegations, some parts of Delhi had blue posters on the walls and pillars on the roadsides with the caption "Kya Bharat ke pradhan mantri padhe-likhe hone chahiye (Should the PM of India be educated)?"
Posters in several languages had also been released in various states
It comes a day after the Aam Aadmi Party released 'Modi Hatao Desh Bachao' posters in 11 languages in the national capital.
Apart from Hindi, Urdu, English and Punjabi, the posters had also been released in Gujarati, Telugu, Bengali, Oriya, Kannada, Malayalam and Marathi. “Yesterday, the Supreme Court called the Maharashtra government an impotent government. Isn't it an insult to Maharashtra? A matter of shame for the (Eknath) Shinde(Devendra) Fadnavis government? The Supreme Court has never uttered such words for any government,” the senior Nationalist Congress Party (NCP) leader told reporters in Nashik on Thursday.
The government should take the SC remarks seriously and those in power should introspect about why the apex court said so, he
said. “An immediate meeting should be convened on the issue,” he said. The Opposition has been raising the issue but the heads of the government do not like being told about it, he said.
“Earlier too, the court had pointed out that politics and religion should be separate. Precautions should be taken to prevent the spread of communal hatred and avoid situations that may lead to law and order problems,” he said.
The NCP leader also spoke about the problems being faced by onion farmers in Nashik, which produces a huge amount of the kitchen staple.
According to farmers, NAFED stopped procuring onions after the conclusion of the budget session of the state legislature last week.

The demand for the provision of various civic and infrastructure facilities in different nodes, villages, MIDCs, and slums has been made by an influential figure. He emphasized that no node should be deprived of these facilities and they should be made available to all.
The individual stressed on the need for planning civic amenities
like schools, hospitals, playgrounds, parks, libraries, roads, footpaths, flyovers, skywalks, and subways for the next 20 years.
During the hearing, Naik criticized the City and Industrial Development Corporation (CIDCO) for selling plots reserved for civic amenities in the original development plan and urged the municipal administration to acquire the remaining 550 facility plots as soon as possible.

He added: “Religious disputes are increasing in the state due to provocative speeches of some organizations, but the Shinde-Fadnavis government is not taking any action on it. Mum-Goa highway work to be done by Dec: Gadkari
Maharashtra’s Konkan region will get a huge boost to development, says Min
First India Bureau
Thane: Union Minister of Road Transport and Highways Nitin Gadkari on Thursday said that Maharashtra Konkan region would see a huge boost in development once work on the much-delayed MumbaiGoa highway is finished this December.
Speaking in Panvel at the “bhoomi pujan” ceremony of the concretization of the
Palaspe-Indupur national highway stretch and some other routes, he said several works in the Konkan region were held up due to issues like land acquisition, permissions and contractor problems.
Gadkari also announced the construction of the Rs13,000 crore Morbe-Karanjade road, which will go through Jawaharlal Nehru Port and reduce travel time between be-
tween Mumbai and New Delhi to 12 hours.
Work on the Rs1,200 crore Kalamboli junction and Rs1,200 crore
Pagode junction too will begin soon, he said. “The Mumbai-Goa highway touches 66
tourism spots in the Konkan region. It will give development a high boost. It will also ensure quick transportation of fruits and other produce for which the region is famous,” Gadkari said.
He blamed the contractors who were given two stretches for construction in 2011 for the delay. The highway is being built and widened in 11 phases.
“However, all matters are resolved now and the highway, which also connects JNPT and Dighi port, will help in
the progress of the country,” Gadkari said. He also asked state governments to go in for roads with topping of six to eight inches (approx. 15-20cm) so that they have a life of 50 years, as well as periodic updating of black spots for proactive rectification. “India sees five lakh road accidents a year, of which 1.5 lakh are fatal, with many of those dead in the 18-34 age group. This is distressing. All efforts must be taken to curb accidents,” he said.

Have you ever had to choose between flushing out one of your organs or keeping it just to struggle for mere existence?
And have you ever decided to go for the former option instead? That's exactly what a few women from a drought-stricken area of Maharashtra did. To cope with the intensive workload on sugarcane fields, these labourers got their wombs surgically removed to not let cramps, infections and unusual health complications hinder their meagre pay of 300 Rs/day. Such a gutwrenching decision to be made by anyone should be enough to highlight the urgency of calamity mitigation measures and policies to include a gender perspective in their formulation.
Instances of droughts, natural disasters and other environmental challenges aren't just purely 'scientific' or 'economic' challenges that affect everyone equally and can be solved by a single move. Gender, like other social factors, is embedded in their structure. According to UNFPA (ILOSTAT DATA, 2019) data, 85% of disaster victims are women and 70-80% of casualties in the 2004 tsunami were women. Thus, it’s imminent to address how climate change and disasters affect women disproportionately and how we have historically neglected them in our discussions and actions.
Gender inequality is rooted in our cultural attitudes, laws and institutions that govern activities causing environmental harm and mitigation.
This inequity gets manifested in three spheres: Representational and Financial Inequality, Research and Data Inequality and Education and Awareness Inequality.
Women are involved in and are responsible for various climate-sensitive tasks. Their representation is more than 50 per cent in profes sions most impacted by cli mate change, agriculture is one of them. With the femi nization of agriculture worldwide, specifically in India, we have 55 per cent of women employed in agriculture, yet only 6 per cent of women have ownership rights over agricul tural land com pared to 63 per cent of men.
The struggle for women doesn't end
here as they are additionally expected to shoulder the unpaid household work along with extra hours put in to fight the sweltering heat and dwindling water storage.
Though the Indian Government's MGNREGA scheme has financially empowered women impacted by natural calamities and COVID-19, the scheme’s active implementation is ensured only post events like cyclones and floods. Slow-onset events like droughts get ignored, affecting the rural women left behind to take care of the family farm.
In rural India, women are the ones who feed the household so they are often the first ones to notice when a variety of food is no longer growing. Them being at the helm of climate change demands meticulous and exten

knows some of the worst mistakes that can be made in his subject and how to avoid them.” Though these women are aware of their mistakes, the knowledge of how to avoid them is what they lack. And that's where our third sphere of inequality reveals itself, i.e., ‘Education and Awareness Inequality’. We must ensure that women have a seat at the table, not just at the global conferences but in the classrooms and panchayats too. This requires not just imparting education but also translating it, making the science easier to understand for the largely uneducated pool of rural and underprivileged women. The story of ‘Bageshwari Mahila Mandal’ of Sudhera village in Himachal Pradesh highlights exactly this. When a local NGO made the village women aware of the rules of solid waste management, they formed an advocacy group to protest against the illegal dumping of solid waste which polluted their streams and groundwater. It led to the point where half the women were suffering from skin diseases.
Alarmed by this, the group wrote a letter to NGT alleging how the 2016 Solid Waste Management Rules were violated by the dumping site. This prompted NGT to issue directions to the Municipal Corporation and the state’s Pollution Control Board to take action. Even the Madhav Gadgil report on the ecology of Western Ghats recommends the need to make policy frameworks more inclusive of indigenous narratives for easy understandability.

But unfortunately, the Indian Government has come out saying that it has no conclusive data to establish this correlation. Such gaps in data collection and research are what are holding back women-specific interventions.
All of this requires the government's unfaded ‘Intention’ to translate our efforts into gender-inclusive policies planning the path of “NEEYAT (intention) se NEETI (policy) tak”. Women have been in a symbiotic relationship with the climate, carrying the inherent attitude of a caregiver, making them benevolent towards the environment. We can’t let 3.4 billion women of the world be termed as mere victims and leave them behind when they too can be the agents of change. something where even people who are exposed to technology will turn around and wonder how this was created," Ajay said.
