Port Gioia Tauro Vision 2030 Design Portfolio Contest

At the beginning of the 21st century we are living in a time of great change, facing a multitude of challenges both economic, environmental, social and cultural. Gioia Tauro is one of most dynamic harbour in Europe. The central location makes it a natural transhipment hub, the centre of gravity in the Mediterranean. In fact, thanks to its road and rail connections to European markets, it is rightly considered the main maritime container terminal in the South Europe region. Thanks to its extensive facilities and super post panamax equipment, the harbour of Gioia Tauro is the ideal base for maritime distribution. All major feeder operators connect Gioia Tauro on a weekly basis with over 60 ports in the West Med, East Med, North Africa, Adriatic, Tyrrhenian, Aegean and Black Sea ports. With the surroundings municipalities of Rosarno and San Ferdinando, Gioia Tauro constitutes a large area in the Calabria region of Italy, suffering economic and social problems. Infact, this area is part of a convergence region ( the term "convergence regions" steams from the European Union's Regional Policy. Structural Funds and Cohesion Funds are the main instruments for supporting social and economic restructuring across the EU tackling regional disparities and supporting regional development) In the next 30 years, its population is predicted to grow from the present 38.500 inhabitants. According to international trends, there is no sign of stopping and for the next years, the flow of people is predicted to continue soaring. With the € 42 million financed by the European Commission, for an urban strategic development plan, the overall physical structure of the large area of Gioia Tauro can be re-shaped in a way that will reinforce its position as a leading touristic cultural and logistic Port in the Mediterranean area. This is possible through the design of an integrated regeneration strategy including several projects as the waterfront, equipped reception centre for seafarers, measures for environmental and infrastructural regeneration, as well as incentives for the creation of service facilities for people and businesses in the port area. This transformation should not, however, forget the historical culture of south of Italy, nor its natural resources and sustainable city infrastructures.

Unique, energising and memorable, this is your agenda for the Port Gioia Tauro Vision 2030, for the area to become an urban trail blazer, a centre of excellence an a symbol of hope and inspiration. We hope that by this contest will emerge smart ideas for the regeneration of the large area of Gioia Tauro. This will allow to select the best talents for application and facilitate, for prospective students, a process of familiarising with the territory of Calabria, the headquarters of the reCity European Joint Master Course (EJMC). Organisers, nature and purpose of the contest

The FISD, a nonprofit transnational consortium for Integrated Higher Education of Design, made up of leading universities, organisations, companies, nonprofit institutions and the Region of Calabria are organising a Master Course, titled reCity, inclusive of a design portfolio contest for the Vision 2030, concerning regeneration of Port Gioia Tauro in Calabria, Italy.

The contest refers to Structural Funds Por Calabria Fesr 2007-2013, intervention line 8.1.2.3, financed by the European Commission, for an amount of about € 42 million, for an urban strategic development plan of the large area, composed by the three towns of Gioia Tauro, Rosarno, San Ferdinando, in Italy.

The main aim of this contest is to select the best students on the basis of to their sensibility, sustainable strategies and concrete solutions useful to deal with the present-day city's issues.

I.2.

Eligibility

In accordance with the call for students applications, the contest is open to all graduates of the world wide countries that have submitted an application form for the reCity EJMC. The organisers would recommend the participation of students with a bachelor's degree or equivalent (180 credits in ECTS, in a minimum of three years), completed before the start of the course, in thematic fields related to relevant sectors, according to ISCED 97: 5 - Engineering, Manufacturing and Construction; 2 - Humanities and Arts; 3 - Social Sciences, Business and Law. By way of example, but not limitation: 21. Arts, 22. Humanities, 31. Social and behavioural science, 34. Business and administration, 52. Engineering, 58. Architecture and building, 76. Social services, 84. Transport services, 85. Environmental protection

Ranking

The rank awarded for the academic potential expressed by the Portfolio will be up to 50 points of the total amount of 100 points, that is the maximum rank for admission in the reCity EJMC. In case of score parity, applications will be chosen on a first-come, first-served basis.

Selection Committee

The FISD Consortium appoints each year the reCity Selection Committee (SeC) which will carry out the selective assessment of the candidates. The SeC is composed by three assessors, coming from all Consortium partners in turn and selected between the reCity’s contact persons on the basis of the Steering Committee proposal.

The SeC can consult external experts if necessary. The experts and the secretary, will not take part in the decision-making process. From the same date, the contest programme will be available in print at the office of the reCity Liaison Secretariat. The contest programme is free of charge. On request, a fee of EUR 20 plus postage and delivery expenses will be charged for elective delivering of the supplementary documents on a CD.

The jury will make its recommendation for suitable commissions to be given for further planning of sub-areas. The decision of the Selection Committee does not bind the procuring authorities.

quantity of services for people and cultural activities is just adequate in the major centres of the area but is inadequate in the those smaller.

III.1. The contest area The contest area, consists of Gioia Tauro and two surroundings municipalities of Rosarno and San Ferdinando. This large area is located in the extreme south of Italy on the Mediterranean sea. Catanzaro, the Capital of Calabria Region, is to the east on the other side of the cost and is far 111Km; Messina, the nearest major harbour is far approximately 55,5 km to the south, and Rome, Italy's capital city, is far 656 km to the north.

!

The tree municipalities covers together a surface of about 95 km2 along the Tyrrhenian coast of Mediterranean, 55km far from the city of Reggio Calabria. This area was classified highly seismicity. Households are about 13,000 and the average family is made up almost three components (data ISTAT 2006). In 2006 the number of houses and buildings was respectively about 16,000 and 12,000, with an employment rate of 77%.

This area is crossed by major highways and railways in the region and is located in a central position with respect to the airports of Reggio Calabria and Lamezia Terme. The infrastructure and services for mobility inside the area is insufficient. The harbour of Gioia Tauro is nowadays a major development potential for the whole Calabria and its presence is an important added value for its surroundings area. The quality and

Over the last decade (1995-2006), from the launch of the activities of the harbour, in the large area there was a significant increase in the population (+1.96%). Also the number of extra-european immigrants in this area has increased a lot over the last years, passing from 486 units in 2001 to 1,157 units in 2006. The population of the area is characterised by the presence of "young people" (over 15 years old). The Labour Market, here, is characterised by an employment rate of 43.79% and by the phenomenon of long-term unemployment. In fact, compared to the regional situation, in this area the unemployment is more characterised by the workers previously employed, and currently in search actively of another job. On the contrary, while the rest of Calabria has a youth unemployment rate of 68.2% of total unemployment, in this area, the youth unemployment is less pronounced, with a rate of "just" 57%. Relatively high the rate of female unemployment (58%). In the considered large area, it is present an irregular work force certainly composed by immigrants mostly coming from extra - european and eastern european countries who work in agriculture and services for people. This irregular work force is usually seasonal and alternates periods of presence in the area with periods of return in the countries of origin, or also, in other regions of northern Italy, economically more developed. In the decade 1995-2005, the income produced in the large area of Gioia Tauro has increased by almost 40%, following the trends of data of the whole Calabria.

III.2. Background to the contest Previous studies on this subject have been undertaken as follow:

!

• Calabria Regional Operational Program 2007-2013, ("Programma Operativo Regionale - POR Calabria 2007-2013"), whose operational objective 8.1.2 aims to raise the quality of life, by improving environmental conditions and by dealing with the issues arising by degrade, high density and marginality in the cities. III.3. Analysis of the main strengths and weaknesses The strengths of Gioia Tauro large area are several as follow: • the strong historical identity as Metauros city's site, belonging to the magno-greek civilisation dating at 4th century BC; • its geographic prominent location as centre of the Mediterranean Sea; • the presence of the industrial area and of the harbour, two of the main engines of development for the whole Calabria region; • the motorway and the national railway. With regard to the history and heritage, in this area, there are remarkable historical buildings, cultural traditions, uniques cultivations and agricultural activities (olives and citrus trees), the remarkable natural environmental facing the sea.

Also weaknesses are several, notably these are evident on the following items: • a shortage of quality in the urban environment (e.g. green areas, pedestrian malls, theme trails, cycle paths) and services (e.g. theatres and cinemas, conference centre, exhibitions and fairs, multimedia library, sports and leisure) that enable to make possible the cultural development and the social aggregation, through the creation of related activities; • a lack of socio-economical integration and interaction between the harbour and the three towns; • a dearth of public transports and infrastructures; • a congestion and promiscuity between urban traffic and the cargo movement traffic. Although those for the direct service at the harbour area are improving, nothing has been done to improve the linking between the three towns and the harbour access area. • high level of degrade both natural (illegal open-air dumps of solid wastes, considerable presence of asbestos in the residential housing), as well as social (lack of appropriate actions of vocational training and education, of information, criminality, low level of entrepreneurship). • the lack of enhancement of historical and cultural heritage.

system of services around the Harbour of Gioia Tauro, foresees an Integrated Urban Development Project ("Progetto Integrato di Sviluppo Urbano, PISU") specific for the relevant area. • Strategic Plan of the Integrated Territorial Project area ("Piano Stategico dell'area del Progetto Integrato Territoriale, PIT 19"), Gioia Tauro Valley, February 2009, ISRI - Institute for the Studies on Industrial Relations. • Integrated Strategic Project for Development of Gioia Tauro Valley, 2010 ("Progetto Strategico Integrato per lo Sviluppo della Piana di Gioia Tauro, 2010"), Calabria Region, Presidency of the Regional Council in collaboration with the Municipalities of Gioia Tauro, Rosarno and San Ferdinando. • Integrated Urban Development Project ("Progetto Integrato di Sviluppo Urbano, PISU"), August 2010, Calabria Region, Department of Urban Development and Territorial Governance and, as subject proponent, the three municipalities of Gioia Tauro, Rosarno and San Ferdinando. It aims at the achievement of an efficient services system around the Harbour of Gioia Tauro as well as convert the harbour from a locked place in an element that can stimulate the competitiveness of the surrounding land, in terms of quality of life and services, for the resident population and for the workers of the harbour and of the companies in the area.

III.4. Strategy The need to describe an integrated regeneration plan for the three towns above mentioned, comes from their spatial proximity to the harbour area, which has particular economic, social and environmental characteristics. The main strategic themes on which focus the regeneration projects are as follows: • improvement Infrastructure; • environmental, natural and urban regeneration; • social and cultural enhancement.

The objective of the city regeneration project, should be the sustainable development of a Port (a city integrated with its harbour) and of its until now unexploited potentials, based on an high quality level for natural and urban landscape, humans life and social cohesion. With regard to the enhancement and conservation of the environmental quality, a priority action should be the regeneration of marginal areas and of the seafront, creating spaces equipped for leisure, sports, water activities, culture and social activities. Other priority actions should be concerned with stimulating tourism through enhancement of cultural heritage, the strengthening of scientific and technological innovation, the improvement of the infrastructures and the mobility systems of urban settlements in the margin of the harbour area, the socio-economic regeneration of historic centres and urban areas, providing the large area with services for people. This is possible both through the achievement of attractive activities, that enable to attract the tourist flows on the considered area, and through appropriate social services, which encourage the balance between the times for life and for work. Finally, it’s important to strengthen a cooperation at all levels of government and of socio-economic partnership among all the stakeholders of the local development.

Gioia Tauro, Rosarno e San Ferdinando municipalities have identified 10 top regeneration zones, which form the basis for mutual future cooperation and cooperation with state and region officials. These zones are considered to have the greatest volume for new services and other developments within the large area. Some of them create new development potential around existing infrastructure, some of them are

already under realisation, while some of them are just targets for future planning. The list is intended for competitors for guidance purposes only and is not binding. The Top Priority Regeneration Zones (TPRZ) for Port Gioia Tauro are physically combined into a single territorial map (Annex 3) to provide an overall summary of the expected total development potential until 2030. These development projects are primarily aimed to create new residential and business areas for the future of the Region, and include build and open spaces, traffic and transport connectivity, tied together to create a spatially cohesive whole for the Port Gioa Tauro Vision 2030.

Alongside this area there is the covered market, now abandoned, which will be demolished to widen the area to be allocated to the hospitality centre. The foreseen functions are: luxury hotel for short stays, multi-language library, laundry services, catering services, health care services, conferences, etc.

The seafront is one of the most frequented area in the city and it’s in direct relationship with the harbour which divide it in two sides. Nowadays, the seafront is in a condition of significant degrade, with hygienic and liveability issues for residents and visitors. The existing buildings are distributed in the urban fabric mainly in a spontaneous way and they are characterised by the typology of terraced houses at two-floor above level land. There aren't picnic areas, nor remarkable public buildings. The foreseen functions are: relationship and social aggregation spaces, leisure, sports, seashore activities, culture, green and ludic areas, parking. In the part of the seafront included in the municipality of San Ferdinando, the general regeneration should be developed in an homogeneous way with the hospitality centre for maritime, of which this expand the services for people.

The new Hospitality Centre for Maritime will be located at "Villa Bavesi Nunziante", an area which, coming from San Ferdinando downtown, arrives until the sea-front, very close the harbour area's border.

TPRZ 3: Exposition pole regeneration zone This project foresees the regeneration of the “Le Cisterne” Centre, an historical building in the downtown of Gioia Tauro municipality, and of its surrounding zone. This zone should host annual interregional exhibitions and fairs on the theme: the sea knowledge. Notably, the foreseen functions are: expositions on historical maps, virtual tours in the marine world, exhibitions of boats, events for the enhancement of the natural resources of the territory, through the organisation of workshops, debates and so on.

TPRZ 4: “Budello" river regeneration zone

TPRZ 7: Terminal-bus regeneration zone

The zone needs of a environmental regeneration because the banks and the riverbed are degraded by geological instability. The efficiency of the riverbed is essential to deal with possible flooding and to avoid dangers for the inhabited zone, as well as possible consequent damages, caused by exceptional meteoric events or sudden releases of water.

The construction of terminal bus is foreseen in a zone near the Rosarno railway station. In recent years, this station has had a development of interregional and international travels, becoming an important transit point, even for the Locri area inhabitants, on the ionic cost. The daily access to the zone for workers, students, tourists, etc., is estimate of about 2000 people. TPRZ 8: System of pedestrian ways Moreover, it's foreseen the system of pedestrian ways regeneration, linking the railway station with the upper part of the city. The walkways should be integrated with the building of new well-appointed green spaces and equipped with a new public lighting system.

TPRZ 5: Sport Centre regeneration zone This zone is located in the municipality of Rosarno alongside the industrial zone and the viaduct that connect the harbour with the motorway. The foreseen functions are: indoor swimming pool, playgrounds and tracks for outdoor sports and leisure, refreshment services etc

The Rosarno historic centre, was founded by the magno-greek civilization in VII century BC with the name of Medma. Due to the strong degrade, the project should involve the completion of the amphitheater and the re-qualification of the surrounding area. Here are foreseen cultural activities, with the adjacent park, that can also be used for sport activities.

III.7. Evaluation criteria

TPRZ 10: Urban Centre regeneration zone This zone should be characterised by a Centre foreseen as a common space for the three towns, where it will take place information and communication on the development of the large area. This place should facilitate the dialogue among native, immigrants and institutions, to build the new citizenship of Port Gioia Tauro.

III.6. Instructions for applicants Applicants are expected to create and present their own scenario and vision for the Port Gioia Tauro in 2030. The solutions should address questions concerning the city regeneration of the large area, including spatial planning, building and developing the transportation systems and other networks, in terms of a future oriented city structure satisfying the objectives of this contest programme. Competitors are expected to imagine, describe and visualise their background assumptions for the vision concerning, for example future climate change, natural conditions and economic, social, and cultural development in the area in the coming decades, until 2030. The ideas should concentrate on finding and developing completely new potentials and opportunities at all scales rather than suggesting improvements to plans already on the way to realisation. However, applicants are also expected to elaborate further on those other 10 regeneration zones that the 3 municipalities have identified as key projects in order to develop the regeneration of the large area. Each competitor is expected to evaluate one of those, within the framework of their own visionary solution. Port Gioia Tauro is one of the most central areas in the Mediterranean Sea. The natural beauty of the region’s landscape features is a particular asset to be emphasised in the contest entries.

The vision should be based on the area as a unified whole and attention will be paid especially to the following aspects: • the overall convincing positioning of the Port Gioia Tauro area at the global, European and Mediterranean scales; • the structural integrity and quality of the area's built and green environment; • the quality of living and working environments, including housing, workplaces, services, recreational and leisure possibilities and their location within the urban structure. In judging the contest entries, the SeC will especially pay attention to academic potential of applicants, through: • the innovative nature of the vision presented; • the consistency, clarity and quality of the portfolio.

IV.1. Required documents The portfolio will be composed of a maximum of two A2 size sheets (59,4*42 cm) or four A3 size sheets (29.7*42 cm) or eight A4 size sheets (29.7*21 cm), containing text, images, drawings and anything showing ideas and strategies to resolve the theme. In detail, the portfolio should be composed of two parts:

Part A) • Overall illustration scenario and vision for the Port Gioia Tauro in 2030 to fit on maximum one A2 or two A3 or four A4 size sheets. The document, in drawing and/or written, will outline the overall strategy and basic principles adopted together with a wellargued justification for the proposals submitted.
 It shows, in a general manner, the contest area' s entity of city structure, main purposes of land use and how they relate to existing areas.

However, applicants are also expected to elaborate further on those other 10 regeneration zones that the 3 municipalities have identified as key priorities in order to develop the regeneration of the large area. Each competitor is expected to evaluate one of those, within the framework of their own visionary solution.

Part B) • Detail study for further exploration, focusing on one developing zone of the large area or on a more exact idea or innovation to regenerate the city, to fit on maximum one A2 or two A3 or four A4 size sheets.
 The document, in drawing and/or written, will outline the basic principles adopted and a wellargued justification for the idea or innovation submitted.
