BN67 Batters Net & Frame PITCHING TARGET Effective Velocity, by definition, is the study of pitch speed and how location changes the reaction time by forcing the hitter to hit the ball at a contact point that is different than they were ready for. When a pitcher throws the ball “inside” or “outside”, the speed of the pitch changes because the hitter needs to adjust to the location.
