MAYOR’S LETTER Why is your Mayor involved in school funding? My father has been a real estate broker for more than 20 years. I used to hear him say that potential home buyers’ first question is almost always about the quality of the schools. I was quickly reminded of that fact when nearly a year ago, I sat down with school leaders in Fishers and heard a very concerning story. Since the property tax reforms of 2008, almost all of our funding for school operations comes from the State of Indiana. The state distributes money to schools on a per child basis, and currently our school system is the second lowest funded per-pupil public school system in the state. Hamilton Southeastern (HSE) Schools currently receives $320 less per student in 2015 than it did in 2009; adjusted for inflation that number feels more like $357 less per student. HSE administration has done a tremendous job of keeping costs down; spending per student has remained flat for the last 10 years. All the while, a high level of performance has been maintained. The question in my mind is, “Can we sustain this”? The answer I continue to land on is “no”. I think most Fishers residents understand the need to provide additional resources to school districts that face unique challenges brought on by disproportionate numbers of low income students. Hamilton County, however, continues to be an economic driver for the state, and the lack of funding for our school system threatens our communities. Each year our county contributes far more tax revenue to the state than what it receives back. I think most of our residents take pride in the fact that we are a strong economic engine for Indiana. But a crippled school system will inhibit our ability to provide the same level of resources to the state. The issue truly is about sustainability—for Fishers and for Indiana. There are efforts led by State Representative Huston and Speaker Bosma currently underway at the statehouse to bring more funding to our schools. This effort will hopefully ensure that enough of our local tax dollars stay in our community to fund our schools, adequately. It is critical that you stay engaged in this legislative discussion. Fix the Funding Formula: Legislative

Priorities for Hamilton Southeastern Schools Overview:

Talking Points:

School funding is the most important economic issue facing our community today. The City of Fishers and Hamilton Southeastern Schools have partnered to make sure legislators hear the message clearly: Fund Our Kids Fairly! Bring the Bottom Up! Fix the School Funding Formula! The future of Fishers and HSE depends on the strength of our schools.

• Fix the Funding Formula. The formula must be more fairly distributed to meet the needs of all of Indiana’s students.

Hamilton Southeastern Schools is fortunate to have parents that support state funding of public education through the payment of their taxes to the State of Indiana, yet our schools operate with $320 less per pupil than in 2009. The lack of adequate support has now impacted the classroom. HSE has increased class sizes across the district, passed expenses on to parents and reduced student services. We are struggling to meet the basic needs of our students because our students are given less money from the State to be educated than other students receive. The State of Indiana’s General Fund is the main source of revenue for public schools. Your taxes are redistributed back to schools around the state based on a funding formula. The funding formula comprises six grants: Basic Tuition, Complexity, Full-Day Kindergarten, Honors, Career/Technical Education and Special Education. Funding varies widely by school district as much as $3,000 per pupil from the highest funded district to the lowest funded. HSE is second from the bottom of Indiana public school corporations in per pupil funding. This is not fair to our community’s taxpayers or our community’s children. Join us as HSE continues to advocate for our taxpayers and our children. • Bring the Bottom Up. Distribute more of our taxes back to our kids. HSE is second from the bottom in per pupil funding. • End Double Taxation. Residents pay one of the highest income and sales tax levies in the state only to be asked to pay again through local referendum dollars, program participation fees, and increased supply costs. • Reward Efficiency. HSE has formed partnerships with the Town of Fishers, outsourced services, and sold property to make ends meet. Our kids are a good investment and so is HSE. • Promote Economic Vitality. Hamilton Southeastern Schools/Hamilton County is a significant part of the State of Indiana’s economic engine. Strong schools are a key component for sustainable community growth. • Fund Our Kids Fairly. The basic needs of students have been increasingly deferred to outside sources. Our school foundation and parent teacher organizations are regularly called upon to meet essential classroom needs. • Eliminate Financial Barriers. HSE has been forced to increase class sizes and diminish student services. Operational expenses have been reduced drastically to push as many resources into the classroom and quality instruction as possible.

Fishers New Stormwater Establishes Utility Bill Format In 2015, the City established a new Stormwater Utility bill format. We hope that this new format makes the billing process easier for city customers by providing a return envelope for your use. This new format will also allow the City to provide updates or educational related information on the back side of the bill, if needed. If you are a new resident or business and this is your first experience with this bill, the Stormwater Utility is a service charge for water quality, drainage, and storm sewer maintenance related services across the city associated with stormwater drainage across your parcel. The utility was established in 2007 with the first billing in 2008 in response to unfunded state and federal mandates for water quality. A sampling of some of the major services is provided below: • Storm sewer improvements and maintenance • Drainage/flood control projects or studies on city property and/or right-of-way • Street sweeping • Water quality improvement projects • Waterway cleanups • Recycling Days • National Flood Insurance program management • Construction plan review and inspection • City-wide Stormwater related environmental compliance For clarity, this bill is different than your sanitary sewer bill that either comes from the City or through Hamilton Southeastern Utilities, a private utility handling sanitary sewer services for most of Fishers north of 126th Street and east of Cumberland Road. This bill is also different than the drainage assessment that you may receive from the County through the Hamilton County Surveyor’s Office for regulated drain related maintenance services. Annual stormwater bills will be sent in March and will be due within 30 days. Bills can be paid by mail or online at www.fishers.in.us/PayOnline. Launch Fishers Debuts High School Fellowship Program For Students, Educators, and Parents

The Launch Fishers High School Fellowship program’s purpose is to discover and develop future entrepreneurs. Twenty students (must be a junior/senior and a resident of Fishers) will be chosen to participate in a weeklong Entrepreneurial Bootcamp hosted by Launch Fishers members and staff. At the conclusion of the bootcamp, 10 finalists will be placed with host companies for a paid summer fellowship. DETAILS

SELECTION PROCESS

• Educators of juniors and seniors will promote to students to apply to the program.

1. Student must apply at www.launchfishers.com/hsfellowship before May 11, 2015.

• Students will go through a selection process (outlined in next column). • Twenty fellows will attend a one-week bootcamp hosted and programmed by Launch Fishers. • At the conclusion of the bootcamp, 10 students will be offered a summer fellowship and will receive mentoring and exposure to multiple areas within their host company. • Each student will be paid between $8/hr and $10/hr and receive a minimum of 30 paid hours per week for 8-10 weeks (max of 300 hours). • Fellows will receive regular communication from program managers and mentors to ensure proper usage of the program by the student as well as the host company.

2. Twenty students will be chosen to attend the one-week bootcamp by three non-Fishers residents based on the entrepreneur’s experience and knowledge. 3. At the conclusion of the one-week bootcamp, the students will interview and network with 10 host companies for an opportunity to be placed into one of 10 fellowship positions. a. S tudents will choose the top three companies they would like to work with. b. C ompanies will choose the top three students they would like to work with.

The most striking aspect of Fishers’ southern border, 96th Street, is the vast diversity of businesses that call it home. Hotels. Small specialty shops. Jewelers. Dry-cleaners. Bars. It’s all there, and the corridor’s health and strength are crucial for Fishers in a lot of different areas, from standard of living to public safety, and everything in between. That’s why the City of Fishers wants to have a healthy relationship with the many, many business owners, business operators, and land owners in the area and why it wants to see those individuals get to know each other, if they don’t already. To that end, the City of Fishers is holding a public meeting for 96th Street businesses – both north and south of the street from Mud Creek to the White River – to discuss the possibility of a new business crime watch for the corridor on March 18 from 7:30 to 8:30 a.m. at Heartland Church, 9665 Hague Road, Indianapolis, 46256. We plan to hold public meetings specifically for businesses on that border from Mud Creek to the White River once per quarter to discuss issues, receive feedback, and talk about future plans for the area, hopefully resulting in a more engaged area and much more.

If you’re one of the constituents that fit the bill, this is an opportunity to get a lot of information directly from city officials at a very small cost in terms of time. And there will be coffee.

Fishers Engages Community to Even before Fishers’ transition from a Town to a City this past January, Mayor Fadness and Fishers leadership began working to develop a long-term vision for our community. To accomplish that vision, Fishers’ leadership team is now working to develop a comprehensive plan. The leadership team is considering all the ways the city impacts residents and how together, we can create a smart, vibrant entrepreneurial community. In his State of the City address last month, Mayor Fadness explained what it means to be a smart, vibrant entrepreneurial city. A smart city is one that provides local services efficiently and effectively, is planned with thoughtful purpose and intent and has an educated workforce and culture of excellence in education. In order to be vibrant, we must not only focus on areas of growth, but work to maintain the integrity of all Fishers neighborhoods. And an entrepreneurial city recognizes the impact that entrepreneurs have on economies and ensures that our city is one where entrepreneurs and their business enterprises can thrive. The development of the City’s comprehensive plan begins with analyzing the current state of the city. Each year, the Community Development Department puts together a statistical analysis in review of the amount of residential building permits, commercial development, increase in population and other data in order to gain predictive information on the city’s growth patterns. In 2014, the city commissioned a forecasting and sustainability analysis which gave leaders a few different growth scenarios to consider based on population projections and the estimated

Develop Comprehensive Plan need for commercial space. The findings of the analysis will help Fishers’ leadership determine how to grow in a way that is both thoughtful and fiscally sustainable. A state statue mandates a comprehensive plan for all municipalities. Components of the plan include objectives and policies for future development, land use, development of public ways, public places, public structures and public utilities. The comprehensive plan will ultimately outline how and where we should grow, how we work and how we recreate. City leaders will review all existing plans and make necessary updates and revisions as needed to ensure that all plans will work together to accomplish the long-term vision for the city. “When it’s complete, it will be a document that we use to really help our decision making,” said Assistant Director of Planning, Rachel Johnson. “That goes for the policy makers and decision makers, but also for any decisions in the community.” The first phase of the comprehensive plan, the visioning process, is expected to be complete this spring. From there, corresponding goals and objectives will be established. City leaders are inviting community stakeholders, schools, churches, businesses, nonprofit organizations and residents to participate in this process. Sunshine Week Celebrates

Transparency in Government March 15-21, 2015 Sunshine week is a national initiative to celebrate and focus on government transparency and the public’s right to know what the government is doing. Transparency is very important to Mayor Fadness and city staff. Together, we work continuously to be accountable to residents and provide information regarding all of the city’s plans and operations. “As Mayor, I understand that what we do inside City Hall affects the lives of our residents,” said Mayor Scott Fadness. “In Fishers, we’re committed to maintaining a culture of transparency and openness by providing various ways for our residents to stay connected and engaged with all that’s happening in their city. We are always eager to hear their feedback as well.” As required by Indiana State Code 5-14-3, non-confidential records are available to residents by request. Fishers Parks & Recreation Hosts Annual

Senior Safety Series Fishers Parks and Recreation has again teamed up with the Fishers Police Department and Fishers Fire Department to educate seniors on safety measures they can take to protect themselves. The Senior Safety Series will run each Wednesday in March. Seniors 50 and better are invited to attend these free, informative sessions to ensure that they are prepared for a variety of situations they may face. All sessions will be held at Billericay Park Building from 10-11 a.m. The EMS division of the Fishers Department of Fire and Emergency Services will highlight the newest program within its WeCare system, the Emergency Medical Information System. This web based system will allow citizens to make available their medical and insurance information with a magnet on their refrigerator. Fishers Police Department will detail several safety tips every resident should consider. Fishers Police Department will also speak about the Safety Link program. The program is unique to the City of Fishers. It is a telephone reassurance program designed to contact senior citizens who live alone, are disabled or homebound.

City Hall Brief Keep Fishers Beautiful

Disability Awareness Month

Interested in making a big impact on your community this spring? Sign up to volunteer for Keep Fishers Beautiful, on April 18 from 8 a.m. – 1 p.m. Together, residents, businesses and organizations will participate in cleaning up various areas of the city through the Spring Service Day at Ritchey Woods Nature Preserve, Fishers Recycling Day, projects at Fishers parks and even neighborhood landscaping. Register to volunteer by March 20 at www.fishers.in.us/Volunteer.

March is disability awareness month. Have questions about ADA accessibility in Fishers? Stay tuned for a Twitter City Hall this month with city officials and our ADA Task Force where we’ll answer questions about ADA accessibility within the city. Another Broken Egg Café Another Broken Egg Café has signed on as the first retail tenant of The Switch mixed use development. The café is expected to open early next year, with a variety of entrees, vegetarian entrees, appetizers for sharing and eggs prepared any way you’d like.
