WAYSIDE SAFETY PRACTICES
PURPOSE The purpose of this document is to emphasize the importance of taking adequate precautions and following safe practices when working in the BART wayside.
This document is not intended to replace or supersede the Operations Rules and Procedures Manual (OR&P) with associated Operating Bulletins. The OR&P is the ultimate authority regarding the operation of the BART system. This document, however, does provide supplemental safety-related information to aid individuals when planning wayside work, when accessing the wayside, and while occupying wayside areas. This document should be used with the Wayside Access Guide which contains specific information on trackway locations.
General Wayside Safety Practices Whenever you will be working in the wayside, you should be trained in wayside/trackway safety and should be knowledgeable of the following:
Request a job briefing prior to commencing work. Understand the protection that will be provided to you (none in the case of Simple Approval) and request additional protection as necessary. Question any directive that you feel violates wayside safety rules. Be aware of your work area or simple approval limits. Use milepost markers and other reference points to determine your location. Be sure you are on the correct track and in the authorized location.
See Figure 4 to 16 for typical Sections within the system.

Always take into account your physical size and any tools or equipment you have with you when near the track. Be aware of wayside conditions such as lighting/glare, vegetation and other obstructions to visibility, weather factors, noise, and walking hazards that could interfere with your ability to detect approaching trains. Remain on walkways and in areas where you do not foul the track, whenever possible. Expect the movement of trains and on-rail maintenance vehicles at any time on any track in any direction. Always consider the possibility of two trains or on-rail maintenance vehicles passing on both sides at the same time when positioned between tracks. Take care not to step into the path of another train or on-rail maintenance vehicle when moving clear of a train. When trains or on-rail maintenance vehicles pass, stay clear of ALL TRACKS. Your greatest risk is from a train that you don’t notice. A train cannot strike you unless you are fouling the track. Comply with the District’s Personal Protective Equipment policy (as outlined in the Injury and Illness Prevention Program and M&E Employee Safety Manual).

Simple Approval Simple Approval is an authorization from the control center having jurisdiction. No protection is provided with a Simple Approval. The only safe way to access the BART wayside and facilities under Simple Approval is to be completely aware of your situation and provide your own protection. Simple Approval authorization is a means of keeping the control center having jurisdiction aware of the presence of personnel in a specified location in the trackway and a reminder to the personnel requesting Simple Approval authorization that they must “Provide their own protection and not interfere with mainline/yard operations”. If protection from moving trains or on-rail equipment or restrictions to remotely controlled equipment or facilities is required then Simple Approval is not appropriate and a Work Order (Clearance) is required. Simple Approvals are prohibited and shall NOT be used to access the following wayside locations: Subway tracks with train speeds exceeding 50 MPH. Bridges and Elevated Tracks (Aerial Structures) except for tracks having walkways with handrails. Trackway at Station Platforms Inspection Pits located on mainline tracks, spurs or sidings Areas where obstructed sight lines (track curvature, structures, vegetation) prevent the detection of an approaching train in compliance with the 15 second rule. Other specific locations identified by Operating Rules, Bulletins or Special Instructions.
Simple Approval authorizations may be used in other areas under the following conditions: Personnel wayside are able to detect an approaching train or on-rail equipment with sufficient time to move to a predetermined location, Clear of Track, 15 seconds before the train or on-rail equipment operating at the maximum authorized speed can reach that location (15 Second Rule). This determination shall be made prior to fouling the track and shall be continuously reassessed. When fouling a track, personnel may not perform work, including visual inspections, without a watchperson. Simple Approval can only be used to foul a track, without a watchperson, when a person is moving from one location to another and the person’s full attention is focused on watching out for trains or other on-rail vehicles. Personnel must have a watchperson when fouling the tracks for any purpose at locations with more than two parallel tracks on mainline (see OR&P or Operating Bulletins for certain exceptions). Personnel shall not use a personal electronic device (PED) when fouling the track. This rule is subject to the District’s Zero Tolerance Policy. Before going wayside using Simple Approval Authorization: Preplan the safest location to access and travel through the Simple Approval area. Use the Wayside Access Guide as a reference. Have the required means of communication with the control center having jurisdiction (check that all communication equipment is in good working order).

Be aware of maximum train speeds in the area; if not sure, assume 80 MPH. Establish the Simple Approval authorization with the control center having jurisdiction. (OCC for all mainline tracks, YARD TOWER for yards and transfer tracks (transfer tracks are joint jurisdiction with OCC and Yard) and SHOP FOREWORKER for Shop/Local Control Areas). A Simple Approval form must be completed and carried by the person requesting the Simple Approval authorization until the Simple Approval has been cancelled with the control center having jurisdiction. Brief the crew on the limits of the Simple Approval authorization, safety procedures to be followed, work to be completed and any other relevant information. Designate a watchperson if fouling the track(s) to perform work, or if crossing tracks at locations with more than two parallel tracks on mainline (see the OR&P and associated Operating Bulletins for certain track location exceptions). Brief designated watchpersons on their responsibilities to watch for approaching trains and warn the crew. Personal Electronic Devices (including cell phones) should not be used while fouling the track. Personnel accessing the wayside should comply with District’s Personal Protective Equipment policy. While wayside with a Simple Approval Authorization: Remember, there is no protection provided with a Simple Approval authorization. You are responsible for your own safety. The person obtaining the Simple Approval authorization is responsible for ensuring that each Page 3 of 14 CAD03032
member of the crew entering the wayside understands the limits of the Simple Approval authorization. Check milepost markers or other reference points to ensure that you are in the correct location. Expect not only normally scheduled trains, but also reverse running trains. As a general rule: Expect the movement of trains and on-rail vehicles at any time on any track in any direction. Information provided by OCC regarding reverse running trains is additional information and should not decrease your level of vigilance. Always assume that third rail power is on, unless power status is verified. Comply with District rules and procedures for working near the third rail. Do not expect trains to be able to stop short of your position, even when they have been signaled to do so. Understand the difference between being in the right-of-way and fouling the track. A train cannot strike you unless you are fouling the track. Remain on walkways and only foul the track when necessary and safe to do so. Before fouling the track, you need to pre-plan where all personnel can move to a location(s), clear of track, trains and on-rail equipment, at least 15 seconds before an on-rail vehicle could reach that location (15 Second Rule). Be sure you have a clear sight line to detect a train or on-rail maintenance vehicle 15 seconds or more away from your location. Only foul the track to perform work with a designated watchperson. If you are alone, you must not perform any work while fouling the track. If you are crossing tracks at locations with more than two parallel tracks on mainline, you must have a designated watchperson Rev 02, February 2013

(see the OR&P and associated Operating Bulletins for certain track location exceptions). Assign designated watchperson(s) to location(s) to detect approaching trains and on-rail maintenance vehicles in accordance with the 15 Second Rule. Be aware of your physical size, which includes clothing, tool belts, tool bags, and any other items on your person that could be caught by a passing train or on-rail equipment. Take workplace conditions into consideration: o Lighting, glare, shadow, etc. o Obstructions to visibility (e.g. curves, vegetation, etc.) o Weather factors (fog, rain, wind, etc.) o Walking hazards, safe footing. o Noise from train and vehicle traffic, ventilation fans, etc. o Other conditions or situations that could interfere with any senses used to detect approaching trains or on-rail equipment (e.g. proximity to subway portals). o The space available for personnel while trains pass.

When the task or situation changes, position all personnel clear of track, trains, and on-rail equipment, and reevaluate the safety measures you will need for the new task. o If you need protection from trains to complete your work, you are responsible for requesting the appropriate Work Area Clearance with the needed protection. o Do not compromise your safety. Determine what level of protection you need, and accept no less. o If the level of protection that you need to complete your work is not available, do not initiate the work. Remember, as the name implies, the Wayside Access Guide is to be used for guidance only - the OR&P governs all Simple Approval authorizations.

Work Orders (Clearances) A Work Order (Clearance authorization) differs from a Simple Approval authorization. A Work Order transfers control of an area, facility, or equipment to a requester to perform an activity subject to clearance rules. There are three common types of work orders:
Work area (from OR&P 6301) Blanket (from OR&P 6302) Equipment/Facilities (from OR&P 6303)
If you need protection from train movement to perform your work, you are responsible for requesting Work Orders with the needed protection. Do not compromise your safety. The requestor of the Work Order must determine the level of protection needed. Do not initiate the work until protection is established and the Work Order issued. Where appropriate, a Simple Approval authorization can be used to access the trackway and travel to a work location (if within a simple approval area). The appropriate Work Order can then be obtained, with the required protection, to complete your specific work task. The Work Order form shall be completed when obtaining Work Orders. The completed form must be carried by the person holding the work order until the work order is cleared with the control center having jurisdiction.
Note: Equipment and Facility Work Orders (Clearances) do not necessarily provide protection from on-rail vehicles. Remember, as the name implies, the Wayside Access Guide is to be used for guidance only the OR&P governs all Work Orders (Clearances). Before going wayside with work orders (work area, blanket or equipment/facilities clearance): Establish the Work Orders with the control center having jurisdiction. (OCC for all mainline tracks, YARD TOWER for yards and transfer tracks (transfer tracks are joint jurisdiction with OCC and Yard) and SHOP FOREWORKER for Shop/Local Control Areas). Comply with District rules and procedures for working near the third rail.

When releasing a work area, ensure that the trackway is clear of personnel, tools, equipment and material that may interfere with operating on-rail vehicles.

TERMINOLOGY DYNAMIC ENVELOPE – The Dynamic Envelope is the additional space outside the car body required for movement of the car body on its suspension. The dynamic envelope is larger than a normal revenue vehicle as shown in Figure 1. Revenue vehicles with suspension problems can pass at any time. Always expect that a revenue vehicle leaning towards you can pass at any time. Always consider the worse case dynamic envelope of a train. In addition to trains, on-rail maintenance vehicles can be as wide as the dynamic envelope of a train by design. Extra caution should be observed on curved track.
OVERHANG ON CURVED TRACK – Trains and other on-rail vehicles have extra overhang on curves as shown in Figure 2. When on-rail vehicles traverse through curved track, the car body creates a straight line over the wheels and overhangs to the inside of curves while the car ends overhang to the outside.

FOULING THE TRACK / CLEAR OF TRACK To “Foul a Track” is to place an individual or an item of equipment in such proximity to a track that the individual or equipment could be struck by a moving train or on-rail equipment. Fouling the Track means entering an area where harm from trains and on-rail maintenance vehicle movement could result. This area includes the dynamic envelope of trains and on-rail vehicles and locations with inadequate clearance between the on-rail vehicle and structures, or between the on-rail vehicle and other on-rail vehicles on adjacent tracks. Trains and other on-rail equipment cannot strike you unless you are fouling the track. Determine a safe escape route prior to fouling the track. Always designate a watchperson before performing work while fouling the track with Simple Approval. “Clear of Track” is a location in the right-of way where a person or group can stand with adequate clearance from moving trains and onrail vehicles. The following are examples of locations Clear of Track: Track walkway with a handrail or locations with a means of support such as a wall or fence with at least 44 inches between you and the nearest running rail. Extra care should be taken at locations where there is no clearly defined walkway with a handrail or adjacent wall or fence. Ensure there is sufficient space, at least 60 inches, between you and the nearest running rail.
CLEAR OF TRACK FIGURE 3 Personnel who are “Clear of Track” shall maintain a high level of attention to passing trains and on-rail maintenance vehicles to ensure that sufficient clearance exists and expect the possibility of dragging equipment or other items hanging from the sides of passing trains and items being struck and deflected by passing trains. The following locations in the District’s right-ofway are identified as locations that do not have available places Clear of Track, trains and onrail maintenance vehicles. Bridges and elevated tracks (aerial structures) that do not have walkways with handrails. Note: Walkways have been installed in the aerial interlockings adjacent to switch machines at A25, A45, M15, M85, and R45. These walkways are not continuous but provide a place Clear of Track at those locations.

When between tracks, ensure that you have 60 inches of clearance between you and the nearest running rail of both tracks.

The portions of mainline track parallel to the concrete support walls in the M17 and M55 Interlockings posted as No Refuge Zones. There is also an area posted as a No Refuge Zone north of the Daly City Yard Train Washer in the subway.
Work may be performed on aerial track and bridges without walkways with handrails and in areas between tracks, provided a work order (clearance) is obtained with the following minimum protection: All trains will have a gate stop before entering interlockings within the work area. Trains will proceed through the work area at speeds of 27 MPH or less. No more than one train is permitted in the work area at any time. A crew of at least two persons is required to access these locations with at least one crew member designated as a watchperson. Fall protection and other required personal protective equipment shall be used where required.
Stopping Distance is the distance required for a train or other on-rail vehicle to initiate braking and come to a complete stop. Reaction time (both human and mechanical) can add significantly to the stopping distance. The Stopping Distance of an 80 MPH BART Train, under ideal conditions is 1,564 Feet. This is more than 1/4 mile. Do not expect a train or other on-rail vehicle to be able to stop short of striking you if you are fouling the track.
In other locations, such as multiple track areas with close track centers (e.g. K23, A77 and yard entrances), caution should be used when occupying the interior tracks so as not to get trapped between passing trains.

A train traveling at 80 MPH is approaching at a rate of 117 feet every second. Before fouling the track, you must be able to move to a previously determined location, clear of track, trains and on-rail equipment, at least 15 seconds before an on-rail vehicle could reach that location. The table below shows the distance traveled in 15 seconds for different speeds. Minimum Required Sight Distance – 15 Sec. Note 1: Work Orders and speed restriction required (speed restriction not required with exclusive track occupancy) 2: Work Orders required, except that work can be performed in open areas between clear-of-track and the fence with Simple Approval. 3: When requesting Work Orders for Aerial interlockings, bridges, and elevated tracks that do not have walkways with handrails, OR&P 6333 applies. 4: RRN = Simple Approval Reverse Run Notifications areas. Train Controller required to contact crew prior to reverse running commencing. 5: MT = Simple Approvals in Multiple Track and Undefined areas. OCC shall advise that reverse running is undefined, expect train movement on all tracks in any direction at all times.
