The Flagler County Board of County Commissioners created the Department of Economic Opportunity (DEO) in 2011. During that time, Flagler County had the highest unemployment rate in the State of Florida – over 12%. Once created, the Commissioners reviewed applications for the Economic Opportunity Advisory Council (EOAC) members. Nine residents were selected to serve on the council based on their industry expertise and background. In March of 2012, the EOAC Board hired an Executive Director to structure the department, develop a strategy, and oversee the day-to-day operations.

The mission of the Flagler County Department of Economic Opportunity is to facilitate the expansion and diversification of the County’s economic base with targeted businesses that provide sustainable employment opportunities for its residents.

There are three methods that economic development organizations can use to facilitate the creation of jobs and realization of capital investment. They include: • • •

Attraction of New Companies to the Area (business recruitment) Growth/Expansion of Existing Firms within the Area (business retention and expansion) Creation of New Entities (entrepreneurial development)

The Flagler County DEO strategy includes a combination of these three elements. Success does not come without substantial work and strong partnerships. While recruitment and retention of jobs are the end goal, comprehensive economic development encompasses more. In order to achieve these goals, we need to view the region holistically and ensure that infrastructure, the talent and the county are primed for business. The collective impact realized through our partnerships with local businesses, organizations and key stakeholders continue to fuel the trajectory of continued growth and success.

VITAL STATISTICS

Flagler County is located on the east coast of Florida, approximately 30 miles north of Daytona, 60 miles south of Jacksonville and 60 miles east of Orlando. The City of Bunnell is the county seat and Palm Coast is the largest city by population. The County is included in the Deltona-Daytona Beach-Ormond Beach, Florida metropolitan statistical area (DDO MSA), which includes Flagler and Volusia Counties. It is also included in the Orlando-Deltona-Daytona Beach, FL Combined Statistical Area. Total population in the County has grown to 105,392. A study, prepared by Boyette Strategic Advisors, compared the Flagler County Millennial and GenZ populations to our neighbors to the north and south found that within the last five years, Flagler County has the highest growth, 11.4%, within these generational categories. St. Johns County is the next highest at 9.5%. The County also has a higher percentage of the 45 to 69 year old age group, at 36%. Relative to the State and the Nation, Flagler County’s percent employment growth shows marked improvement at 3.1% year-over-year versus the Nation at 1.7%. Additionally, once having had the highest unemployment rate in the State of Florida, today, Flagler County is at a much more acceptable ranking of #21.

DESIGNS FOR HEALTH EXPANSION - Designs for Health (D4H), a company that provides high quality nutritional supplements to healthcare professionals, has expanded their operation in Flagler County. The company acquired 6 Commerce Park Drive in Palm Coast – the new facility will allow them to continue to grow. With 50 new jobs expected over the next few years, they are investing $3 million in site acquisition and upgrades. Average wage is anticipated to be $33,000/year. The Connecticut-based nutritional supplement company originally opened their Flagler County distribution facility in 2012 - the first company to locate to Flagler County under the county's then newly formed Department of Economic Opportunity. Since then, D4H has continued to grow in reputation, revenue and footprint. Growth from year to year has been substantial and while they recently opened another distribution facility in Nevada, the Flagler County operation is bursting at the seams. Phil Lizotte, Vice President, led the selection process and worked closely with Helga van Eckert, Executive Director of the County Department of Economic Opportunity and Margaret Sheehan-Jones, CCIM of ParkSide Realty. "Flagler County remains a great fit. We look forward to continuing our partnership," Phil Lizotte.

COASTAL CLOUD RECOGNIZED BY GROW FL - Coastal Cloud,

represented by company owners Tim and Sara Hale, accepted the Florida’s Top 50 Companies to Watch award from GrowFL. Supported by team members and local business partners; the Hale’s celebrated at the award ceremony at the Hard Rock Café in Orlando. In addition to this award, Coastal Cloud was honored by Gov. Rick Scott with the “Job Creator’s Award” and has been recognized by Salesforce.com as a Gold level consulting partner. Founded in Flagler County in 2013, Coastal Cloud has grown to over 80 employees with a nearly zero percent attrition rate; has assisted over 100 private and public sector clients by providing competitive advantages through cloud-based and SaaS solutions; and generated over $10 million in revenue. Hale, of Coastal Cloud, said being one of the 50 companies recognized sends a message about Flagler County as a high-tech hub. “I hope it is the beginning of validating our area as a destination for high-tech firms,” he said.

FLAGLER COUNTY – Because You Can! We rolled out a new talent recruitment slogan and website, www.YouCanInFlaglerCounty.com. Both are the first milestones in an effort being funded through the Flagler/Volusia CareerSource economic development grant that the DEO was awarded earlier in the year. The availability of a skilled workforce is one of the most critical factors for recruiting, retaining and expanding companies to an area. While many communities are working diligently in creating the pipeline for the future workforce, Flagler County stepped up the competition by also looking at the immediate needs of our businesses – this website is another proactive tool to assist in the business hiring efforts.

Designed in-house, the site is a user-driven experience, providing everything from new employment opportunities to where to find local sushi. Creating an International Buzz. Flagler County teamed with the U.S. Department of Commerce and Enterprise Florida by attending the SelectUSA Investment Summit in Washington D.C. The Summit is the highest-profile event that promotes foreign direct investment (FDI) in the United States. It provides an unparalleled opportunity to bring together companies from all over the world, economic development organizations from every corner of the nation, others working to facilitate investment in the United States, and high-level government officials. Attendees include international companies interested in learning more about doing business in the U.S. and connecting with communities that match their needs.


Commissioner McLaughlin Presents Flagler’s Best Practices at Regional Forum Competing in today’s global marketplace requires counties to consider new, collaborative ways of preparing the community for the economy of the future. Commissioner Nate McLaughlin participated in a panel at the JaxUSA Quarterly Forum to share best practices in economic development. Topics included: understanding business location considerations, assessing what factors make a County attractive to industry, and defining successful economic development.

Site Selector Visits Flagler County Department of Economic Opportunity welcomed site selector Kathy Mussio, of Atlas Insight, to Flagler County for a community familiarization tour and presentation; “Advanced Manufacturing, Do You Have What It Takes?” Ms. Mussio is a nationally-recognized site selector who works with companies seeking to expand and relocate operations. In theme, the event was hosted at Sandvik manufacturing facility. Local business professionals gained knowledge of the competitiveness of the region, the intricacies of the site selection process, and a better understanding of their role in how to make Flagler County even more competitive in the overall recruitment and expansion process.

Taking A Lead Role Gov. Rick Scott appointed Flagler’s Helga van Eckert to serve on the Northeast Florida Regional Planning Council. As a Governor appointee, her term runs until Oct. 1, 2018. The council's mission is to promote greater coordination and cooperation on regional issues for the area that includes Flagler, Baker, Clay, Duval, Putnam, Nassau and St. Johns counties as well as the region's 27 cities.


An Economic Analysis Impact Report, prepared by CareerSource, determined that the Economic Opportunity recruitment and retention efforts to date have resulted in the creation of over 838 direct and indirect jobs and $63,918,315 in annual earnings.

ECONOMIC IMPACT

Additionally, based on the anticipated growth of the companies, the total economic impact will increase to over 1400 direct and indirect jobs and in excess of $80M in annually.
