New Map, Who’s This? REDISTRICTING COULD SET OFF CONGRESSIONAL SCRAMBLE

By Blake Aued news@flagpole.com A proposed congressional map could pit a former Athens congressman against one of his Republican colleagues if a judge approves it. Athens gun store owner Andrew Clyde represents the 9th District, which included part of Athens until 2021, when as part of the once-a-decade post-Census redistricting process state legislators placed all of Clarke County within the 10th District, represented by Republican Mike Collins. That wouldn’t change under Republicans’ proposed new map, but the 9th District would include Rep. Rich McCormick’s hometown of Suwanee.

(R-Newington) said in a news release. “We look forward to passing this fair redistricting plan.” Republican state legislators complied with the ruling by pitting white and Black incumbent Democrats against each other in the state Senate, but could lose two or three seats in the House as a result, creating new majority Black districts. The new congressional seat could be a Democratic pickup as well, depending on where it ends up. Regardless, Republicans are still expected to maintain large majorities in both the state House and Senate, as well as hold on to at least eight of Georgia’s 14 congressional districts (they currently have nine). Focusing on Atlanta and Macon, lawmakers in neither party have shown any interest in revisiting state House and Senate lines that divide Clarke County. Heavily Democratic Athens is currently represented by four state reps—one Democrat and three Republicans, only two of whom live in Athens—and two Republican state senators. Many Athens residents testified during redistricting hearings in 2021 that those lines dilute Athenians’ voices because their representatives are more beholden to the conservative surrounding counties.

ACC’s ARPA Funding Republican state legislators proposed new congressional districts last week.

McCormick currently represents the 6th District in the north Atlanta suburbs, which would be shifted to southwest metro Atlanta. There is no requirement that congressmen live in the district they represent, so McCormick could opt to follow his new majority-minority district, challenge Clyde in the 9th or run in the 7th District, currently represented by Democrat Lucy McBath, which would become more conservative. McBath could also opt to change districts rather than face a whiter and more rural electorate. However, experts told the Atlanta Journal-Constitution on Friday that the proposed congressional district map is unlikely to pass muster with U.S. District Court Judge Steve Jones. Last month Jones, an Athens native, ordered lawmakers to redraw state House, Senate and congressional districts because the current ones, approved in 2022, violate the Voting Rights Act. He ruled that Georgia should have five additional majority Black House districts around Atlanta and Macon, two more majority Black Senate districts and one extra majority Black congressional district. A special session for redistricting started Nov. 29, and legislators have until Dec. 8 to give Jones new maps. If he doesn’t approve them, he could appoint a nonpartisan special master to draw the maps. “This map meets the promise we made when this process began: It fully complies with the judge’s order, while also following Georgia’s traditional redistricting principles,” House Speaker Jon Burns

With a year left to allocate $57.6 million Athens-Clarke County received from the Biden administration’s American Rescue Plan Act in 2021, the county has spent a little less than half the funds, with another $6 million encumbered but not spent and about $27 million left to be budgeted. Local governments have until Dec. 31, 2024 to budget the money and until the end of 2026 to spend it or give it back to the federal government. Under the law, the $350 billion allocated to state and local government can go towards COVID-related expenses like vaccines, social services and backfilling budget deficits from the pandemic’s economic downturn, as well as infrastructure like water, sewer and broadband. Here’s how the ACC government is spending the money, according to the county’s ARPA tracking dashboard:

part of the Linnentown reparations, $1.25 million will go toward down payment assistance for low-income homebuyers. Historic Athens received $415,000 to repair historic homes owned by low-income residents. Nonprofit affordable housing developers also received a chunk—$1.5 million for Habitat for Humanity, $2.8 million for the Athens Land Trust and $800,000 for the East Athens Development Corp. A strategic plan for affordable housing cost $187,000. YOUTH DEVELOPMENT AND VIOLENCE PREVENTION:

Of this $7.5 million bucket, $2.9 million went to the Boys & Girls Club to open two new centers and start a program to discourage children from joining gangs. The Clarke County School District received $230,000 for after-school athletics programs. And various summer camps split $500,000 in 2022 and another $500,000 in 2023. About $3.4 million remains in this bucket. BUSINESS AND WORKFORCE DEVELOPMENT: None of the $4 million in this bucket has been spent or allocated. BEHAVIORAL HEALTH: The entire $4 million bucket is going toward Advantage Behavioral Health System’s new inpatient mental health facility. OTHER SPENDING: Beyond the five buckets, the Mayor and Commission spent $5.8 million on premium pay for frontline employees most at risk of contracting COVID, $2.1 million on retention bonuses for county employees, $2.8 million to replace lost revenue in the ACC budget, $470,000 to offset the loss of Athens Transit fare revenue, $400,000 on a study of racial and gender disparities in county vendors and contractors, $397,000 for the health department to incentivize vaccination for the public, $266,000 on vaccine incentives for ACC employees, $36,000 on cameras to catch illegal dumping, $37,500 on a joint development authority with Winterville to award grants to local businesses and $253,000 on teams of social workers and police to respond to incidents involving mental health. In addition, $250,000 is allocated but unspent for building nonprofit capacity,

$700,000 for replacing stream pipes, $500,000 for a racial justice and Black futures center and $480,000 to replace IT equipment.

Help for the Homeless The nonprofit Family Promise of Athens received a $400,000 grant from the Bezos Day 1 Families Fund that it will use to assist with housing barriers like security deposits, car repairs and employment expenses for families experiencing homelessness, as well as progress toward its goal of doubling shelter capacity by the end of next year. It is the largest grant the organization has ever received. “This gift is a catalyst that will serve so many hard-working families in Athens,” Madison Sanders, executive director of Family Promise of Athens, said in a news release. “Athens is experiencing an affordable housing crisis that has priced out many families from finding housing options that meet their needs. With this funding, we will be able to increase our services for families to support them on their path to stability.”

Paging Russell Edwards A new report from Environment Georgia found that gas-powered lawn care equipment like mowers, trimmers, leaf blowers and chainsaws were responsible for 864 tons of harmful fine particulate pollution in 2020—the equivalent of what more than 9 million cars produce in a year. Fine particulates are microscopic particles that lodge in the lungs and can cause asthma attacks and cancer, among other health problems. Such equipment also produced 2,520 tons of nitrogen oxide—and ingredient in smog— and more than 1 million tons of the greenhouse gas carbon dioxide. Former commissioner Edwards pushed for a ban on gas-powered lawn equipment before rolling off the board last year, but his colleagues opted to merely phase it out from county government use instead. How’s that going? Central Services Director Andrew Saunders told Flagpole that, a year into the initiative, staff are still testing various models of electric equipment. f

HOMELESSNESS: The county commission put $9.9 million in a “bucket” to address rising homelessness. Of that, $2.5 million went toward a county-sanctioned camp that resulted in 52 people exiting to permanent housing and another 17 to recovery programs. An eviction prevention program initially cost $1.5 million, to which the commission later added $900,000, and has served 116 families. A study creating a long-term plan to reduce homelessness cost $133,000. $4.4 million remains in the homelessness bucket. AFFORDABLE HOUSING: $15 million was included in the affordable housing bucket. $7.5 million of that covered cost overruns for the North Downtown Project, aka the Bethel Midtown Village redevelopment. As

But I think the real reason I wasn’t upset by the loss is that I realized I finally got what I needed from Georgia football: a national championship. It used to feel like every win and loss meant more. Like every win took us a step closer to our goal of winning a national title, and every loss knocked us about 50 steps back. I wanted to see the Dawgs win a

national title so bad that anything that was an impediment to that felt like a smack in the face. When Georgia would lose, especially the losses that nixed any hopes of a title that season, I would be sad for days. Sometimes weeks. But when we did get that national championship, man, there was no better feeling. The communal joy I felt celebrating that title in Indianapolis with my Dawg family and friends is something I’ll always cherish. I love that feeling. I’d love to feel it again. It’s why I’m willing to risk the bad losses and the heartbreaks. Because when you do break through and have those special seasons, it can be truly magical. And I think we have more of those seasons in our future, so long as Kirby is in Athens. But I’m not going back to the old days of week-long depressions. Yes, we missed it this year. But there’s always next year, and the year after that, and the year after that. UGA will go on to play Florida State University at the Orange Bowl on Dec. 30. f

Elephant 6 Artists Reception Ciné • 5–9 p.m. • FREE!

ATHICA@Ciné will host a reception for the cinema’s new exhibition, “The Elephant 6 Recording Co.: The Visual Artists,” celebrating the musicians and artists who helped shape the collective’s visual culture through album covers, posters, videos and installations. The Elephant 6 Recording Company, also known as E6, is a sprawling art and music collective that was initially formed in Louisiana in the early 1990s before expanding into Athens and Denver. The collecJill Carnes tive has grown to over 50 acts, such as Apples in Stereo, the Olivia Tremor Control, Neutral Milk Hotel, of Montreal and Elf Power. The exhibition was organized by former of Montreal keyboardist Dottie Alexander with assistance from independent curator Beth Sale. The show includes works made by artists W. Cullen Hart, Jill Carnes, Beth Sale, Lucy Calhoun, Hannah Jones, Andy Gonzales and Jeremy Kiran Fernandes. Parade of Lights

Every year, Athens-Clarke County hosts a themed Parade of Lights downtown. This year’s theme is “An Art Filled Holiday,” and entries will compete for Most Original Float, Best Use of Theme, Best Use of Lights and the Mayor’s Award. The parade marshal will be local self-taught artist Harold Rittenberry Jr., whose whimsical metal sculptures can be found around the Classic City at the Brooklyn Cemetery, Georgia Museum of Art, Lyndon House Arts Center and various parks. The parade is considered a “rain or shine” event, except in cases of severe weather. Floats, performance troupes and community groups will line up on Hancock Avenue, then march down Pulaski, Clayton, Thomas and Washington streets to culminate with Santa Claus lighting the Christmas tree outside of City Hall. Michael Wegner Album Release The Foundry • 7 p.m. • $10

Athens musician Michael Wegner is performing a show at The Foundry to celebrate the release of his debut solo album, Hive Mined. Throughout his career, he has been recognized for his songs influenced by a wide range of bands such as The Beatles, Nick Drake, The Replacements, Madonna, Rush, Jerry Garcia and Weird Al Yankovic. This mixture of sound and genre has

resulted in a folksy, fun indie-alternative genre of its own. He is a firm believer that taking influences from many different genres results in something new. Music shouldn’t be limited in Wegner’s eyes. A fixture of the Athens music scene since the mid-’80s, Wegner has collaborated with over 50 bands and songwriters, and is best known for his work with Whisper Kiss, Abbey Road LIVE!, Cosmic Charlie, Fuzzy Sprouts and Artie Ball Swing Band. Wegner will perform the 10 new songs of his debut album, accompanied by members of Check The Signs, Hog-eyed Man, Wonderland Rangers and Caroline Aiken, the latter of whom will play a set to open the night. Sorority House of the Dead Town & Gown Players • Times Vary • $20

Though spooky season is over, Town & Gown Players is presenting the play Sorority House of the Dead. This production centers around the sisters of Delta Pi Sigma circa 1987 who have a terrible secret: All of the sisters are vampires. The three new girls rushing discover the secret, and what follows is a “fantabulous” journey of blood, gore and humor. The play was written by Mitch Brian as an homage to ’80s horror with big hair and bright colors. Brian has written over two dozen scripts and previously worked for Warner Bros. Animation’s “Batman: The Animated Series.” The show will be running every weekend from Friday, Dec. 8 through Sunday, Dec. 17. Showings on Fridays and Saturdays will begin at 8 p.m., and a 2 p.m. matinee will be held on Sundays. Tickets are available for purchase at $20 with discounts for members, students and seniors. The Mountain Goats Georgia Theatre • 8 p.m. • $45

The Mountain Goats have hit the road to tour behind its critically acclaimed new album, Jenny from Thebes. The album was released on Merge Records and is the 22nd studio album that the group has released since its formation in Claremont, CA in 1991. The new album is a saga and melodrama filled with characters in a story that stretches across every song in the album. Jenny from Thebes is also a sequel to the 2002 album, All Hail West Texas, and is an effective project that has helped the lead singer, John Darnielle, to expand his sonic palette. The album follows the story of Jenny and her Southwestern ranch style house. It is a story about standing out and being a shelter for those who have none. The character is also on the run, which makes for turns and twists within the journey of the music, from a storytelling and audible standpoint. [AH] f

Enter Lonnie Holley’s Universe A PERFORMANCE FOR MENTAL HEALTH AWARENESS

Dec. 9, renowned musician and visual artist Lonnie Holley will perform at the 40 Watt Club, along with Night Palace, Well Kept and Trvy & The Enemy, in a special benefit concert to raise money for Nuçi’s Space and Friends of Advantage. There doesn’t seem to be a better advocate for mental health than Holley, an artist who has found abundant beauty in the world despite enduring an impossibly difficult upbringing. The story goes like this: Born one of 27 children in Birmingham, AL in 1950, his mother traded Holley for a bottle of whiskey. He survived by working various jobs and scavenging, was pronounced brain-dead after being hit by a car, and served time in the infamous Alabama Industrial School For Negro Children. “I was born to be different,” Holley says. “I went up and down those sewer pipes my first years of study. From five to 11 years old, I was crawling up and down sewer pipes. I was hopping trains and doing everything else that, you know, the homeless people was doing.” When Holley’s sister’s children were killed in a house fire, Holley used found industrial sandstone to carve headstones for his niece and nephew. It was the beginning of an affinity for material, the fundamental fabric of the world. It was also when Holley realized art could be used to serve others. It’s immediately obvious upon exposure to Holley’s work that he sees the world very differently than most people. His sculptures are created from found objects: finds from flea markets and antique stores, and industrial and electrical waste all make an appearance. Holley finds the medium of his art where most people would never think to look—at ground level, in the trash cans and creek beds of America—and from it he forms something beautiful, ephemeral and startlingly meaningful. He also witnesses first hand the scale of waste in America, from food to everyday objects. “There are countries right now that need us to be sending them packages and packages of food,” Holley says in reference to America’s rampant food waste. Holley’s work centers around themes of Black life in rural America, industry, ancestry, technology, spirituality and love, and has been displayed at The Museums of Fine Arts, San Francisco; The Metropolitan Museum of Art; The Philadelphia Museum of Art; The Smithsonian American Art Museum; The National Gallery of Art in Washington, DC; and many others. Music has also always been a part of Holley’s life, although perhaps in a more subtle way. As a child, he would rest his head up against his grandmother’s jukebox and let the vibrations of the music lull him to sleep. He would listen to early instrumental film scores that played on drive-in speakers and immerse himself in the music of fairgrounds. It wasn’t until Holley was in his 60s, though, that he began sharing his music with a broader audience. Since 2012, Holley has been releasing albums and touring, and this year released the wonderful Oh Me Oh My. It’s at times meditative, at times enraptured, and features artists like

Bon Iver, Sharon Van Etten and Michael Stipe. But while his recorded music has been a critical success, Holley truly excels live and in person. No live show Holley puts on is ever the same. The lyrics, the subject matter, the instrumentation are constantly in a state of flux as he reacts in real time to the environment. He compared his concerts to the act of planting seeds. Seeds of information, of love for oneself and the world around them. There’s an element to every way Holley interacts that is very much like the act of planting seeds. And when it reveals itself in all its beauty, and you turn around to commend the man on his genius, he’s vanished, on to plant more seeds. “I’m not just coming there for Athens alone,” Holley says when asked about his upcoming concert to benefit Nuci’s Space and Friends of Advantage. “I’m coming there for Mother Universe, for this mothership of ours, because it’ll be a while before we find another ship to call ours.” Nuçi’s Space is a local center that provides resources for musicians and those affected by mental illness. They offer counseling, low-cost and free medical services, suicide prevention training and musical gear rentals. Friends of Advantage is an organization that assists in raising funds for Advantage Behavioral Health Systems through events and fundraising activities. The benefit concert is presented by the Classic City Rotary, which hopes to foster open conversations about mental health, and its Vic Chesnutt Songwriter of the Year Awards. f
