For the second election cycle in a row, conservatives gained ground on the Athens-Clarke County Commission, as a Republican-backed candidate took an open seat currently held by one of the commission’s most progressive members.

You will have an advocate behind the rail. You will feel engaged, supported, and heard,” Johnson posted on social media.

Malcolm, who was endorsed by the AthensClarke County Democratic Committee in a race that most observers thought would be closer. But by the time Malcolm got in, Johnson had been laying the groundwork for months, and had already sewn up the support of local Republicans while retaining enough Democrats to put her over the top.

Johnson also raised nearly $24,000—not including the last three weeks of the campaign—compared to just over $3,000 for Malcolm. And Johnson had support from the Republican-affiliated political action committee Athens for All, which sent out several mailers on her behalf.

Malcolm could have amplified questions about Johnson’s performance as ACC internal auditor—a job the mayor and commission fired her from in 2021—as well as Johnson’s subsequent lawsuit against Mayor Kelly Girtz and Manager Blaine Williams, which was settled during the campaign after Johnson could not produce evidence that she was dismissed because she was about to expose financial malfeasance by Williams, and her threat to file a restraining order against a local journalist. Instead, Malcolm took the high road and ran a positive campaign.

Malcolm emphasized that she will still be a presence in the community through her businesses and nonprofit work.

“Congratulations to Ms. Johnson,” she said at local Democrats’ Election Night party at the downtown bar Little Kings. “I look forward to working with whoever is on the commission.”

How Johnson will fit in remains to be seen. She’s joining a commission that still includes six members who voted to fire her, plus Girtz.

2022, when commissioners Mike Hamby, Allison Wright and Ovita Thornton opened the door for Athens’ Republican state legislators to unilaterally redraw commission districts and oust three progressive commissioners. Link later regained a seat in a special election. With Republican backing, Dexter Fisher and John Culpepper dispatched progressive opponents. Republicans opted not to challenge Wright, Hamby or Thornton.

Without a high-profile race like governor or senator at the top of the ticket, turnout May 21 was less than 20% of registered voters, and in a low-turnout race, “anything can happen,” Mayor Kelly Girtz said. Yet it was just six years ago that a blue wave swept the most liberal commission in Athens history into office. Even though the mayor is term-limited, he acknowledged that Republicans are currently better funded and better organized, and told Flagpole he’s determined to reverse the rightward trend in 2026 by “making sure people who share Athens values are on the ballot,” and forming a group to do something akin to what Athens Grow Green did in the aughts and Athens for Everyone did in the 2010s. He cited Myers as a “thoughtful and forward-looking” commissioner who’s a “bellwether” for Athens.

“We’re definitely in an era where Republicans are putting a lot of money into these races, they themselves or through their PAC,” Girtz said. “It’s also a similar case that there’s no progressive movement that’s a counterbalancing influence.”

Combined with the $1 million Girtz already included for a “strike fund” to buy and rehab distressed rental properties when they come on the market, that $5 million total represents the full amount that a 2023 affordable housing study recommended the ACC government devote to housing subsidies each year. In addition to the strike fund, the money can serve as gap financing for new multifamily construction funding by federal tax credits (such as the Bethel Midtown Village redevelopment) or to subsidize single-family home ownership for low-income buyers.

At an earlier work session, Commissioner Jesse Houle called rising housing costs in Athens “a crisis,” and on May 23 they presented a budget proposal that called for $4.6 million in funding for housing. A separate proposal from Commissioner Mike Hamby included the full $5 million.

Neither Houle nor Hamby’s budgets relied on raising the property tax rate, which will remain at 12.45 mills. But revised estimates for property tax revenue indicate that the county will receive $1.7 million more than previously expected, and each commissioner took about $10 million from reserves. The local government has been running a large fund balance—money left over from the previous fiscal year— because of interest collected on recent years’ influx of federal dollars and a high number of staff vacancies.

In two other commission races, progressive incumbents won overwhelmingly: Melissa Link defeated Jason Jacobs 68%–32% in District 2 (mainly Boulevard and Normaltown), and Carol Myers fended off Sidney Waters 72%–28% in District 8 on the Eastside.

Jacobs significantly outraised Link, posting a total of about $22,000 for the period ending Apr. 30—not counting mailers paid for by Athens for All—compared to Link’s $7,000. “Despite the tens of thousands of dollars this guy dumped in the garbage, it shows the voters in District 2 ain’t buying the Republican bullshit,” Link told Flagpole Conversely, Myers had a significant fundraising advantage over Waters. Rather than credit that edge for her win, Myers cited her campaign team and her willingness to work hard both behind the rail and on the campaign trail. “I do the kind of campaigning you need to do, and I do the kind of commission work you need to do,” she said.

If the election were indeed a referendum on crime, as the Atlanta Journal-Constitution declared, Sheriff John Q. Williams would have lost. He weathered criticism of the way the jail handles undocumented immigrants in the wake of Laken Riley’s murder as he coasted to a 30-point victory over Tommy Dorsey. Waters’ criticism of Athens as a “sanctuary-style city” also fell flat with voters, as did Jacobs’ assertions that homeless individuals are attracted to Athens by its social services.

In the end, though, the commission now has just four of 10 commissioners—Link, Myers, Patrick Davenport and Tiffany Taylor—who were not elected with at least tacit Republican support. It started in

More Money for Housing

Athens-Clarke County commissioners agreed last week to add $4 million for affordable housing to Mayor Kelly Girtz’s proposed budget for fiscal 2025.

Commissioners also tentatively agreed to add $750,000 to the budget to address a pay discrepancy between police and sheriff’s deputies, as well as fund a $40,000 composting educator position, buy higher-quality bulletproof vests for police, boost fire department funding by $700,000 to account for a collective bargaining agreement with the new firefighters’ union, increase funding for the library and the public defenders’ office, start a new leaf and limb-style “bulk waste” pickup program to divert large items like mattresses from the landfill, hire contractors to mow rural rightof-ways, put another $1 million toward a SPLOST-funded judicial center and allocate $750,000 in federal funds to a new Center for Racial Justice and Black Futures, among

other adjustments.

The underfunded judicial center could still receive more revenue from the voter-approved sales tax through Hamby’s proposal to raise downtown parking rates. Parking fees are split between the ACC government and the Athens Downtown Development Authority, and Hamby said the ADDA could use its share to finance bonds to finish the College Square pedestrian plaza. That would free up SPLOST funds for other projects.

Any remaining details will hopefully be squared away before the commission votes on the budget at a Wednesday, June 5 meeting. Last June, Houle and Hamby were forced to negotiate a final budget on the floor after neither could muster enough votes. This year, “I think we’re so much better and closer than we were in the past. I don’t think you would hit each other,” Mayor Pro Tem Ovita Thornton joked. [BA]

More Oversight for Ambulances

Athens-Clarke County has reached a tentative deal with Piedmont Athens Regional regarding transparency on emergency medical response time data, with Oconee County and St. Mary’s hospital coming to a similar agreement in February.

Piedmont Athens Regional has agreed to provide quarterly reports and a semi-annual presentation to the mayor and commission, including metrics like the number of ambulances and their coverage zones, total response times and a breakdown of the top complaints received about the service.

Ambulance services in Athens-Clarke and Oconee counties have been run by National EMS, a for-profit company, since 2013. At that time, the two county governments, Athens Regional and Saint Mary’s hospitals established an oversight committee to track National EMS’ performance regarding response times and other metrics. The oversight committee carried out their responsibilities behind closed doors until 2020, when they stopped meeting altogether after learning they were subject to Georgia sunshine laws. The proposed agreement calls for the oversight committee to be officially dissolved, with quarterly reports and semi-annual presentations taking its place. That data will be publicly available, unlike information presented to the oversight committee.

“I’m very encouraged that we’re replacing the oversight committee model, which clearly hasn’t functioned. I’ve been appointed to that my entire tenure on this commission and we’ve never met,” Commissioner Jesse Houle said at a May 22 agenda-setting meeting.

Even so, Houle and Commissioner Carol Myers expressed a few concerns that they’d like to see addressed before voting to approve the final document, such as a lack of clarity on whether paramedics are guaranteed in certain ambulances.

Former emergency medical technician Sam Rafal, who has been a persistent critic of National EMS, expressed serious concerns about the agreement. Not only was he worried about the lack of a paramedic requirement, but Rafal told Flagpole that crucially important information would be missing from Piedmont’s quarterly reports. The agreement states that the mayor and commission will not receive National EMS’

raw response time data, only the average of all response times. This could be a problem, because even if the commission finds National EMS’ average response time to be satisfactory, Rafal said there could still be many patients suffering through extremely long response times which would be hidden within a “misleading” average.

“The only way we’re ever going to get transparency in terms of response times and level of care is if we fully implement the commission-approved upgrades to our 911 center where we handle all 911 calls from beginning to end, including medical calls,” Rafal said, referencing a decision made in 2020 that has still not been implemented. Currently, the ACC 911 center dispatches fire and police vehicles, but does not handle dispatching for medical calls, which they pass along to National EMS.

Commission meetings have often run quite long in recent years, in part due to commission rules that allow anyone to speak at voting sessions for three minutes on any topic. Commissioners have been faced with long lines of speakers on topics that they feel at times are not directly related to their work in local government.

For example, protesters have packed meetings in recent months calling for a resolution in support of a ceasefire in Gaza. In addition, right-wing agitators have been a constant presence since the murder of nursing student Laken Riley in February. Earlier this month, a right-wing street preacher caused a disruption, then forcefully resisted a police escort out of the commission chamber, leading to his arrest. In response, the local government is installing enhanced security at City Hall, and the commission suspended its rules so that it could limit public comment.

The commission was preparing to adopt new rules to ban protest signs inside the commission chamber and to limit public comment to two minutes per speaker, down from three minutes. The new rules would also require those wanting to speak on a topic not on the commission’s agenda to sign up in advance of the meeting. Yet, at a called voting meeting, Commissioner Patrick Davenport spoke against the new rules for limiting signs and public comment, saying they need further discussion.

“It’s a disservice for our constituents… to reduce the amount of minutes that they speak,” Davenport said. “I think signs are freedom of speech.”

Commissioner Ovita Thornton—who ordered a speaker removed after an outburst in April while serving as mayor pro tem—agreed. “The time things got a little hairy, it wasn’t the three minutes [that was responsible]. It was when folk got out of control, more so. They can get out of control in two minutes.”

Despite coming to an agreement on this topic at a recent retreat, most commissioners sided with Davenport to deny the public input changes. Only Houle and Commissioners Allison Wright and Mike Hamby voted to limit public input, with Commissioner John Culpepper absent.

Houle told Flagpole that their reasoning for voting to push the changes forward was simply so that the commission could stop talking about it as a body after spending a lot of time to come to a compromise on the topic. “We should be talking about affordable housing, but instead we’re talking about whether people should be able to speak for two or three minutes,” Houle said. TRUMP’S MOB-LIKE STRONGMAN AGENDA REVEALED

“Don’t get the idea that I’m one of those goddamn radicals. Don’t get the idea that I’m knocking the American system.” So said gangster/patriot Al Capone in 1929. Nearly a century later, a once and—he hopes— future president named Donald Trump hugs the American flag while romanticizing gangsters like Capone and today’s thuggish political strongmen in Russia, China, North Korea, Turkey, Hungary and other countries where authoritarian regimes hold power.

During recent rallies, Trump has thrown red meat to his base of supporters by railing that he has more lawyers than “the late, great gangster, Alphonse Capone… He was seriously tough, right?” Like a mob boss or a tinhorn dictator, Trump will demand toughness and blind loyalty if he wins the 2024 election.

In January, The Atlantic magazine ran a roster of writers on the topic, “If Trump Wins.” In its Apr. 30 issue, Time magazine echoed that title in a cover article. A second Trump term, says Time, “would concentrate the powers of the state in the hands of a man whose appetite for power appears all but insatiable.”

Of the members of the MAGA mob who stormed the Capitol on Jan. 6, 2021, Trump said, “I call them the J-6 patriots” and would consider pardons for all of them. Trump also does not dismiss the possibility of political violence during this year’s election. When asked if his “talk of a dictatorship” was “contrary to our most cherished principles,” Trump answered, “I think a lot of people like it.” Sadly, he is right. Millions of Americans are ripe for the bloviating blandishments of a faux populist political demagogue with a mafioso mentality.

undermined the country’s election process and meddled with the media by controlling Hungary’s public television while his political cronies control private media. Trump extols Orban’s rule, saying that there’s “no better leader” on the world stage. “He’s the boss,” says Trump of Orban.

Trump draws enthusiastic support from right-wing extremist groups and individuals today, but 60 years ago the specter of extremism haunted another political campaign. In 1964, Republicans nominated conservative Arizona Sen. Barry Goldwater to run against President Lyndon Johnson in that year’s election. Johnson had occupied the Oval Office since the murder of President John F. Kennedy on Nov. 22, 1963. The assassination and the rise of hate groups like the Ku Klux Klan after the passage of civil rights legislation in 1964 put the topic of domestic extremism on the front burner during that election year.

Trump’s trumpery for his hoped-for second term was revealed recently in the Project 2025 agenda released by the conservative Heritage Foundation and more than 100 other right-wing groups. In a lengthy manifesto called “Mandate for Leadership,” the agenda flies in the face of traditional conservative tenets like smaller government and rule of law. Instead, in the Trumpworld of Project 2025, the already formidable powers of the presidency would be increased, and policies like anti-abortion legislation, detention camps for undocumented migrants and a rollback of environmental protections would be quickly foisted upon America.

Like Trump, officials at the Heritage Foundation cozy up to Victor Orban, who was elected Hungary’s prime minister in 2010. Since then, Orban has pushed for “Christian values” and has railed against LGBTQ rights in Hungary. He has packed Hungary’s courts with lickspittle loyalists,

Goldwater stirred the pot of extremism to the boiling point when he accepted his nomination as GOP standard-bearer by declaring “Extremism in the defense of liberty is no vice.” Conservatives cheered while millions of others jeered. Goldwater billboards said, “In your heart you know he’s right.” Democrats countered with the slogan, “In your guts you know he’s nuts.” Goldwater lost in a landslide to Johnson in 1964 but, unlike Trump in 2020, Goldwater conceded defeat graciously: “I have no bitterness, no rancor at all,” he said. Goldwater later led the charge to remove his fellow Republican Richard Nixon from office in 1974 during the Watergate scandal, and he warned against the takeover of the GOP by religious fundamentalist extremists. Goldwater’s assessment of Nixon 50 years ago could apply to Trump today: “The best thing he can do for the country is to get the hell out of the White House.” f

She stretches out into her own musical interests and proclivities for this release, though, explaining it like a chessboard: “I started to think about these songs as if they were all different pieces on the board representing varying aspects of my songwriting, personality, and experience. Trvy’s vocals are earnest throughout this record but also a little grimy at points. “Break Free” shakes up the production a little bit and nearly exists in a dream state. Surf Stomp refuses to let surf rock be shoehorned, with each act bringing its own unique take on the genre, from jubilant instrumentals to post-apocalyptic iterations. This year’s performers include returning acts Genki Genki Panic, a horror-surf outfit from Atlanta, surf and hot rod combo The Frigidaires, the enigmatic Mystery Men?, instrumental band The Spectre of Surf, The Creature Preachers’ swampy surf rock and Kinky Waikiki’s relaxing steel guitar tunes. Symphonic Story Time, presented by Quintet Athens, brings writings by local youth to life. Students ages K-5 from around the Athens area submitted original stories for the Stories By Classic City Kids program, several of which were then selected and converted into chamber music works by composers Bethany Lambers, Andrew Steck, Taylor Roland and Nikolas Geerken. These musical pieces, designed for young listeners and music lovers alike, will be showcased in a recital program through a partnership with the Athens Regional Library System with funding from the Athens Area Arts Council. Quintet Athens’ goal with this creative project is to share its music in an accessible and educational way while helping children learn more about themselves and their own creative spark. WORDPLAY: The recital program “Symphonic Story Time: Stories By Classic City Kids,” featuring the playing of Quintet Athens, happens Sunday, June 2 at 3 p.m. at the Athens-Clarke County Library. The material from which these compositions sprung was a story writing challenge hosted by the library, and the selected stories written by local kids were then set to music. KEEP YOUR DREAMS: Synth-punk duo Obscurity has a three-song EP available to hear now well in advance of its debut show. It’s titled New Disease and opens with the full-on heavy groove of “Cacophony.” The second song, “Beatdown,” is an OK place holder but nothing too thrilling. APQC HOSTS THIRD FESTIVAL WITH LGBTQ+ RESOURCES

Three years ago the Athens Pride + Queer Collective (APQC) hosted the first annual Athens Pride Parade downtown. What was expected to be a heartfelt gathering of a few hundred people ended up drawing more than 3,000 ecstatic attendees. The main and side streets were flooded with a diverse group of people from Athens and the surrounding areas celebrating themselves and showing support for friends and family.

The theme of this year’s Pride Parade is “Here & Queer,” taking place downtown on June 1 with the parade starting at 2 p.m. and ending with a resource fair at the Classic Center Pavillion from 3–6 p.m. There will be more than 30 organizations with community resource booths, including the Department of Public Health, AthensBorn Birth Services, Boybutante AIDS Foundation, Historic Athens and more.

Also happening that night is Athens Showgirl Cabaret’s Drag For All event at Hendershot’s from 8–11 p.m. Entry is $5 and open to all ages. If you’re still looking for something to do after the weekend ends, there will be a free screening of Love Free or Die, about the first openly gay person to become a bishop, Gene Robinson, at Ciné on Tuesday, June 4 at 5:15 p.m. Following the screening there will be a Q&A with Robinson and the director of the film, Macky Alston.

Forest Heights Blueberry Festival

REGENERATING THE EARTH ONE BUSH AT A TIME

For many, the Forest Heights neighborhood draws to mind mid-century brick ranches and herds of fearless, wandering deer. But in recent years, the humble blueberry, thanks to the Community Blueberry Project and Blueberry Festival, has come to be a source of pride, symbol of resiliency and opportunity for connection among neighbors.

“The parade is an event that the community really looks forward to. It’s where people come as they are, and are not only loved, but celebrated. With each parade, we continue to add more entertainment, food options and resources. This year’s theme invites everyone to express themselves, which builds a lot of excitement around what is to come,” says APQC President Becky Lynn.

In addition to a family area with face painting and the Books for Keeps bookmobile, there will be a variety of performances suitable for all ages. The lineup includes DJ Reindeer Games spinning danceable tunes, indie pop and rock musician Sarah Mootz, the Classic City Rollergirls and Belli Dance Company. With a mix of activities for everyone, the festival is a great place for those trying to find their place or friends in the local LGBTQ+ community.

“Your people are here, you just have to find them,” says Lynn. “Come with an open heart, and start by saying hi to someone!”

Although APQC isn’t hosting an afterparty this year, the organization is promoting two events held the same night. United Campus Workers of Georgia is hosting an open drag night at Athentic Brewing Co. from 8–10:30 p.m. Then a late-night drag show is happening at Sister Louisa’s Church Bar starting at midnight.

Outside of the annual Pride Parade, APQC has many initiatives and events yearround that work with marginalized communities to support the equity, affirmation, diversity and wellness of local queer populations. Lynn says that the organization has continued to grow and is currently working towards hiring an executive director. She also says that one of APQC’s goals for the year is increasing educational opportunities, and the group is proud that they’ve been able to maintain its support groups that provide an important space for community members. APQC offers four support groups: LGBTQ+ Youth Group, Parents of LGBTQ+ Youth Group, Rainbow Spirit Support Group and Trans Groups. One of the initiatives that means a lot to APQC is its Trans Surgery Scholarship, which the organization has been able to award to multiple recipients over the past two years. This scholarship is largely funded by the Operation Transformation drag show event, which took place May 17 this year and raised $17,000. Lynn says that APQC has a partnership with a doctor who provides these life-changing surgeries. The scholarship is being awarded to two recipients this year, and Lynn is “looking forward to the impact it’ll have on them feeling authentic in their skin.”

APQC has cultivated a vital space within the local community for those who identify as LGBTQ+ to not just exist but thrive, and the Pride Parade is a visual representation of that.

“My absolute favorite part of the Pride Parade is seeing how happy people are when they can be their true, authentic selves. There is pure joy in being able to express yourself, and it’s the most beautiful thing you’ll ever experience,” says Lynn.

The Community Blueberry Project was co-founded by Bart King of New Growth Communications and Clyde Yates of Hungry Gnome Gardenscapes in 2021. At the time, King, who has specialized in writing about environmental and sustainability issues for much of his career, was keeping an eye out for a small project that could embody regenerative culture. That’s when inspiration struck after hearing Yates’ idea of planting blueberries throughout a neighborhood as a perennial food source. Neighborhood residents with sunny lawns can offer to host a patch of bushes along the street or volunteer to plant, weed, mulch and fertilize bushes. In return, all passersby are welcome to pick and enjoy blueberries—even the occasional deer clever enough to outsmart the plant cages.

After putting a call out to residents in the Forest Heights and Newtown neighborhoods, King and Yates identified the best locations with good sun exposure and safe access to plant a total of 71 blueberry bushes in the pilot year. That summer, the first Forest Heights Blueberry Festival was held to raise funds for additional bushes through donations and merchandise sales, thereby creating a self-sustaining cycle. The festival taps into the talents of the many musicians, chefs and artists who call the neighborhood home, such as Kim Deakins of Pink Goblin Tattoo & Piercing, who designed this year’s festival artwork.

“I think it’s a terrific hyper-local model for community and resource building that could easily be replicated in other neighborhoods,” says King. “It doesn’t have to be for blueberries, it could be used to fund any shared community resource—a park, a tool shed, a swimming pool. It becomes a virtuous cycle in which the festival raises funds through the celebration of community talent and the strengthening of local culture and pride.”

To accommodate the project’s anticipated growth moving forward, organizers decided to partner with the Athens Land Trust, who will serve as a fiscal sponsor by handing funds. The organization, which works to increase affordable housing and conservation through land stewardship—and even has two houses in Forest Heights—has a compatible mission with the Blueberry Project’s goal of regenerating community and land through food culture.

“I began this after COVID because I wanted to do something to create more community resilience,” says King, who co-directs the festival with Danielle Gilmer and Philip Bishop. “I’m not sure that we could ever be fully prepared for some of the disruptions that might come as a result of environmental, economic or social upheaval, but I do think that we’ve begun to weave a tighter community that can be more supportive of one another and thus more resilient.”

The Blueberry Festival and Community Blueberry Project have both steadily grown over the past four years, with an estimated 600 people attending last summer’s festival and over 150 bushes planted in total between Forest Heights, Newton and Hampton Park so far. King hopes to eventually expand the project to include the entire Oglethorpe corridor between Hawthorne Avenue and the loop. He also says he would be excited to see other Athens residents apply the project’s model to their own

The new partnership with ALT was recently recognized during a festival kick-off and community forum held at Oglethorpe Garage in early May. In addition to launching a custom-brewed blueberry beer from Southern Brewing Co., the event doubled as an opening reception for King’s first-ever solo exhibition, a vibrant collection of images produced with a flatbed scanner and natural objects such as leaves and flowers. The exhibition will remain on view through mid-June, with a portion of proceeds benefiting the Community Blueberry Project. This year’s Blueberry Festival will be held on Saturday, June 1, with activities centered in Holly Court, a small looped street with a grassy median located towards the back of the neighborhood. The day will kick off bright and early at 9:30 a.m. with the BikeAthens Blueberry Rally for Kids, followed by the popular Blueberry Cook-off Competition at 11 a.m. Garden tours at four different homes will run between 12–3 p.m., with topics ranging from ecological gardening, uncommon fruits and nuts, native plants for pollinators and cascading rain gardens. Finally, from 5:30–9:30 p.m., The Blueberry Jam concert will close out the festival with live performances by Alys Willman, Ron Hendon, The Vinyl Strangers, The Ukulady and The Warm Fuzzies.
