Colleagues and Friends of FLC, I am proud to serve as the third president in Folsom Lake College’s short, but notable history. As a twenty-eight year veteran with the Los Rios Community College District, I have seen this college grow from a seedling of an idea into the well-respected institution it is today. Now as its president, I am truly honored to serve our diverse student body, our talented faculty and staff, and the greater college community. As you peruse this 2016-2017 annual report, you will see a sampling of achievements attained and milestones reached that demonstrate the college’s continued commitment to innovation, not only in terms of technology, but to innovative ideas. We are pursuing dynamic partnerships district-wide and externally with the public and private sectors to provide unique learning opportunities for our students. Additionally, we have placed a greater emphasis on increasing student and employee engagement, both inside and outside of the classroom, to ensure that all members of the Falcon family have access to the resources they need in order to be successful. As we begin the 2017-2018 academic year, we will build upon the commendable work already done and plan for the forecasted growth to come. With the build-out of Folsom Ranch and surrounding areas, I anticipate our student enrollment will grow. Our portfolio of career education programs will expand exponentially. We will use our educational centers to reach untapped populations and increase opportunities for access to higher education. We will build upon our strengths and our values to find ways to support our students in reaching their goals. But as we move forward, we will be partners in this. Together, we will decide what the future of Folsom Lake College looks like. As Walt Disney once said, “We keep moving forward, opening new doors, and doing new things, because we’re curious and curiosity keeps leading us down new paths.” I am privileged to help guide Folsom Lake College on the next stage of its journey.

July 2016 Students from FLC’s Work Experience & Internship program were featured in a promotional video from the New World of Work program, 21st Century Skills, funded by the California Community Colleges Chancellor’s Office. This video focusing on the “soft skills” needed to excel in today’s job market was made widely available via digital media and as part of their training program.

FLC’s initiative to transform the Innovation Center into a comprehensive makerspace was featured in Comstock’s magazine. The vision of the college is that a makerspace will prepare students for careers involving innovation, creativity, and invention, helping them to become more competitive in a rapidly changing job market. Makerspace courses and certificate programs will be offered starting Fall 2017.
FLC’s newest intercollegiate team, women’s volleyball, kicked off their inaugural season. The squad, under the coaching and leadership of Professor Matt Torrez, finished regular season play in 4th place in the Big 8 Conference and earned a trip to the state playoffs.
Student Sharon Martinez won a 2016 Elly award for Sound Design for the Falcon’s Eye Theatre production of Rhinoceros. The Ellys, awarded by the Sacramento Area Regional Theatre Alliance (SARTA), have celebrated the outstanding achievements of community theaters and artists in the Greater Sacramento area for more than 35 years.
September 2016 The Rancho Cordova Center was featured in the Sacramento Business Journal’s 2015-2016 Best Real Estate Projects issue and was also named an “Outstanding Project” by Learning By Design magazine.
During Spotlight Night, over 375 prospective and current students attended and spoke with industry partners about their career options, and with college representatives to learn more about FLC’s academic programs and support services.
October 2016 Disabled Students Programs and Services (DSPS) Program Coordinator Tim McHargue (pictured right) and Counselor Jeff Dillon presented at the 42nd Annual California Association for Postsecondary Education and Disability (CAPED) Convention and Training. Their presentation, “Art as a Second Language: Emergent Themes from Eight Years of the Disability Awareness Art Show” examined a selection of work from the annual district-wide student art show and discussed their themes and concepts.

FLC and Los Rios were among the sponsors of the televised congressional debate between Democratic incumbent Ami Bera and Republican challenger Scott Jones. Zainub Tayeb, a student journalist for the college’s online news publication, The Talon, joined Capital Public Radio’s Bob Moffitt and Dan Smith, Capitol Bureau Chief of The Sacramento Bee on the debate panel.
FLC’s Pre-Health Professional Alliance Club and its advisor, Biology Professor David Lagala, hosted over 100 high school students on campus to learn more about pursuing a job in the medical field. Participants rotated through a series of activities, including a cadaver experience, campus tour, lecture on making a successful transition to college, and a Q&A panel with current FLC students. FOX40 was on-hand to interview club member Kyli Fantoni for a live news story during their morning broadcast. Chemistry Professor Christa Oberth presented at the 2016 California Collaborative Advising and Counseling Conference held at UC Davis. Christa partnered with Susan Ebeler, Professor and Associate Dean for Undergraduate Programs at UC Davis’ College of Agricultural and Environmental Sciences, on “Research Internships for Recruitment and Retention into STEM Fields: UC-CC Partnerships.”
November 2016 Folsom Lake College was honored by the Sacramento County Tobacco Control Coalition at their 19th Annual Recognition Meeting for the college’s establishment of a smoke, tobacco, and vape-free learning and working environment on all its campuses in August 2016.

Professors Yvonne Price and Diane Carlson hosted the kickoff teach-in for the regional event, “Sacramento Faces Race.” FLC’s well-attended discussion entitled “Two Murders, One Goal: Trayvon Martin and Emmett Till” focused on how some tragedies become social movements. Following the divisive results of Election Day, FLC student Taylor Zenobia, with the help of Sociology Professor Diane Carlson and fellow students, distributed flowers to various members of the Falcon community with the hopeful message, “We are allies,” as a reminder that although we may have differing political views, we are united.
December 2016 The Folsom Lake College women’s soccer team finished its 4th season with its 4th consecutive conference title. In postseason play, the Falcons made it to the Final Four in the state playoffs, farthest in the program’s history. The National Soccer Coaches Association of America (NSCAA) ranked the team #5 in the nation. In another first for the thriving program, Midfielder Karina Torres was named to the 2016 NSCAA Junior College Division Women’s All-America Team.
The El Dorado County Veterans Alliance presented FLC’s Veterans Success Center with a check for $18,000, a portion of the proceeds from their 3rd Annual Serrano Salute to Valor Golf Tournament. The funds will be used to serve El Dorado County veterans and their dependents.

FLC’s Vision and Mission Statements were reviewed and approved by the Los Rios Board of Trustees, joining the recently adopted Equity Statement, and serving as the college’s guiding values and principles. President Rachel Rosenthal retired after serving in the position for four and a half years. “Rachel’s dedication to the community she serves is among the chief reasons that Folsom Lake College has fostered such a stellar reputation in the Sacramento region and beyond,” said Chancellor Brian King. Vice President of Administration Kathleen Kirklin served as the interim president while a nationwide search was conducted.
January 2017 Falcon’s Eye Theatre participated in the Ghostlight Project. The nationwide movement had supporters gather outside theaters with flashlights “to create a ‘light’ for dark times ahead, and to make a pledge to stand for and protect the values of inclusion, participation, and compassion for everyone regardless of race, class, religion, country of origin, immigration status, (dis)ability, age, gender identity, or sexual orientation.” The Communication & Media Studies department unveiled their Communications Lab at the Main Folsom campus. The high-tech ADA accessible cube gives students a place to practice their speeches and presentations, which they can then immediately watch back to improve their public speaking skills. The project was a joint effort between the department and the college’s Theatre Arts stagecraft class, with funding provided via the FLC Foundation Faculty & Staff Mini-Grant program.
February 2017 FLC’s on-the-ground orientation program launched serving 487 students (28% of incoming first-time college students) during its first semester. The program is being considered for district-wide adoption. The City of Rancho Cordova formally presented college representatives with a $100,000 check earmarked for the Folsom Lake College/Rancho Cordova College Promise program. The college received a higher than expected response for the program’s first funding cycle with 151 incoming freshman qualifying. Early Childhood Education Professor Lisa Daly and Cosumnes River College Professor Miriam Beloglovsky received a Learning Magazine 2017 Teachers’ Choice Award or their book, Loose Parts: Inspiring Play in Young Children, which was deemed a must-have in the preschool category.
The latest “Making Across the Curriculum” installation was the aquaponics system in the FLC Library. The project was the result of an innovative interdisciplinary partnership between the Biology, Chemistry, Library, Innovation Center/Makerspace, and Theatre Arts departments. Local radio personality Ashley Caprice presented to Professor Larry Hygh’s COMM 351 Mass Media and Society class. As part of the session’s topic, “Popular Radio and the Origins of Broadcasting,” Ashley shared how she got into radio and the importance of internships and hustling to get your big break in the industry.

As part of the “Social Justice Spring” lineup, Folsom Lake College presented a series of thought-provoking events and activities celebrating Women’s History Month, including a screening and lively discussion of the documentary, Girl Rising. The Folsom Lake College Speakers Series hosted its inaugural event featuring food icon Alice Waters. Alice is a chef, author, food activist, and founder/owner of the renowned Chez Panisse Restaurant in Berkeley, CA. She has been a champion of local sustainable agriculture for over four decades and was awarded the National Humanities Medal by President Obama in 2015.
Students Laura Cummings and Elizabeth Nichols Zavala were selected for the 2017 Phi Theta Kappa (PTK) All-California Academic Team. To be considered for this prestigious honor, these students must have a GPA of 3.50 or higher and be on track to earn an associate or bachelor’s degree.
Los Rios and FLC were well-represented at the 10 th Annual African American Male Education Network & Development (A2MEND) Conference in Los Angeles.
The college’s emerging Makerspace received visits from three local K-12 schools. Students from Oak Ridge High School, Foresthill High School, and Georgetown Elementary School toured the new space, participated in hands-on activities, and discussed potential partnerships between the college and these primary education institutions.

The spring issue of Los Rios Matters, a glossy magazine publication mailed to over 610,000 residences in the Greater Sacramento area showcasing stories and highlights from across the district that demonstrate the importance and value of the four Los Rios colleges, featured FLC student veteran Jeff Landay on the cover and accompanying article, “The Bionic Man.” Folsom Lake College was selected as an Honorable Mention for Best New Program for Higher Ed in the 2017 Green Cleaning Awards which recognizes education institutions for their healthy and sustainable approaches to cleaning to protect health without harming the environment. The college’s green cleaning efforts by the Custodial Services department were highlighted in American School & University magazine.
April 2017 Members of the Folsom Lake College family gathered at the Athletics Complex at the Main Folsom campus for the first ever “Falcon Family Fun Day.” The beautiful weather provided the perfect setting to catch up with old friends and new, to watch Los Rios Chancellor Brian King get “yolked” during the egg toss game, and to play a round or two of badminton. The FLC baseball team paid tribute to Donovan Palma, the team’s freshman pitcher who was tragically killed in an automobile accident on his way to FLC the previous September, by officially retiring Palma’s number 20 jersey. Framed #20 jerseys were presented to Palma’s parents and family in a pregame memorial ceremony. The Palma family also threw out the first pitch at that afternoon’s game.

The Career & Internship Fair gave students the opportunity to learn about career options, internships, and jobs, while introducing themselves and their resume to over 60 employers from throughout the region. Marina Epova was selected as FLC’s Kingsley Merit Award Scholarship recipient. Marina was selected from a group of finalists based on her portfolio submission and her work was displayed at the FLC Library. Marina, who is originally from Kazakhstan, envisions becoming an illustrator and collaborating in this capacity with animation studios.
Folsom Lake College capped off Social Justice Spring: 100 Days of Social Change with “FLC OUT LOUD!” The evening event included a poetry slam, art exhibit, Student Voices film screening, and display of the college’s “Jeans for Justice” art statement activity denouncing sexual violence. Students Taylor Zenobia, Zainub Tayeb, and Lynn Berkley-Baskin took the lead on planning the full slate of meaningful events. Geography Professors Jason Pittman and David Welsh and ten students conducted a mapping activity at the Sacramento County Office of Education’s (SCOE) Sly Park Environmental Education Center in Pollock Pines. The activity was part of an ongoing collaboration between the FLC GeoSciences program and SCOE to create mapping opportunities for students and to generate an online mapping app for Sly Park.
The El Dorado Center Patrons Club held their 49th Annual “Dollars for Scholars” luncheon at Cold Springs Community Church in Placerville. The Patrons served up a lively afternoon of good food, wonderful conversation, entertainment by the FLC MOSAIC Dance Company, and the legendary auction and raffle hosted by honorary Falcon Barbara Peters. An estimated 15,000 people participated in the “March for Science” rally held in Sacramento, including Los Rios and FLC faculty, staff, and students. The event, which coincided with Earth Day, was held in more than 600 cities globally.
FLC’s Public Information Services Office (PISO) won three 2017 Community College Public Relations Organization (CCPRO) Pro Awards. The team took home 1st place trophies for college catalog and viewbook and 3rd place for the annual report.

May 2017 FLC celebrated International Workers’ Day with “Art, Labor, and Social Change” featuring local artists, dancers, and activist members of the Royal Chicano Air Force. Students worked in the Makerspace alongside professional muralists to design and paint artwork that reflected and unified the many important and urgent messages of today. Aztec dancers then led a procession to demonstrate the work and voices of FLC students and to honor the ancestral land upon which the college now stands.

FLC’s Medical Laboratory Technician (MLT) program was named one of California Community Colleges Strong Workforce “Stars.” To obtain “star” status, the career and technical education (CTE) program’s students must show significant gains in factors important for advancing social mobility (i.e., a substantial increase in earnings, attainment of a living wage, and a job closely matched with the field of study).
Following their 3rd Big 8 Conference championship win and 2nd place NorCal regional championship finish, the FLC Men’s Golf team capped off their season with a 5th place finish in the California Community College Athletic Association (CCCAA) state championship tournament. FLC sophomore Mason Troike (pictured second from right), a two-time Big 8 Conference MVP, ended his Falcon career with a 4th place individual finish to make the prestigious All-State Team. FLC business majors Miguel Bendezu and Josh Lind were selected for prestigious Intel summer internships. This was the second year Intel initiated an exclusive recruitment of Los Rios students. A total of 44 applications were submitted for only three possible internship positions. Intel decided to create a fourth position as they were so pleased with both FLC candidates! FLC’s MOSAIC Dance Company and its founder, Professor Debi Worth, were featured in Style Magazine. “I believe that dance is powerful, not just for performers, but for spectators as well. My goal is to have MOSAIC act as cultural ambassadors, taking dance on tour and sharing it everywhere to bridge the world and cultivate broader acceptance, global participation, and cross-cultural understanding,” Debi shared. The Company also hit the road for a performance tour to Disneyland in late May.
FLC’s beloved tradition, the annual Students vs. Faculty/Staff softball game and potluck BBQ, was held at the Athletics Complex. The “Old Birds” (faculty/ staff team) continued their winning streak with a final score of 16-1.

June 2017 FLC’s Strategic Plan 2017-2020 was completed and approved by the Los Rios Board of Trustees. FLC alum Felipe Rodriguez was named the City of Folsom’s new Fire Chief following a national executive search. “Folsom is where it all began for me 24 years ago when I was a student at Folsom Lake College, back when the classes were held in portable buildings,” he shared. The Los Rios Board of Trustees unanimously approved the appointment of Whitney Yamamura as President of Folsom Lake College. He becomes the second Asian American College President in the history of the district. Having most recently served as Interim President of Sacramento City College, Whitney has also worked as Vice President of Instruction at Cosumnes River College, the founding Dean of American River College’s Natomas Center, as well as American River College’s Dean of Behavioral and Social Sciences. Whitney began his tenure as a member of the American River College faculty, as an adjunct and full-time Professor of Economics.
A Focus on Enrollment Management
Folsom Lake College hosted two of three visits from the Institutional Effectiveness Partnership Initiative (IEPI) Partnership Resource Team (PRT) in 2016-2017. The PRT was asked by the college to provide advice and counsel regarding development of a comprehensive, operational Enrollment Management Plan and to suggest strategies for enhancing the student experience through integrated, guided pathways. Specific areas of focus included increasing the college’s ability to: schedule and register over multiple terms; better match course offerings, in all modalities, with student demand and interest; and give students and staff the ability to better monitor student progress on their program plans. Since their visits, the college has: Updated the college’s Enrollment Management Plan Made progress on the district-wide selection of Student Experience Lifecycle (SEL) and course scheduling tools Established enrollment management goals at the department level Completed 2-year plans on 37 of the 79 available degree and certificate programs with the remainder to be completed by the end of Fall 2017 Received a $200,000 IEPI grant towards implementation of these enrollment management strategies

2016-2017 Highlights July 2016 The Harris Center for the Arts was voted “Best Regional Performing Arts Venue” by the Russian-speaking community as certified by Russian American Media, and again named “Best Live Music Venue” in Folsom Telegraph’s annual Best of the Best Awards.
August 2016 Twenty-nine Harris Center volunteers, staff, and family members represented the Center at the 18 th Annual Race for the Arts at Land Park. Volunteers also represented the Center at the annual Sacramento Aloha Festival at Cal Expo.
September 2016 The Harris Center celebrated its volunteers at a special Western Round-Up themed recognition event. Ken Huseman (pictured center in top photo) was recognized as “Harris Center Hero” having donated more than 1,500 lifetime hours.
March 2017 The Center’s first-ever “Membership Madness” campaign achieved its goal of attracting 100 donors, in the process raising more than $45,000 in support of the Center and its programs.
June 2017 For the first time ever, Center Ticket Sales for the season topped $5 million, driven by a strong season that included eight popular musicals, plus guest artists that ranged from Twyla Tharp to Jethro Tull, Clint Black to Anoushka Shankar.

Folsom Lake College Foundation The Folsom Lake College Foundation’s (FLCF) diverse and forward-thinking philanthropic initiatives appeal to a wide range of donors. Thanks to the college’s generous supporters, the Foundation received significant gifts in 2016-2017 earmarked for unique programs, including: Folsom Lake College Foundation Scholarships The FLCF is continually inspired by how passionate and driven our students are to succeed academically in order to make their future dreams come true. Last year, the Foundation received several individually named and benevolently endowed scholarships amounting to $69,000, nearly tripling last years’ total funds raised in this area. One of particular note is the Celina Marie Alexandre Memorial Scholarship Fund, which established a $25,000 endowed scholarship in her name. Celina was a unique young woman well on her way towards making a difference in the world and was just two weeks shy of graduating with her associate degree from FLC when her life was tragically cut short in a vehicle accident in April 2016. The first recipient of this scholarship honoring Celina’s legacy was Karina Targos, a young cancer survivor who has transferred from FLC to UC Davis and is now pursuing a career in biochemistry. The Foundation is honored to celebrate Celina’s life by providing educational support to students who shared her passion for learning. Veterans Success Center Through generous donor support, the Foundation raised $68,000 for FLC’s veterans programs and services this past year, and assisted financially in the relocation of the Veterans Success Center to its new, larger space on campus. A welcoming place for student veterans, its visitors sing the Center’s praises: “The Veterans Success Center has been monumental to my success. It helped me map out my career path by giving me the opportunity to meet other veterans and applying their lessons learned,” said one student veteran. According to the California Community Colleges Chancellor’s Office, more than 50% of veterans receiving education benefits in one of California’s public higher education systems attend one of the 113 community colleges. Giving to Folsom Lake College’s Veterans Success Center provides unrestricted, invaluable support for the college to spend on veterans-related programs. These types of resources are used to support programs, equipment, and services that would otherwise not be funded by general college resources. Expanded support services help veterans successfully integrate into civilian and college life.
