Thank you for the opportunity to submit our capability statement for your consideration This submission illustrates the substantial knowledge, experience, skills and resources that FloDesign is able to contribute to this project.

The advantage of our company is that we can give personal service from the top level of the company. The firm with offices in Melbourne and Vietnam is capable of delivering high quality design for complex public and private projects.

Our offices have a strong 4 people team and has the capacity to draw in as many people as required to suit the size of the project. We are able to do this because we operate mainly as a remote office. We are equipped with advanced workstations running the latest 3D modelling software that enables us to provide an accurate and efficient service to our clients. This enables 3D modelling of the project designs that can incorporate Building Information Modelling (BIM) providing valuable information that can be used for energy and daylight modelling as well as fully rendered animated “walkthroughs” and photo realistic presentations. BIM can also provide a powerful data base that can be shared by Contractors during construction as well as our Clients post construction.

Paul is a registered architect in Australia, having relocated here in 2005 from Auckland, NZ. Born in Suva, Fiji, he was awarded a scholarship to study in New Zealand. He completed his bachelor of architecture in Auckland, and is a registered member of the Architects Registration Victoria Board. with experience in high end residential, civic, educational and commercial projects, he later joined Gregory burgess architects, as a project architect leading teams on residential, education and performance projects.

We do not have a certified Quality Management System. We rely on an in house process developed and reviewed over many years in the industry and involves the production of data sheets for all aspects of the project. These are used as a live reference for the client, all staff and consultants; milestone reviews of the project documentation against the brief, regulations and standards.

The services delivery approach is one that integrates all team members, including Clients, to utilize their abilities and insights to reduce wasteful practices and optimize the workflow efficiency. This includes reducing complexity through the identification and elimination of work processes that do not add any perceived value for the Client.

The process we take with our projects starts with selection of people with the right skills for the job. This competition submission has been prepared for Suva City Council. It show cases the opportunites for the foreshore but also addresses the need for the forefront areas to be developed to support the creation and the maintenance of the foreshore.

is to organise the Suva City Foreshore into seven sub precints.

The compact city or city of short distances is an urban planning and urban design concept, which promotes relatively high residential density with mixed land uses. It is based on an efficient public transport system and has an urban layout which encourages walking and cycling, low energy consumption and reduced

Jobs growth and opportunities for greater economic output will leverage these distinct economic and strategic attributes. Land use planning controls will foster this innovation ecosystem and encourage clustering together of small and large organisations with contribution to public amenities and free flowing access to the waterfont edge.

For Stage 2 submission proposal, we have opted to focus on Zone A. We have come up with 7 sub precints which we believe will provide Suva a viable and resilient blueprint to move to the future This should then complement Zone B and Zone C proposed in Stage 1 of this competition.

This development has been named Tarneit Junction, referencing its strategic location and landmark development scale. It is a substantial mixed use development in the growing area of Tarneit and Wyndham municipality. It is to consist of six multi storey buildings of varying height across the site. The development will be a significant addition to the growing Tarneit area and provide many benefits to community. These include numerous employment and commercial opportunities to be supported by a large population in higher density residential apartments and accommodation. This aids in creating a vibrant mixed use development surrounded by complementary uses (including schools, reserves, transport, retail and community services) in line with the ’20 minute neighbourhood’ concept outlined in Plan Melbourne and supported by State planning policy.

Generating over $14,000 of sales per day in local shops, such as those in Tarneit Central, assuming an average daily worker spend of $12;

Promoting aging in place, including various retirement living options, such as limited care retirement apartments and higher care aged care living;

A significant increase in local job opportunities:

Providing greater housing diversity, including options for families to live in well appointed apartments located in proximity to shopping, public transport and other services. Approximately 80% of dwellings in the Tarneit locality are currently separate houses;

The subject site development would fulfil over 1% of required new residential supply in the Tarneit locality over the 2018 to 2036 period;

The expected benefits of the proposal for the Tarneit area include:

Generating $26 million in local retail sales per year from the new shopping facilities, assuming an average trading level of $5,000 per m2;
