Why we chose Bilbao?

An international example of regeneration  The city of Bilbao has been selected from among 113 cities around the world as an example of best urban practice.  The Guggenheim Museum symbolises the transformation of Bilbao, but the city’s spectacular change is attributable to a wide - ranging series of urban, ancial and social measures.  The urban renovation of Bilbao can be considered as unique in the world on account of the enormous area of land to be recovered in the centre of the city.  Highly prestigious international architects have been involved in the process of regeneration (Gehry, Foster, Pelli, Legorreta, Isozaki, Calatrava, Hadid, Soriano, etc.).  The transformation of Bilbao is an example of social and political consensus, and of collaboration between private companies and public administration.  A presence justi d and endorsed by several awards and international recognition.


context

 Bilbao, is the largest Basque country city, main town of the Vizcaya province; Is an important sea harbour and industrial center growing on Nerviòn river.  Its suburbs are spreading till Vizkaya Gulf; considering the whole province it can be estimated a 1.100.000 population, placing the province at the fifth place of the biggest spanish urban areas.

 In this area there were important strategic sectors, like stainless, automation, energy and industry. Bilbao itself has been an industrial core for decades, althought heavy industries actually moved from the city centre.  The city underwent an urban renewal focused on the new metro system designed by Norman Foster and, above all, on the Bilbao Guggenheim Museum designd by Frank O. Gehry.  The Harbour, formerly on the river has been moved on the Vizkaya Gulf leaving wide and free spaces along the river, in the central area, used to host the majority of the new buildings.

 The transformation of Bilbao can be summed up in 25 action areas developed over the last 25 years and which together represent a Project for a City. 01 • Rehabilitation of the Historical Centre. Today, the Old Town of Bilbao is pedestrianised, has seen its traditional architecture restored to its former glory and is characterised by its diversity. 02 • Extension of the Port. The “Outer Abra”. 03 • The freeing up of the Port and of industrial areas along the river. These areas are the foundations on which the major projects of the new Bilbao have been constructed. 04 • Development of Bilbao Ría 2000. The miracle of Bilbao is attributable to the public-private partnership, vision, leadership by public authorities and the creation of organisations such as Bilbao Ría 2000 to drive the transformation. 05 • Environmental regeneration of the river. The biggest environmental operation undertaken in the BasqueCountry, costing 800 million euros. 06 • Bilbao and the riverfront. The river of renovation and innovation. The environmental restoration of the river enabled the urban transformation of the city. 07 • Old and new bridges connecting the city.

 The first project dated 1987, is called Urban General Renewal Plan of Bilbao and it’s limited to the city  ABANDOIBARRA is the most emblematic of all the projects carried out by BILBAO Ría 2000 in its regeneration of the city of Bilbao. This area at the heart of the city covers 348,500 square metres. Abandoibarra is destined to become the nerve centre of the new Bilbao. Avenida de Abandoibarra links the district with Euskalduna Music & Congress Hall by a green boulevard cycling paths & 3 tram stops.  Naming the main interventions in the area we can find a pedestrian bridge (Pedro Arrupe bridge); five public green areas (Parque de Ribera,Ganchegui, Ferrater, de Dueusto); a public plaza (Euskadi Square); the Gugghenheim Museum; a Music & congress hall (Palacio Euskalduna); a university library (Deusto di Rafael Moneo); a 37 floors tower with a hotel and offices; the surroundings are characterized by 143 luxury apartments.

EUSKOTRAN  Euskotran is the innovative railway system

offered by Bilbao city; it has been inaugurated in 2002 as support for the underground system and it’s frequently mentioned as one of the worlds’most innovative transportation infrastructures. Instead of another subway line, the public aministration chose the new tramway system due to a growing need of urban renewal: running in surface forces a renewal of the spaces whom it goes trough. In this sense it also becomes an urban renewal tool, that’s the reason of its relevance.

BILBAO RIA 2000  Bilbao, is the largest Basque country city, main town of the Vizcaya province;

 The whole renewal operation is adminis-

trated by the S.p.a. BILBAO Ria 2000, composed by a 50% of Central State Administration and another 50% of Basque Administration with the role of a private society allowing easier permutations, buy&sell housing and edifications.

 The simplicity of the financial mechanism is

surprising, compared with the uncertainties and failures that characterize the administration activities in our country and in particular in Milan.

 BILBAO Ria 2000’s strength is in

the public ownership of the land being subdivided and sold, obtaining the main source of funding for public works. BILBAO Ria 2000 is non for profit and had already achieved a surplus of profits which have been reinvested in other peripherical areas to achieve and develop public housing.


BILBAO VS MILAN

Bilbao wins because...

 It guarantees transit priority to public transporta-

tion trough the traffic light subservience along the whole railway track. It has a broad vision on the line createdby the tramway, proposing it as a support layer for “pass-trough units” such as the city river.  Propose today in Milan and its urban area inter-

ventions like the one being analyzed generally arouses laughter in the interlocutors; in Bilbao its a behaviour rule.  Bilbao’s urban history of the last 20 years is an

example for many European cities and ours, in particular for the exceptional ability to combine the plan and the project, ideas and development.

 The general strategy gives the first clear results

through the wasted water recovery of the river that can withstand the presence of new walks and avenues.  The construction of the underground with the

project of Norman Foster and the realization of a modern tramway that reappears after 50 years in Bilbao, characterizes the technological innovation of high quality content.
