The Nigeria ICT Industry - ICT Penetration • We are challenged in getting this capacity inland – 58% mobile penetration, which when compared to other African countries reflect the need for growth – Internet users are about 52 million – Internet subscription is about 3.6% – Internet penetration is 33% – Broadband penetration is 6% – Average internet download speed is 1.38Mbps

Connecting Nigeria: Achievements • To complement the Fiber connectivity and provide more bandwidth for the nation, the Ministry successfully launched NigComSat-1R satellite on 19th December 2011. NIGCOMSAT-1R is a hybrid satellite for Broadcast, Telecommunications & navigational services with footprints in over thirty-five African countries, parts of Europe, parts of Asia. • The Satellite would be used to accelerate broadband penetration in difficult-to-reach areas. © 2012. • Extending the benefits of ICTs to all Nigerians regardless of demographic or socio-economic status – School Connect Programme • School Access Programme (SAP) for Secondary Schools – Deployed PCs and Internet access to 766 secondary schools

• Tertiary Institution Access Programme (TIAP) – Deployed PCs and Internet access to 193 tertiary institutions

– Federal Government ICT Procurement (2012): • Personal Computers below certain configurations (4Gb Memory, 512Gb Hard disk) must be purchased through Local OEMs • Software and services to be procured only from local firms, multi-nationals with established local presence, local firms with offshore international partners with a demonstrable skills and knowledge transfer process.

A Connected Government: Achievements • A more comprehensive and integrated use of information and communications technology (ICT) in government to provide better response to citizens’ demands, improve service delivery and make administration more efficient. – 382 MDAs connected in Abuja and other parts of the country – Over 86,089 email addresses deployed for Government on .gov.ng domain names, with 250 websites hosted on .gov.ng platform – Hosts around 200 Servers for more than 94 MDAs – (NAN, Nigerian Army, PENCOM) – Attained ISO 27001 certification in Information Security Management System – Q4 2011/ Q1 2012 – Extension of Government Wide Messaging and Collaboration (GWMC) Technology Platform to provide email services to an additional 70,000 civil servants – Q4 2012 - Create a single, redundant network between Office of the Accountant General of the Federation (OAGF) and MDAs for connecting to Government Integrated Financial Management Information System (GIFMIS) and Integrated Payroll and Personnel Information System (IPPIS) to facilitate the deployment of robust financial systems to all MDAs to improve transparency © 2012. • Establishing a National Government Portal (nigeria.gov.ng) – One-stop single window for Web standard, dissemination of government information, for collaboration and tools for driving civic engagement. – To enable citizens and other stakeholders to have easy access to information and services being provided by various Ministries, Departments and Agencies (MDAs) through technology channels – Q4 2012 – Deploy National Government Portal to provide one-stop shop for information and services about MDAs, signposting existing MDA Websites – Q4 2013 – Phase Two: Establish all MDAs on the Internet

Open Government Partnership (OGP) • A multilateral global initiative to make governments better, transparent, effective and accountable, to empower citizens and be responsive to their aspirations. – To facilitate the operationalization and mainstreaming of the Freedom of Information Act by providing non-sensitive and non-classified datasets online in a pro-active manner – Confirmed Nigeria’s eligibilty to join Open Government Partnership – Q3 2012: Signify intent to join Open Government Partnership (OGP) with countries like US, UK, Kenya, South Africa who currently embrace the initiative as evident at data.gov, data.gov.uk, opendata.go.ke – Q4 2012: Undertake the broad public consultation to inform the government's OGP commitments – Q2 2013: Develop an OGP country plan with concrete commitments – Q4 2012: Become member of OGP
