Challenges of the Reform Programme • Lack of a strategic framework for implementation; • Absence of a legal framework to mobilize support; and • Inadequate funding.

Deliverables of the Reform Programme • Reform targeted an increase of Police Population from the current 370,000 to 650,000. • 90% of the Police Population to be professionally well trained in modern policing tactics and weapon handling • The establishment of a Main Forensic Laboratory in Abuja manned by well trained personnel in modern forensic science. 26


Deliverables of the Reform Programme Contd.. • Preferential use of non-lethal weaponry in riot control, with option to resort to live ammunitions only in critical situations. • Establishment of six Regional Forensic Laboratories established in each Geopolitical Zone networked to the Main Forensic Laboratory in Abuja and Force Headquarters. • A police Force that is well equipped with modern operational equipment capable of policing the Country from the air, land and water. 27


Deliverables of the Reform Programme Contd.. • Supply and installation of Modern Digital Trunking Communication network and equipment deployed nationwide and an intelligent criminal tracking system (e.g for kidnapping). • Provision of accommodation for 80% of Officers and Men of the NPF in Modern and Befitting facilities. • Officers and Men properly kitted and equipped. • A Police Force that is accountable to the citizenry and respects Human rights. 28

Mercedes Benz 1518 personnel carriers with police configuration and common equipment • Supply of 400Nos Toyota Hilux 4x4, Double Cabin Patrol Pickup Van with police configuration and communication equipment of which the 1st batch of 100 vehicles were delivered, commissioned and deployed. 41

Other Projects Implemented Under the Reform Programme – 100 Nos Ford Double Cabin Pick-ups with Police configuration and communication equipment. – Supply, installation and deployment of hitech intelligence equipment for the Nigeria Police in order to enhance the operations in line with emerging security challenges and threats. 44


Other Projects Implemented Under the Reform Programme – In support of the Reform Programme, the CBN through the Intervention Support Project for the NPF procured 4 Nos Bell 412EP 1FR Helicopters.

– Supply of 5 Nos customized Bell 412EP 1FR Helicopters. With this delivery, the Nigeria Police now has in its fleet 9 Nos Bell Helicopters, and a Cessna Citation XW Aircraft for high level command and control duties. 45

Crime Types and Statistics Across The Country


Crime & Statistics 879 robbery cases 366 cases of kidnapping 1,609 suspects were arrested 766 firearms and 31,175 ammunition were recovered from the suspects. • 140 kidnapped victims were rescued • 208 kidnappers arrested are facing prosecution. • • • •

Peacekeeping Operations • 1203 Nigeria Police officers are serving in seven (7) United Nations-led and one (1) AUled peacekeeping operations respectively. • 648 which is made up of 534 men and 115 women are deployed as Individual Police Officers (IPOs) in various peacekeeping operations, • 539 composed of 401 men and 138 women are deployed in four (4) Formed Police Units (FPUs) as follows: 104


Current Peacekeeping Operations Contd… • One unit of 120 officers in the United Nations Mission in Liberia (UNMIL), • One unit of 140 officers in the United Stabilization Mission in Haiti (MINUSTAH), • Two units of 140 officers each in the United Nations/African Union Mission in Darfur (UNAMID). • The Nigeria Police is also supporting the AU Mission in Somalia, (AMISOM) where eight officers are currently serving.
