A Downtown Investment Authority board committee unanimously recommended a $136 million bid by New Yorkbased Spandrel Development Partners LLC to redevelop the former Duval County Courthouse and City Hall site Downtown. The committee vote Feb. 11 advances the proposal for the city-owned property branded The Ford on Bay to the full DIA board.

If approved, Spandrel’s sixstory, mixed-use proposal, with 520 apartments and up to 74,000 square feet of retail space, would be built in two phases on the vacant 5.28-acre green space at 220 and 330 E. Bay St. “It’s a really unique position in Downtown and serves as a real point of connectivity between the Shipyards, the Elbow entertainment district and the civic core, as well as the riverfront,” said Ben Scharf, Spandrel acquisitions and development associate. “That’s what really attracted us to this site.” Spandrel’s proposal was chosen over an $80 million project from Miami-based The Related Group, which envisioned a 350-unit multifamily residential development SEE SPANDREL, PAGE 2

Mayor Lenny Curry will file legislation with the Jacksonville City Council on Feb. 12 to appoint seven members to the JEA board of directors, according to a news release from the mayor’s office. The previous board resigned Jan. 28 after voting to fire former JEA CEO Aaron Zahn with cause. “These past few weeks I have held numerous conversations with local business and community leaders, elected officials, and City Council members about our municipal utility and the JEA Board of Directors,” Curry said in the news release. “I am grateful for these seven well-respected and communityminded leaders who have answered the call to serve the people of our city on the JEA board,” Curry said. “I am confident that they are up to the task of rebuilding public trust and strengthening the future of this vital and valued community asset.” The proposed appointees: n John Baker II, executive chairman & CEO, FRP Holdings Inc. n Lt. Gen. Joseph DiSalvo, U.S. Army, retired. n A. Zachary Faison Jr., president and CEO, Edward Waters College. n Dr. Leon Haley Jr., CEO, UF Health Jacksonville. n Marty Lanahan, executive vice president and regional president, Iberia Bank. n Robert “Bobby” L. Stein, president, The Regency Group. n Tom VanOsdol, senior vice president, Ascension Healthcare and ministry market executive, Ascension Florida. The appointment legislation will be introduced Feb. 25 to Council. JEA board members are appointed by the mayor and must be confirmed by Council.

Seminole Building sale completed JWB Real Estate Companies LLC, led by investor Alex Sifakis, bought the Downtown Seminole Building at 400 N. Hogan St. on Jan. 31. Through 400 Hogan LLC, the group bought the property from JAX Club Property LLC for $1.7 million. JAX Club is led by Marcus Lemonis, the TV host of “The Profit.” The three-story, 22,500-square-foot building is anchored by Sweet Pete’s candy shop and the 10/Six Grille, which will remain. Lemonis continues to own Sweet Pete’s with Peter and Allison Behringer.
