The site opened while the city worked to clear a nearly 200-person homeless camp at nearby Union and Jefferson streets. $1.1M tax incentive for FlexCold moves to Council A $1.1 million tax incentive for a proposed FlexCold processing and distribution facility near the Blount Island Marine Terminal in North Jacksonville is headed to City Council. The Mayor’s Budget Review Committee voted 5-0 on March 8 to file legislation that includes a five-year Recapture Enhanced Value Grant. South Carolina-based FlexCold requested the incentive as it considers several U.S. East Coast port cities for the $47.3 million investment. The company told city officials the facility would create 20 jobs at a proposed 150,000-square-foot facility at 11180 Blasius Road.
