The St. Johns County Board of County Commissioners approved May 19 a land use amendment, rezoning, development agreement modification and amendment to the road capacity change for Durbin Park to add
a Flagler Health+ medical campus and other changes. Flagler Health+ plans a 375,000-squarefoot medical campus with a 150-bed hospital, offices and potentially an educational component, according to the applicant’s agent, land use attorney Ellen Avery-Smith with the Rogers Towers firm. Flagler Health+ intends to develop the hospital facilities, medical residency programs and educational opportunities in partnership with UF Health. In addition to the hospital, the master development plan for Durbin Park includes 2,265 multifamily units, 1,697,130 square feet
of commercial shopping center, 2,276,065 square feet of office and 350 hotel rooms. The 1,281-acre Durbin Park property in review is south of Race Track Road, east and west of Interstate 95 and Florida 9B. Jacksonville-based Durbin Creek National LLC, part of Gate Petroleum Co., owns the property. The applications also changed the phasing of development rights and timing of road improvements to expedite hospital construction anticipated to begin in the summer. When Florida Cracker Kitchen opened its second Jacksonville location May 19, management didn’t want to want to pack the San Marco restaurant. It offers to-go, delivery and dine-in service at 25% capacity, said Travis Norman, executive vice president of Hampton Golf. Hampton Golf owns Heartfelt Hospitality Group LLC, the restaurant’s operator. ServStar Management Group, which previously operated the restaurant, also is listed as a manager of Heartfelt Hospitality Group. Norman said Heartfelt Hospitality was formed to specifically manage Florida Cracker locations. Although Gov. Ron DeSantis permits restaurants to operate at 50% capacity as of May 18, Norman said with a new restaurant, it is best to take it slow. “When we know we can safely move our customers SEE FLORIDA, PAGE 2
