The Jacksonville City Council approved a 6-cent per gallon increase and extension to Duval County’s local option gas tax and a companion bill to boost funding to remove failing septic tanks in underserved neighborhoods. The Council voted 14-5 on May 26 to approve Ordinance 2021-223 that will increase the gas tax to 12 cents, starting Jan. 1, to complete nearly $1 billion in road, drainage and other infrastructure needs. The bill splits the additional 6 cents and the project list between the city and the Jacksonville Transportation Authority. The tax proceeds include $132 million for the 30-mile Emerald Trail. Council rejected Council member Randy DeFoor’s amendment to remove the $247 million for the JTA Downtown Skyway modernization. Mayor Lenny Curry, Council President Tommy Hazouri and JTA branded the tax increase as the Jobs for Jax program, stating it would create 7,640 construction jobs. Council members Rory Diamond, Danny Becton, LeAnna Cumber, Al Ferraro and DeFoor voted against the tax increase. The $100 million septic tank financing was approved 18-0. Christy Budnick said she has never been one to shy away from a challenge or adventure. Her May 24 promotion to HSF Affiliates CEO, the global network of Berkshire Hathaway HomeServices and Real Living Real Estate brokerage franchises, will be her latest test – one she says she did not see coming. “It never was on my radar,” Budnick said May 25. “I never thought I would be tapped for something like this. It really came to me as a complete surprise. The goal is to be the most successful at anything I take on, it is really who I am, but this is far beyond my expectations.” She will oversee 1,500 HomeServices offices in the U.S.,

Canada, Mexico, Europe and the Middle East and 150 Real Living Real Estate offices. She previously led the Jacksonville-based branch of Berkshire Hathaway HomeServices Florida Network Realty.

Her mother, Linda Sherrer, founded the franchise. She hired Budnick in 2002 as a manager of the Beaches office, after several years at Bank of America as vice president of sales and leadership training. Budnick was promoted to executive vice president of residential real estate in 2006 and became CEO in 2018. She said HSF Affiliates Chairman Gino Blefari approached her for the global CEO position. They have worked closely for several years. Her experience having part ownership of the Berkshire Hathaway HomeServices Florida Network Realty franchise, along with its recent annual growth, are why Budnick said she was offered the position. “That is really important for the network because they know I’ve walked a mile in their shoes as recently as yesterday, and that’s very important for the broker-owners out there, that somebody understands what they are going through,” she said. Budnick, 51, will remain based

in Jacksonville, which she said was key to accepting the role. “When that was presented and everything aligned with my values and what’s important to me and my family and our life, I jumped all over it,” she said. Her new role as global CEO will be similar to her previous one but on a much larger scale. Budnick said she most looks forward to working with a larger group of agents, nearly 50,000 around the world, and learning from them. “I am going to be working with a fabulous team that will help chart the future of the franchise network,” she said. “That includes everything from our technology to the services we provide our franchisees to our positioning in the marketplace and the culture of our company.” Two local successors were chosen to fill Budnick’s role. Kevin Waugaman is the franchise CEO and Ann King is president. Waugaman, who was vice president of core services, and King, who was vice president of

brokerage, worked “in lockstep” throughout the pandemic and were integral to the firm’s success the past two years, Budnick said. “One of the challenges that shined a light on their capabilities was COVID,” Budnick said. “That tested everyone’s leadership abilities. The two of them truly helped our company chart a very successful course through the COVID pandemic and we’ve come out of it in far better shape than we were going into it.” Budnick said she will remain in an advisory chairperson role within the local franchise and can help her successors as needed. While based in Jacksonville, Budnick said she is ready to represent the city on an international platform. “I’m very happy that I can be a small piece of continuing to spread the word about Jacksonville and all it has to offer,” she said.

Northeast Florida real estate offerings continue to shrink Almost 37% of homes sold in April for more than the asking price. BY KATIE GARWOOD STAFF WRITER

The Northeast Florida real estate market shows no sign of slowing as the region’s inventory of homes continues to shrink. According to the Northeast Florida Association of Realtors, there was a 1.2-month supply of

homes in April compared with 3.6 months in the same period last year. A 6-month supply is considered a healthy market. There were 3,991 homes on the market in April, down 58.2% from 9,544 last year. That metric began on a steep downward trend early last year. It stayed generally stable between 8,000 and 12,000 since 2012. “A year after the pandemic ‘closed’ the country, it is not surprising that a 2020 vs. 2021 comparison of new listings

s h ows an increase of 26.5%, or 845 more listings in April of 2021 than in April of Howell 2020,” Missi Howell, NEFAR president, said in a news release. There were 3,177 homes sold in April, 241 fewer than March, but 680 more than in April 2020. Homes sold in 41 days on

average, eight days faster in April than in March. In the same period last year, homes were on the market for an average of 67 days. Sellers, on average, received 99.4% of the listing price in April compared with 96.4% in April 2020. Almost 37% of homes in April 2021 sold above the asking price. April also saw an increase in the median sales price, rising around $10,000 to $284,941 from the previous month. That is a 14% increase in the median

sales price from April 2020. Homes are becoming less affordable. In January, the area’s affordability index was 142. In April it was 123, meaning the median household income is 123% of what is needed to buy a median priced home under current interest rates. “Housing affordability remains a concern,” Howell said. from outside of our area,” Calvert said. “I’ve been doing this for 20 years now. I used to think (relocation) activity in Jacksonville was strong. It’s nothing compared to what it is now.” The 44-house community along Wilderness Ridge Drive has sold just more than half of its lots, with four houses completed and 12 slated to start construction by year-end. Calvert said he sees buyers from New York, California, Chicago, Pennsylvania and New Jersey buying in the development. And they are not buying them as vacation homes. “Virtually everyone we’re talking to and have sold to is (buying for use as) a primary residence,” he said. “Most of the people that are relocating from outside the area think it’s a heck of a deal. A lot of house and a great value.” It is a trend across Northeast Florida. In April 2021, 903 houses sold above $1 million, 101.1% more than the same time last year, according to the Northeast Florida Association of Realtors. Pineapple Corporation offers five models ranging from four to five bedrooms, with options to customize the layouts, fixtures and facades. While the ability to customize a home has been attractive to luxury buyers, Calvert said Pineapple Corporation’s layouts give them what they are looking for: an open floor plan, but with more defined spaces.

As families were isolated at home during the COVID-19 pandemic, Calvert said some realized not only their desire to move to another city, but to have a home with more separation of space. “While we have always appreciated our definition of open floor plan, we’ve also always believed that spaces need to be well-defined and have good organization,” he said. Calvert said interest is strong because of the amenities offered

at Nocatee. Realtor.com says Nocatee’s median home sale price is $511,000. The Vista homes typically sell between $1 million and $2.5 million. “The bottom line is the amenities that this community offers are very attractive to both affordable buyers and upper buyers,” he said. Nocatee offers its residents several parks, fitness trails, pools, a splash zone, golf cart infrastructure and a sports complex.

The Vista is Pineapple Corp.’s first neighborhood development. Typically, it builds single homes in neighborhoods like Ponte Vedra Beach or Glen Kernan Golf & Country Club for clients looking for a custom, high-end home. Location inspired Calvert’s group to commit to building a development in the Nocatee neighborhood. “Our belief has always been that Nocatee Parkway is really the next JTB corridor to the

south,” he said, referring to J. Turner Butler Boulevard, which opened up access from Interstate 95 to the Beaches. “In terms of convenience and accessibility to the rest of the city, this is a phenomenal location while still maintaining a great proximity to the beach. UF Health Jacksonville plans first free-standing ER

The medical system confirms a Dunn Avenue site while a second location surfaced for Lane Avenue. UF Health spokesman Dan Leveton confirmed that the medical system intends to build its first free-standing emergency department in Northwest Jacksonville along Dunn Avenue. He did not have information about the specific address or details about a second location that is in review along Lane Avenue in West Jacksonville. Leveton said May 21 that the Dunn Avenue project is the one moving forward in the area. “Also there is no specific address yet. It’s being built there because that is a growing part of the community and our goal is to serve those residents,” he said. Completion is expected by

late 2022. Leveton said permits are being submitted and bids are going out. Concurrency plans filed with the city show a 12,430-squarefoot free-standing emergency clinic on 1.52 acres at 6765 Dunn Ave., although UF Health is not identified. The site is in the Dunn Village shopping center at Dunn Avenue and New Kings Road/ U.S. 1 in the Dinsmore area Miami-based Saglo Development Corp. owns Dunn Village, which is anchored by a Rowe’s IGA Supermarket. While Leveton did not confirm a second location in West Jacksonville, the city is reviewing a building-permit application for UF Health to develop an 11,716-square-foot center on almost 1.2 acres at 888 Lane S. at northwest Lane Avenue and Grace Lane. No contractor is listed for the estimated $6 million project. Salim Kassab is the property owner of the site, a former Ameris Bank branch built in 2008. The architect is e4h Environments for Health Architecture LLC of Fort Worth, Texas. The Lane Avenue permit application describes the project as a ground-up free-standing emergency department to provide 24-hour emergency medical treatment and urgent care. It will be an outpatient department of UF Health Jacksonville,

RESTAURANT NOTES Tropical Smoothie, Wingstop to Dunn Avenue: The city is reviewing construction plans for Tropical Smoothie Cafe at 1290 Dunn Ave. Dyne Development LLC of Little Rock, Arkansas, intends to build the 1,678-squarefoot restaurant at Dunn Avenue and Haverford Road, west of Interstate 95. The city also is reviewing a permit for Wingstop to build-out 1,330 square feet at 1038 Dunn Ave., No. 2, in Highland Square at a cost of $275,000. Adkins Construction Co. LLC is the contractor. Cold Stone Creamery to Roosevelt Square: Interior Buildouts Inc. is renovating 1,255 square feet of space for Cold Stone Creamery at 4495 Roosevelt Blvd. in Ortega Park, also known as Roosevelt Square, at a cost of $157,705. Popeyes in West Jacksonville: Venture Construction Co. will build a free-standing,

whose main area campus is in the Springfield area. It will contain 10 exam rooms and trauma/resuscitation, CT scan and X-ray rooms as well as support, mechanical, administrative and public areas. In February 2020, UF Health Jacksonville CEO Leon Haley said the medical center could add a free-standing emergency room in the market. Haley said then that the system is “definitely leaning toward doing some,” but plans were not finalized. UF Health Jacksonville in

DEVELOPMENT NOTES GuideWell space in Riverside: Danis Builders LLC is renovating four floors at the 20-story Florida Blue tower at 532 Riverside Ave. at a cost of $2.06 million. The city issued a permit May 19. Florida Blue is a company of GuideWell, which intends to lease out the space on the first, third, ninth and 10th floors. Scrubbles in Clay, St. Johns counties: Clay County is reviewing plans for a Scrubbles Express Wash along Oakleaf Plantation Parkway. In St. Johns County, JEA received a service-availabilty request for a 3,911-squarefoot Scrubbles at 145 Harper Lane in Durbin Creek Crossing.

Springfield is the largest UF campus outside of Gainesville. UF Health Jacksonville comprises the academic health center, UF Health North in North Jacksonville, the UF Health Science Center and the UF Health Jacksonville Physicians Inc. network of primary and specialty care centers in Northeast Florida and Southeast Georgia. It opened the UF Health Wildlight medical office complex in Yulee in Nassau County. When UF Health Jacksonville North began building at

Max Leggett Parkway, it led with a stand-alone emergency department in 2015, which was converted into a hospital emergency room when the patient tower was constructed in 2017. UF Health operates two freestanding ERs in Gainesville and one in The Villages. Haley said UF Health Jacksonville’s free-standing ER would follow a similar model. The Fidelity chairman is taking a stake in Wynn Interactive, the online casino and sports betting division of Wynn Resorts. Bill Foley already owns the National Hockey League’s Las Vegas franchise, so it seems natural to add a casino business to his investment portfolio. A blank check company formed by the chairman of Jacksonville-based Fidelity National Financial Inc. agreed to merge with Wynn Interactive Ltd., the online casino and sports betting division of Wynn Resorts. Wynn is merging with Austerlitz Acquisition Corporation I, one of several special purpose acquisition companies, or SPACs, formed by Foley in the past couple of years to seek merger targets. Wynn Interactive will retain its name and its investors will be the majority stockholders

in the merged company. Foley will not have an executive role but will join its board of directors and expects to add his expertise to the company’s growth plans. “Through my involvement with the NHL and our investment in Paysafe, a leading payments company that’s also involved in the online gaming vertical, we’ve developed a deep understanding of the online sports betting and gaming Foley markets and are excited by the long runway for continued growth in the space,” Foley said in a May 10 conference call, according to a transcript posted by the company. Another SPAC formed by Foley acquired payments processing company Paysafe Ltd. in April. Title insurance company Fidelity was Foley’s main business interest but he has invested in a wide range of other companies, including leading the group that bought business data firm Dun & Bradstreet in 2019. Foley is chairman of Dun & Bradstreet, which announced last week it is relocating its headquarters to Jacksonville. He also is chairman of Jacksonville-based Black Knight Inc., which was part of the investment group in Dun & Bradstreet, and Black Knight CEO Anthony Jabbour took

on the additional role of chief executive of Dun & Bradstreet after the acquisition. With Jabbour running both companies, Dun & Bradstreet’s move to Jacksonville seems logical. However, there’s no real Jacksonville connection to Wynn Interactive. Foley relocated his primary residence from Jacksonville to Las Vegas when he was awarded the hockey franchise in 2016, and Wynn’s Las Vegasbased management team will continue to run the company after the merger.

Shoe Carnival sales jump Shoe Carnival Inc.’s first quarter ended May 1, a month later than most companies, so its earnings report reflected the full impact of COVID-19 on its business. The footwear chain controlled by former Jacksonville Jaguars owner Wayne Weaver said sales at stores open more than one year were 125.8% higher than the first quarter of 2020, when the company had to close its 392 stores for the month of April. Shoe Carnival’s total sales in the quarter rose 122.7% from last year to $328.5 million. The company said sales were helped by increased vaccination rates and the positive impact of government stimulus payments. Weaver is chairman of Evansville, Indiana-based Shoe Carnival and is its largest

shareholder. He and his wife, Delores, own 29% of the stock.

Morgan Stanley funds acquire Nivel Morgan Stanley Capital Partners said last week that funds managed by the firm acquired Nivel Parts & Manufacturing, a Jacksonville-based manufacturer of aftermarket parts and accessories for niche vehicles and heavy-duty equipment. Morgan Stanley said it acquired the business from funds managed by Kelso & Co. Terms of the deal were not disclosed. Brent Moore will remain CEO of Nivel under the new ownership, Morgan Stanley said.

GEE Group revenue flat in 2nd quarter GEE Group Inc. reported revenue of $34.7 million for its second quarter ended March 31, basically unchanged from the previous year. The Jacksonville-based staffing company said last week it had a net loss of $1.7 million, or 10 cents a share, in the quarter. GEE Group in April completed a secondary stock sale and paid off a large amount of debt. “GEE has significantly improved its financial position and liquidity by eliminating high priced debt after the end of the 2021 fiscal second quarter. We expect that the GAAP financial results for

subsequent quarters will show major benefits from the payoff of the former high-cost senior debt,” CEO Derek Dewan said in a news release.

Landstar hires ex-One Call CFO Landstar System Inc. announced May 24 that Fred Pensotti joined the Jacksonville-based trucking company as chief financial officer. Pensotti had been CFO of Jacksonville- Pensotti based health care services company One Call since January 2018. He succeeds Kevin Stout, who resigned as Landstar’s CFO in November after nearly six years on the job.

ParkerVision has $2.5 million loss ParkerVision Inc. reported last week a first-quarter loss of $2.5 million, or 4 cents a share. The Jacksonville-based developer of wireless technology had no revenue in the quarter.
