The owner of the St. Augustine Outlets at northeast Interstate 95 and Florida 16 wants to redevelop the 31-acre property into a mixed-use development. According to a June 8 application to St. Johns County Growth Management requesting a major modification to the St. Augustine Centre Planned Unit Development, New York City-based mall owner Lightstone wants to close the mall and develop up to 350 multifamily units and up to 99,500 square feet of retail and commercial space. “The Applicant proposes to redevelop the site, or a portion thereof,” the application reads. Lightstone owns the property through LVP St. Augustine Outlets LLC. The development at 500 Outlet Mall Blvd. is called St. Augustine Centre on the application. Lightstone said it didn’t have a timeline for closing the mall. “As the retail industry evolves we are exploring re-imagining the St. Augustine Outlets site for the 21st century,” a Lightstone spokesperson said by email June 10. “The redevelopment of St. Augustine Outlets into a vibrant mix of residential, retail, dining and medical uses will revitalize this high-profile location at the doorstep of St. Augustine and spur economic development throughout St. Johns County.” A site plan shows 14 acres dedicated to multifamily development that according to the PUD could be up to three stories. It shows five outparcels of 1.4 to 4.5 acres each.

City Council approved transferring the historic locomotive displayed at the Prime F. Osborn III Convention Center to U.S. Sugar Corp., which will transport the steam engine to Clewiston, restore it and put it back in limited service. The vote June 8 was 16-2, with Council members Matt Carlucci and Randy DeFoor voting against Ordinance 2021-0293. Carlucci said while he voted to approve

the bill in committee, he would like a couple of weeks to determine if someone in Jacksonville would like to see the train remain. “We might go ahead and think this one through,” Carlucci said. DeFoor said she objects to the locomotive having to leave Jacksonville to head off its gradual decline. “Shame on us for not taking care of it,” DeFoor said. City Chief Administrate Officer Brian Hughes said the plan to sell the steam engine was approved by the Planning Department and several Council committees, based on the fact that restoration and use hasn’t happened in the 35 years since the locomotive was placed outdoors

Publix assumes lease of Neptune Beach Lucky’s Publix Super Markets Inc. paid almost $2.3 million to assume the lease of the closed Lucky’s Market in Neptune Beach. Lucky’s Market Parent Company LLC, as a successor to Lucky’s Market Operating Company LLC, of Lafayette, Colorado, sold the assignment and assumption agreement for the store lease to Publix on May 21. Publix has filed plans to open a store at the Neptune Beach address, which is almost next door to one of its existing supermarkets. That means almost side-by-side Publix stores at 580 Atlantic Blvd., the former Lucky’s Market, and the larger existing store at 630 Atlantic Blvd.
