Property owner-developer Edward Skinner Jones wants to demolish and rebuild a structure in the Shoppes of Avondale and open the area’s third Southern Grounds & Co. coffee shop. Jones, through Avondale Sogro LLC, bought the 7,200-squarefoot building at 3562 St. Johns Ave. for $763,000 in November. He applied to the Jacksonville Historic Preservation Commission for a certificate of appropriateness to demolish the building, which was developed in 1958, and construct a coffee bar, a wine bar, a market and tenant space intended as an art gallery. The first two Southern Grounds in Neptune Beach and the San Marco area also serve beer and wine. “Avondale lends itself to being a community gathering space,” Jones said of the historic neighborhood. “People can walk here, they can ride their bikes. We felt like it was a good fit.”

Mayor Lenny Curry’s $1.37 billion budget for fiscal year 201920 includes a $70 million increase for public safety and improvements to historic, city-owned entertainment venues. Curry delivered the budget Monday morning to City Council. It is up $59 million, or about 4.5 percent, from the budget approved for the current fiscal year. The largest single investment in the budget’s $173.5 million Capital Improvement Plan is a $20 million line-item to University of Florida Health for building and infrastructure improvements. If approved, the budget will provide $5 million for capital investment for the Jacksonville Zoo and Gardens; $1.5 million in capital investment for Mayport dock redevelopment; and more than $1 million for improvements for the Ritz Theatre and Museum ($570,000) and the Prime F. Osborn III Convention Center ($440,000). The capital improvement budget includes $1 million in match dollars for improvements to the Florida Theatre, part of a fiveyear agreement between the city and the nonprofit theater’s board of directors.

Capital Plaza sells for $51 million A Pennsylvania-based real estate investment firm paid $51.46 million Wednesday for the three-building, 417,513-square-foot Capital Plaza on 43 acres at 10401 Deerwood Park Blvd. Somerset Properties Inc., through SPI TCM Capital Plaza LLC, bought the portfolio from 10301 Jacksonville Office LLC, associated with SPT Parmenter Jacksonville JV LLC of Miami Beach. Barclays Capital Real Estate Inc. financed $36.1 million of the deal. CBRE represented the seller.
