In February, the Downtown Investment Authority approved a $136 million bid by New York-based Spandrel Development Partners LLC to build a mixed-use retail and multifamily development at Area 2 of The Ford on Bay. The Hyatt Regency Jacksonville Riverfront has the first right of refusal for Area 1 at 220 E. Bay St.

Downtown Investment Authority CEO Lori Boyer said Aug. 6 she will recommend the agency’s board put The Ford on Bay property back on the market as the project’s developer seeks changes to its proposal. A DIA board committee could vote as soon as Aug. 13 to terminate the agency’s tentative agreement with New York Citybased Spandrel Development Partners LLC, according to meeting agenda docu-

ments released Aug. 6. In February 2020, the board approved Spandrel’s term sheet with the city to develop the former City Hall Annex and Duval County Courthouse Boyer site at 220 E. Bay St. and 330 E. Bay St. Boyer said Spandrel wants to reduce its capital investment and the amount of retail space in what was a $136 million plan for the riverfront property. Spandrel also wants to include workforce housing instead of market-rate apartments. Boyer said the changes differ enough from the original deal that the DIA board would need to draft and approve a new term sheet to keep Spandrel as the developer.

Spandrel won a competitive bid for The Ford on Bay with a two-phase proposal comprising 520 apartments and up to 74,000 square feet of retail space. Since the DIA board selected Spandrel 18 months ago, local and national developers have reached out to the DIA with interest in building at the riverfront

Jacksonville-based Duos Technologies Inc., which designs technology for transportation operations, appears to be working toward a new headquarters in Deerwood Park South. The city is reviewing a permit application for Duos Technologies to build-out space on the first and second floors of the former SuperStock building in Deerwood Park South at a cost of $973,229. Emerald C’s Development Inc. is shown as the contractor for the project to modify 38,748 square feet of space for Duos Technologies at 7660 Centurion Parkway. Duos Technologies now is based at 6622 Southpoint Drive S., Suite 310, in Fortune Plaza. Campbell + Van Dusen Design Studio of Orlando is the architect for the new space. Duos Technologies spokesperson Fei Kwong said by email Aug. 6 the company has no comment. The 7660 Centurion Park-

Regardless of what the board decides, Boyer expects and said she hopes Spandrel continues to pursue The Ford on Bay. “The only way to get off dead center and proceed is to formally terminate that (bid award) and then you can decide if you want to continue with what Spandrel proposed or consider third-party offers,” she said. RaceTrac sells Buck Business Park land for self-storage RaceTrac Petroleum Inc. will not be developing a gas station and convenience store in Buck Business Park in Arlington after all. It sold the land June 9 to a selfstorage project developer for $1.43 million. The buyer was Merrill Road Storage Inc. of Ponte Vedra Beach. Atlanta-based RaceTrac paid $1.25 million in December 2018 for 3 acres at the split of Merrill and Fort Caroline roads, east of Interstate 295 and the Southside Connector. The site is near the 83-unit Deer Run town house community under construction by D.R. Horton in Buck Business Park as well as other residential projects, including along the Southside Connector.
