City Council is reviewing zoning and land use legislation for 172 apartment units at the site of an abandoned motel.

TVC Development Inc., part of The Vestcor Companies, has a contract to buy acreage at Philips Highway and St. Augustine Road for development of workforce housing. TVC President Ryan Hoover said Sept. 17 that it would be a mid- to late 2022 start date. “We are in the very preliminary stages,”

Hoover said by email. City Council is reviewing legislation to rezone and change the land use on 5.64 acres at 3036 and 3114 Philips Highway and St. Augustine Road. The site is in an Urban Priority Development Area. Those plans show a four-story apartment community totaling 172 units and 333 parking spaces. The units comprise 63 one-, 93 two- and 16 three-bedroom units. It would have 7,900 square feet of nonresidential leasing-amenity space. A written description describes the apartSEE MATHIS, PAGE 3

Presidium Group filed civil plans for its apartment project at the site of the closed Regal Cinemas on Beach Boulevard. Plans show a 336-unit multifamily development comprising five four-story buildings on 15.07 acres at 14501 Beach Blvd. The apartment community includes a fitness building, pool area, leasing office and amenity center. The parking lot totals 503 spaces for residents, which includes 52 garage spaces. Plans show the theater will be demolished. Fairview, Oregon-based Elda FL Investments LLC owns the property. City Council approved a bill 18-0 on April 13 to rezone the property to allow for multifamily development. The Beach Boulevard Regal Cinemas closed this year. Regal continues to operate two locations in Jacksonville at 9525 Philips Highway and 12884 City Center Blvd. in River City Marketplace. Connelly & Wicker Inc. is the civil engineer on the project. Dix.Hite + Partners is the landscape architect. The developer, Dallas-based Presidium, has built projects in Jacksonville including the JTB Luxury Apartments at 8876 AC Skinner Parkway and Presidium Town Center at 7736 AC Skinner Parkway.

San Marco town homes for sale early next year Toll Brothers announced Sept. 23 that Terraces at San Marco, its 27-unit luxury town home community next to East San Marco, will open for sale early next year. “This community represents a unique opportunity for homebuyers looking for the latest in contemporary new home designs with an urban appeal,” Steve Merten, division president of Toll Brothers in North Florida, said in a news release. The town homes will be on 1.03 acres at Atlantic Boulevard and Arcadia Place. Plans show five town home buildings comprising four with six units each and one with three. The town home prices have not been determined.
