A co-developer of the proposed One Riverside project raised the possibility Oct. 18 that Publix Super Markets Inc. might lease space at the proposed Brooklyn apartment and retail project. The comments came at a Downtown Development Review Board workshop. City Assistant General Counsel Susan Grandin asked Katherine Mosley, a partner with One Riverside housing developer TriBridge Residential, about parking enforcement and traffic patterns for the proposed garage to serve grocery store customers and apartment residents. “As you’re going up the ramp, you’ll look at the roof of Publix, basically, right?” Grandin said. Downtown Investment Authority Operations Manager Guy Parola responded, “You’ll look at the roof of something.” “Well, sorry. I just was hoping it was a

Grandin is a lawyer in the Office of General Counsel’s land use and administrative law department and attends DDRB meetings as an adviser to the board. One Riverside developer Jeff Fuqua has not said what chain will fill the space planned for the grocery store. The name of the operator is not disclosed on the site

plan or renderings. Fuqua and Publix Community Relations Manager Chris Norberg did not confirm nor deny that Publix will lease space at One Riverside. “Unfortunately, we are unable to comment on future sites that do not have fully executed leases,” Norberg said by email. With a $3.6M mortgage, ownership of the historic structure wants to move in next summer. Jacksonville-based online furniture dealer Industry West is preparing to build-out its new headquarters in the historic 1001 Kings Ave. building on the Downtown Southbank. River City Contractors is the contractor for the almost $1.76 million project for interior alterations. Bold Line Design LLC of Ponte Vedra is the architect. It is described as modification of a three-story historic landmark structure. It shows a total 11,702 square feet, comprising 4,089 square feet on the first floor, about 3,644 square feet on the second level and 3,969 on the third floor. SEE MATHIS, PAGE 2

SpringHill Suites construction OK’d for Baymeadows Park The city issued a permit Oct. 12 for construction of a five-story SpringHill Suites by Marriott at 9325 Baymeadows Road in Baymeadows Park. Tim Young Construction Inc. of Jacksonville is the contractor for the $6 million project on 5.8 acres east of Interstate 95. The 120-unit, almost 73,000-square-foot hotel will include a pool. Joyce Development Group LLC is developing Baymeadows Park at the site of the former Baymeadows Golf Club. It includes a Starbucks Coffee Co. shop; First Watch, The Daytime Cafe; and other restaurant and retail space.

Industry West co-founders Jordan and Anne England and The Corner Lot Companies CEO Andy Allen and COO George Leone formed ALE Kings Holdings LLC to develop the project. ALE Kings Holdings bought the Kings Avenue property July 6 for $2.25 million. South State Bank issued an almost $3.6 million mortgage Sept. 30 to ALE Kings Holdings. “Growth is good,” Allen said by email Oct. 15. “It will be an iconic building brought back to life and full of energy.” In 2017, the Englands and Allen partnered to buy the 4,300-square-foot building at 1407 Atlantic Blvd. Industry West moved there in 2018 from a smaller leased space nearby. Jordan and Anne England started the company as an e-commerce venture, moving from home to leased space and then to San Marco Square. The 10-year-old company has grown to 42 employees and sales this year of $35 million to $40 million. The Englands and Allen said previously they anticipated a more than $1 million investment in renovating the three-story Kings Avenue building that was developed before 1912. They hope to move in during summer 2022. “Jacksonville is ready for more urban development in this part of the city and the core that’s bringing a new design element,” England said in August. After renovations, Industry West will occupy the first two floors with showroom, office and creative space. Breeze Homes, one of The Corner Lot Companies, will occupy the third floor with 12 employees. There eventually could be a retail coffee shop on the ground floor of the southeast Kings Avenue and Prudential Drive building as the Southbank continues to develop pedestrian traffic. One Riverside is the development planned for the former Florida TimesUnion property along the St. Johns River in Brooklyn on the Downtown Northbank. It includes apartments, retail and a restaurant. Fuqua is familiar with the grocery market in the area. He was president of Sembler Company when it developed the Riverside Publix, which opened in 2002 at 2033 Riverside Ave., about 2 miles west of One Riverside at 1 Riverside Ave. He also partnered with Jacksonvillebased Regency Centers Corp. to develop the Brooklyn Station on Riverside center

The Kings Avenue structure will provide room for 28 people, allowing the company to build-out more of its internal team. The Englands look forward to “putting our design stamp on it and creating a vibrant workspace environment like this so people can be creative and keep working on what we’re doing here, which is building a furniture brand that’s accessible to consumers and businesses alike,” England said. The e-commerce company describes itself at industrywest.com. It “curates modern, artisan-crafted furniture and decor, with an emphasis on high-design. Our approach is guided by what we interpret as new classics— beautiful, functional pieces capable of becoming timeless.” Industry West works with manufacturers worldwide for furniture such as tables, desks, chairs, sofas, barstools and other products and accessories. It serves restaurants, hotels, hightech startups and residences throughout North America. The Jacksonville Historic Preservation Commission approved a Certificate of Appropriateness for the project in June for changes to the at least 109-year-old structure’s exterior. The building is not in a locally designated historic district but is a local landmark. The Jacksonville Planning and Development Department Historic Preservation Section will need to approve final plans before permitting. Allen said the group intends to open up the interior to provide more natural light. The landmark status application shows the building was developed before 1912. Fuqua plans to buy the property from the Morris family, based in Augusta, Georgia, and demolish the vacant T-U office and production buildings. The deal, which comprises a $28,419,169 property tax refund and $3,174,971 in completion grants and fee credits, will need City Council approval. The board did not take any votes or make any decisions at the workshop. Parola said Fuqua’s team likely will return for final site plan approval at the DDRB’s November meeting. Title V air operation permit renewal is processed with the air construction permit revision and reclassifies the existing abrasive blasting booths (Emissions Unit 005 and 008) as insignificant emissions units, removes the emergency generator at Building 390 from the Title V permit, and removes the Volatile Organic Compound (VOC), individual Hazardous Air Pollutant (HAP), and total HAP emissions caps from the Spray Coating Operations (Emissions Unit 007) in the Title V permit. The existing facility is a freight shipping container, military combat equipment, and aircraft ground support equipment maintenance facility. The facility operations include two (2) abrasive blasting booths, surface coating and solvent use operations, Gasoline Dispensing Facility (GDF), and emergency and non-emergency engines. Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air permit is required to perform the proposed work.
