ith 44 lawyers and more than 20 support staff, the city Office of General Counsel is one of Jacksonville’s larger law firms. Its client is the consolidated government. The attorneys in the office specialize in all practice areas except criminal defense and immigration law, but much of their work happens behind the scenes. “We get into areas a lot of people don’t think about. I think of us as the most high profile, under-the-radar law firm in the city,” said Jason Teal, whose appointment as the city’s top lawyer was confirmed Oct. 26 by City Council. When word leaked Dec. 13 that Pete’s Bar had been sold, rumors of its demise were as thick as the perpetual cigarette smoke cloud that lingers near its ceiling. Pete’s Bar, at 117 First St. in Neptune Beach, has closed for a week to allow time for the new owners to install two additional well bars to increase serving efficiency. It plans to reopen Dec. 22 or 23. When it does, owners said changes will be hard to find. Pierre’s LLC of Jacksonville Beach bought Pete’s Bar, an 80-year-old landmark watering hole that opened right after the repeal of Prohibition in 1933, from Etienne Lagniappe Inc. of Jacksonville at a cost of $8 million to $10 million, according to Robert Tilka, one of the partners in Pierre’s LLC. Four franchisees for the Nebraska-based company have at least 16 agreements, with the first in Orange Park. Scooter’s Coffee is bringing its drive-thru kiosk concept to Northeast Florida with a shop expected to open in summer 2022 in Orange Park, the first of up to 16 or more in the market. A franchisee of the Omaha, Nebraska-based company intends to build a 632-squarefoot double drive-thru at 151 Park Ave. in Orange Park. The parcel is along U.S. 17 south of Interstate 295 next to a new Hampton Inn & Suites. The St. Johns River Water Management District is reviewing an application for the project. Carter Engineering and Consultants Inc. in Watkinsville, Georgia, is the applicant. Plans show Scooter’s Coffee LLC of Omaha as the developer. According to scooterscoffee. com, co-founders Don and Linda Eckles opened their first drive-thru coffee house in 1998 in Bellevue, Nebraska. Scooter’s sells hot, iced and seasonal coffee drinks, teas, smoothies, blenders and others. Scooter’s also sells cookies, muffins, oatmeal and breakfast-based burritos and sandwiches. Scooterscoffee.com says there were 126 drive-thru kiosks open during the 2020 calendar year and that Scooters’s is approaching 400 locations in the U.S. The company franchises. Walsh, who represents Scooter’s, said the four separate franchisees for portions of Clay, Duval, Nassau and St. Johns counties have 15 to 16 agreements, and there is room for more. Scooter’s is one of several of the coffee-kiosk concepts that are opening in the area. Ellianos Walsh Coffee and the Dunkin’ drive-thru-only locations are two more. Walsh said Scooter’s considers ground leases, build-tosuits and land purchases. Scooter’s focuses on 630-square-foot drive-thrus on a third-acre to half-acre site. Landowners and landlords with parking lots or small, unused pieces of property are considered of interest. Walsh said there has been an increase in that retail category. “These kiosk users are circulating in the market looking for this excess land,” she said. She expects to see several Scooter’s open across town in the next year. “There’s still room for growth,” she said. “We don’t have every piece of Jacksonville under current territories. We will have a couple more signed up in the next year or two to build-out Jacksonville.”

He intends to invest $5 million to buy the site at northeast Beach Boulevard and Interstate 295 and build the electric vehicle dealership. “There isn’t much available now in the part of town we want to be in that would work,” Ranguelov said. “This property was in a great location and was not on the market yet and would work well.” California-based Karma Automotive intends to enter the Jacksonville market in March. The city granted property owner Harbor Point Properties LLC a zoning exception and an administrative deviation for Karma Automotive Distribution LLC to operate a service garage for repairs and retail sales of new or used autos by a franchised dealer at the 1.042acre site at 11619 Beach Blvd. Classic Home Furniture closed there. Ranguelov intends to renovate the 16,481-square-foot building at the location that was developed in 1989.
Wawa adding two locations
Wawa is considering convenience stores and gas stations in North Jacksonville and in Baymeadows. In North Jacksonville, JEA is reviewing a service availability request for a 6,119-square-foot Wawa convenience market and fueling station with 28 outdoor dining seats at Duval and Pecan Park roads. CPH Inc. is the agent. The Jacksonville Aviation Authority owns the property. JAA Chief Development
Starbucks in St. Johns: St. Johns County issued permits Nov. 30 for Starbucks to build a 2,500-square-foot coffee shop at a cost of $400,000 at 145 Village Commons Drive in St. Augustine and to renovate its store at 935 Durbin Pavilion Drive, Suite 105, in Saint Johns at a cost of $150,000. Chick-fil-A in Town Center: The city issued a permit for the $850,000 interior remodeling of Chick-fil-A at 4625 Town Center Parkway. Arby’s Beach Boulevard renovation: The city is reviewing a permit application for Arby’s to remodel its restaurant at 11190 Beach Blvd. at a cost of $250,000. Starbucks to Point Meadows: The city is reviewing applications for the shell of a 2,448-square-foot Starbucks and a support building at 10913 Baymeadows Road in the Point Meadows shopping center at an estimated $500,000. McDonald’s at Butler: The city is reviewing a permit for a $150,000 renovation of McDonald’s at 5944 Butler Point Road. RETAIL NOTES RaceTrac to Perimeter West: RaceTrac is building at Perimeter West in Northwest Jacksonville. The city issued two permits Dec. 2 for Dykstra Construction Inc. of Plant City to build an 8,100-square-foot convenience store and gas station and associated work at 6635 Pritchard Road at northeast Pritchard Road and Interstate 295 at a cost of $860,000. Atlanta-based RaceTrac Petroleum Inc. paid $2.6 million for the 4.39-acre site in December 2020. Dollar General to Northwest Jacksonville: The city is reviewing a permit application for construction of a 10,640-square-foot Dollar General store on 2.16 acres at 4650 Soutel Drive at a construction cost of $420,000.
Officer Jay Cunio said Dec. 2 that a broker has inquired about the property but that the authority does not have a ground lease in place for a Wawa store. “We have nothing in place as far as a lease,” he said. In Baymeadows, Wawa is preparing to build a 6,119-square-foot convenience store and gas station at 8742 Baymeadows Road.

Jacksonville Jaguars owner Shad Khan says he’s tired of talk that any flag other than Four Seasons will be on his proposed five-star hotel on the Downtown riverfront. Media asked Khan Dec. 13 about the status of negotiations with Four Seasons leadership to secure a branding deal during a nearly 50-minute sit-down on his personal yacht Kismet. “It’s such an idiotic question. There’s no other way of putting
it,” Khan told reporters. “You think we’d be out there talking about it as a scam? That’s ridiculous.” The conversation covered Khan’s on-field and off-field successes and setbacks to mark his 10-year anniversary of buying the team from former franchise owner Wayne Weaver. NFL team owners unanimously approved Khan’s offer to buy the Jaguars on Dec. 14, 2011. Khan said in the 10 years he’s owned the Jaguars, Downtown Jacksonville’s development “absolutely hasn’t progressed” and “it’s gone downhill.” Khan said Jacksonville “needs something aspirational.” “You are defined by the best experience in town and the worst experience in town,” Khan said. “We need to elevate the best experience in town.”
Khan said his ownership of the company’s flagship Four Seasons Hotel Toronto puts the future hotel near TIAA Bank Field in a good position with the upscale brand. He noted that the founder of Four Seasons, Isadore Sharp, lives in Toronto “10 minutes” from the flagship hotel. Four Seasons is headquartered in Toronto. “Can you connect the dots?” Khan said. “The simple fact is there’s nothing that happens at Four Seasons that doesn’t go through Four Seasons Toronto,” Khan said. “Whether it’s talent development, whether it’s the business people, whether it’s the power brokers in Canada … whether it’s the Prime Minister (or) Lady Gaga, they all go through there. All of them, I’ve met them at Four Seasons.”
The Wall Street Journal reported Sept. 8 that Saudi Prince alWaleed bin Talal agreed to sell half his stake in Four Seasons Hotels and Resorts to co-owner Bill Gates. The deal valued the hotel operator at $10 billion and gave Gates a controlling stake through his company Cascade Investments LLC, according to the WSJ. The report says Cascade will hold 71.25% of Four Seasons when the deal is complete. Prince alWaleed’s Saudi Arabia-based Kingdom Holding Company will keep a 23.75% stake. Sharp retains a 5% holding, according to the WSJ. Khan bought the Toronto Four Seasons in 2016 through family holdings from an affiliate of Kingdom Holding for $172 million. During negotiations last summer with the Jacksonville City Council for a $114 million incentives deal to assist with the project, Jaguars President Mark Lamping said Khan and his companies are working toward an agreement with the Four Seasons flag. Plans for the estimated $321 million Four Seasons Hotel and Residences development on the former Kids Kampus park also include a six-story office building and a city-owned marina. Khan’s development company, Iguana Investments Florida LLC, is handling the project. If Khan or the owner of the hotel parcel at the time wants to change the flag from a Four Seasons, the deal states the Downtown Investment Authority must approve it to “ensure that the hotel continues to be operated by a luxury brand” — a four- or five-star product determined by Forbes Travel Guide or “other respected source in the hospitality industry.” When asked Dec. 13, Khan

didn’t say who he’s talking to at Four Seasons to bring the product to Jacksonville. “As a matter of fact, they (Four Seasons) told me, ‘look, we don’t know if it’s going to work but since you want it, we’re going to do it,’” Khan said. “But if it doesn’t work, I’m the one picking up the tab, so don’t worry about that,” he said. On the Kismet, Khan said his company already has “a bunch of people” who want to live in the hotel’s residential condominiums. Plans call for 25 high-end, forsale residences. Khan believes the condo clientele will bring with them a push to redevelop Downtown. “Our preference is we want the movers and shakers to buy those who can make a difference in Jacksonville,” Khan said. “So they are coming Downtown. Then, all of the sudden, the rest of the area is going to get gentrified and urbanized. It is like planting a seed that’s going to make a difference.” In October, Lamping said another goal is for the hotel to draw leisure travelers to Downtown coming to the Sports Complex for events and concerts and capture business travelers who are “not fully satisfied” with existing Downtown hotels. “Shad’s reminding a lot of people in Jacksonville, ‘you know what, you are good enough to have a Four Seasons,’” Lamping said. “Although, many people in Jacksonville said, ‘Why would they come here? Firehouse Subs has grown strongly over the last quarter century, mainly in the U.S. Restaurant Brands International Inc., which agreed Nov. 15 to buy Firehouse Restaurant Group Inc., expects that domestic growth to continue but it also has its sights on new international markets for the chain of sub shops. “We think there’s a big opportunity,” RBI Chief Executive Jose Cil said in a Dec. 1 investor conference sponsored by Morgan Stanley. “There’s a number of international markets where the limited-service sandwich business plays really well,” he said. Firehouse, founded with one Jacksonville restaurant in 1994, has more than 1,200 locations in 46 U.S. states and Canada
and Puerto Rico, with annual sales of about $1.1 billion. Cil said Firehouse has a relatively small number of restaurants in Canada but those stores have higher average unit volumes than U.S. locations. Toronto-based RBI owns the Burger King, Popeyes and Tim Hortons chains, and Cil said the company has had successful sales internationally from
those businesses. The three chains operate more than 27,000 restaurants in 100 countries. Burger King actually has more restaurants in international markets than in the U.S., with 11,459 of the chain’s 18,675 locations as of Sept. 30 outside the U.S. Cil cited the United Kingdom, Australia and Brazil as good markets for sandwiches
where Firehouse could be successful. He said, however, RBI agreed to pay $1 billion for Firehouse based on the growth outlook for its existing markets. “In the U.S., we have tremendous upside. In Canada we have upside,” he said. “If we can do something international, it’s the icing on the cake.” Cil said RBI wasn’t looking to buy Firehouse but became interested when approached by its investment bankers. “We’re always looking for unique, accretive opportunities for the business and Firehouse fits that bill,” he said. “The founders went through a process and wanted to sell the business and the time was now.” The company plans to keep Firehouse based in Jacksonville run by current management, including CEO Don Fox. Cil said that was a key part of the deal and there is no reason to upend Firehouse’s operations. “They do really well both in terms of food quality and in terms of engagement with their communities,” he said. “Different from prior acquisitions, this is not a cost synergy story. This is a growth story.”
Triple S shareholders approve Florida Blue deal Shareholders of Triple-S Management Corp. approved
the company’s $900 million buyout by GuideWell Mutual Holding Corp., parent of Florida Blue, at a virtual meeting Dec. 10. San Juan-based Triple-S is the Puerto Rican licensee of the Blue Cross Blue Shield insurance brand. Jacksonville-based GuideWell plans to operate Triple-S as a subsidiary under its current management after the deal closes, which is expected by midyear 2022. Triple-S expects $4 billion in revenue this year. GuideWell, a not-for-profit mutual holding company that does not publicly report its earnings, has said its annual revenue is about $20 billion. Triple-S said 72% of its shares were voted in favor of the buyout. The deal still needs approval from the Office of the Commissioner of Insurance of Puerto Rico.
Mantle Ridge takes on Dollar Tree Five years after taking on CSX Corp. and forcing an overhaul of management, hedge fund Mantle Ridge has its sights on overhauling another public company. Mantle Ridge said in a Dec. 10 Securities and Exchange Commission filing it will nominate its own slate of directors for the board of Dollar Tree Inc. Dreiling, former CEO of competitor Dollar General Corp., as chief executive. Five years ago, Mantle Ridge and its CEO Paul Hilal pushed CSX to hire Hunter Harrison as chief executive. After several weeks of pressure, CSX hired Harrison in March 2017 to lead a new management team. Harrison died in December 2017 and one of the new executives he brought in, Jim Foote, succeeded him. After Mantle Ridge first revealed its investment stake in Dollar Tree in November, analysts said the fund seemed to be following the same path as it did with CSX. Fund manager Ken Squire wrote in a column on CNBC’s website that Dreiling Hilal likes to bring in a “rock-star CEO” to change the direction of his target companies. “In this case, we believe he has found the Hunter Harrison of consumer goods stores – someone who has grown up working every facet of the industry and has a proven record of creating value at the highest level,” Squire wrote, referring to Dreiling. Dollar Tree’s board of directors responded to Mantle Ridge’s SEC filing by saying in a Dec. 13 news release it is “disappointed that Mantle Ridge has been unwilling to engage with us constructively and has instead chosen to proceed in such an unwarrantedly aggressive and hostile manner.” The retailer famous for
selling everything for $1 made headlines recently by announcing plans to raise the price to $1.25 for a majority of its items in response to market conditions. “The Company is on an increasingly strong performance trajectory, based on initiatives it has been pursuing,” the board said. “The Company’s stock price jumped significantly higher immediately upon the announcement of this major strategic decision, and the Company has received positive feedback from many shareholders since the announcement commending Dollar Tree’s direction. These reactions demonstrate that investors are reacting positively to Dollar Tree’s strategic moves,” it said.
Evercore calls CSX a “best idea” CSX has performed well for shareholders since Hilal began his push. While the S&P 500 index has slightly more than doubled in value over the past five years, CSX’s total return has tripled for its shareholders. At least one analyst expects CSX’s stock to continue providing value for stockholders. Evercore ISI lists CSX as one of its “best ‘core’ ideas” heading into 2022. “CSX Corp. is furthest along of the U.S. rails in terms of margin improvement, per the implementation of Precision Scheduled Railroading (PSR) principles, and is now shifting gears to a focus on top-line expansion and cash conversion,” Evercore analyst Jonathan Chappell wrote in the
firm’s best ideas report. PSR was a new operating plan implemented by Harrison. “With the most efficient network service of the major U.S. rails, CSX is positioned to take increasing share of the freight pie, while the catch-up of industrial freight shipments as the economy continues to recover should benefit revenue-per-carload mix, complimenting CSX’s ability to price to its service,” Chappell said.
Landstar paying special dividend For the third straight year, Landstar System Inc. said its board of directors declared a special cash dividend of $2 a share. The Jacksonville-based trucking company already is paying quarterly dividends of 25 cents a share. Landstar’s board also authorized an increase in its stock repurchase program by about 1.9 million shares, bringing the total number of shares available for possible repurchase to 3 million. “Landstar’s strong balance sheet and free cash flow generation enables us to continue to return value to our stockholders through a significant increase to our stock purchase program coupled with a special dividend,” CEO Jim Gattoni said in a news release.
Ameris acquires online leader Ameris Bancorp said Dec. 13 it acquired Balboa Capital Corp., an online lender to small and midsized businesses. Ameris said the deal accel-

erates its small business and commercial loan initiatives and expands its nationwide lending platforms. The company, which moved its executive offices from Jacksonville to Atlanta in 2019, has 165 bank branches in Florida, Georgia, Alabama, North Carolina and South Carolina. Balboa will remain headquartered in Cosa Mesa, California. Ameris did not announce terms of the deal but said it expects it will increase its 2022 earnings per share by 10%.
Creative Learning changing business Creative Learning Corp. said Dec. 9 it is selling its main business, which provides educational and enrichment programs for children, and merging with an automobile dealer technology company. The company is merging with DriveItAway Inc. through a share exchange that will leave DriveItAway shareholders with 85% of the company’s stock. Creative Learning separately agreed to sell its education business to a company affiliated with its CEO, Chris Rego. DriveItAway will then become the operating business of the company. Creative Learning said in 2019 it was moving its offices from St. Augustine to Boise, Idaho, but its SEC filings still list St. Augustine as its headquarters. The company reported $1.9 million in revenue in the nine months ended June 30. The merger with DriveItAway is expected to be completed in January.

SAM Companies acquires Ghiotto Texas-based SAM Companies acquired Jacksonvillebased Ghiotto & Associates Inc., Ghiotto’s financial adviser, Heritage Capital Group Inc., announced Dec. 13. Ghiotto is a surveying and mapping firm specializing in mapping geospatial relationships for design professionals and land-use managers. SAM is a national provider of geospatial solutions. Ghiotto’s employees, including owner and President Philip Ghiotto, are joining SAM as part of the acquisition, Heritage said. Terms of the deal were not announced.
AD&D is acquired by Seacorp Seacorp LLC, which provides engineering services and technology to the U.S. Navy, said Dec. 8 it acquired Jacksonville-based Analysis, Design & Diagnostics Inc. AD&D, founded in 1992, provides sound analysis, acoustic sensor and data processing technologies for marine mammal research and tactical naval applications, Seacorp said in a news release. Seacorp, based in Middletown, Rhode Island, has operations in Rhode Island, Connecticut and Virginia. sales price. The building was constructed in 1938. The Dec. 13 sale includes the 4,189-square-foot bar, Pete’s liquor license, as well as surrounding properties that include two small houses on Lemon Street, and three adjoining businesses – Shorelines, Rene’s Jewelry and Bar-B-Q Sticks. Tilka said Tilka Dec. 14 there are no plans for the houses, or to close the businesses. They will remain open. The new ownership group consists of partners who individually own several other bars at the Beaches and in North Florida. Pierre’s LLC is an independent ownership group. “Pete’s is a historical establishment that is ingrained in our community. For a lot of local people it is where they had their first drink or met their wife. Nothing is changing,” Tilka said. Around 8 p.m. on Dec. 13, the last night before the temporary closure, the bar was more than half full, meaning one was jostled only about five times when trying to make it to the bar. Patrons milled about as others intently played pool at the quarter tables, bumper pool and pingpong. Regulars could be overheard complaining about the new faces that came for a glimpse of the place they had only heard their parents talk about. Others spoke of the end of an era and wondered aloud what was to become of their favorite dive bar. The answer, according to Tilka, is pretty much nothing. The 25-cent pool tables, pingpong and bumper pool remain.

The office was created after the city of Jacksonville and Duval County governments were consolidated in 1968. “There was a city attorney and a county attorney. One of them was going away. The framers of consolidation knew someone had to render binding legal opinions without any infighting. That’s why OGC was created – to be the intermediary between forces that have to live under the same roof,” Teal said. The diverse practice areas in the office are required because of the range of services the government provides to residents and the functions it needs to perform. “The city is a $1 billion business with thousands of employees. A private company that size is typically in only one or a few business models, but we are an electric company, a transportation company, an airport, a seaport, a school board, a contractor,” Teal said. A PROCESS IN PLACE
Perhaps the aspect of OGC’s work most visible to the public is working with Council, Teal said. City attorneys attend each Council meeting to answer questions about the law and procedure. Attorneys in the office draft the ordinances and resolutions to be

Drink prices remain the same. Floor waitresses will not be added. Hours? Still the same. The Thanksgiving street party is a tradition that new owners will keep alive. For now, smoking will remain, but that issue is being addressed. “I’m a smoker. I get it. But there are a lot more people who don’t smoke. People say they come because they can smoke but a lot more tell us it is the reason they do not come,” Tilka said. By serving no food, smoking is allowed. No trip to Pete’s Bar is a secret. The smoldering smell of Marlboro reds instantly clings to the clothing marking a patron’s trail. If inside smoking is discontinued, provisions would be made so smokers can take their drink to an outdoor area. No decision has been made. Tilka hopes to retain as many of the estimated 15-17 staff members as possible, saying that these longtime employees are an important part of the Pete’s mystique. “They keep Pete’s being Pete’s,” he said. Those that want to stay will need to reapply for payroll purposes. Tilka admitted rumors of Pete’s Bar closing were hurtful. Tilka is part of the ownership group that bought Scarlett O’Hara’s in St. Augustine in 2015. He sees that as an example of his dedication to honor historic bars. “I’m proud to be part of ownership groups that own one of the oldest bars in St. Augustine and now the oldest bar in Duval County,” he said. The bar has always been a family operation. Peter Jensen opened it as a general store during Prohibition and garnered Duval County’s first liquor license in 1933. His son William Jensen and his wife, Clara, ran the bar until he died in 1979. Clara Jensen operated Pete’s Bar until 1999 when she deeded the property to Etienne Lagniappe Inc. for no cost. Until

It comes down to can we – is it legally permissible – versus should we,” Teal said. “‘Should we’ is policy and we don’t get involved in that.” The Council member is advised about possible ramifications of proposed legislation, such as conflicts among the city agencies or how proposed legislation might affect an existing contract. “Then we put it on paper. It has to be clearly written because it has to be understood 20 years from now,” Teal said. Not all the work done by the city’s attorneys is as high profile as helping develop new local laws and regulations. Teal said a good example is when a resident runs afoul of the dog catcher. “When Animal Care and Control confiscates a dog because it’s being mistreated or neglected, it’s somebody’s property. The government can’t take property without a basis to do it or compensation. We have to go to court to get a judge to award us custody of an animal.” Teal said. ADVISING GOVERNMENT ENTITIES

the sale, the bar was operated by Tom Whittingslow, a Jensen family member. Walls are decorated with vintage WWII guns. The beer is cheap. Pabst Blue Ribbon is only $3. A can of Budweiser is just 50 cents more. The drinks are strong. Bartending jobs rarely come open. Until recent years, it was cash only. It is a place for day drinking, last call and everything in between. Author John Grisham based his book “The Brethren” on Pete’s. Grisham was a frequent visitor when his son played youth baseball in the area. Ernest Hemingway is said to have had drinks there on occasion. What started as a way to feed a traditional Thanksgiving dinner to employees and regulars who didn’t have family in the area spilled into the streets 40 years ago. The party was held every year until COVID-19 canceled it in 2020.

They advise the bodies about issues such as electric and water rates, Downtown development, historic preservation and building codes, to name just a few. People appointed to those groups have subject matter expertise, but they are volunteers and may have little, if any, background in government or how it works. “We operate a lot more smoothly when OGC is in the room,” said Ryan Fryman, a professional engineer and chair of the Building Codes Adjustment Board. The board meets monthly to consider and vote on requests for variances from the Standard Building Code, the Standard Fire Code, the Standard Plumbing Code and the Standard Electrical Code, as well as appeals of citations issued by the Property Safety Division under Chapter 518 of the city’s Municipal Code. “OGC keeps the process legal and flowing. Our members understand building code, but we need someone who understands Robert’s Rules of Order and the legal ramifications of things that can happen at meetings,” Fryman said. “We are business people, so we don’t always understand the legal implications. That’s the kind of detail lawyers think about.” The city’s attorneys also work closely with quasi-judicial agencies empowered to rule on legal

issues such as employment disputes. “OGC is integral to our process,” said James Register, an insurance agent and chair of the Civil Service Board. Register said when a civil service employee files a complaint or is facing a disciplinary action, OGC represents the city with the complainant represented by private counsel or sometimes, selfrepresented. “We are an all-volunteer board, governed by the City Charter and civil service rules. We weigh the evidence and the rules and then render a decision. OGC ensures due process,” Register said. “We make sure that decisions made are as legally supportable as possible. If they aren’t, we can spend months in court and if we lose, we have to do it again,” Teal said.

Whatever couldn’t find a home usually ended up with me,” Teal said. After Gabriel submitted his resignation, Teal became the interim general counsel. He was interviewed by a selection committee before Mayor Lenny Curry appointed him to the post permanently and Council confirmed him. One question from the committee was whether he has the ability tell one of OGC’s clients, the mayor’s office, for example, “no.” “I said sure, but an absolute no should be a rare occurrence. We try to help solve problems and help you understand what you want to do and the most efficient way to get there, so I’ll explain to you why the answer is no,” Teal said.
SOMETIMES, THE ANSWER IS ‘NO’
After graduating from Florida State University College of Law and being admitted to The Florida Bar in 1998, Teal joined a firm in Jacksonville Beach to practice environmental law. He went to work for the city in 2000 after the state changed the regulations governing underground storage tanks. Teal said that in the past 21 years, he has touched almost every area of the city’s law practice. The variety is what has kept him in the office at City Hall. “I didn’t want to be pigeonholed,” Teal said. A month after he joined OGC,

The Jacksonville Chapter of the Federal Bar Association recognized Senior U.S. District Judge Harvey Schlesinger and attorney Darcy Galnor for their service to the community at the 15th annual Spirit of Giving awards luncheon Dec. 10 at The River Club. U.S. District Judge Brian Davis presented the awards. The association recognized Galnor for her service on the Criminal Justice Act Panel and her representation of indigent defendants in federal court. A former assistant state attorney and assistant public defender in the 4th Judicial Circuit, Galnor is in private practice at Galnor Shumard P.A. She is one of only two women lawyers practicing in

the U.S. District Court, Middle District of Florida, who is board certified in criminal law by The Florida Bar, Davis said. Schlesinger was selected for the civil law Spirit of Giving Award for his 50 years of service to the public and the court. “He has gone above and beyond,” Davis said. Since beginning senior judge status in 2006, instead of retiring, Davis said Schlesinger has maintained a full caseload and mediated cases including the racial discrimination lawsuit brought by members of the Jacksonville Fire and Rescue Department and a class-action Constitutional challenge filed by death row inmates in
Florida prisons. “Judge Schlesinger brings a special gift to mediation – patience,” Davis said. Keynote speaker Nina Waters is president of the Community Foundation for Northeast Florida. It is Florida’s largest and oldest community foundation and awarded $60 million in grants in 2020. Waters said the foundation’s mission is to stimulate philanthropy to build a better community. “Philanthropy is not just about money, it’s about increasing the well-being of humankind,” Waters said. Forms of capital that support
philanthropy include social capital that helps build and maintain networks, such as Bar associations and civic clubs. Moral capital is leveraged when someone or an organization takes a stand to help alter the public conversation about a controversial issue, Waters said. Reputation capital can be wielded to promote public trust in new ideas and organizations, such as when a corporation or law firms helps sponsor an event. “Intellectual capital helps the community better understand issues so issues can be addressed,” Waters said. She encouraged chapter members to consider how they

PUBLIC NOTICES FIRST INSERTION PUBLIC NOTICE OF INTENT TO ISSUE AIR PERMIT Neighborhoods Department Environmental Quality Division Draft Air Permit No. 0310584-003-AC American Coolair Corporation, American Coolair Corporation Duval County, Florida Applicant: The applicant for this project is American Coolair Corporation. Facility Location: American Coolair Corporation operates the existing American Coolair Corporation facility, which is located in Duval County at 3604 Mayflower Street in Jacksonville, Florida 32205. Project: American Coolair Corporation is an existing fan manufacturing facility. They produce ventilation equipment for commercial, industrial, agricultural, and horticultural markets. The facility is comprised of a metal fabrication area, dry powder coating operations, a powder coating curing oven, an aluminum die cast area that uses an electric furnace to melt ingots and then hand pours the liquid into a steel cast for blades and fan hubs, a final assembly area, and a shipping area. Fan housings can be made of steel, aluminum, or fiberglass. The fiberglass (polyester resin) area/room produces dampers and fan housings. The existing facility was previously operating under an Air General Permit for reinforced polyester resin operations. During a facility inspection the Bayco burn-off oven was noticed by the compliance authority. Although emissions from the burn-off oven are below the generic emissions unit or activity permitting exemption limit, the burn-off oven is subject to unit-specific requirements under Rule 62-296.401, F.A.C. Per Rule 62-210.300(3) (b)1.a., F.A.C. emissions units (EUs) cannot be exempted if they are subject to any unit-specific limitation or requirement. The proposed project will establish EU001 Fiberglass Operatoins and EU002 Powder Coating Burn-Off Oven so the facility can be permitted with an Air Operation Permit. Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air permit is required to perform the proposed work. The Permitting Authority responsible for making a permit determination for this project is the the Neighborhoods Department, Environmental Quality Division. Comments: The Permitting Authority will accept written comments concerning the proposed Draft Permit for a period of 14 days from the date of publication of the Public Notice. Written comments must be received by the Permitting Authority by close of
business (5:00 p.m.) on or before the end of this 14-day period. If written comments received result in a significant change to the Draft Permit, the Permitting Authority shall revise the Draft Permit and require, if applicable, another Public Notice.
