RH Jacksonville, The Gallery at St. Johns Town Center, opened Nov. 19. It comprises 70,000 square feet of indoor and outdoor space on three levels at 4831 Village Shops Way east of the Nordstrom alley, Lush and Tory Burch. Concepts within the store include the Rooftop Restaurant & Park, Wine Bar, RH Interior Design Firm & Atelier, RH Interiors, RH Modern and RH Outdoor. The Jacksonville RH is the 27th Design Gallery for the Corte Madera, California-based company. It is the 13th to offer a restaurant.

The Yard Milkshake Bar “Shark Tank” TV show winner The Yard Milkshake Bar is coming to The Strand at St. Johns Town Center. The business is leasing the former Yogurt Mountain space at 4906 Town Center Parkway next to the Grub restaurant. A sign is on the window and work has begun inside. Its menu features 28 flavors of
hand-dipped premium ice cream along with specialty milkshakes. It offers bowls, scoops, floats and $16 specialty ice cream concoctions that feature toppings like doughnuts, chocolatedipped bacon and brownies. The Yard Milkshake Bar plans to open in early 2022 and hire up to 30 employees.

Sugar Factory American Brasserie Sugar Factory American Brasserie plans to open in The Markets at Town Center in late spring 2022. The restaurant is renovating and leasing the closed Brio Tuscan Grille at 4910 Big Island Drive. Brio closed in January 2020. Renderings show an open, light-filled restaurant with a video wall in the main dining
area; a retail candy store to the left of the entrance and a Candy Heart Wall to the right; a bar; outdoor patio dining; and two Instagram flower walls. The menu includes “our signature overthe-top entrees and legendary desserts like the Big Cheesy Burger, which is topped with melted white cheddar, creamy mac & cheese,
and the ‘World Famous Sugar Factory King Kong Sundae,’ which includes 24 scoops of ice cream and serves up to 12 people.” The online menu for the Tampa location shows prices such as a $14 grilled cheese, $18 signature burger, $28 chicken and waffles, $36 pan-roasted salmon and a $48 filet. The King Kong Sundae is $99.

The rebuilding of Bono’s Pit Bar-B-Q at Town Center is complete. After being shut by a fire in March 2020, the restaurant reopened Dec. 13. The 3,000-square-foot restaurant is on 1.03 acres at 10065 Skinner Lake Drive. It is adjacent to Wawa and Black Creek
Outfitters. The previous store, with 3,900 square feet of interior space, was damaged by fire and demolished. “This has been a long time coming,” said Bono’s President Josh Martino.
The closed Staples store in St. Johns Town Center at 10261 River Marsh Drive is being transformed into a Marshalls off-price retail store. Staples closed the office supplies and services store as of July 23 and workers have demolished the interior. The city issued a permit Dec. 13 for the $1.63 million build-out for the interior. Marshalls has six area stores in North and West Jacksonville, Mandarin, Jacksonville Beach, Orange Park and St. Augustine. TJX acquired Marshalls in 1995. The TJX Companies Inc. also owns T.J. Maxx, HomeGoods and other brands.

Kayak launch The Markets at Town Center kayak launch is complete at the pond behind REI – Recreational Equipment Inc. The project, at 4871 Town Center Parkway, includes an aluminum gangway and floating dock. In August 2020, Hines, then owner of The Markets at Town Center, said it wanted to build an outdoor amenity center and a kayak launch for REI and other tenants that could use the features for products, training, classes and meetings. The project includes a covered outdoor seating area, wooden deck, concrete sidewalk and steps, and a floating dock for launching kayaks at the pond. That includes REI and West Marine for outdoor gear and other tenants, such as Nordstrom Rack, for staff meetings and training.

Levi’s
Buff City Soap Buff City Soap, which makes and sells plant-based personal-care and household products, opened Dec. 16 in The Markets at Town Center. The structure, at 4849 Town Center Parkway, was built in 2012 for lease to Pei Wei Asian Kitchen, which closed in 2020. The Dallas-based company, founded in 2013, says its mission is to create plantbased products free of harsh chemicals
and detergents. It says it has experienced rapid growth “as consumers are drawn to its differentiated, high-quality offering of soap, laundry, bath, and body products, which are handcrafted daily in each store’s Soap Makery.” Buff City Soap has more than 100 stores across the U.S. “and has significant expansion planned for 2021 and beyond.”

Levi’s is now open at St. Johns Town Center. The store, at 4751 River City Drive Suite 143B, opened Black Friday, Nov. 26. Levi’s designs and markets jeans, casualwear and related accessories for men, women and children under the Levi’s, Dockers, Signature by Levi Strauss & Co. and Denizen brands. Levi’s says its products are sold in more than 110 countries worldwide through chain retailers, department stores, online sites and about 3,000 retail stores and shop-inshops. Levi’s filled the space of Bunulu, a Bealls Inc. women’s brand that closed in January.

AC Hotels by Marriott A 118-room AC Hotels by Marriott is planned at St. Johns Town Center on 2.73 acres at 5353 Big Island Drive. The four-story project is near RH Jacksonville east of Tesla, Apple and J. Alexander’s. The area is now a grass lot adjacent to a
parking lot. Construction is scheduled to start in the first quarter of 2022 and be completed in the second quarter of 2023. AC Hotels by Marriott comprises more than 150 hotels worldwide. The hotels fea-
ture the AC Kitchen and the AC Lounge. AC Hotels says its approach to every space is “optimal comfort and utility through elegant design. Modern decor and open layouts offer functional beauty without distraction,” including open closets.

Ballard Designs Ballard Designs, the home-decor furnishings, design and accessories store, plans to relocate from St. Johns Town Center to The Markets at Town Center. It signed a lease for the former Blackfinn Ameripub restaurant at 4840 Big Island Drive for its new store. Ballard Designs intends to renovate the closed restaurant in 2022 and open in the first quarter of 2023. The new store is 12,000 square feet, 3,000 square feet larger than its current space. It dedicates about 1,000 square feet to showcasing its outdoor furniture and decor. “The Jacksonville market has always been a very popular market for our guests. Now they’ll get to see even more product, in a new setting and still with our exceptional standards of excellence,” said Dominic Milanese Jr., senior director of retail for Ballard Designs.

Fresh-Mex & Co. Urban Grill & Cantina Fresh-Mex & Co. Urban Grill & Cantina is expanding to St. Johns Town Center at 10281 Midtown Parkway, No. 107. According to owner Michael Toussaint, the restaurant plans to open in January or early February. Sleep Number and T-Mobile previously leased the space, which is next to M Shack. It is the second location for the
Jacksonville restaurant, which opened in August 2017 at Butler Boulevard and Interstate 95. Toussaint owns Fresh-Mex with his wife, Amanda Andruzzi-Toussaint. The Toussaints said they plan to hire at least 15-20 employees for the new location. It will seat 175, including a patio of 35-40 seats.

The acquisition of a Texas firm increased the company’s revenue to more than $2 billion. After acquiring a Texas homebuilder in October, Dream Finders Homes Inc. is in line to be Jacksonville’s fifth Fortune 1000 company, according to financial documents filed by the company. Dream Finders issued pro forma financial statements in a Dec. 14 Securities and Exchange Commission filing showing the homebuilder would have produced $2.04 billion in 2020 revenue had it owned McGuyer Homebuilders, Inc. last year. Jacksonville-based Dream Finders had $1.13 billion in revenue and McGuyer had $909 million as independent companies in 2020. The combined company would have qualified for Fortune magazine’s annual list of largest U.S. companies because the 1000th company on this year’s list, billboard company Clear Channel Outdoor Hold-

ings Inc., had $1.85 billion in 2020 revenue. Dream Finders’ revenue in the first half of 2021 would have been $1.09 billion if it owned McGuyer, according to the SEC filing. The acquisition would have increased the company’s earnings per diluted share by 5 cents to 54 cents in the first six months of the year. The financial statements did not have earnings per share data for 2020, when Dream Finders was still a private company. It became public with an initial public offering in January. Jacksonville has three Fortune 500 companies that all had more than $10 billion in 2020 revenue: Fidelity National Information Services Inc., or FIS; Fidelity National Financial
Financial technology company FIS, Jacksonville’s largest company, also is projected to continue growing, according to a report by Loop Capital Markets analyst Hal Goetsch. “We believe FIS enjoys a visible and durable long-term growth outlook driven by a combination of organic recurring revenue growth, growing backlogs, margin expansion, and to a lesser extent, acquisitions,” Goetsch said as he initiated coverage with a “buy” rating. FIS ranked 241st on Fortune’s list with $12.552 billion in revenue in 2020. Goetsch projects it to reach $13.907 billion this year and $14.866 billion in 2022. “FIS is positioned to benefit from a decade long shift in the market from banking systems and software on mainframe, mid-range, and historical programming languages to cloudcentric and open capabilities,” he said. “The company is winning
with legacy customers, new customers, and fin tech disruptors to drive change.” Goetsch set a one-year price target of $139 for the stock, which was trading at $105 at the time of his Dec. 14 report.
LFTD calls off acquisitions LFTD Partners Inc. said in a Dec. 17 SEC filing it called off two planned acquisitions that were expected to grow the company. LFTD terminated a deal announced in June to buy Savage Enterprises and a deal announced in September to buy Fresh Farms E-Liquid LLC. Both agreements involved a combination of cash and stock and were terminated mutually by the parties, the filing said. No reasons were given for canceling the deals. When both deals were announced, LFTD said they were contingent on capital raises by the company. The $44 million purchase price for Savage included $15.84 million in cash and the $45.6 million price for Fresh Farms included $14.2 million in cash. LFTD moved its headquarters office to Jacksonville in January but its main business is a Kenosha, Wisconsin, company called Lifted Made, which makes hemp-derived cannabinoid products. The company has said it is looking to grow with acquisitions of cannabinoid and e-liquid product companies. LFTD reported revenue of $18.9 million and net income of
$4.45 million, or 32 cents a share, in the first nine months of 2021.
Crypto assets boost Everything Blockchain
Fleming Island-based Everything Blockchain Inc. reported revenue of $4.9 million and earnings of 29 cents a share for the third quarter ended Oct. 31. The company is engaged in development and consulting in the blockchain technology industry. The results “reflect the strength of the crypto price cycle we entered in Q4 2020,” the company said in its quarterly report filed Dec. 15 with the SEC. “We saw many crypto assets reach all time high prices, high levels of volatility, and increased interest across the entire blockchain,” it said.
Advantus acquires maker of desktop accessories
Jacksonville-based Advantus Corp. said Dec. 14 it acquired certain assets of Artistic Products LLC, a Hauppauge, New York, company that makes desktop accessories and desk pads. Terms of the deal were not announced. Advantus, which manufactures consumer, commercial and durable goods, said the deal will enhance its position in the office products market.

FIRST INSERTION REQUEST FOR QUALIFICATIONS (“RFQ”) FOR ENGINEERING SERVICES FOR LONGLEAF PINE COMMUNITY DEVELOPMENT DISTRICT The Longleaf Pine Community Development District (“District”), located in St. Johns County, Florida, announces that professional engineering services will be required on a continuing basis for the District. SUBMISSION OF ONLY ONE PROPOSAL. Proposers shall be disqualified and their proposals rejected if the District has reason to believe that collusion may exist among the Proposers, the Proposer has defaulted on any previous contract or is in arrears on any previous or existing contract, or for failure to demonstrate proper licensure and business organization. SECTION 5. SUBMISSION OF PROPOSAL. Each Proposer shall submit three (3) copies of the Proposal Documents (defined below), and other requested attachments at the time and place indicated herein, which shall be enclosed in an opaque sealed envelope, marked with the title “Auditing Services – Longleaf Pine Community Development District” on the face of it. SECTION 6. MODIFICATION AND WITHDRAWAL. Proposals may be modified or withdrawn by an appropriate document duly executed and delivered to the place where proposals are to be submitted at any time prior to the time and date the proposals are due. No proposal may be withdrawn after opening for a period of ninety (90) days. SECTION 7. PROPOSAL DOCUMENTS. The proposal documents shall consist of the notice announcing the request for proposals, these instructions, the evaluation criteria and a proposal with all required documentation pursuant to Section 12 of these instructions (the “Proposal Documents”). SECTION 8. PROPOSAL. In making its proposal, each Proposer represents that it has read and understands the Proposal Documents and that the proposal is made in accordance therewith. SECTION 9. BASIS OF AWARD/RIGHT TO REJECT. The District reserves the right to reject any and all proposals, make modifications to the work, and waive any informalities or irregularities in proposals as it is deemed in the best interests of the District. SECTION 10. CONTRACT AWARD. Within fourteen (14) days of receipt of the Notice of Award from the District, the Proposer shall enter into and execute a contract or engagement letter with the District. SECTION 11. LIMITATION OF LIABILITY. Nothing herein shall be construed as or constitute a waiver of District’s limited waiver of liability contained in section 768.28, Florida Statutes, or any other statute or law. SECTION 12. C ONTENTS OF PROPOSALS. All proposals shall include the following information in addition to any other requirements of the Proposal Documents. A. List position or title of all personnel to perform work on the District audit. Include resumes for each person listed; list years of experience in present position for each party listed and years of related experience. B. Describe proposed staffing levels, including resumes with applicable certifications. C. Provide three (3) references from projects of similar size and scope. The Proposer should include information relating to the work it conducted for each reference as well as a name, address and phone number of a contact person. Identify any work previously conducted for other community development districts. D. The lump sum cost of the provision of the services under the proposal, plus the cost of two (2) annual renewals. SECTION 13. PROTESTS. In accordance with the District’s Rules of Procedure, any protest regarding the Proposal Documents, must be filed in writing, at the offices of the District Manager, within seventy-two (72) hours after the receipt of the proposed contract documents. The formal protest setting forth with particularity the facts and law upon which the protest is based shall be filed within seven (7) calendar days after the initial notice of protest was filed. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object or protest with respect to aforesaid contract award. SECTION 14. EVALUATION OF PROPOSALS. The criteria to be used in the evaluation of proposals are presented in the evaluation criteria, contained within the Proposal Documents. (20 Points) This includes past record and experience of the Proposer in similar projects; volume of work previously performed by the firm; past performance for other community development districts in other contracts; character, integrity, reputation, of respondent, etc. 3. Understanding of Scope of Work. (20 Points) Extent to which the proposal demonstrates an understanding of the District’s needs for the services requested. Ability to Furnish the Required Services.
