Baptist expanding north, south

Baptist Health is moving ahead on two major Jacksonville campus expansions — a North Jacksonville medical office building and a South tower. In North Jacksonville, Baptist Health applied for permits to build a three-story shell medical office building as well as a YMCA at its new medical campus at northeast Dunn Avenue and Interstate 295. The three-story, 56,800-squarefoot shell and core medical office building carries a construction cost estimate of $4.5 million, including the YMCA. The

address is 11250 Baptist Health Drive. The 14,322-square-foot tenant work for the YMCA is valued at $1 million. No contractor has been chosen for the office building. The architect is Gresham, Smith and Partners. The Jacksonville-based health care system has said the first phase of the campus is anticipated to be completed by yearend. That phase comprises the medical office building and an emergency center. Auld & White is the site con-

tractor and the contractor for the emergency center, which is a separate building. The permit for the $14 million emergency-center building was issued in December. Baptist Health previously estimated the first-phase cost at $35.7 million, but says the project is evolving and a current estimate

cannot be confirmed. The health care system said an inpatient hospital is not planned at the site. In South Jacksonville, Baptist Health filed site plans and an application with the St. Johns River Water Management District for an eight-story Tower C addition at its Baptist Medical Center South campus at 14550 Old St. Augustine Road in the Bartram area. Baptist Health said the tower initially will add 42 beds. Plans show the 170,000-squarefoot tower would connect to

the existing adjacent Tower D, although the square footage cannot be confirmed because the project is still being designed. England, Thims & Miller Inc. is the civil engineer. The project includes an expansion to the Central Energy Plant building. Baptist Medical Center South comprises a 165-bed hospital, the 104-bed Tower D and two medical office buildings. The “Shamrockin’ Downtown” March edition of Art Walk on Wednesday will feature a pop-up attraction at the Jacksonville Landing and the grand opening of one of Downtown’s newest businesses, Peterbrooke Chocolatier. The Front Porch at Art Walk, set up along the sidewalk on the north side of Landing, will feature tables, chairs, umbrellas, a bar and entertainment including large-scale games. The Sembler Co. sold OakLeaf Town Center on Friday for $53.6 million to Katz Properties LLC, a New York-based real estate investment and management company. Katz Properties announced late Monday the 314,533-square-foot regional center in Southwest Jacksonville is its third acquisition in Florida over the past 18 months. OakLeaf Town Center is anchored by A.C. Moore, Ross Dress for Less, OfficeMax, HomeGoods, Ulta, Big Lots, Pier 1 Imports and PetSmart, among other retailers and restaurants. The company said it is 95 percent occupied. OakLeaf Town Center is at Argyle Forest and Crosshill boulevards in the 6,400-acre OakLeaf Plantation. Daniel Katz, a principal of Katz Properties, said in the release OakLeaf Plantation is one of the fastest growing planned communities in the country. “The ongoing shift in retailer concentration to this corridor is evident, and we are eager to be a part of it,” he said. Anchors that own their properties there include The Home Depot, Kohl’s and Target. “We’ve been watching retailers change locations or open new locations as OakLeaf Plantation has grown and we’re confident the tenant mix at OakLeaf Town Center will continue to improve right along with the Plantation’s continued development,” said Katz Chief Investment Officer Dan Eisenberg. Katz Properties said mortgage financing was arranged by Tim Breda of Goedecke & Co. Dennis Carson of CBRE’s Miami office and his team represented Sembler in the transaction. Pieology to open at least 2 area pizzerias

California-based Pieology Pizzeria has plans for at least two locations in Northeast Florida in St. Johns Town Center and in Nocatee. A spokeswoman said the Nocatee location tentatively is scheduled to open at the end of April. The Town Center reports the location there will open Aug. 1. At the Town Center, the buildyour-own-pizza restaurant will lease space at 4624 Town Crossing Drive, between Paul Mitchell The School and Zales Outlet. Dakenna Development Inc. is the contractor for $200,000 in tenant improvements to 2,745 square feet of space, according to a pending building permit. The permit indicates 84 inside seats and 12 outdoor seats. The pieology.com site shows another location at 641 Crosswater Parkway in Nocatee. The website says it is “coming soon.” Based in Rancho Margarita, Calif., the company was founded in 2011 and offers custom pizzas baked in an open-flame oven in less than three minutes. It also offers custom salads. LATimes.com reported in January that Panda Express founders Andrew and Peggy Cherng bought a minority stake in Pieology. Pieology founder Carl Chang told the news organization the investment will allow the restaurant to take advantage of Panda Restaurant Group’s infrastructure and experience. Chang said Pieology intends to expand from almost 100 locations to more than 200 by the end of 2016. The spokeswoman said the Jacksonville location will be franchise-owned by Kingdom Pies LLC, whose authorized member is Ted Cheng of Tustin, Calif.,

Goodwill to start Lakewood construction

Goodwill Industries of North Florida expects to open its new Lakewood area store this fall at 5953 St. Augustine Road. The Jacksonville nonprofit is investing $3.7 million in the land, site work and construction of a 25,272-square-foot thrift store, drive-thru donation center and Job Junction. Paul Bush Construction Co. is the contractor for the $1 million building project. Goodwill Chief Operating Officer Karen Phillips said the store will replace the existing location and Job Junction at 5711 Bowden Road at Bowden Corners. She said the Bowden location will close a few days before the new store opens, which is expected about November.

Relocated Bluetique opening in March

Goodwill Industries of North Florida scheduled a grand opening for its relocated Bluetique “designer” store at 10 a.m. March 17 at its new location in Jacksonville. Goodwill is relocating the business from Ponte Vedra Beach to 1036 Beach Blvd., next to an existing Goodwill Thrift Store and Job Junction. Goodwill Chief Operating Officer Karen Phillips said the Ponte Vedra Bluetique will close at 5 p.m. March 13. Bluetique opened in November 2011 to feature designer and other higher-end donated clothing, shoes, purses and jewelry, as well as items bought from sources that carry close-outs and overruns. It carries items for women, men and children. Phillips said previously the concept needed more foot traffic, so the store will move from Tournament Plaza at 832 Florida A1A N. in Ponte Vedra Beach to the Jacksonville Beach location. Bluetique goods are sold at 50 to 90 percent off retail prices. The store is displayed and merchandised like a boutique clothing store. Phillips said the Jacksonville Beach store will feature a look and feel more like a department store, including a “Treasure

Island” center area with cases showcasing jewelry and accessories. The move also downsizes the Bluetique to about half the size of the Ponte Vedra Beach location. Goodwill focuses on job training. The nonprofit raises funds from sales at its Goodwill stores, which are thrift shops that sell donated goods. Job Junctions are career centers that provide employment leads, interviewing and job retention skills, career counseling and other services.

Dave & Buster’s remodeling in Southside

Dave & Buster’s, built in 1999 in Southside, intends to renovate its entrance, bar and dining areas. A pending building permit shows a potential $725,000 renovation of the dining and entertainment venue at 7025 Salisbury Road. Plans show 8,500 square feet of the 41,000-square-foot building will be renovated. It involves partial interior and exterior remodeling. Eckinger Construction Co. of Canton, Ohio, is the contractor. Plans show the work covers the vestibule, reception space, main dining room, the main bar and game bar, and a sports lounge where there had been a billiards area. The assistant general manager said Monday the project is an upgrade and the venue will remain open during the work. Dave & Buster’s Entertainment Inc., based in Dallas, owns and operates 80 venues in North America that offer dining, alcoholic and nonalcoholic drinks, and attractions, such as games and watching live sports and other televised events.

Private funds will be used to sell pension Mousa says effort could cost up to $4M; Curry says talk premature By David Chapman Staff Writer It’s been more time than money in selling Mayor Lenny Curry’s pension funding solution to legislators, the governor and City Council over the past two months. Curry’s team selling it to the public will mean more time — and money. How much? Likely somewhere between $3 million and $4 million, according to Sam Mousa, Curry’s chief administrative officer. “We’re going to have to sell it like the Better Jacksonville Plan,” Mousa said Monday during a lunch meeting of the Former Council Presidents, a group of past elected and city officials. Mousa would know the lengths needed. He was Mayor John Delaney’s chief administrative officer when officials made a lengthy effort to pass a half-cent sales tax

for infrastructure projects. That passed in 2000. Mousa said the money would have to come from private sources. City Council Vice President Lori Boyer was at the meeting and said afterward, although it was the first time she’s heard any figures on the subject, Mousa would know from past experience. It’s a concept she thinks is needed. “I agree we have to have a true marketing campaign,” she said, describing how officials and advocates need to be on the same page when making the case to the public. Curry late Monday said there had been no assessment on what it would take to make the case to Jacksonville voters and that the conversation was premature. “When we get there, we’ll do an assessment and analysis,” said Curry. It’s an issue that is still a few steps away. First up would be finishing the Senate side

of the bill that would extend that half-cent sales tax after the infrastructure tax sunsets in 2030. It would be extended until the city’s $2.7 billion in pension liabilities were 100 percent funded or until 2060, whichever comes first. The bill would then need Gov. Rick Scott’s approval, which Mousa said Curry and others remain optimistic about. If that happens, it would head back to council, needing approval from a group that already has shown a willingness to support the cause. Then would come the big voter push. If it passed on the ballot, likely in November, the city and unions would sit down for collective bargaining. One recent amendment in the state bill calls for employees, including public safety members, to pay at least 10 percent of their salaries toward retirement. The city pays about $260 million toward

its pension plans each year, with $180 million or so of that going toward the unfunded liability. Whether it would be counting the pledged future sales tax revenue to lower actuarial costs or borrowing and repaying it using the tax, the city could free up millions that could be used for everyday services. However, Mousa said it’s likely the city wouldn’t see any financial relief from pension reform for another two fiscal years — the one approaching Oct. 1 and the following one in fiscal 2017-18. Providing opportunities key to keeping recidivism rate down

By David Chapman Staff Writer Matthew Duncan was a typical student in the DAWN Program. He had dropped out in eighth grade. He didn’t have a stable family atmosphere growing up. He grew up in an area filled with crime and poverty. At 17, he was arrested for the first time for trespassing. He was only in jail for a day or two. His most recent stint, though, was for a year for battery on a police officer. That’s when he entered the grant-funded program founded by the late Richard McKissick. It offers classroom instruction, life skills and curriculum for attendees to earn their high school diplomas. Duncan graduated from the program Jan. 15 and was on stage Monday at the University of North Florida. He served as a voice of personal experience at Mayor Lenny Curry’s second community conversation on public safety, this one on reducing recidivism. “I’m trying to help,” said Duncan. He was joined by others with ties to the field: Kevin Gay, the founder of Operation New Hope;

Tara Wildes, director of corrections at the Jacksonville Sheriff’s Office; Damian Cook, city Grants and Compliance administrator; and Circuit Judge Virginia Norton, who assists with the Developing Adults With Necessary Skills program, better known as DAWN. Poverty and the need for jobs once a person has served his or her time were areas panelists viewed as critical to ensure the ex-offenders become contributing members of society. Wildes said that often starts with basic needs — food, clothing, jobs — once they are released. Gay’s Operation New Hope helps on the job front by trying to connect ex-offenders with employment. He said look no further than a place like Texas, which has invested heavily into programs and has quieted naysayers who claimed doing so would increase crime. It’s done just the opposite, he said, and has become a bipartisan issue. The city’s employment policy doesn’t discriminate against exoffenders, said Cook, and there are opportunities there. He also believes the community is ready to help tackle the issue as evidenced by eager partici-

pation in applying for a federal Promise Zone. The designation helps cities land federal grants and required buy-in from many sectors within a community. It would cover areas of the city most stricken by poverty. Duncan said he thinks poverty is the reason most people ended up breaking the law. They’re poor, growing up in bad conditions and want things they saw but don’t know a better way. Norton said above a giant sign in the DAWN program facility doesn’t sugarcoat the reason why inmates are there. “I am here because I broke the law.” But through tough love, accountability and a little nurturing the results often are successful. They have been for Duncan. With the help of his grandmother, Carolyn, he is back on his feet with a job at a restaurant and on the cusp of going to college. “I learned patience and determination,” he said. Edgewood Bakery to become French Pantry

Westside institution Edgewood Bakery has been sold by Stache Investments to restaurateur John Valentino, who will convert the property into a second French Pantry location. The bakery opened in 1947 and was purchased in 2015 by Stache Investments, owned by Jacksonville Jaguars owner Shad Khan.

A complete renovation followed, which included a new roof, exterior and interior paint, showcases, espresso machines, awnings and signage. Valentino purchased the original French Pantry in 2015. In a statement, Stache Investments said the goal last year was to ensure the bakery continued to be a part of the Murray Hill neighborhood. However, after a

successful opening, the market shifted with consumers making their bakery purchases elsewhere. “While the closing of the Edgewood Bakery is bittersweet, introducing a French Pantry at the same location will prove to be a major win for the Murray Hill residents and entire Jacksonville community,” the statement said. The final day of business will be March 12.

He said the experiment is a way to gauge the public’s desire for an outdoor food, beverage and entertainment option without a big budget or having to permanently install amenities. It’s also one of the current trends in urban core activation and the experiment at Art Walk could be the first in a series. “It’s called ‘tactical urbanism,’” Field said. “We’re looking for canvases to do demonstrations.” Also on the schedule Wednesday is the grand opening of Peterbrooke Chocolatier along Laura Street, between Bay Street and Independent Drive. From noon-5 p.m., a small bag of Peterbrooke’s signature chocolate-drizzled popcorn will be exchanged for a business card, limit one free bag per person.

During Art Walk from 5-9 p.m., anyone wearing green will be given free chocolate. At 5 p.m., Laura Street between the store and Wells Fargo Center will be closed for the “Shamrock Bash” grand opening block party with a beer tent, live music and an appearance by Jacksonville Jaguars mascot Jaxson de Ville. Other events planned Wednesday from 5-9 p.m. include performances on the stage at Hemming Park by the Jacksonville Fire and Rescue Pipes and Drums and the Legacy Irish dance troupe. The Florida Theatre will conduct backstage tours at 6:30 p.m. and 7:30 p.m. The lobby bar will be open for cash sales and there will be a drawing for free tickets to an upcoming show at the historic venue. College basketball fans can meet players and coaches participating in the NCAA Southeastern Conference women’s basketball

tournament, which is Wednesday-Sunday at Veterans Memorial Arena. A slam-dunk photo booth and other tournament-related activities are planned outside the Museum of Contemporary Art Jacksonville, presented by the Jacksonville Sports Council. A food truck village and DJ will be set up along Laura Street in the Regions Bank parking lot, the debut of a new Art Walk partnership with the bank, said Ashchi.
