Creative control freak Unplanned career for three decades

By Carole Hawkins Staff Writer Rita Williams thinks fast, talks fast, works fast. When movers unload furniture to decorate her model home slower than she’d like, she jumps in and grabs stuff to bring in. “I’m a control freak, I admit it,” she said, blending the sentence seamlessly with six others before it. Perhaps, there are just too many ideas in her head. The owner of Rita Williams Merchandising Plus seems to have had a history, though, of being stuck in fifth gear. Before she came into her 32-year career as an interior designer for home, apartment, condo and senior living communities, Williams was a runner who worked part time creating window displays for a sporting goods store. A friend once opined that Williams’ rift with her ex-husband of long ago began when she passed him on a bridge during a race. It was not a race, though, that brought Williams to where she is today, a design leader who’s laid claim to a long string of regional and state awards. That came from being pushed through a door.

McDaniel said the same as Leggett: The impetus for the development was the site’s neighbors — River City Marketplace and the UF Health North medical campus. River City Marketplace and its Parkway Shops dominate North Jacksonville’s retail presence. UF Health North opened its outpatient medical complex in February 2015 and is building a 92-bed hospital for completion next year. That complex is along Max Leggett Parkway within walking distance of the apartment site. The site isn’t far from what could be the area’s signature distribution project of the year. The almost 180-acre Project Rex, believed to be a fulfillment center for Amazon.com Inc., is expected to create at least 1,500 jobs by year-end 2019 just 3 miles southwest of the Integra site. Project Rex is planned at Duval and Pecan Park roads. City Council is considering incentives on a fast track for the deal, which calls for 500 of the jobs to pay an average $50,000 a year. Leggett said the decision to develop the 65 acres came before Project Rex, which he cannot discuss because of a confidentiality agreement. He said the land is under contract. “The area has been growing and the needs are there,” he said.

Integra Riverside LLC, led by McDaniel, filed an application with the St. Johns River Water Management District and submitted plans to the city for Integra Riverside. McDaniel, who is aware of the Riverside neighborhood near Downtown, said he chose the “Riverside” name because of the site’s proximity to River City Marketplace and nearby waterways. McDaniel said the company typically doesn’t release the cost of investments. He said the project will be a market-rate community. Leggett said it will be a Class A gated community, “a very nice product.” Site plans show 20 structures comprising 11 apartment build-

who want to live closer to their jobs in a new Class A apartment community that offers high-end amenities. North Jacksonville is a smaller apartment market of the area’s 11 submarkets. “There just isn’t a lot of new development in that area,” Coe said, but the market has performed well with vacancy rates in the low 90 percent range and rents averaging 95 cents a square foot. He said two other apartment communities in the River City Marketplace market were completed in 2008 and 2009. Both are about 96 percent occupied. The North submarket is 7.8 percent vacant, compared with 5.8 percent in the greater Jacksonville market, he said. Coe said Integra has been interested in the site for a while because of UF Health North, River City Marketplace and the businesses in the area. The site also is near Jacksonville International Tradeport, a large industrial park west of I-95. “They feel good relative to that area being able to absorb those units,” Coe said. Committee makes changes to increase chances for ‘Rex’ JTA part of plan to woo unnamed company

By David Chapman Staff Writer One of the city’s larger economic development deals in years is a step closer to being approved. However, even if City Council approves Project Rex next week, there are no promises the unnamed company — with specs that align with those of Amazon. com — will pick Jacksonville. Kirk Wendland, city Office of Economic Development executive director, told the council Finance Committee on Monday he thought a final answer from the company wouldn’t happen for a month or two. Eight cities, he said, were being considered for a proposed fulfillment center. The city has been pulling out all the stops to secure the company that has more than 20 years of retail and e-commerce experience, employing 200,000-plus people worldwide. The city partnered with the state to provide $18.4 million for the company and has streamlined planning and development efforts — a priority that had to be met. “The company made it very clear if they couldn’t move very fast, we would not be considered eligible,” Wendland told the Finance Committee. In return, the company is expected to provide more than 1,500 jobs and $207 million in private investment, he said. There has been a concerted effort to work with the Jacksonville Transportation Authority on

Wendland ways to help meet the company’s workforce needs through dedicated public transportation. Nat Ford, the authority’s CEO, told the committee JTA was exploring ways to extend its First Coast Flyer service north of its yet-to-be-completed Armsdale Road park-and-ride lot. That service is within a couple of miles of the company’s planned facility at Pecan Park and Duval roads along Interstate 295. The authority could extend the line to the company site and provide special shift change services to accommodate employees at certain times of day. Ford said the typical use of an automobile runs people about $9,000 a year. Many of the jobs the company would provide would be lower-paying, which would make public transporta-

tion options more appealing. A transit pass, for example, could cost $50 a month — $600 a year — and result in “significant” savings, Ford said. Businesses also can partner with JTA and purchase passes for their employees at pretax rates, which helps employers and employees. The level of need would be determined once the company works closer with JTA, Ford said. Typical buses can accommodate 50-55 people. The legislation’s language also has been modified in other ways to benefit the company. Incentive deals of this nature usually prefer 19 percent of the work going toward Jacksonville Small and Emerging Business companies that provide construction and materials. The figure has been removed and it’s simply a good-faith effort now. And a requirement for the 500 jobs benefitting from a Qualified Target Industry Tax Refund grant to go toward Duval County employees also has been waived. Those are higher-paying jobs expected to pay $50,000 annually. Project Rex is expected to be fully staffed Day One and the company wants to be able to fill those jobs as easily as possible. Federal court rejects Brown lawsuit By Brandon Larrabee The News Service of Florida A federal court turned aside Democratic Congresswoman Corrine Brown’s legal fight to keep her current district intact, setting the stage for a campaign that will range from Tallahassee to Jacksonville. A three-judge panel based in Tallahassee unanimously ruled against Brown on Monday, saying she could not prove that a new east-west configuration of her district would dilute the ability of African-American voters to elect a candidate of their choice in 2016 or beyond. Brown’s current district, which was found by the Florida Supreme Court to violate the state Constitution, ambles from Jacksonville in the north to Orlando in the south. “Although the victory percentages may drop slightly from those in the north-south configuration, the evidence demonstrates that black-preferred candidates should generally continue to win east-west District 5 with about 60 percent of the vote,” said the opinion, signed by judges Robin Rosenbaum, Robert Hinkle and

Mark Walker. “And a win is a win, regardless of the margin of victory.” Brown has insisted an AfricanAmerican Democrat can’t win the reconfigured seat, even though President Barack Obama carried the revamped district by more than 28 points in 2012. The new district covers more than 200 miles across the top of the state, going from Jacksonville to Gadsden County and carving up Tallahassee. The ruling is also a blow to Democratic U.S. Rep. Gwen Graham, whose District 2 will become decidedly more Republican in the wake of the changes to Brown’s neighboring district. Brown’s Jacksonville-to-Orlando district emerged from a previous redistricting battle more than 20 years ago. A federal court drew districts to increase the power of African-American voters, who had previously been marginalized by the state’s congressional maps. But in 2010, voters approved the “Fair Districts” amendments to the Florida Constitution in an effort to thwart partisan gerrymandering by state lawmakers. and abuse in government, which can lead to savings — although those savings and cost avoidances haven’t been as abundant lately as in the first several months. Inspector General Tom Cline said there have been 13 complaints filed regarding the independent authorities and constitutional offices in the past six months, with five concerning JEA. “I think they feel like they have a fairly robust internal audit and oversight department,” said Cline of the utility’s pushback.

Cline told the group his office has identified about $1 million in city money that was a mixture of money not properly managed or recovered. He told the group several reports were expected to be released in the coming weeks. Much of the work of an inspector general isn’t public until it’s completed, which can lead to discussions about how effective work is being done — conversations Cline said are prevalent at many levels of government. Some activities, like improve-

ments to policies and procedures and overall deterrence don’t have those dollars that represent savings. “In theory, when people know someone is looking over their shoulder, they’re less inclined to do bad things,” said Cline. Pushed into merchandising

After winning the contest, Williams continued with Stokes, helping to merchandise the communities he built. It meant all kinds of things — designing signs and logos, doing radio spots and putting people in pools for print ads. In time, Williams partnered with Judith Sisler Johnston to become half of the design team, Sisler-Williams Associates. When Stokes started building condominiums, people were unfamiliar with them and they weren’t moving off the market. Sisler Johnston and Williams put furniture in them. “They sold because then, we had created a lifestyle,” Williams said. It was the beginning of decorating models for builders in Northeast Florida. Selling a lifestyle is something Williams still thinks about for

interior design today. For the Talbot model at D.R. Horton’s Aberdeen Castlegate neighborhood, Williams included décor that showed off the area’s military connections and its art and sports programs at nearby schools. “It lets people know we’re close to all of these wonderful things,” she said. When working for builders, Williams’ job is to pick out everything a homebuyer would. That means floors, counters, tile, paint, furniture, curtains, lamps and art. She’s not a fan of neutral whitebeige walls that let people imagine whatever they want. Her signature look instead trends toward cool spa colors, with not too many grays. Williams goes for high light reflective value paint, which “brings more light in and makes you feel good,” she said. She puts soft watery colors in her bedspreads, curtains and pillows, but there’s usually one “fun” print that gives the room some punch. On walls, Williams is a believer in “framing,” boxed areas of contrasting colors that set the spaces off. She’s also a fan of large paintings, occasionally alternating them both high and low, like musical notes on a page. It’s easy to design an awardwinning home on a $1 million budget. Williams likes to design the kind of home a person can really afford. Basic tile can be turned diagonal. Paint costs the same, but picking the right colors gives a different look. “You can make anything beautiful, just using your own wisdom of what works and what sells,” she said. For D.R. Horton’s model, Williams shopped the company’s design center, just like a buyer would. The home she designed is one the buyer could order, without paying $100,000 in upgrades. “It keeps me in bounds. You’d always like do something very fabulous,” she said. “But, this is just as fabulous.”

Or been inspired by her mother’s friend, who made her clothes, and later, window treatments. Williams’ talent wouldn’t come to the forefront until she was 37. She found herself divorced, a single mom and in need of a career. Chester Stokes, an iconic Northeast Florida real estate builder and developer, gave her one. Stokes’ eyes were set on winning the Jacksonville Chamber of Commerce’s membership drive. The contest had always been won by a bank, never a builder. Stokes hired Williams, who had successfully run a leukemia fundraiser for many years. Williams was embarrassed. She didn’t know anyone else who was divorced and didn’t want to call on business owners she’d worked with over the years. Stokes didn’t let her off the hook. “That was the best thing he ever did,” Williams said. “If it hadn’t been for him caring about me and knowing what I could do and kicking me through that door, I wouldn’t have found all the talents that I had.”

Charis is a senior at nearby Bartram Trail High School, where she takes classes at its Fashion Academy. Williams invited Charis to design a bedroom for herself. Charis transformed Williams’ teal and coral color scheme and paisley fabrics into pillows, wall paint, curtains and mirrors. Then she injected items that personally inspired her — sketches, a dress project, fashion magazines, photos of her classmates, a Project Runway sewing machine. “It’s not anything like the room I have now. But it’s one that I wish I could have,” she said. Charis helped Williams design the other kids’ bedrooms as well, one for a high school graduate who joined the Air Force Academy and another for a junior high school football player.
