Boot camp teaches investors how to properly price home repairs New investors often have trouble estimating rehab costs. How many get it wrong? “Almost all of them,” said Cameron Gaskill, an investor and contractor who’s renovated more than 600 houses. Within a few minutes, his point became evident. At the end of a bus tour of rehabs in Jacksonville, Gaskill compared notes with his students. “How many of you estimated the repair cost at under $15,000?” he said for the first home, a 1,148-square-foot block construction in Englewood with badly damaged hardwood floors, no HVAC, a gutted kitchen, and missing doors and light fixtures. No hands went up. “How many said $15,000 to $20,000?” Gaskill said. A few hands appeared. $20,000 to $25,000? More hands. $25,000 to $30,000? $30,000 to $35,000? Hands went up for every price group through $50,000 and above. Only one student out of 86, though, picked the price range that matched Gaskill’s estimate of $35,255. “The floor was what screwed me up,” said Peter Martin, who had guessed above $50,000. “I was scared I’d have to replace the whole thing.” A three-day Jacksonville boot camp and bus tour for investors was held recently. But a bus tour where students see actual rehabs and compare repair estimates with their instructors is a key lesson, former students say. Maryanne Markowski took the training last year. Since then, she’s purchased two buy-andhold properties. One of them she rehabbed and she is looking at another rehab deal now. Until last year, Markowski was a novice who had been learning from books. The JaxREIA course brought all the pieces together, she said. “To me there’s no substitute for boots on the ground, actually looking at properties, assessing damage and making estimates,” she said. “If you don’t have that solid foundation, you can’t purchase at the right price.” Rehab

Downtown streetscapes are about to become a little more artistically appealing. Artists were selected Wednesday for the first phase of the Downtown Investment Authority Urban Arts Project. Among the almost $136,000 series of projects will be the creation of an interactive street sculpture and the transformation of dull Skyway columns, traffic signal cabinets and bike racks into more eye-appealing and functional assets of Downtown. The artists for the six projects were selected by the Art in Public Places Committee of the Cultural Council of Greater Jacksonville, which is overseeing the program and partnering with the DIA. By this time next year, people walking through Downtown near Hemming Park can expect to see: • Two sets of decorated Skyway col- Consuegra umns. One set from Hemming Park Station to Bay Street along Hogan Street will be done by Miami 2D and 3D artist Cecilia Lueza for $25,000. Another eight columns from Bay Street to Central Station will be done by muralist Andrew Reid of North Bay Village for $23,000. • Seven traffic signal cabinets throughout the core will be decorated by artist Michelle Weinberg of Miami Beach for $9,000. • Seven bike racks of varying sizes will be redone by sculptor Lance Vickery of Jacksonville Beach for $20,000. • Two benches or street furnishings comprising at least two seats each will be constructed by University of North Florida art professor Jenny Hager of Jacksonville Beach for $7,000. Pomar declined to comment Wednesday. Landlord representative Matthew Clark, vice president of Prime Realty, said last week a bank was in negotiation for the lobby branch and half of the top floor of the 10-story building. He said the undisclosed bank does not operate Downtown now. CenterState’s area executive offices are in Liberty Center in Southpoint and its two other branches are in Riverside and Ortega. Clark said Wednesday he could
not share the identity of the bank. The building, which is 144,079 square feet, has space for a bank because the lease is expiring in September for The Jacksonville Bank, which was bought by Ameris Bancorp in March. Ameris changed the name of the eight offices over the weekend and a banner name for the bank is on the Downtown structure. Northwest Federal Credit Union Indirect Loan Officer Duane Daski presented the Florida Literacy Coalition’s Excellence in Education Award to Judy Bradshaw, executive director of Learn to Read, branch library. Many students have learning disabilities that make it difficult for them to succeed in school, said Bradshaw. Others were challenged due to lack of parental support. In many cases, parents who can’t read raise children who can’t read. “When they got behind, there was no one to help them,” said Bradshaw. The majority of clients read at or below sixth-grade level. Learn to Read is likely their last chance to change the direction of their life, Bradshaw said. The organization depends on volunteer teachers and tutors and more are needed. “We’re at an all-time high for students and an all-time low for volunteers,” said Bradshaw. Students begin their instruction in a computer lab at the library before transitioning to one-onone learning with a tutor. There’s a waiting list of students who need instructors. “We could use 50 more tutors,” Bradshaw said. After a background check, potential tutors take two online classes, then participate in a workshop at the Main Library.

When they complete the training, volunteers commit to at least one hour per week teaching someone to read. Bradshaw said the organization is planning an expansion this year, including starting a class in New Town, west of Interstate 95 between Kings Road and West Beaver Street. “We’re also talking to the sheriff’s office about starting classes in the jail and we’re working with the Jacksonville Journey. The crime rate correlates to literacy,” said Bradshaw. In conjunction with the education award from the literacy coalition, Learn to Read received a $2,500 grant from Northwest Federal Credit Union. Bradshaw said the grant will improve how the nonprofit serves its clients. “It has been a long time since we’ve been able to do staff development and training. We hope to use it for that,” she said. What you’re doing is beyond the ability of about 20 percent of Duval County residents. Being able to read a newspaper or a note from a child’s teacher or instructions on medication is impossible if you can’t decipher letters and words. That has a profound effect on someone’s life. For nearly 50 years, Learn to Read has been teaching those basic skills to adults in Jacksonville. The nonprofit was recognized as a state leader last week when it received the Excellence in Education Award at the Florida Literacy Coalition’s 32nd annual Literacy Conference in St. Petersburg. “For us to win a state award, we think that’s a big deal,” said Executive Director Judy Bradshaw. The effects of illiteracy go beyond not being able to read words on a page or screen. According to the Literacy Project Foundation: • In the U.S., 45 million people are functionally illiterate and read below fifth-grade level. • Fifty percent of Americans cannot read a book written at the eighth-grade level. • Nearly 75 percent of people on welfare can’t read. • Sixty percent of people in prison can’t read. • Twenty percent of Americans read below the level needed to earn a living wage. It’s been several years since a local literacy study was conducted, but 20 percent of the population being functionally illiterate “sounds about right,” said Bradshaw. She leads a group of three full-time and four part-time staff members. With headquarters and classrooms in the Adult Learning Center at the Main Library Downtown, Learn to Read helped nearly 500 people do just that last year. Classes also are conducted Downtown at Community Connections. The organization expanded its operation last year to Northwest Jacksonville, with classes at Olga L. Bradham and Etta L. Brooks

New job is fresh chance for Lockhart, nonprofits Position is bridge between government, charities
By David Chapman Staff Writer Dawn Lockhart is being given a blank slate to work with in City Hall. The goal: Create a framework that better bonds Jacksonville’s nonprofit and philanthropic sectors with city government. Lockhart isn’t a stranger to the subject. Anything but, really. She’s been a part of Family Foundations, which provides financial education to individuals with a goal of homeownership, for more than 30 years. Yet, when Mayor Lenny Curry met with her about a position he was creating to more strongly link the public and private sectors, she knew it would be a natural fit. “This is the first time when city government technically is going to be at the table,” Lockhart said of the effort to coordinate community-wide improvements. She begins June 13 and has been tasked with determining what the effort will look like. Cities like Denver, Los Angeles, New York and Pittsburgh all have partnership efforts she wants to learn from to determine what will and won’t work for Jacksonville. After determining what Jacksonville’s best practices should be for better alignment, she said, the

focus would then shift to discussions on local opportunities. “We have a very strong philanthropic community here,” said Lockhart, “but that doesn’t mean it always translates to working together as best as possible.” Kerri Stewart, Curry’s chief of staff, said there hasn’t been a “gap” when it comes to the city working with the nonprofit and philanthropic communities. But, there have been missed opportunities — opportunities this position will seek to coordinate and capitalize on. The new position was important enough that a Curry transition team dealing with nonprofit issues made it a key recommendation for the then-newly elected mayor. The position will be housed within Curry’s office, but is a little different than other senior staff members. The $130,000 annual salary for
the first year is being paid by the nonprofit community. The second year, it’s 75 percent. The third and fourth years, 50 percent is funded outside City Hall. After that, the position goes on the city payroll. Benefits are paid by the city from the start. Lockhart also will be the face of nonprofit issues involving the city and the “leader, coordinator and convener,” said Stewart, when it comes to funding opportunities at the federal level. Those chances will come later, though. Media reports in 2014 and 2015 said CenterState Bank was interested in opening a branch office in the Laura Street Trio Downtown, but the buildings have not been redeveloped. Kahl McDevitt attended the association’s first boot camp in 2012, about a month after he joined JaxREIA. “I was so new, I barely knew how to spell real estate,” he said. “It vaulted me forward 10 times as fast as I would have progressed.” He learned some things he’d never heard of before. Like how staging homes will increase buyer interest and how it’s possible to borrow money from an IRA to finance a deal. Now, McDevitt is a wholesaler — an investor who flips houses to other investors. His goal is to own five rentals, one to leave to each grandchild. He already owns the first one. It earns enough rent to pay the mortgage and cash-flow an extra $165 apiece to him and his partner. At his first boot camp, McDevitt’s team missed the repair cost on the final exam rehab by $10,000. The windows had moisture in them and needed to be reglazed or replaced. “There were 14 windows at $300 apiece. That was a major thing we missed,” he said. Since then, McDevitt has returned for two other boot camps. He called the bus tour fantastic. “It’s where the rubber meets the road. … It gave us reality data on what a rehab takes,” he said. Missing a repair will throw off a cost estimate. But at this year’s boot camp, repair costs weren’t the only information students sought. About six months before Election Day, Florida voters overwhelmingly support a broad legalization of medical marijuana but are less clear about a critical U.S. Senate race, a new poll shows. The poll, released Wednesday by Quinnipiac University, said 80 percent of voters support a proposed constitutional amendment that would allow medical marijuana for patients with a wide range of conditions, such as cancer, AIDS, Crohn’s disease, Parkinson’s disease and multiple sclerosis. Support for the proposal cuts across political and demographic lines. For example, it is supported by 71 percent of Republicans and 87 percent of Democrats. It is supported by 80 percent of men and 81 percent of women. And it is supported by 89 percent of voters ages 18 to 34 and by 79 percent of voters who are 65 and older. One caveat: Early polls in 2014 showed wide support for a similar ballot proposal to legalize medical marijuana. That initiative, however, ultimately fell short of getting the required 60 percent voter approval after facing a barrage of negative ads from opponents. People United for Medical Marijuana, a group that backed the 2014 initiative, tweaked the
wording of this year’s proposal to try to help inoculate it against political and legal attacks. But the group will again need to hit the 60 percent mark to be successful, under part of the Constitution setting requirements for ballot initiatives. The results released Wednesday pointed to an unsettled race for a U.S. Senate seat being vacated by Republican Marco Rubio. The race could help determine which party controls the Senate after the November elections, but the candidates went into the race little-known by most Florida voters. Democrat Patrick Murphy, a congressman from the state’s Treasure Coast, appeared to do slightly better than the other Senate candidates in head-to-head matchups in the poll. For instance, Murphy led Republican businessman Carlos Beruff by a margin of 38 percent to 32 percent and led Republican Lt. Gov. Carlos Lopez-Cantera by a margin of 38 percent to 34 percent. He also led Republican businessman Todd Wilcox by a margin of 38 percent to 33 percent. But Murphy was virtually deadlocked with GOP Congressman Ron DeSantis and led Congressman David Jolly by only 3 percentage points. The poll of 1,051 registered Florida voters was conducted from April 27 to Sunday. The general election is Nov. 8.

Like how to check for aluminum wiring if replacing an electrical panel. And that a special type of wire nut should be used to join aluminum wiring with copper. For one of the houses, Corzo didn’t think much about the apartment complex next door until Gaskill mentioned it. “When we were walking through, Cameron said, ‘Why did everybody analyze this house as a retail flip? This is a rental market,’” Corzo said. About 80 percent of new real estate investors fail within two years, said Gaskill, usually for lack of money or education. As detailed as the boot camp seems, it’s still really an intro-
ductory course. A lot of the students are inexperienced investors. Many will come back several times. “They often have a lot of misconceptions about real estate investing that they’ve gotten from watching house flipping programs on TV,” Gaskill said. “We kind of reboot them.” A class is often not enough. JaxREIA’s veterans encourage newer members to work with a mentor in the beginning. And, continue getting educated. In his first five years in real estate, Gaskill said, he refused to buy real estate courses and programs, because he thought they were just scams. Then, he took a course. He made $81,000 on his first deal after that. “After that I realized, those courses were beneficial,” he said.
• An interactive sculpture will be crafted by Cuban-born artist Rafael Consuegra of Miami. The large outdoor sculpture will be near Monroe and Laura streets by Snyder Memorial Church. It’s the most expensive of the projects, budgeted at $51,562. The panel in charge of selecting the winners received more than 100 applications from about 70 artists. The call was open to adult artists in Florida, Georgia, Alabama and South Carolina. Of the 70 who applied, 65 were from Florida. The winning artists will meet with the public in mid-July for input on their projects. It’s a way to incorporate public ideas and historical perspectives about each site and the city as a whole. The event also provides the opportunity for the artists to meet one another and discuss how they can work together on the projects, which are in close proximity to each other. “I am planning to do something that in some way unifies everyone,” said Consuegra. “I want to walk around the city, live the city.”

The 74-year-old artist has seen many cities and countries in his career, with stops and works in Spain, France and Switzerland. He said his influences often come from each city he spends time in as well as in fields such as anatomy, geography and botanics. “Every time I go someplace, I find something that interests me,” he said. “I will find many things that will (in Jacksonville).” After the artists have heard from the public and each other, they’ll begin their designs that must be approved by the Art in Public Places committee before work begins. Their projects are slated to be completed by April, with an unveiling and dedications tentatively scheduled for next May. And once those projects are done, it’ll be on to the next set.
