When the Duval County Tourist Development Council met in February, a request was made to transfer $250,000 from the council’s reserve fund into an account to be used for major events not yet scheduled, but anticipated to be coming to Jacksonville this year. With a City Council committee considering legislation this week (Ordinance 2016-298) to authorize the transfer, the tourism council will hear a request Thursday to earmark $100,000 for the U.S. Soccer Men’s National Team versus Trinidad and Tobago, a World Cup qualifying match scheduled Sept. 6 at EverBank Field. Jacksonville hosted in June 2014 a soccer match between the U.S. and Nigeria that drew more than 52,000 fans, many from outside the region, with an estimated economic impact of nearly $2 million. Katie Mitura, Visit Jacksonville vice president of marketing and communications, said after grants for several conventions were awarded at the February meeting, only about $100,000 remained in the grant fund account. Mitura With six months left in the fiscal year and funding yet to be requested for events on the calendar, Mitura said the $250,000 transfer will allow Visit Jacksonville, the tourist and convention bureau for Jacksonville and the Beaches, to continue to recruit conventions and events. “It will get us through the rest of the year,” she said. In addition to a $20,000 grant for the May 25-29 Jacksonville Jazz Festival and a $20,000 grant for the P1 Powerboat Grand Prix June 4-6, the council in February encumbered $40,000 in smaller grants for seven groups that have booked conventions in Jacksonville through January 2018. Also at the February meeting, Sports and Entertainment Officer Dave Herrell said the city will request, probably at the tourism council’s August meeting, a grant to expand marketing efforts for the Sea and Sky Spectacular air show Nov. 5-6 at

Paul White was surrounded by about 20 children living in what once was a Haitian refugee camp. Five years after a 2010 earthquake devastated their country, they still had so little. Only two raised their hand when White asked one night in December 2014 how many attended school. And just five had eaten that day. The senior pastor at Faithbridge Church was heartbroken. The Jacksonville church had set up a ministry there years before to help people who had been dumped at the camp 5 miles outside of Port Au Prince. Despite battling multimillion-dollar financial problems for years, Faithbridge remained dedicated to ministering to people at home and around the world. That night, reality set in for White. The church’s 33-acre property on McCormick Road was for sale. A foreclosure would likely be filed if no buyer was found. Either way, a new owner could force Faithbridge to move. Racking systems often are stacked to accommodate the most goods possible and robotics are installed to retrieve the items. The city Concurrency and Mobility Management System Office signed a certificate in late April that calculates the fee at $947,397 for development of “Project Duval,” which fits

the details of the City Councilapproved Project Rex, widely believed to be Amazon.com. The mobility fee is the cost for a new development based upon the link between land development and transportation. It takes into account the mix of uses at the property and other factors that affect the amount of traffic the project is expected to generate. Details about the project are widely known by now, although the company has yet to reveal its plans for Jacksonville and

city and development officials haven’t confirmed the project. Public records already provide a good look at the project: The site is under contract north of Interstate 295 at 12900 Pecan Park Road, at Duval Road. The location is near Jacksonville International Airport. Seefried Industrial Properties Inc. of Atlanta is the developer. Seefried has developed other two Amazon.com centers that each total 1 million square feet in size. The property, among several

parcels, would be sold by Steve Leggett, through Broward Signature LLP, and by CRM Florida Properties LLC of Atlanta. Newk’s Eatery joining Galleria Marketplace

$3M financing for Level Office

Bank of the Ozarks issued a $3 million mortgage agreement to the owners of the Level Office co-work and professional office building planned at 25 N. Market St. Downtown. The Arkansas-based bank made the loan May 6 to 25 N. Market Level Office LLC, based in Chicago. It was signed by William Bennett, manager of Iconic Investors LLC, which is the manager of 25 N. Market Level Office LLC. Bennett’s group bought the building in January for $2.05 million and plans to invest about $2.1 million to build-out, furnish and equip the at least 91-year-old building, which is at Market and Forsyth streets. His group plans to create 70 offices and 3,000 square feet of coworking space, along with event and gathering areas, in the fourstory, 53,016-square-foot building. Bennett expects a July opening. The Public Defender’s Office operated in the building for at least 16 years, moving in 2011 to the Jake Godbold City Hall Annex and leaving the Market Street building vacant.

Galleria Marketplace is under construction at 6025 Butler Point Road and is fully leased. Blvd. Drawings show the potential for the expected Earth Fare grocery store. Property owner PGP Jacksonville Inc. wants to reduce minimum landscape requirements and increase driveway widths at the almost 5-acre property, built 34 years ago. “Renovations to the building are necessary to attract national and local businesses to occupy the entire vacant building to meet the community’s retail needs,” says the application. Solid Rock Engineering Consultants Inc. is the agent for the application. The administrative deviation plan shows the 75,550-squarefoot building, which contains some tenants and has space for multiple leases. However, the anchor space, at one time a Winn-Dixie grocery store, includes proposed building additions and what appears to be an entryway similar to those at Earth Fare. The back of the store includes a truck loading area. No tenant name is on the plan, although Earth Fare’s name has come up. In February, a former tenant that left the center said she was told by landlords that Earth Fare had signed a lease there. That would make sense. When Earth Fare opened its first Jacksonville store in August 2014 at Kernan and Atlantic boulevards, the CFO said the company wanted to open up to four stores in Jacksonville, including in Mandarin and Westside. The first one is 24,000 square feet. North Carolina-based Earth Fare is a natural and organic foods chain. It has not confirmed the Mandarin location. An Earth Fare spokeswoman said in February it would comment when it is ready to make a statement. The company did not have a comment Monday. Preferred Growth Properties is a subsidiary of Alabama-based Books-A-Million. It bought Mandarin South in July 2014 and has posted on its website that the property will be redeveloped as a high-end lifestyle center.

Newk’s Eatery intends to join Galleria Marketplace in the Southpoint area, completing the project under development by brothers Paul and Louis Sleiman. The city is reviewing a permit application for tenant build-out for Newk’s in almost 3,800 square feet of space in the center at 6025 Butler Point Road at Bonneval Road. No contractor is listed for the $500,000 project. It will join Kazu Sushi Burrito, Smoothie King and Chicken Salad Chick. Louis Sleiman said Newk’s completes the tenant list and the center will be fully occupied. It should open in August or September. The brothers, part of the Sleiman real estate families, haven’t announced their next project but said when they set up their business they were looking around the area for different types of development. Newk’s Eatery, based in Jackson, Miss., has three restaurants in town and is expanding. It intends to open in the spring of 2017 in the Town Center Promenade near St. Johns Town Center. It is expected to add another five to six locations throughout Northeast Florida in addition to the Galleria Marketplace location. Carrie Smith, regional managing partner of the Franklin Street real estate company, represents Newk’s Eatery in the market. She said the company continues to look for locations, specifically in the Westside and at the Beaches.

Bowman Consulting Group Ltd. sought a mobility fee calculation for the project, which was assessed at none. The discount grocery store, which is the supermarket-size arm of Wal-Mart Stores Inc., would occupy about 42,000 square feet at the site of the former Bailey’s Powerhouse Gym. Baymeadows Commons now comprises almost 79,000 square feet of retail space. That would decrease to reconfigure space for Walmart. The city’s inspector general has criteria to be properly evaluated. Now all the city needs is an inspector general. Following the mid-April resignation of Inspector General Tom Cline, the position’s selection and retention committee over the next several months will be faced with the same task it had a year ago. Cline’s last day is May 27. However, the committee in the next two weeks has to find an interim to fill the role — something members talked about but couldn’t agree on Monday. The group brushed aside a formal application-and-interview process to instead this week submit names to the city’s human resources department to review. From there, the department’s director will review qualifications, pare down names and submit those best-suited for consideration during a special meeting Monday. “We don’t have long between now and the end of May,” said City Council Vice President Lori Boyer, who chairs the committee. Boyer said she had spoken to numerous retired judges and others in the legal field about their interest in what is hoped to be at most a four-month stint overseeing the relatively new office. So far, she hasn’t received any commitments to pursue it.

The idea of someone currently working in the office assuming the lead role was pitched but subsequently shot down. Cline said it would be better to use someone in the office who knows the city and the work being done. His suggestion was Lisa Green, the office’s director of investigations. “I think that would you give you the most consistency,” Cline told the group. The concern, said committee member and State Attorney Angela Corey, was the potential awkwardness should Green seek the position full-time. Plus, Green’s day-to-day work is valuable and should continue, Corey said. Council President Greg Anderson, sitting in the audience, agreed. Whoever fills the role will work fewer than 30 hours per week, a figure that will keep benefits from being applied. That person also will have the help of two women who helped establish the office more than a year ago, former Palm Beach County Inspector General Sheryl Steckler and city Ethics Officer Carla Miller. Steckler has agreed to work part-time on the day-to-day operations aspect of the office with whoever is selected. Miller will spend five to 10

hours a week dealing with the office’s budget in the coming review, while also negotiating Memorandums of Understanding with the city’s various independent agencies. Starting Jan. 1, the inspector general picked up oversight duties of those offices after voters last year overwhelmingly said it should. The teamwork-style effort will get the office through the next several months as the more timeintensive search for a full-time replacement is conducted. The hope is for that person to be selected by the Oct. 1 start of the fiscal year. Once they’re in, they’ll be able to be properly evaluated now, too. The committee green-lighted a matrix that incorporates performance criteria led by “achieving results.” Covering 40 percent of the 100point scale, the measure includes how the office’s investigations, audits and contract oversight and review lead to cost savings through identifying fraud, waste and abuse in the city. A World Cup qualifying match pitting the U.S. men’s team vs. Trinidad and Tobago is scheduled Sept. 6. The city will request a $100,000 grant from the Duval County Tourist Development Council on Thursday to defray a portion of the event’s cost. Jacksonville Beach in conjunction with the U.S. Naval Academy versus University of Notre Dame football game Nov. 5 at EverBank Field. According to the legislative summary filed with the bill requesting the $250,000 transfer, the tourism council started the 2015-16 fiscal year with $1.75 million in its reserve account. The council’s grants and Visit Jacksonville’s sales and marketing efforts are funded with a portion of the revenue from

the 6-percent “bed tax” levied on hotel room charges in Duval County. Mitura said occupancy and revenue trends for the local hotel industry indicate the reserve account should be close to $2 million by Sept. 30, the end of the fiscal year. Over the past year, occupancy percentage has steadily improved, along with the average daily rate charged for hotel rooms. Mitura said the local hospital-

Fees pile up early for lobbying firms

The financial problems for Faithbridge Church dated back before the Rev. Paul White arrived. The church decided to try to sell the property but each sale fell through. “Our church is the only one here,” he said to himself that night in Haiti. “Who will take care of them if we can’t?” White believes God answered him that night, assuring him enough of the church would stay together that would allow members to continue their humanitarian efforts. “After that, I didn’t know how it was going to turn out, but I had a quiet confidence he was going to work that out,” White said. About a year later, he met Toney Sleiman. The Jacksonville businessman was looking for a site for another church when he came across Faithbridge’s property and learned it was in foreclosure. White planned to use part of the site for the church and the rest to develop a shopping center. When White heard Sleiman was interested in the property for another church, his heart sank. He knew Sleiman was a tough businessman and would likely develop the property. This could be what forced the church to move after years of divine intervention had kept it there. The property had been on the market for five years before the foreclosure. White said he wanted to try to sell it instead of just walking away from the millions of dollars the church owed. “I wanted to resolve the debts so we could hold our head high,” he said. But for three years, each time it looked like a deal was reached and the church would have to move, the sale would fall through because of issues with zoning or loans. When the last sale didn’t work

out, White said the attorney for the bond company that owned the high-interest first note told him, “Paul, I think I’m fighting against the Lord.” Faithbridge caught another break when no one met the required bid at the foreclosure auction. Then Sleiman learned about the property. He met with White to share his plans to develop the site. That’s when Sleiman learned about the church’s financial troubles, which White inherited when he arrived there more than eight years ago. The pastor described the church’s previous administration as “well-intentioned” but said the debt total was more than 10 times the annual giving. Sleiman also learned about the work the church was doing to help people locally and around the world. Not just in Haiti, but also Guatemala, Ecuador and India. So many people depended on the church. He then had a meeting with White and the pastor of the other church and later attended a Sunday night service at the church. He described it as “pretty amazing.” Sleiman wanted Faithbridge to have a shot at getting a loan for part of the property, which would require a down payment

of about $1.3 million. He knew that was likely out of reach for the church, which has about 600-700 people at its services weekly. Sleiman talked to his brothers, Eli and Joe, about a way to help the church. If Faithbridge could raise $800,000, would they agree that the company would give the remaining $500,000? Not as a loan, but a gift. Sleiman said the conversation took only five minutes. White was astonished by the gift. He said the church had about 45 days to find a lender, get the loan executed and raise $800,000. By some miracle, all of that happened, and the church closed on the purchase. White said Sleiman Enterprises has not closed on the part of the property it is buying. The black cloud of uncertainty that had been hanging over the church is gone. White and Faithbridge are able to focus on what matters most: ministering to those in need. And White no longer has to spend Sundays looking for new property. Lobbying firms pulled in more than $35 million during the first three months of the year for their work in the Legislature — with five firms each earning at least $1 million, according to newly filed reports. The fees came as lawmakers held an earlier-than-usual session that started in January and ended March 11. Firms faced a Sunday night deadline for filing reports that gave at least broad compensation totals for the first quarter, though in most cases the reports do not include exact amounts. A preliminary state report posted online Monday estimated legislative lobbying fees at $35.5 million. While that number is subject to change, it is an increase from an estimated $35.1 million during the same three-month period in 2015. With the exception of fees of $50,000 or more from individual clients, firms report their incomes in ranges. Examples of those ranges are $1 to $9,999; $10,000 to $19,999; and $20,000 to $29,999. Estimates are calculated by using the numbers at the mid-point of each range. But some of the large fee amounts track issues from this year’s legislative session, which started nearly two months earlier than annual sessions typically begin. For instance, the Ronald L. Book firm reported receiving $100,000 to represent the Florida High School Athletic Association, which was the subject of legislation dealing with the oversight of high-school sports. Similarly, Southern Strategy Group reported receiving $60,000 from Costa Farms LLC, a major nursery that has been selected to take part in the state’s new medical-marijuana industry. In some cases, the large fees reflect industries, such as insurers and hospitals, which have broad interests in what happens in the Legislature. Floridian Partners, for example, reported receiving $70,000 from FCCI Insurance Group, and Southern Strategy Group also reported receiving $53,000 from the insurer. Similarly, The Rubin Group reported getting paid $56,000 by the HCA health-care company, while another firm, Rutledge Ecenia also was paid $51,000 by HCA, the reports show.
