Customers waiting for a Publix Super Market in San Marco can take comfort in knowing it’s in for permitting. Permit applications were filed Wednesday for the $41 million East San Marco multistory residential and retail construction project planned at Hendricks Avenue and Atlantic Boulevard. Those plans include a rendering of the Publix store from the corner of Atlantic Boulevard and Mango Place. East San Marco’s address is shown as 1532 Atlantic Blvd. Publix will anchor the retail component of East San Marco, which will include more shops as well as a separate garage for customers. The development will feature 239 apartments and a separate parking deck to serve tenants. The plans filed Wednesday said there will be 42 studio, 117 one-bedroom, 76 two-bedroom and four three-bedroom units. The interior space will be submitted for permits when tenants have been identified. • A ground-level parking garage for customers of Publix and the retailers. • Three permits for a five-story and two four-story residential buildings. • A six-level parking deck for the residential tenants. The contractor selection is in progress, according to the application. The Preston Partnership LLC of Atlanta is the architect. BR ArchCo ESM LLC, a venture of Bluerock Residential Group REIT Inc. of New York and ArchCo Residential LLC of Atlanta, intends to buy the 4.3 acres for the development from Regency Centers Corp. after the permits are issued. ArchCo Residential has said it expects the permits in August, followed by groundbreaking in September. Completion is slated for late 2018. Jacksonville-based Regency Centers, a nationwide retail developer and owner, will buy back the retail portion and serve as the landlord for it.

‘Only a small beginning ’ First phase of Durbin Park could open in 2018

By Karen Brune Mathis Managing Editor By next year this time, ground should be broken and likely some tenants announced for the first phase of the 1,600-acre Durbin Park in northern St. Johns County, expected to bring jobs, stores and services to area residents. “It’s huge,” said Geneva Henderson, executive vice president of Lat Purser & Associates in Jacksonville and a retail property manager and broker. Durbin Park is designed for about 2.4 million square feet of retail space, 2.8 million square feet of office space, 999 multi-

family housing units and about 350 hotel rooms. The full project is planned over four phases. Build-out could take 20 years, but the first phase of 80 acres could open in the first quarter of 2018. The total retail space is almost twice the size of St. Johns Town Center. “It’s finally happening,” said Frank Gatlin III, whose Gatlin Development Co. Inc. is a partner in Durbin Park with Gate Petroleum Co. Gatlin Development is a retail developer and a real estate investment company. Gatlin said he and Gate anticipate “bringing many services and restaurants

and uses that St. Johns County is missing.” Count jobs, too. Melissa Glasgow, economic development director for St. Johns County, said Wednesday that Durbin Park will generate jobs throughout the project. And the office park will position Durbin for targeted industries, especially corporate headquarters. “The interest that I’ve heard about represents several companies and several thousand jobs,” she said, guarding her comments to avoid speculation about which companies might be looking. But, a higher percentage of likely voters fall in the undecided category (40 percent) than those who say they will vote for Brown (30 percent).
