Jollibee to open middle of December

With construction underway, Jollibee is expected to open its first Jacksonville location in mid-December at southwest Atlantic and Kernan boulevards in Southside. It will be the forerunner for expansion of the largest fast-food chain based in the Philippines. “It will be our first in Florida and yes, there will be more Jollibee (restaurants) in the entire state,” said Agnes Briones, director of new markets for Jollibee North America, in an email Monday. Briones said the Jacksonville Jollibee will be company-owned. She said the company will announce the precise opening date when confirmed. Until Monday, the company had not indicated a specific time frame. The restaurant’s menu includes what it calls its all-time favorite Chickenjoy, which is fried chicken, as well as Jolly Spaghetti, Yum Burgers, Fiesta Noodles, a sandwich collection that includes Spam and corned beef, and Chicken Dippers. It also serves breakfast and desserts, including peach mango pie, the Ube Pearl Cooler and Buko Pandan Pearl Cooler. Monday, the committee voted unanimously to extend an offer to make Hoffman the second inspector general, succeeding Tom Cline, who left after about a year. “I’m OK going outside the box,” said City Council member John Crescimbeni, vice chair of the committee. Crescimbeni noted Hoffman was a 180-degree turn from Cline, who had vast experience but was

criticized for not communicating enough about the office that identifies fraud, waste and abuse in city government. Council and the committee in the past few months have made it a point of emphasis that the next inspector general be more active in working with city departments and the independent authorities. City seeking $5.5M for HIV/AIDS programs

By Max Marbut Staff Writer The city is seeking to appropriate $5.5 million for fiscal year 2017-18 from the federal government to provide health and support services to people who have been diagnosed with HIV and AIDS. The funds are from the Ryan White HIV/AIDS Program, administered by the U.S. Department of Health and Human Services. There is no city match required to receive the grant. The federal program is named for a 13-year-old boy, who in 1984 contracted AIDS from a blood transfusion. Shortly after he died in 1990, Congress enacted the Ryan White Comprehensive AIDS Resources Emergency Act, which is funded this year at $2.32 billion. Jacksonville has received Ryan White CARE Act funds since 1994 and was granted $5.9 million for

fiscal year 2016-17. Through the city, in conjunction with the HIV Health Services Planning Council and health departments in Duval, Baker, Clay, Nassau and St. Johns counties, a range of health care services are provided to more than 4,500 patients in Northeast Florida. The focus of the grant is to provide outpatient medical care and non-medical case management through local nonprofits, including Lutheran Social Services of Northeast Florida, Community Rehabilitation Center, River Region Human Services, Northeast Florida AIDS Network and the University of Florida Jacksonville Center for HIV-AIDS Research, Education and Service. Dental care, mental health counseling, substance abuse treatment, medications and home health care may be provided through the program. In addition, transportation, private insurance assistance and

legal services also may be provided to qualified patients. According to the state health department, 7,424 people in Duval County were diagnosed with AIDS in the 12 months ending May 31. Gay men represent 40 percent of the reported cases, followed by heterosexual patients at 33 percent and intravenous drug users at 16 percent. In the same period, 2,992 were diagnosed with HIV. City Council in August also appropriated $2.2 million in federal Housing Opportunity for Persons with AIDS funds to provide housing assistance and related support services to lowincome HIV and AIDS patients in Duval County and their families. “very important” and being the public face and a leader in the office were the most critical parts of the job. Committee members State Attorney Angela Corey and Circuit Judge Elizabeth Senterfitt both said Hoffman’s demeanor suited the office. Another benefit was Hoffman’s ties to the area. His family now has established roots, which gave him a leg up for the committee that was somewhat hesitant to bring in an outsider like it did with Cline. The committee’s offer to Hoffman is $120,000 a year, which would bump up to $130,000 upon his completing certifications for inspector general in February. He’s required to attend a program that will be in Jacksonville that month. Cline made $160,000. Hoffman also will have to work with the Navy about his upcoming retirement. He couldn’t provide a definitive timeline when he could start,

but suggested it could be in a few months. The committee wants him to start the first week of January. “I’m thrilled,” Hoffman said late Monday. He said the challenge of the job was appealing and he always has enjoyed work in contract oversight. He said he’s interested in continuing to learn and make an impact serving the public. Hoffman’s background shouldn’t be seen as an impediment for the office, said Steve Rohan, the interim inspector general and former assistant general counsel for the city. Sheryl Steckler, the former Palm Beach County inspector general who helps the Jacksonville office in a consultancy role, said five employees in the office have a strong inspector general background. That meant the committee could go for a candidate with the type of leadership attributes they sought. The committee’s alternative selection is Scott Ando, who

has extensive experience in law enforcement and most recently was with Chicago’s independent Police Review Authority. That organization directed the investigation of officer-involved shootings and alleged misconduct, which average 1,500-2,000 cases a year. His experience totals almost 40 years at the city, county and federal levels. Ando’s offer would be different — $150,000 starting with the $10,000 increase upon inspector general certification. Universities requesting more funds to cover increase in counseling needs By Lloyd Dunkelberger The News Service of Florida With a 48 percent increase in the number of students seeking counseling, Florida universities are asking for an additional $14.5 million in the coming budget year to hire more mental health professionals, including psychologists, counselors, psychiatric nurses and prevention specialists. At least eight of the 12 universities don’t meet staffing standards recommended by experts, because they have more than 1,500 students for each mental health professional on the campus. The inadequate staffing has led to waiting lists, fewer counseling sessions and the need to rely on off-campus services, which are not covered by student health fees.

There also is an increase in more severe cases, with campus counseling centers reporting 4,200 visits in the 2013-14 academic year that were classified as emergency or crisis visits, involving issues like severe depression, acute anxiety and suicidal thoughts. The counseling centers also reported 300 students had to be involuntarily hospitalized under the state’s Baker Act during that academic year. The state Board of Governors, which oversees the universities and is meeting Wednesday and Thursday in Sarasota, will review the report and consider the mental health funding as part of its 2017-18 budget request to the Florida Legislature. The data shows that since the fall of 2008, the number of students seeking counseling ser-

vices rose 48 percent, to 20,495 clients, in the 2013-14 academic year. There also were 163,000 counseling sessions, a 67 percent increase. The directors of counseling services at Florida State University and the University of Florida, two of the state’s largest and oldest institutions, confirmed the staffing challenges. Under the budget proposal, the $14.5 million would fund 137 positions spread across all 12 state universities. It would allow the schools to hire more psychologists, mental health counselors, psychiatric nurse practitioners, case managers, prevention specialists and office staff. FSU would receive $1.9 million for 19 counseling positions, with UF receiving $2.2 million for 23 positions.

Ins-and-outs of waterfront property

Vining sells real estate all around the Jacksonville area, in all price points, from beginner home to luxury. Since she is in and out of neighborhoods with clients all the time, she is knowledgeable about many of them, even the newest ones being built, such as those in Nocatee. But Vining, who works out of the Berkshire Hathaway San Marco office, also has continued to specialize in waterfront property. It is an area that requires knowledge far beyond what is necessary to sell homes not on the water, she said. “My knowledge, expertise and familiarity with riverfront is why I have worked with so many riverfront sellers and buyers in my history,” she said. First, since Jacksonville is surrounded by water, there are a lot of waterways to learn about, including the St. Johns River, the Trout River, Julington Creek and the Atlantic Ocean. Some areas of the St. Johns River are more affected by tides than others, Vining said, and it’s important to know which ones are, as well as the depth of the river at various places. If someone has a large boat, she said, their Realtor needs to be familiar with the depth and the tide. And sailboat keels require at least three feet of water at all times. It’s also important to know if bridges come into play, Vining adds, because if someone lives on Julington Creek, the bridge there is too low for boats with high masts.

She is familiar with navigational points up and down the waterways and often takes clients on boat tours to show them a home from the water because it “gives them a whole different perspective.” She also is an expert on docks. Depending on where the home is located, some require more length than others. The Corps of Engineers Submerged Lease Law dictates how far a dock needs to extend from shore, depending on the depth of the water. If a home needs a longer dock, the owner must obtain land from the state in what is called a submerged land lease. “Understanding how those leases transfer to new owners is also important,” Vining said. “If someone is just getting into real estate and doesn’t know all this, it could be a problem.” Waterfront properties require specialized inspections for the bulkhead and dock pilings, which over time can erode. Vining said oceanfront properties have unique needs as well. Due to salt air, the air-conditioning systems need to be replaced every five to seven years. And a real estate agent dealing with those properties needs to know hurricane codes as well as the laws regarding dunes. Vining works with a lot of buyers through her company’s relocation department and considers herself “an ambassador for the

city.” In addition to giving tours by water, she gives tours by land, personally showing the area’s highlights to convince someone to move here. She contacts them before they fly in, to find out their preferences and needs. “Often they haven’t even accepted the job when they see me (so) employers ask that I make sure they see the best of the best,” she said. “I love introducing them to Jacksonville because I love Jacksonville.” She is such an advocate that she sits on the board of the Jacksonville Public Education Fund and is president of the San Marco Merchants Association.

Vining doesn’t work alone, however. She has a full-time assistant, Caroline Dutcher, a recent University of North Florida graduate with a marketing degree who is also a Realtor. Vining’s daughter and daughter-in-law also are Realtors. Daughter Neill Lasher helps her with social media and marketing and daughter-in-law Lisa Casagrande-Vining helps out part time. “I told her she needed to keep her maiden name, Cassagrande, when she got into the business,” Vining said. “It means big house in Spanish, which is perfect.” Vining also credits husband Pete for much of her success. He helps behind the scenes with accounting and “keeping Anita in line,” she said. Dutcher said she has learned a lot from Vining and continues to do so every day. “I love, love, love working with her,” she said. “She has so much knowledge. She has an answer for everything. She is such an inspiration.”

The first Jollibee in the U.S. opened in 1998 in Daly City, Calif., near San Francisco, to cater to the Filipino and Filipino-American families living in the area. The Jacksonville metro area has been attractive to the Filipino community as well. According to the U.S. Census Bureau, the Filipino community of an estimated 17,200 people comprised about 35 percent of the Asian population in the Jacksonville metro area as of 2014. The city approved the $215,000 restaurant remodel Aug. 1 of the former Kentucky Fried Chicken and A&W Restaurants building at 11884 Atlantic Blvd. in Kernan Village. Accelerated Contractors LLC is the contractor. Jollibee Chicken & Burgers, at almost 3,500 square feet, is shown on the center’s site plan on an outparcel next to The Potter’s House Soul Food Bistro. The Jollibeeusa.com site’s career page says it seeks store supervisors in several cities, including Jacksonville. It needs crew members for full- and part-time positions and for weekend schedules. In July, Jollibee opened its first restaurant in Chicago with almost 500 people in line as early as 6 a.m. according to business.inquirer.net. Thousands of customers visited throughout the day. Jollibee’s founding family took part in the opening festivities. The company said Illinois had the third largest population of Filipinos in the United States after California and Hawaii. The news site said in the fourth quarter, Jollibee wanted to open in downtown Chicago and in Jacksonville as well as its first stores in Canada. It wants to open in Manhattan next year. Business.inquirer.net said it operated 1,082 Jollibee stores.

Mahaffey buys almost 26 acres in Bartram

The Mahaffey Apartment Co. bought 25.7 acres Friday along Bartram Park Boulevard from Franklin Pointe Office Center LLC. Mahaffey, through Mahaffey Associates Jacksonville LLC, paid $5.66 million for the vacant land.

Based in Winter Park, Mahaffey develops, builds, manages and owns large apartment developments. Currently located solely in Florida, Mahaffey Communities are branded as Carlton Arms, according to the company. Mahaffey lists its 10 communities in Bradenton, Lakeland, New Port Richey, Ocala, St. Petersburg, Tampa, Winter Haven and Winter Park. There are two each in Lakeland and Tampa. Since 1962, it has developed, managed and owned more than 16,000 rental apartments in 20 developments. Franklin Pointe Office Center, a Michigan company with a Boca Raton address, bought the property in December 2004 for $11.75 million. Mahaffey and Franklin Pointe executives did not return phone calls Monday.

EastPointe center sells for $3.3M

Larkspur Properties sold EastPointe Business Center to A&S St. Johns LLC, a private investment group, last week for $3.3 million. The 36,569-square-foot office building is on 3.16 acres at 3740 St. Johns Bluff Road S. It is anchored by Smart Pharmacy and Trihydro Corp. Larkspur, based in Aventura, sold the property through Larkspur Jacksonville Office LLC. The buyer’s registered agent is the Ansbacher & Schneider law firm in Jacksonville. Keith Goldfaden, Christian Harden and Daniel Burkhardt of NAI Hallmark Partners represented Larkspur in the sale. Harden, a principal of NAI Hallmark Partners, said Larkspur renovated and modernized the 27-year-old property with a facade overhaul and new monument signage. “This renovation helped create significant leasing momentum and subsequently a very attractive sales price,” he said. Steven Newman of Newman Commercial in Orlando represented the buyer, according to Harden. Women account for 52 percent of the population in Northeast Florida. But if you’re talking about city councils and commissions, the ratio is 5-1 in favor of men. Of the 50 seats on local legislative bodies in Duval, Clay, Nassau and St. Johns counties, just 10 are held by women. Ginny Myrick says that’s not enough. She’s the chair of “At the Table” a political action committee registered with the Florida Division of Elections that’s dedicated to identifying, recruiting and financially supporting female candidates for local and state public office in the four Northeast Florida counties. “Our intent is to feed the pipeline with accomplished women who have leadership ability and understand local issues,” Myrick said. The committee’s board of directors is a group of women who are known for being active in the community, such as former United Way Executive Director Connie Hodges, 2010 Eve Volunteer Service Award-winner Barbara Ketchum, former Jacksonville Children’s Commission CEO Linda Lanier and Jacksonville Public Education Fund Vice President Pam Paul. The group also includes two 2015 Jacksonville City Council candidates, Lisa King, vice president of Langton & Associates, and Ju’Coby Pittman, CEO of Clara White Mission. Another board member is Debbie Buckland, BB&T market president, who serves on the JAX Chamber board of directors. She also is chair of Downtown Vision Inc.’s board. “I know we are going to make a difference,” she said. A few men are working with the group, including Holland & Knight partner Buddy Schultz and Jim Bailey, publisher of the Daily Record. “We only invite men who aren’t threatened by women who

Myrick and Lanier were involved with “9-in-15,” a grassroots effort to put more women on Jacksonville’s council in 2015. “We didn’t endorse any candidates. We just wanted to see if we could expand options for voters,” said Lanier. She said 9-in-15 was limited to making information available to potential candidates — including King, Pittman and Anna Lopez Broche — on subjects such as how to raise money for a campaign and how best to handle inquiries from news media. The majority of homeowners with Citizens Property Insurance should expect to see a rate increase next year, after the Office of Insurance Regulation approved most of the changes requested by the state-backed insurer. The new rates will go into effect on Feb. 1. Citizens requested the increase primarily to cover a surge in water-damage claims. “The 2017 rates reflect the growing challenge of rising water loss claims and the disturbing increased costs associated with

assignment of benefits,” Citizens President & CEO Barry Gilway said in a news release. “Unless the Legislature takes action, our policyholders can expect these increases for years to come.” Insurance Commissioner David Altmaier adjusted down the request on homeowners’ multiperil accounts from 6.8 percent to 6.4 percent, but regulators approved the rest of Citizens’ requests without change. Homeowners’ wind-only insurance in coastal areas will increase an average 8.2 percent and mobile homeowners’ multi-peril accounts

Myrick said the committee realizes one of the hurdles to be addressed is the difference in how women and men get into politics and campaigning. “It’s a process and a pipeline and most women just aren’t in that pipeline,” said Lanier. While a man wakes up one morning, decides to run for office and then heads out the door and starts building an organization, “that’s just not in our DNA,” said Myrick. “We have to be invited.” That’s how she got into office. Gifford Grange, San Marco’s representative on council, decided not to seek re-election in 1987 to run for the state Legislature. Myrick and some of her neighbors in the district tried to draft several men who they thought would be a good replacement to run for the seat. “When they all said ‘no,’ the group turned to me and said ‘you could do this,’” she said. “It never occurred to me to run for office, but they invited me.” As it turned out, Myrick could — and she did — serving on council from 1987-94 before she ran, unsuccessfully, for the state Senate. She has since been an adviser to former mayors John Delaney and Alvin Brown and 2011 mayoral candidate Audrey Moran. She also is president of Myrick Policy Group, a state and local government relations firm. The committee’s most pressing goal is to secure at least $100,000 to help fund campaigns for women they endorse. Myrick said the committee has raised $12,000 in the past few weeks. “We’re nonpartisan and we’re not issue-oriented. We’re just looking for great candidates,” she said. “Some people aren’t crazy about that, but it’s the only way to build a broad base.”
