Skinner family members are preparing to sell more land in Southside, this time for senior housing and a personal storage facility. “We felt like it was appropriate to have this type of facility among all the other residential activity,” A.C. “Chip” Skinner III said of the senior living housing, which is the larger project. Kronos Capital Inc. of St. Petersburg wants to develop the project on 24.12 acres along Burnt Mill Road in Southside. It will be managed by Validus Senior Living of Tampa. Validus CEO Steve Benjamin said last week he wants to break ground in February on the community, to be called Inspired Living of Jacksonville. Benjamin said there will be 150 units of licensed assisted living with a separate area for residents with memory care related challenges. Inspired Living will be “amenity heavy,” he said. It will include wellness and fitness areas, full spa services, anytime dining in a restaurant-style environment, a dog park, transportation services and health care related services facilitated by licensed nurses seven days a week. That’s the cost estimate for repairs needed at Huguenot Memorial Park on Heckscher Drive in North Jacksonville. An ordinance will be introduced at City Council next week to appropriate $550,000 to repair the road leading to and within the park. Damage to the office building and maintenance area is estimated at $100,000 and replacing the entrance gate system will cost $100,000.

Repairing or replacing the 450-acre park’s shelters will cost $100,000 and $50,000 is needed to repair or replace the lifeguard station, signs, barbecue grills and trash receptacles. Council on Oct. 25 enacted an emergency ordinance to appropriate $7 million for dune restoration in Jacksonville Beach, Atlantic Beach and Neptune Beach. Of the total, $6 million would be used to extend the contract for the beach renourishment project in progress to also include rebuilding the dunes destroyed by the hurricane. Sea oat replacement accounts for the remaining $1 million of the appropriation.

Republicans hold lead in early voting By David Chapman Staff Writer One week down, less than one to go. With almost 168,000 ballots cast, Republicans hold a 2,550 lead over Democrats in local early voting, The turnout is about what Supervisor of Elections Mike Hogan said was expected at the outset. Hogan, overseeing his first presidential election, said expectations were for about 210,000 early votes to be cast, or about 15,000 a day. “We’re coming pretty close to hitting that projection,” he said Monday evening. The largest early voting day was Oct. 24, when just over 16,000 people cast ballots. It’s trickled downward since that first day, reaching a low of 10,225 on Sunday. The party breakdown of those votes and a slim Republican lead isn’t surprising, said Mike Binder, director of the University of North Florida Public Opinion Research Lab. Validus Senior Living’s new Inspired Living at Windermere resembles the design for the Jacksonville facility. Kronos Capital wants to buy the property, which is near the Deutsche Bank complex at Meridian Business Park and the James Island residential community. The rezoning would change the district from Residential RuralAcre to Planned Unit Development. Plans show a three-story assisted living facility and another long wing to be developed in phases. Horizontal improvements would start in 2016-17 and construction will begin after that. In previous deals, Kronos Capital has purchased property for development, after which Validus Senior Living operates the project. The validusseniorliving.com site says Inspired Living at Jacksonville will open in fall 2017. Validus lists eight Inspired Living communities operating in the state, with another opening soon and one in New Orleans to open in the spring. Along with Jacksonville, development projects include two in Texas and one in Georgia to open next year. The rezoning goes to the Jacksonville Planning Commission on Nov. 17, first hearing at City Council on Nov. 22 and the council Land Use and Zoning Committee on Dec. 6. The PUD zoning district is sought to provide for senior living. The facilities are within three miles of St. Vincent’s Medical Center Southside, the application notes. The application also says the site is an “ideal transitional PUD” moving from the intense office and business park developments to the north and west of the site and the multifamily and singlefamily residential developments to the east and south. Kronos Capital Inc. is listed as the developer and owner. Edwards Engineering is the planner and engineer and WBRC Architects Engineer is the architect. Last year, when Validus broke ground on its $30 million Ocoee project, businessobserverfl.com reported it was the first of 33 assisted-living facilities the company wanted to develop to cater to former NFL players, as well as the general public, in partnership with the NFL Alumni Association.

The news site said investment firm Piper Jaffrey committed funds to build the facilities with Validus in or near NFL markets, including Jacksonville. However, in light of litigation over a consulting fee, there’s no indication the Jacksonville facility remains part of those plans. Alumni association President and CEO Joe Pisarcik said last week that it and Validus are not affiliated. Meanwhile, the nine Skinner Family members also want to rezone 2.83 acres along Deerwood Park Boulevard for use as an upscale heated and cooled fully enclosed storage facility with internal access to units. The property is north along Deerwood Park Boulevard, between Gate and Centurion parkways, near the Residence Inn by Marriott. The ordinance, 2016-673, would rezone the property from Commercial Office to Community/General-1. It is on the Thursday agenda for the Jacksonville Planning Commission. Those with the proper level of insurance are not eligible for FEMA assistance. “We will be here until the job is completed,” Winfield told the committee. “Completed” in this instance is when it’s deemed all citizens in a disaster-declared area have been reached. During the discussion of the emergency dunes ordinance, city Chief Financial Officer Mike Weinstein said the Federal Emergency Management Agency upgraded Duval County’s disaster designation to a level that would allow federal reimbursement of permanent repairs to public facilities damaged by the hurricane. He also said the city could be reimbursed by FEMA for up to 75 percent of repair costs and an additional 12.5 percent by the state, leaving the city’s liability at 12.5 percent. Utilities pour money into solar initiative Four major electric utilities have surpassed the $20 million mark in combined contributions to support a proposed constitutional amendment on solar energy. Florida Power & Light and Duke Energy last week dropped nearly $3 million into the “Consumers for Smart Solar” initiative — Amendment 1 on the ballot — that has been opposed by most major environmental groups in the state. The latest money came as ads from Consumers for Smart Solar proclaim Amendment 1 is “solar done right.” But backers of the initiative also have been grappling with a controversy stemming from the release of a tape in which a policy director for a Tallahassee-based think tank claimed to outline the utility industry’s efforts to deceive voters. The latest contributions, $2 million Oct. 24 from FPL and $999,998 last Tuesday from Duke, brought to nearly $20.2 million the amount the state’s four largest private utilities have spent on the amendment. FPL has directed $8 million to the amendment. Duke Energy is at $6.7 million. Tampa Electric Co. has provided $3.2 million, and Pensacola-based Gulf Power is at $2.2 million. Overall the Tallahassee-based Consumers for Smart Solar has received $25.78 million, of which $21.1 million has been spent. The group also has received $341,100 in-

Sarah Bascom, a spokeswoman for Consumers for Smart Solar, pointed to high advertising costs during this year’s elections. FPL President Eric Silagy has said the Juno Beach-based company is backing the solar-energy amendment to guarantee

consumer protections that now could be usurped by local and state government rule changes. “I know it’s a popular story line to say this is just the utilities that are trying to protect a monopoly, but we don’t have a monopoly on rooftop solar, groundmounted solar or anything else,” he said. The Consumers for Smart Solar amendment would enshrine in the Florida Constitution existing rules regarding the use of solar energy by private property owners. The proposal also includes a more-contentious provision, which states people who haven’t installed solar on their property “are not required to subsidize the costs of backup power and electric grid access to those who do.” Proponents say the second provision provides consumer protections for people who don’t install solar panels. Opponents, such as the Southern Alliance for Clean Energy, say it could result in “discriminatory charges” against rooftop solar users and limit the desire of people to go solar. Critics of the amendment upped their efforts this month after the Miami Herald reported on an audio tape in which James Madison Institute Vice President of Policy Sal Nuzzo described how to use a “little bit of political jiu-jitsu” by promoting solar to win support for desired changes in policy. Nuzzo’s comments came while speaking Oct. 2 at the “Energy/Environment Leadership Summit” in Nashville, Tenn.

Voting One aspect that does surprise him is not the overall number, but how it’s been comprised. Early results show much stronger turnout in more affluent suburban areas. For instance, Pablo Creek Regional Library on Beach Boulevard leads the way with more than 10,200 early votes cast, followed by libraries in the Beaches, Deerwood and Mandarin areas that have 9,000-plus ballots in. That pales in comparison to turnout in more urban core sites like the Legends Center, which has the fewest ballots cast at 2,381. The Gateway office (2,384), Bradham Brooks Library (3,233) and Oceanway Community Center (4,363) aren’t much higher. People are able to vote at any early voting site, but have to go to their precinct on Election Day. Binder said one possibility for the lower turnout in those areas is the absence of U.S. Rep. Corrine Brown from the ballot. The longtime elected official has been mired in legal issues stemming from an indictment related to her involvement with an educational nonprofit. She

Her absence could mean “thousands of voters” could end up staying home and not voting, which would hurt local Democrat turnout. However, he said, the turnout effort could be boosted by a visit

Still, Binder said, he expects overall turnout to be fairly high. “It’s an election that has captivated the American electorate like no other,” he said. Hogan said the early turnout in the urban core early voting sites compared to the suburbs is typical, as population centers are greater around those sites with better turnout. Overall, 167,921 people have voted early locally, according to elections figures Tuesday morning. Of that, 113,440 came through early voting sites, 54,362 have been cast via mail and 119 have been provisional ballots. Across the state, nearly 30 percent of eligible voters — almost 1.8 million — have already cast their ballots for next week’s election, according to the News Service of Florida.
