hen about 70,000 s t u d e n ts a n d 3,000 faculty members return to Jacksonville’s higher education institutions in August, they will find the classroom experience much the way it was before the pandemic, with some changes that could be described as a side effect of COVID-19. In-person instruction will resume at all campuses and centers, but with continued online access for classes,

college and university administrators say. “We want people to know we are open for business in the fall. It’s time and we’re back with more options for students,” said John Avendano, president of Florida State College at Jacksonville. A greater role for technology in delivering instruction and more specialized graduate courses and certificate programs are trends driving the future at FSCJ, Edward Waters University, Jacksonville University and the University of North Florida. Plans for the Jacksonville Jaguars $120 million football performance center Downtown are moving forward. Mayor Lenny Curry’s Chief of Staff Jordan Elsbury said the administration planned to file legislation July 21 with City Council to authorize spending on the facility. The city and Jaguars would split the cost equally. Curry’s proposed five-year Capital Improvement Plan released July 20 shows the city spending $36 million on the project in fiscal year 2021-22 and another $24 million the following fiscal year. Jaguars owner Shad Khan and team President Mark Lamping announced plans June 3 for the football performance center northwest of TIAA Bank Field. It comprises two practice fields; 125,000 square feet of team office space; locker rooms; training and recovery areas; medical support facilities; and a weight room. The team would sign a longterm lease for the city-owned facility and be responsible for operating and maintenance costs. Lamping said removing football operations from TIAA Bank Field would make stadium renovations expected before 2030 easier. The bill could be introduced as soon as the July 27 Council meeting. The mayor also released a $1.41 billion proposed operating budget July 20 that includes no property tax millage increase.
