Smallcakes Cupcakery & Creamery – Jacksonville intends to open a second Jacksonville location with a 1,400-squarefoot shop at 13740 Beach Blvd. in Pablo Creek Plaza East, which is near the Super Target at southeast Beach and Hodges boulevards. Franchise owner Stacie Smith said Dec. 6 she intends to open in February 2022. “We received a lot of requests from individual and business customers to have a location in that area to help celebrate all their special occasions from birthdays, events, to weddings and for everyday gourmet desserts and ice cream with their family and friends,” Smith said by email. She said the first area store opened in 2016 at 13141 City Station Drive, Suite 145, in River City Marketplace in North Jacksonville. There could be more. “We are focused on getting the second location opened now,

City officials finalized a $1.7 million contract with firm Perkins & Will to complete designs for a public riverfront park Downtown at the former Jacksonville Landing site. The order, signed Dec. 3 by city Chief Administrative Officer Brian Hughes,
executed the contract with the international design firm. The agreement sets a May 27 benchmark for Perkins & Will to refine its design and obtain construction pricing for the park and its amenities so the city can budget for construction in fiscal year 2022-23. The deal does not include a final design-build contract for the park’s pro-
Adventure Landing rezoning decision is deferred The Jacksonville Beach Planning Commission voted 4-1 on Dec. 13 to defer a comprehensive plan amendment and the application for Planned Unit Development zoning for a proposed 427-unit apartment project at the site of Adventure Landing. Staff reports released before the meeting recommended against the zoning changes. “Primarily they had questions about wetlands and flood zones. This project will be completely compliant with FEMA regulations. We just needed time to give them the additional information they requested,” said lawyer Steve Diebenow of Driver, McAfee, Hawthorne & Diebenow. Diebenow represents applicant JB Fair Park MF LLC and Beaches Preserve LLC. Adventure Landing is scheduled to close at the end of the year.
