JEA headquarters is first home for UF

The University of Florida has agreed to lease temporary space for its new Jacksonville graduate studies center on the fifth floor of the JEA headquarters building at 225 N. Pearl St. Downtown near the Duval County Courthouse.

UF and JEA plan to agree to a threeyear lease with three one-year renewal options beginning July 1, 2024.

The space is close to three sites

UF is considering for the Jacksonville center’s permanent campus.

The sites presented as under consideration are adjacent to the Prime F. Osborn III Convention Center, near Florida State College at Jacksonville’s Downtown Campus or near EverBank Stadium in the Sports Complex.

The Fresh Market seeking to add coffee bar and spirits

The Fresh Market appears to be expanding its Ponte Vedra Beach store to include a coffee bar as well as spirits and wine that includes on-site consumption.

The grocery anchors the Corridors at Ponte Vedra shopping center at 840 Florida A1A N.

St. Johns County plans show The Fresh Market wants to add the coffee bar and also requests approval for the on-site sale and consumption of alcoholic beverages and design approval for the exterior remodel of the facade.

That includes approval of proposed paint colors and a wall sign that reflects new branding.

The Fresh Market, based in Greensboro, North Carolina, has not responded to a request for comment.

The St. Johns County Planning and Zoning Agency is scheduled to hear a request April 18 for a minor modification of The Fresh Market’s Planned Unit Development agreement.

The company filed an application Jan. 26 with the St. Johns County Planning and Zoning Department for a minor modification of the store’s PUD.

The modification is needed because the proposed package store is 35 feet from The Bolles Lower School Ponte Vedra Beach Campus at 200 ATP Tour Blvd.

Permit in review for JSO build-out in Brooklyn

The city is reviewing building permit plans for the Jacksonville Sheriff’s Office at the Florida Blue Riverside Office Complex at an estimated project cost of $5 million.

The plans show JSO will lease space in the garage/vault, the first floor, the ninth floor and the 10th floor at connected buildings at 532 Riverside Ave. The renovations cover 58,845 square feet.

The property comprises the 10-story

center and adjacent 22-story tower.

JSO would use space in the garage, on the first floor of the center, the ninth floor of the tower and the 10th floor of the connected buildings.

Costs can change during the review process.

Danis Builders LLC is listed as the construction manager. Hoefer Welker Architects is the architect. Meskel and Associates Engineering is the civil engineer.

Jumpin’ Jax closes Downtown restaurant

After operating for four years, Jumpin’ Jax House of Food closed at 20 W. Adams St. Downtown at 2 p.m. March 30.

Owner Howland “Howdy” Russell said March 30 he intends to reopen in a few weeks in another Downtown location in the central city or the Gateway Jax area of the North Core.

“We’re looking through some opportunities with nothing signed yet,” he said by email.

Asked for an anticipated date, he said “ASAP.”

Jumpin’ Jax sells burgers, sandwiches, hot dogs, chicken, pizza, salads, wraps and sides.

Russell said a delayed payout of the COVID Employee Retention Credit disbursement spurred the decision.

He was subleasing the ground-floor Downtown space from Florida State College at Jacksonville.

“Sales and general business at both locations has been very good and strong,” Russell said of the Downtown restaurant and the Butler Plaza location at 4887 Belfort Road.

Starbucks Coffee Co. remodeling in San Marco

Seattle-based Starbucks Coffee Co., which has been renovating or rebuilding its Jacksonville area shops, now intends to renovate its San Marco Square location at an estimated cost of $500,000.

No contractor is listed for the project at 1980 San Marco Blvd.

Miami-based Gensler is the architect for the project, which includes interior partitions, finishes, furniture and special equipment; new millwork, finishes and equipment at the coffee and cafe bar areas; new restroom work and exterior patio furniture.

JEA board acts on lessons learned from trial

In hiring its own consultant, the board seeks a “second opinion” from a third party.

As the JEA board of directors prepares to invest as much as $4 billion for capital improvements to meet future demand for electricity, water and sewer service in the region, the board’s recent past is influencing how it is going about its research and decision-making.

The looming investments include $2.3 billion to upgrade and expand the water and sewer system and a new natural gas plant to offset electrical power that will be lost as JEA decommissions a portion of the coal-fired Northside Generating Station.

During its March 26 meeting, the board agreed to hire its own consultant to inform and advise board members as they consider the expenditures. The consultant would be independent of the management staff and its third-party experts, on whom the board would normally count on for information and recommendations.

It’s an arrangement that may not have happened if not for the recent federal trial of former JEA

executives Aaron Zahn and Ryan Wannemacher.

On March 15, Zahn was found guilty and Wannemacher not guilty of conspiracy and wire fraud charges stemming from allegations that they schemed to skim tens of millions of dollars in undeserved bonuses through an incentive plan that would have been triggered by the sale of the city-owned utility.

Board members who were in place in 2019, the time of the alleged conspiracy, testified during the trial that they were unaware of the magnitude of the potential payouts when they

approved the incentive plan and voted to explore the possible sale of JEA. The trial raised questions about whether the board was too compliant in following recommendations from Zahn and his executive team to explore privatization of JEA and approve the incentive plan.

Those board members are no longer seated. Their successors said the questions that were raised about board oversight during the trial affected their decision to hire the consultant.

“What we’ve learned (from the trial) is that the board was not totally informed on the decisions

that they were asked to make,” said board Chair Robert Stein. Likening the consultant to a doctor giving a second opinion, Stein said he suggested making the hire in order to show the community and City Council that the board was exercising due diligence in its decision-making.

Stein suggested that the trial had increased the community’s focus on the board to responsibly

oversee the utility and protect the community’s interest in it.

As he put it, the board is under “a bright light in a dark room.”

JEA board member John Baker said the size of the projects facing the board also spoke to the need for expert consultation.

“We’re talking about building a Jaguars stadium’s worth of dollars,” he said. “And if we didn’t get a second opinion, we’d be drawn and quartered.”

Following the board meeting, JEA issued a solicitation for participation for business excellence consulting services – basically an invitation for bids from consultants.

In a related matter, the board also hired Vickie Cavey to serve as a liaison between the board and JEA management. Cavey, who served 32 years at JEA in high-level roles, will evaluate the responses to the solicitation for participation and work with JEA CEO Jay Stowe and his team to review overall operations.

Cavey, who worked with Stowe as a board liaison in 2021, will serve up to six months.

There is a change at the top of the Jacksonville Daily Record newsroom leadership. Managing Editor Monty Zickuhr has been named editor, and Karen Mathis is now editor at large, effective April 2.

“Commercial real estate and economic development reporting in Jacksonville and Northeast Florida will become my sole focus now,” Mathis said.

The almost 46-year Jacksonville business journalist remains on staff as a reporter covering her favorite decadeslong beat and also continues to represent the Daily Record in the community through speeches, panel discussions, events and meetings.

The Daily Record is 112 years old.

The nine core members of the Jacksonville Daily Record news team have almost 270 years of journalism experience, with more than 250 years of that in Jacksonville.

CSX closely tied to the Port of Baltimore

The company’s roots trace to the nearly 200-year-old rail line that began there.

Jacksonville-based CSX Corp. can trace its roots in Northeast Florida to railroads opened about 150 years ago, but the history of the company begins with a rail line started in Baltimore nearly two centuries ago.

The Baltimore and Ohio Railroad was chartered in 1827 to serve Baltimore merchants with a 13-mile rail line powered by horses.

“As the successor to the B&O Railroad, for nearly 200 years CSX and the B&O Railroad have been integral to the growth of Maryland and Baltimore’s economies and communities,” CSX said in its annual proxy statement filed March 25.

A day later, CSX’s operations in Baltimore were severely impacted by the collapse of the Francis Scott Key Bridge, which not only closed a major highway indefinitely but also closed the Port of Baltimore at least temporarily as the massive cleanup operations begin.

A week after the bridge collapse, CSX began diverting some marine shipments to New York’s port and transporting them by train to and from Baltimore.

“While the timeline for resuming freight operations at the Port of Baltimore remains uncertain, we are in constant communication with our customers, providing timely updates on the status of their shipments. CSX is fully dedicated to meeting our customers’ transportation needs during this challenging period,” the company said in an emailed statement April 1.

CSX has not said specifically how much the tragedy in Baltimore will affect operations but it will likely disrupt shipments of coal, one of the company’s largest businesses.

“We are monitoring the potential impact to our rails coverage as the collapse of the bridge poses a challenge to coal exports and automotive imports due to the Baltimore port being the second largest hub for coal

exports in the US as well as a major car port,” Morgan Stanley analyst Ravi Shanker said in an April 1 research note.

The port accounts for 28% of all coal exports in 2023, according to the U.S. Energy Information Administration.

Coal generated $2.5 billion in revenue for CSX in 2023, about 17% of its business, and much of its export coal shipments are sent from Baltimore.

CSX operates a coal terminal along Chesapeake Bay called Curtis Bay Piers, which the company’s website describes as one of the most efficient ports on the East Coast, after spending $60 million in improvements to the facility.

“The company currently intends to keep its Curtis Bay Coal Pier facility operational but will continue to assess the circumstances to determine appropriate actions moving forward,” CSX said in a March 26 statement.

Automobiles produced $1.2 billion in revenue last year, with CSX shipping vehicles from 35 distribution centers in the Eastern U.S. CSX is scheduled to report its first-quarter earnings April 17 and while the Baltimore tragedy happened at the end of the quarter and won’t be reflected in the data, we can expect CEO Joe Hinrichs to offer more details on

how operations are impacted.

“The State of Maryland and the City of Baltimore have been central to our operations for nearly two centuries, and we remain deeply connected to this dynamic region,” Hinrichs said in the company’s March 26 statement.

Jacksonville stocks lag market rally

Major stock indexes are off to their best start in five years, but most Jacksonville stocks are lagging behind the overall market rally.

Only five of the 18 publicly traded companies headquartered in Northeast Florida beat the 10% gain for the Standard & Poor’s 500 index in the first quarter.

The best gain came from space technology company Redwire Corp., which has been mostly depressed since it went public in 2021.

Redwire rose 54% to $4.39 in the quarter, with most of the gain coming in the last half of March after it reported 2023 revenue rose 52% and projected 2024 revenue to rise another 23%.

The stock reached its highest level in almost two years at $4.79, but that’s still well below the October 2021 high of $16.98

shortly after Redwire went public.

Although Redwire has fallen short of the big revenue projections it made before going public, analysts remain positive on its potential.

“We believe Redwire continues to have healthy revenue backlog and visibility in support of its new 2024 revenue growth guidance,” Roth Capital Partners analyst Suji Desilva said in a research note after the year-end financial report.

“We are encouraged by a trend toward higher cash generation as the company grows its diversified space infrastructure revenue opportunity,” said Desilva, who maintains a “buy” rating on the stock.

Another relatively low-priced stock, Duos Technologies Group Inc., was another big gainer, rising 50% in the quarter to $4.34.

Duos, which provides technology mainly for the railroad industry, rose without issuing a financial report during the first quarter.

Duos said April 1 that fourthquarter revenue fell 74% to $1.53 million.

Among higher-priced stocks, Fidelity National Information Services Inc. (FIS) and Dream Finders Homes Inc. each gained 23% to lead Jacksonville-based companies in the first quarter.

FIS has been rising after selling off a majority stake in merchant payments technology business Worldpay, which had produced disappointing results since it was acquired by FIS in 2019 and was a drag on the stock.

Investors are hopeful the company’s focus on its core banking technology business will lead to higher profits.

Dream Finders was the best performer among all Jacksonville stocks in 2023 and it continues to benefit from a surge in homebuilder stocks.

The S&P Homebuilders Select Industry Index rose 18% in the first quarter.

The one other Jacksonville company to beat the S&P 500 in the first three months of the year was Rayonier Advanced Materials Inc., which gained 18% to $4.78.

Investors are looking for a turnaround after five straight

years of losses from continuing operations for the maker of cellulose specialties products.

Home Depot buys another pro contractor business

The Home Depot Inc., which began expanding its professional contractor business with the 2015 acquisition of Jacksonvillebased Interline Brands Inc., announced its biggest pro acquisition March 28.

The Atlanta-based company agreed to buy SRS Distribution Inc., which serves the roofer, landscaper and pool contractor businesses, for $18.25 billion.

Home Depot is best known for its store network catering to do-it-yourself homeowners, but it began growing its contractor business by acquiring Interline for $1.625 billion.

Interline provided maintenance, repair and operations products.

Home Depot followed the Interline deal with several other acquisitions for its Home Depot Pro division, including an $8 billion purchase of HD Supply Holdings Inc. in 2020.

The pro division now accounts for about half of Home Depot’s sales.

Home Depot reported 2023 sales of $152.7 billion.

SRS, which has 760 branches in 47 states, has annual sales of about $10 billion, Home Depot said.

Defense contractor acquires AMMCON

Fairbanks Morse Defense announced March 26 it acquired Jacksonville-based AMMCON Corp., which makes fittings and assembled components for submarines and aircraft carriers.

Wisconsin-based FMD said the deal was its 11th acquisition since December 2020 as it grows its maritime defense industry business.

The company said the addition of AMMCON expands its products to additional customers in the U.S. Navy, Coast Guard and Military Sealift Command. Terms of the deal were not announced.

First new hotels in years arrive near Jacksonville International Airport

The side-by-side Tru by Hilton opened in February with the TownePlace Suites by Marriott planned to debut in May.

Two new hotels, the first midscale branded properties in more than a decade, are open or about to be near Jacksonville International Airport.

The five-story, 105-room Tru by Hilton Airport I-95 opened Feb. 29. at 1265 Airport Road.

The five-story, 102-unit TownePlace Suites by Marriott is scheduled to open May 15 at 1287 Airport Road.

The hotels are side-by-side at northeast Airport and Ranch roads, west of Interstate 95.

Inn of Jax LLC owns the properties. Its managers are owners of Lake City Hotels Inc., which is based in Lake City.

“This personally means a lot to me,” said Nick Patel, Lake City Hotels Inc. chief operating officer.

The properties are about 2 miles from Jacksonville International Airport.

“We started the idea of doing something at the Jacksonville airport in 2018. Because of COVID, we were unable to start the project quickly, but as soon as we realized that COVID was not going to be an issue anymore, we put the plans in place to go ahead and build this,” Patel said.

Inn of Jax LLC bought the 4.03-acre property in July 2019 for $2.85 million from RSAS LLC and USA Express Inc. of Miami. It demolished a closed 3,134-square-foot Wendy’s restaurant on the property.

Patel said the north side of Airport Road had been the main side for hotels but then the south side was developed with more properties.

“For us to build two hotels will revitalize the northern side,” and spark more growth, he said.

“We are the first investors

who are taking the risk to build here on the northern side of the road after many years and I hope other people will follow us.”

There are at least 16 hotels along Airport Road between I-95 and the airport.

Tru by Hilton General Manager Travis Highland said the hotel is a minimalist, contemporary brand attractive to millennials.

He said colors in the rooms and lobby are vibrant, with a Jacksonville mural near the billiards table. Rooms have refrigerators but the microwave is in the lobby.

The lobby includes a market, privacy pods, a pool table, seat-

ing areas and more.

Tru by Hilton says the hotel’s central lobby, The Hive, is designed as a space where guests can dine, work, play and relax. The game area features pool and other games, while work pods offer private spaces for concentration.

Guest rooms have mobile desks, multiple device charging stations and sound absorption.

Rooms have minimal furniture and electronics but larger bathrooms. “We tore out the carpet and took the doors off the closet. What’s left? Only exactly what you need—a fun room at a functional price,” says Hilton.com.

meaningful,” said Tracy Brown, regional director of sales in Jacksonville, touring the lobby, where guests recently gathered among chairs and tables at a meeting.

“We want you to stay in the lobby. We want this to be an extension of your room. This is a building that is really, truly an extension of your home,” she said.

Brown said the “connectability” also includes technology, with outlets and connection ports “within an arm’s reach in almost every space in this hotel.”

“We understand the importance of how our society is working more remotely. I think even prior to COVID that was

appealing to that younger generation that might work offhours, so the brand really wanted to be able to appeal to having those privacy pods but yet in an open-air concept,” she said.

“Instead of feeling like I have to leave the hotel and go sit in a coffee shop, I can find that same experience right here in one of the privacy pods.”

The brand also connects the community to the hotel with the main mural.

“We really want to not only bring the spirit of Tru by Hilton, we want to bring the true spirit of the town,” Brown said. Patel said the properties are

the first midscale-branded national hotels built at the airport in at least 10 years.

The team said the market comprises several types of travelers, including business travelers such as those working with logistics-related businesses in North Jacksonville; people who want to stay near the airport to avoid a morning drive to catch a flight; transient business along I-95; and visitors in town for events such as weddings, graduations, family reunions and other occasions.

The two hotels do not have meeting rooms. They do have pools, grilling areas, markets and complimentary breakfast buffets. Both are pet-friendly.

The TownePlace Suites brand caters to visitors staying two or more nights. Those rooms have microwaves, cooktops, refrigerators, dishwashers, utensils and cookware so guests can prepare food in their units.

Brown said that clientele includes travelers in town for work, assignments or events.

“I truly believed that the Jacksonville airport area needed new hotels,” Patel said.

He said the two hotels share a parking lot. Each has a pool. There also is a shuttle to the airport.

“We can provide accommodations to guests whether for extended-stay or one-nighters,” he said.

Brown said the businesses can benefit from the growth in passenger travel at JIA with the third concourse planned as well as with an additional cruise line coming to the JaxPort cruise terminal, also in North Jacksonville.

Carnival Cruise Lines departs there, and Norwegian Cruise Line begins seasonal service in November 2025.

She said the hotels also can support “the economic development of the revitalization of Downtown.”

The location is about 12 miles north of Downtown Jacksonville.

“We need to have hotels if we want to bring in more people and businesses,” she said.

Patel said the area east of I-95 also is a source of growth with

the commercial and medical developments, especially the new U.S. Department of Veterans Affairs Outpatient Clinic and 30-bed domiciliary, being built near River City Marketplace.

Patel estimates there are probably 1,000 hotel rooms in the Airport Road market area, and his products account for 207 of those.

He said Tru by Hilton has

experienced a strong demand with occupancy at 60% to 70%.

Rates online start at $111 for the night of April 13.

Patel has seven hotels in Lake City and two in Gainesville.

He hired Highland at the Fairfield Inn & Suites by Marriott in Gainesville and promoted him to Jacksonville. Patel also owns the Country Inn & Suites by Radisson in Gainesville.

Patel declined to estimate the total investment in the properties.

Total employment will be 45 to 50 among the two.

“I was able to find good hardworking staff that potentially shares the same love for this hotel that I have,” Highland said.

Tru by Hilton says it has more than 250 open locations across the Americas.

Patel also said Jacksonville is one of the cities with the largest number of Tru by Hilton properties in the United States.

it opened Tru by Hilton Jacksonville West at 4142 Perimeter Industrial Parkway, its first collaboration with Yulee-based Pritchard Hospitality LLC.

The four-story, 82room hotel is in Perimeter West Industrial Park at northeast Interstate 295 and Pritchard Road in Northwest Jacksonville.

On his first day as president of the University of Florida, Ben Sasse issued a message to faculty and staff asking questions about how to transform the Gainesville-based university to best serve the state and future generations of students.

Among his questions: “How do we become faster and nimbler to make UF a more compelling partner for the most interesting institutions across the globe? How do we determine the right locations for programs beyond area code 352 (Gainesville), and when the right mode of educational delivery is fully in-person, hybrid, or

remote?”

That was Feb. 6, 2023.

On March 8, Sasse told the UF Board of Trustees that Jacksonville would be a key factor in answering the questions he’d posed a little more than a year before.

“Jacksonville is important in its own right, but it is also very important as a doodle pad for lots of the broader experiments and reform that are needed in higher education in general,” he said. “When we

More than a year after the proposal was made public, it is official that Jacksonville will be the site of a new University of Florida graduate studies center.

The plan, originally put forth at a news conference at City Hall in February 2023, was approved without conditions by the State University System Board of Governors at its meeting March 27 in Tallahassee.

The unanimous vote in favor of the center came after about an hour of presentations from representatives of the university and the University of North Florida, which is working with UF on the project.

“We will collaborate and not compete. There are opportunities that will arise from this that would not have otherwise,” Kevin Hyde, chair of UNF’s board of trustees, told the board.

“We want to make this a true win-win-win for the University of Florida, the University of North Florida and the state of Florida,” UNF President Moez Limayem said before the vote.

What it is

According to UF, the primary purpose is to create a national center of excellence for advanced graduate and professional degree programs and related research efforts.

“The workforce-oriented degrees will feature new curricula that integrate the latest advances in artificial intelligence (AI) and data analytics to serve the state’s rapidly growing needs in business, engineering, health sciences, law, and related fields,” documents submitted for the March 27 meeting state.

Jacksonville will be the home of a Type III campus to enroll up to 1,000 students.

Where it stands

UF has agreed to terms with JEA for a short-term lease for space on the fifth floor of the municipal utility’s headquarters building at 225 N. Pearl St. Downtown near the Duval County Courthouse.

The space is near three sites UF is considering for the Jacksonville center’s permanent campus.

The sites presented as under consideration are adjacent to the Prime F. Osborn III Convention Center, near Florida State College at Jacksonville’s Downtown Campus and near EverBank Stadium in the Sports Complex.

What it is

The UF Semiconductor Institute was launched in October 2023 by UF’s Herbert Wertheim College of Engineering in response to the 2022 congressional CHIPS and Science Act, which created billions of dollars of incentives toward reshoring semiconductor manufacturing in the U.S.

Gov. Ron DeSantis requested $80 million in funding for the institute during the 2024 legisla-

tive session. “Industries like semiconductor manufacturing and advanced packaging support our national security and create economic opportunities in our state,” DeSantis said.

“The investments we are making today ensure that our students have access to high-wage, high-demand jobs without going into debt, while supporting sustainable economic development in Florida.”

On March 8, UF Board of Trustees Chair Mori Hosseini told the board that Jacksonville’s emergence as a potential site for the institute was related to the graduate school.

“We didn’t wake up one day and say, ‘We want to be in Jacksonville,’” he said.

“We were approached by the mayor of Jacksonville and the community, who met with us here in Gainesville and offered to partner with us.”

Now, Jacksonville is preparing to become the home of two new UF institutions that play into Sasse’s vision of the university partnering with businesses to apply research to current and future challenges, putting students closer to prospective employers and spurring the regional and state economies.

Here’s a look at both of the institutions:

three-year lease with up to three one-year renewal options beginning July 1, 2024, subject to JEA board approval.

The term sheet indicates a $112,259.84 build-out cost for 2,900 square feet in the first year.

The space is expected to expand as enrollment at the center increases.

Lease payments begin at $4,833.33 per month and increase to $20,383.90 in 2030, when the center is expected to occupy 10,500 square feet in the building, based on program growth.

The term sheet also includes up to 150 parking spaces in the building’s secure garage; students, faculty and staff will be issued ID badges for 24/7/365 access to the building; and rights for UF to install signage on the building.

What’s next

The university plans to offer credit-bearing instruction and degrees in Jacksonville beginning in fall 2025.

Many of the classes will be part-time and scheduled in the evenings and on weekends to accommodate the needs of students who are working professionals, UF Vice President for the Jacksonville Program Kurt Dudas said.

The UF colleges participating in the establishment of the facility include the Warrington College of Business; the Herbert Wertheim College of Engineering; the College of Medicine; the College of Public Health and Health Professions; the Levin College of Law; and the College of Design, Construction and Planning.

Hosseini said he and Sasse felt Jacksonville was “the right place” for the institute.

Where it stands

Hosseini told the board that “tons of places” were vying to bring the center to their communities, so there is a competitive process involved in siting it.

Hosseini said the city that is selected will need to show support, suggesting that elected

leaders and private donors will need to commit to it.

What’s next

Jacksonville Mayor Donna Deegan said Jacksonville was in “good position” to land the center.

“It’s going to be a competitive process … but I think we’re in a good position to win that and hopefully we’ll know something more about that in the next couple of weeks,” she said.

Oceanfront home sold at no-reserve auction

Bidding on the almost 13,000-square-foot Ponte Vedra Boulevard property started near $3 million.

An oceanfront home in Ponte Vedra Beach sold Feb. 23 at a no-reserve auction for $7,589,900, plus commission for Platinum Luxury Auctions of Miami.

The property is at 1263 Ponte Vedra Blvd.

The auction was advertised on TV for weeks ahead of the event.

Manan and Vakta Gandhi bought the home from Daniel L. and Carol J. Wildermuth on March 25.

Manan Gandhi is the CEO of the family-owned Lucy’s Gift Boutique and Gretchen’s Hallmark. Gretchen’s Hallmark has 25 locations in the Southeast, according to its LinkedIn page.

Vakta Gandhi is a co-owner of Lucy’s Gift Boutique and Gretchen’s Hallmark and also is owner of Pandora Avenues Mall, Pandora Arbor Place and Annie’s Hallmark and Baldoria, according to Facebook.

Daniel and Carol Wildermuth resigned from their positions with the Alpharetta, Georgia-based Wildermuth Fund and from its board of trustees Nov. 1, 2023.

The Wildermuths paid $6.3 million for the home in April 2019. They asked for $11.9 million when it was placed on the market in July. There were no takers.

Eleven parties qualified to bid on the property. Of those, seven were present for the auction and four bid via video remote, said Trayor Lesnock, Platinum Luxury Auctions founder and president.

The bids began near $3 million, said Lesnock, the auctioneer.

The bids increased in $500,000 and $1 million increments and then slowed when the bidding reached $6.75 million.

The auction buyer premium is usually 11% of the sale price, an $834,889 commission. That amount is split by the auction company, buyer’s brokers and other participants.

Lesnock estimated that his company made about $450,000 on the sale.

“I don’t know of a time when our company has ever received the full 11%,” Lesnock said.

The auction was held without reserve, which means that once the auction began, it had to result in a winning bid. A no-reserve auction for multimillion dollar properties is fairly common.

“Out of our last 40 or 50 auctions, only two were done with a reserve,” he said.

However, home auctions are not the norm.

“These auctions are but a grain of sand on the beach of real estate sales,” Lesnock said.

Bidders had to consent to a background check to be sure they had the means to make the purchase. A refundable $100,000 deposit was required. The deposit was not returned to the winning bidder. The deposit is hefty enough to chase away gadflies, he said.

The bidders must agree to the terms of the sale. All of this is done up to the day before the auction.

Lesnock credits the pre-auction precautions to never having a winning bidder back out of the deal since founding his company in 2010.

The 12,751-square-foot Mediterranean-style home sits on 1.5 acres with 200 feet of ocean frontage. It is about 1.6 miles south of Mickler’s Landing.

The home comprises six bedrooms and seven full and three half-baths. It has two gourmet kitchens, a media room, a private elevator, a fitness center, an executive office/study and a six-car garage.

The home contains a 2,200-bottle, temperature-controlled wine cellar.

The home was sold with some furnishings. The wine collection, however, was not included.

A house of that size and scope could have provided a much higher price if in pristine condition, Lesnock said.

The oceanfront house was built in 1995 and needs more than $1.5 million in roof repairs and the installation of up-to-date impact windows. Little maintenance has been done since it was built, he said.

The event, which is open to everyone, raises money for Jacksonville Area Legal Aid.

In support of Jacksonville Area Legal Aid, the Pajcic & Pajcic law firm will host its 10th annual Pajcic Yard Golf & Lawn Party 3-8 p.m. April 6 in Avondale. The Yard Course is at 1917 Montgomery Place, Steve and Anne Pajcic’s home; the Back Nine is at 3900 Richmond St., Michael Pajcic and Katy DeBriere’s home.

The event is open to anyone who would like to spend the afternoon and evening along the St. Johns River with friends while helping raise money for civil legal aid in Northeast Florida.

“Half of the people don’t play golf. They just come for the food and drinks and to socialize,” Steve Pajcic said.

Pajcic Yard Golf & Lawn Party raised more than $160,000 in 2023. If at least that much is raised this year, the total since the event began will be more than $1 million donated to JALA in support of civil legal aid for people who cannot afford to hire an attorney.

The event features an “island green” on the Yard Course fashioned after the 17th hole at TPC Sawgrass.

There is a contest where local celebrities, including former professional golfers and current and former Jacksonville Jaguars players, compete for closest to the pin teeing off from the dock.

Pajcic said this year’s confirmed celebrity list includes former PGA Tour players Steve Melnyk and Mark McCumber, former Jacksonville University and NBA basketball player Artis Gilmore, Mayor Donna Deegan and former 4th Circuit Chief Judge Mark Mahon.

All attendees may compete in a hole-in-one contest, with a $6,000 prize for the golfer and a $6,000 match for JALA on the line.

In addition to the golf, the Back Nine will feature a water slide, bounce house and face painting for children.

Hot dogs and beverages are served on the Yard Course. The Back Nine features a taco truck and beverages.

Valet parking is available at each home, Pajcic said.

The suggested donation is $50 for private practice attorneys, $25 for everyone else. Participants’ children are admitted free. Food, beverages and valet are complimentary.

Federal practitioners will meet 8:15 a.m. to 1:15 p.m. April 23 at the Bryan Simpson U.S. Courthouse for presentations and four hours of CLE credit anticipated.

The fee is $85 for members of the Jacksonville Federal Court Bar Association; $55 for government, nonprofit and Criminal Justice Act Panel attorneys; $25 for court staff attorneys and judicial law clerks; and is free for judges and first-year judicial law clerks. King spent four years investigating the case for his podcast, uncovering new evidence and prosecutorial misconduct, making the case that Schofield is innocent of the murder of his wife, Michelle, a crime that has kept him in prison for the past 36 years.

Recently, your board of governors made a historic decision to meet a need, seize a compelling opportunity and advance the Jacksonville Bar Association’s mission.

We are expanding our membership criteria beyond attorneys and law students only to include Florida Registered Paralegals.

We recognize the critical role that paralegals, legal assistants, office managers and other support staff play in the delivery of legal services and the operation of most law offices.

In the past we were hesitant to expand membership beyond lawyers for fear of opening a door that may become wider than intended.

Evaluating this issue, we felt that offering membership to Florida Registered Paralegals strikes the right balance.

To quote from the Florida Bar’s website, “a Florida Registered Paralegal (FRP)

is a paralegal who has met the education, training, certification and work experience required for voluntary registration as set forth in Chapter 20 of the Rules Regulating the Florida Bar.

The criteria for becoming a Florida Registered Paralegal are above and beyond what is required to do paralegal work in Florida. FRPs must also take 33 hours of continuing education every three years to maintain their status. These distinctions help set FRPs apart from their peers.”

The Florida Bar’s oversight of the Florida Registered Paralegal program imposes on FRPs a similarly stringent third-party vetting that our attorney members experience. That gave us peace about narrowly expanding membership to include others also subject to The Florida Bar oversight and professional standards. SEE

JBA celebrates Law Week with education and philanthropy

This year’s theme, “Voices of Democracy,” encourages a deeper understanding of the electoral process.

Law Day is an annual event held on May 1 to celebrate the rule of law and provide for a deeper understanding of the legal system and how it protects liberty, justice and freedom.

Law Day was established by President Dwight D. Eisenhower in 1958. Three years later, Congress designated May 1 as the

official day for recognizing Law Day.

The sitting president has issued a Law Day proclamation every year since 1958. Law Day programs are conducted throughout the country and the world by Bar groups, courts, schools and community organizations.

The 2024 Law Day theme, “Voices of Democracy,” recognizes that the people rule in a democracy with the goal of encouraging Americans to gain a deeper understating of and to participate in the electoral process.

Alternative Spring Break is an annual community outreach project facilitated by Jacksonville Area Legal Aid in which law students assist low-income older adults draft advance directive documents.

These include power of attorney, living will, designation of health care surrogate and designation of pre-need guardian.

College of Law take part in Alternative Spring Break. This year, students from Jacksonville University College of Law also participated in the program, which was March 11-14.

Twelve students spent part of their 2024 spring break providing pro bono services including, Ashlyn Freeman, Logan Grutchfield, Alexander Tyler, Matthew Hanuman, Tara Garner, David Safir and Michael Israel from UF and Andrew-Paul Griffis, Casey Shiver, Joe Oliva, Alex Borger and Morgan Miner from JU.

The students began with an orientation Monday at JALA and were given an overview of the impor-

tance of civil legal aid from JALA’s President and CEO Jim Kowalski.

Pro bono attorney Rick Stockton of Holland and Knight spoke with the students about the importance of each of the advance directive documents.

Stockton also trained the students on how to draft the advance directives using templates and computer software provided by Holland and Knight.

Tuesday and Wednesday, students were at Cathedral Towers Downtown and Pablo Hamlet in Jacksonville Beach where they counseled residents and drafted their advance directives.

Over three days, the students provided services to 30 people, representing about $15,000 in pro bono legal services to those who could not afford to pay for the documents.

In 2023, our volunteers worked on about 300 cases and reported 1,000 hours of service.

National Volunteer Week is April 21-27.

Established in 1974, it is an opportunity each year to recognize the impact of volunteer service and the power of volunteers to tackle society’s greatest challenges and build stronger communities.

I want to give a special shoutout to some of the Three Rivers Legal Services Jacksonvillebased volunteers:

with our monthly Ask-A-Lawyer Clinics at the NAACP in Jacksonville.

Brenda Ezell has worked on more than a dozen housing cases through our Telephonic Housing Clinic, advising tenants on their rights and responsibilities.

Logan McEwen, Amanda Thoele, Frank Morreale and Edward Sarnowski have assisted several clients with estate planning and advance directives.

In addition to training materials and mentorship, Three Rivers provides liability insurance coverage, recognition for service and reimbursement for litigation costs.

We have a variety of opportunities:

The Telephonic Housing Clinic is an advice-only clinic offered 5-6 p.m. Tuesdays. Cases are limited to private landlord/tenant issues with a time commitment of 45 minutes.

Our Pro Se Divorce Clinics are in-person assistance clinics offered every three months in Jacksonville and Fernandina Beach with a time commitment of one to three hours.

Three Rivers staff prepares the forms with the clients. Volunteer attorneys participate for the limited purpose of providing counsel and advice on parenting plans, alimony and support.

The Ask-A-Lawyer clinics are conducted one Saturday for

about three hours each month at the NAACP in Jacksonville.

Law in the Library is a virtual community outreach event in cooperation with the Alachua County Library District. A volunteer presents on a legal topic for about 40 minutes and then answers a few questions from viewers. The sessions begin at 5:30 p.m. on the second Wednesday of the month.

Also available are pro bono referrals for advice and counsel/ brief services or full representation.

We reach out to volunteers one-by-one after determining that volunteer skills and client needs match. You can tell us what kind of work you want to do including subject matter area, transactional or litigation; where you want to do it by county, remote or at clinics; and how you want to do it whether solo, co-counsel with staff or with a mentor.

I will advocate for strengthening and building community amongst our members in the JBA.

I am a firm believer that leadership is about empowering those around us. I will work diligently to prioritize initiatives that maximize the value of our resources, enhance member benefits and support the long-term sustainability of the JBA.

Shannon Schott (Incumbent)

In my tenure on the board of governors, I’ve been privileged to witness the strengths of the JBA, including its legacy of connecting members with the judiciary and fostering a professional community.

However, our legal landscape is evolving, and so are the needs of our members.

My goal is to steer the JBA towards a more inclusive and dynamic future, where every local attorney, regardless of their background or firm size, sees the value in our membership.

By broadening our engagement and programming, and by actively addressing the concerns of underrepresented groups, we can ensure the JBA not only maintains its esteemed legacy but also a nurturing ground for all local legal professionals.

As a new lawyer, and throughout the earlier years of my career, I found the JBA very intimidating and as a result did not get involved with the JBA and YLS as early in my career as I wish I would have.

As a result of that experience, my goal is to make the JBA a welcoming and inviting organization and space for all of our members, regardless of experience level and aptitude.

I would also like to get our membership to support efforts to revitalize and grow our Downtown by, for example, hosting a monthly lunch in James Weldon Johnson Park or cross-promoting events between the JBA and other Downtown-focused organizations.

I want to be your next JBA board member because I want to help our association grow together.

My two goals for JBA next year are to increase: (1) active membership and (2) diversity within our leadership.

I want to continue that momentum and serve the JBA where needed.

The Jacksonville Bar Association is comprised of many outstanding individuals who put on amazing programming year round.

One of the most vital things I believe we can accomplish as a board is making the legal community here in Jacksonville aware of the wonderful opportunities available to them.

There is nothing more rewarding than meeting someone who is attending their first Bar event. It has been my experience that you will often see that person again as the tight knit community fostered by the Jacksonville Bar leads to long lasting friendships and rewarding business connections.

By building on the great things accomplished I would want to bring as many people to the table as possible.

David Thompson (incumbent)

Over my past two years as one of your governors, we have increased membership and participation within our legal community and my main goal is to continue that growth.

When I ran two years ago, my other goal was to strengthen bonds between the JBA and our community, especially the youth, to promote a positive view of our legal community and our profession. We have increased participation within the Raines High School Future Lawyers and Leaders Program and have increased participation within our own Bar association including certified paralegals.

I would like to continue our community participation with more efforts placed in our schools to inspire our next generation of lawyers.

Michele Waddell

As Jacksonville and the surrounding areas grow, so does the Jacksonville Bar Association.

We have a reputation for being one of the most collegial Bar associations in the state, so I believe it is important to continue the current programs that create that atmosphere, such as happy hours and luncheons, continuing education opportunities and social events that allow us to bring our families.

As a board member, my goal is to continue the growth of these programs as well as strengthen opportunities for professional advancement and mentorship, develop additional mental health focused activities and create greater support for our growing Bar affiliates.

Adina Pollan (Incumbent)

I have been working with my fellow board of governors to increase membership so that the faces of our organization parallel our profession at large. Diversity and inclusion are core missions of mine.

I also believe that it is important to have a range of offerings that complement our busy and hectic schedules. Breakfasts, lunches, happy hours, online CLEs, in-person events, Zoom meetings - all of these options can enhance what we do as attorneys and help to bridge our networks. I’ve also taken time to call or have lunch with members who haven’t been able to attend events, so that they know we at the JBA also value one-onone time with our members. Each individual is important.

John K. Weedon (incumbent)

Dockets are tight and our schedules are busier than ever. I will continue to concentrate my efforts on meaningful membership engagement and retention and providing more opportunities for involvement, whether big or small. The JBA should continue to provide outstanding networking in order to ensure that we continue to be the best place in the state to practice law.

Discovering the meaning of success

I have been most impressed by innovative and creative efforts to meet large challenges.

Recently, I discovered that I am a late bloomer.

My entire life I have been restless, working, probing, searching, hoping for success.

In truth, it has never been a completely satisfying journey.

Yet at last, on Feb. 29 of this leap year, between 1:23 p.m. and 1:45 p.m., I can report that I discovered and understood the

meaning of success.

That is when Jacksonville University President Tim Cost and I received notification that the JU College of Law received accreditation provisionally from the American Bar Association. Sincere thanks are due to those at JU and the city of Jacksonville who are responsible for making these immeasurably worthwhile and unforgettable moments possible.

Among the most overwhelming, wonderful, emotional moments in my life, topped only by personal treasured family moments, was on that Thursday afternoon, walking into our classrooms with my talented and dedicated law school colleagues to announce to our students: “Congratulations. You are now attending an accredited law school.”

Their spontaneous, proud reaction was revelatory about the indescribable meaning of success.

My fellow administrators, faculty and I almost lost any semblance of composure each time we made the announcement in each classroom.

I doubt, at least professionally, that those experiences will

Frankly, that’s what we’re shooting for at the Jacksonville University College of Law.

Thanks to each and every one of you, I believe I now understand the meaning of success, but lack the words to describe it. It has something to do with the inherent priceless worth of our academic mission and that students are our purpose, not our excuse for having a law school.

We succeed by passing on the knowledge for others to apply their learning to make this world a bit more like heaven.

One last time: The fourth and (final) letter to myself

Be grateful for everything you have and for everything you don’t.

Dear John,

This is our fourth letter, and our last. But before I leave you to our future, indulge me one more time as I look back 30 years later.

John, I wish I could soften this, but there are tough times ahead. Really tough times. Personally and professionally. You will doubt yourself and your circumstances. Tomorrow will test your

faith. Storm clouds will darken countless days.

But here we are, right? Having survived some difficult times, let me offer some light.

First, no matter how bad it gets, know that someone has it worse.

Just when you think you can’t endure another running injury, you’ll see a man with no legs, in his wheelchair, waiting at the traffic light. And when you and your wife are struggling to have another child, you’ll attend the funeral of someone else’s only child. Understand?

Second, change comes. No matter what you’re going through, it won’t last. At least not to the same extent.

Most of the things keeping you up at night will one day be forgotten. And the rest will no longer exist.

John, it’s not about avoiding life’s challenges; it’s about surviving them. Maybe that’s why we have sunrises.

Third, and most important, life isn’t supposed to be easy. You’re

going to read that one day in the world’s most widely read book.

Life on earth is designed to be into the wind. It’s designed to be part of something bigger than you. It will cause you to consider justification. For yourself. Remember when we talked about your purpose? That evolves.

And John, be a giver. I know you’ve just left the dock, but so much will be given to you. Think about everything you’ve received already.

One day when you’re sitting comfortably in the coffee shop you’ll watch as a young woman of far less means than you walks a homeless man to the counter, orders for him and walks out anonymously. You’ll spend the rest of your medium drip watching gratitude and wondering why you hadn’t done that. Why John?

Let me remark about a timeless societal obsession – photographs. Be wary of still images. Understand the photographer publishes only what suits the photographer.

I recall a woman who fre-

quently shared photos of herself, her husband and their children in the grandest places, smiles on every face. And yet, as the photos were being shared, Ms. Perfect and her husband were divorcing.

Also, recall that photographs capture only moments in time. You will come to realize it’s the times between the images that matter more. Everyone smiles when told.

John, it’s not as important to be in the photograph as it is to be in the moment. Don’t miss the true beauty of the experience.

Someday you’ll get compliments on your work in court, but you will know the truth. Most of our opening statements and closing arguments were written on Sunday mornings, on wooden pews, to the cadence of our pastor’s sermons – the cadence you are making ours.

Keep reading, keep writing and always be respectful. Know the virtue of humility.

Most important, be grateful for everything you have and for

everything you don’t.

About losing a loved one, mom’s death will not be our last. But John, when someone close to you dies, it’s not about being forever changed by their death. It’s about being forever changed by their life. Remember that. In each of our letters I’ve asked you to hold something near. Hold this above the rest. It is written, “He will wipe away every tear from their eyes, and death shall be no more, neither shall there be mourning, nor crying, nor pain anymore, for the former things have passed away.”

Annual YLS golf tournament a benefit for Builders Care

The Young Lawyers Section is hosting Chippin’ in for Charity, its annual golf tournament, April 11 at St. Johns Golf & Country Club. This year’s outing supports

Northeast Florida Builders Care, a nonprofit construction contractor whose mission is to provide affordable or, in some cases, no cost construction services to the elderly and disabled people and other nonprofits in Northeast Florida with the spurpose of building a better habitat for all.

Founded in 2001, Builders Care has assisted hundreds of area residents with critical home repairs and maintenance to their properties.

Builders Care estimates there

are 45,000 substandard homes in Northeast Florida that are in desperate need of repair. Given the outstanding need, the YLS is partnered with Builders Care to ensure this need drastically reduces.

Through the tournament, YLS will raise money to assist Builders Care in their effort to provide critical home repairs for the most disadvantaged elderly and disabled people.

The tournament begins with a shotgun start at 1 p.m.; however,

the driving range will open at noon to dust off those golf skills before taking on the competition.

At the end of the tournament, the YLS will host a reception to celebrate the charity, our sponsors, our winners, and all of our participants.

Not only is the event a fun, action-packed golfing extravaganza (and a day out of the office) but many prizes await players as they attempt to post the course record.

Some of the prizes include a golf package for two to Saddlebrook Resort in Florida and a golf package for two to a Hawaii beach resort.

Technology is improving accessibility and transparency.

Construction arbitration has evolved significantly over the years. As the industry continues to evolve, so too do the trends and practices within construction arbitration.

This article looks at some of the emerging trends that are changing the landscape of construction arbitration and their implications for parties involved in construction disputes.

INCREASED USE OF TECHNOLOGY

One notable trend in con-

struction arbitration is the increased use of technology to streamline proceedings and enhance efficiency. From virtual hearings and electronic document management to online arbitration platforms, technology is revolutionizing the way construction disputes are resolved.

Long gone are the days of hauling bankers boxes full of daily reports, printing color copies of aerial site photos, or bringing 30 binders of paper exhibits to a final hearing. Arbitrators are becoming accustomed to electronic exhibits and being able to access and search exhibits.

This makes the deliberation and award-writing phases more streamlined, particularly if the exhibits are well labeled and lengthy exhibits, such as contracts or specifications, are searchable.

Technology has made preliminary and final hearings easier to schedule. Virtual hearings, in particular, have become more prevalent, allowing parties and arbitrators to participate remotely, thereby reducing costs and eliminating geographical barriers.

The use of technology not only accelerates the arbitration process but also improves acces-

sibility and transparency while lowering costs.

EMPHASIS ON EFFICIENCY

In today’s competitive construction industry, parties are increasingly focused on resolving disputes in a timely and cost-effective manner. There is a growing emphasis on efficiency in construction arbitration proceedings.

Arbitrators and parties are employing various strategies to streamline the arbitration process, such as shortening deadlines, limiting discovery, using witness statements, adopting expedited procedures for smaller claims and using case management techniques to control costs.

We are also seeing arbitration clauses with interim dispute management tools that allow the parties to have claims heard while the project continues to move forward, or provide for expedited processing of particular claims, such as payment claims, without prejudicing the parties’ rights to bringing additional claims later.

Furthermore, the use of technology, as mentioned earlier, plays a significant role in enhancing efficiency and reducing the overall cost of arbitration.

RISE OF DELAY AND COST OVERRUN CLAIMS

Another notable trend in construction arbitrations today is the increasing prevalence of delay and cost overrun claims.

Delays can occur due to various reasons, including design changes, weather conditions, labor disputes or unforeseen site conditions.

Arbitrating delay claims requires a thorough analysis of the project schedule, causation and the impact of delays on project completion.

Cost overrun claims require the examination of job cost records, including increased labor costs, material and equipment costs, overhead and loss of efficiency or productivity.

Expert analysis is typically required to pursue and defend against delay and cost overrun claims, thus resolving delay disputes can be time-consuming and expensive, adding to the overall cost of the project.

FOCUS ON EXPERT EVIDENCE AND TECHNICAL COMPLEXITY

Construction disputes frequently involve technical issues that require expert evidence to resolve. Whether it’s assessing defective workmanship, determining the standard of care or

quantifying damages, arbitrators often rely on expert witnesses to provide specialized knowledge and opinions.

However, coordinating expert evidence can be challenging, especially when experts have conflicting opinions or when technical issues are highly complex and contentious. Construction arbitrations are becoming increasingly expert-dependent, particularly given the applicable codes and vast nature of claims, which on any given construction project can range from water intrusion or structural failures to geotechnical issues or sequencing and critical path impacts.

By understanding and addressing the technical issues proactively, parties can navigate construction arbitration proceedings more effectively and achieve timely and cost-efficient resolutions to their disputes.

This year, the U.S. will hold its 60th presidential election which requires Americans to consider important questions about democracy, the rule of law and moving the country forward after free and fair elections.

In honor of Law Day and to further explore this year’s theme, the Jacksonville Bar Association is sponsoring several events in our community.

The JBA Law Day Luncheon is at noon May 1 at the DoubleTree by Hilton Downtown on the Southbank. Jacksonville Mayor Donna Deegan will be the featured speaker.

The Liberty Bell Award recipient will be recognized at the luncheon.

This award was established more than 40 years ago to recognize outstanding community service provided by a nonlawyer

who has contributed to the cause of justice and to the legal community.

The Law Week Committee is accepting nominations for this award through 5 p.m. April 12.

The JBA is sponsoring its annual poster contest which involves Jacksonville volunteer attorneys discussing the Law Week theme with students at West Riverside Elementary School.

Based on these discussions, students create posters interpreting the theme. The posters will be on the JBA website in April, and we encourage all attorneys and members of the public to view the posters and vote for their favorite works of art.

Awards will be presented to the winning students before the end of this school year.

A new event has been added to the calendar this year which provides an opportunity for students at Jean Ribault High

School to participate in a speech contest.

The topic is “How Can Young Voices Shape the Future of our Democracy?” and students will write an original composition and submit their recorded speeches for review.

The first-place winner will be invited to present their speech at the Law Day Luncheon and the first-, second-, and third-place winners will receive cash awards.

The JBA and its members, along with the Law Week Committee, also coordinate several fundraising events to benefit our community.

All donations will automatically be shipped to the JBA offices and the items will be delivered

to West Riverside Elementary School in May.

Along with the Jacksonville Beaches Bar Association, the JBA is sponsoring Rendezvous on the Rooftop on April 30 from 6-8 p.m. at Casa Marina’s Penthouse Lounge in Jacksonville Beach.

Admission includes two drink tickets, one raffle ticket and light appetizers. Advance tickets are $25 until April 12, $30 April 13-30 and $35 at the door.

This event benefits Dreams Come True, a Jacksonville nonprofit that grants wishes to children diagnosed with lifethreatening medical conditions.

To date, the JBA has raised more than $31,000 for the dreams of 14 local children.
