THE TACO INFLUX: WHY THEY’RE GREAT TO SELL

The relatively inexpensive product costs and the popularity of tequila are driving more taco restaurants to Northeast Florida.

If you love tacos, this may be the golden age in Northeast Florida, with more restaurants featuring the fare on the way.

Some are aimed at families.

Others are more upscale, with full bars featuring 30 or more usually hard-

to-find brands of tequila and mezcal.

Beyond the dining preferences of consumers, more factors are driving the taco trend.

It may be a function of restaurant economics, said Robbert Bouman, professor of culinary arts and hospitality management at Florida State College at Jacksonville.

A Mexican- or taco-themed restaurant

depends on a few basic ingredients and nearly every dish uses some of them. At a time when 10 chicken wings can cost a diner $15 or more, three basic tacos with tortilla chips and salsa cost between $9 and $12.

Tulum Flavors of Mexico restaurant opens

Tulum Flavors of Mexico is open in the Exchange at eTown in southern Duval County.

The 4,620-square-foot restaurant opened April 1 at 11025 eTown Parkway, Suite 206, east of Florida 9B and Interstate 295.

It has outdoor seating including a covered patio with a bar top and roll-up window.

It seats 150 inside and 76 on the patio. It initially was called Mr. Chuy Taqueria and Cantina.

Tulum is part of the Añejo Cocina Mexicana and Salsas Mexican Restaurant JV Restaurant Group, owned by Jesus and Blanca Valencia.

Tulum cost more than $1 million to build-out and furnish. It employs 35 workers to start, Blanca Valencia said. The restaurant’s cuisine offers more than typical Mexican fare. Mostly Mayan in origin, it features barbecued pork.

Banyan Air Service expands in St. Augustine

Banyan Air Service, a maintenance, repair and overhaul provider, has expanded its operations to the Northeast Florida Regional Airport. It is the airport’s newest tenant.

“The TJX Companies, Inc. will be filling our former Bed Bath Box, joining our top tier line up at SBR,” he posted April 4.

“Nordstrom Rack (opening May 2nd), J.Crew Factory (opening May 2nd), and Bath & Body Works (opening June).”

“Big transformation for one of the best shopping centers in Jacksonville! Check out the façade renovation, which will bring a new look for SBR!!” Apple posted.

The Daily Record reported Feb. 21 that J. Crew Factory and Bath & Body Works are joining the center next to the new Nordstrom Rack.

Next to T.J. Maxx, Curations Furniture Design will relocate “from down the street to a new and much larger showroom!” he posted. He said Katie Kirchner and Clay Weaver with Strategic Sites - Clifford Commercial represented Curations and Mercedes Anderson Loftus with Strategic Retail Advisors represented T.J. Maxx in the lease negotiations.

Specializing in HondaJet sales and service, Banyan leases hangar space at the airport in St. Augustine to provide service and support to HondaJet owners and operators in Northeast Florida, including inspections, modifications, avionics upgrades and aircraft onground support.

According to its website, Banyan has maintenance and repair station approvals in Argentina, Aruba, Brazil, the Cayman Islands, Chile, Colombia and Mexico. It was founded in 1979.

Animal processing facility linked to Apna Bazar

An animal processing facility for an Indian and Middle Eastern grocery and counter service restaurant is being proposed on a parcel in Northwest Jacksonville.

City documents indicate plans to build a 25,000-square-foot processing facility at 7709 Woodley Road, west of New Kings Road on the western edge of a light industrial area that includes a vehicle salvaging and parts operation,

a manufacturing facility and a trucking company.

The plant is connected to Apna Bazar, which offers Indian, Bangladeshi, Pakistani, South Indian, Middle Eastern and English foods in its full-service grocery store at 11173 Beach Blvd.

A food counter operation is connected to the grocery. The grocer’s products include halal meats, which are processed in accordance with Islamic law.

$100M project to build autonomous electric vehicles looking at Jacksonville

The Mayor’s Budget Review Committee advanced legislation for $7.7 million in city incentives for the codenamed Project Link.

The city’s top economic development administrator said he believes Jacksonville has at least a 50-50 chance of landing Project Link, the city’s code name for an undisclosed company seeking incentives to manufacture parts and assemble

Ed Randolph, executive director of the Office of Economic Development, told members of the Mayor’s Budget Review Committee on April 8 that the company was looking at sites in a few other states in the Southeast for its operation.

An OED summary describes Project Link as a $100 million capital investment for a 450,000-square-foot manufacturing facility to be built on 40

Fitness and athletic club Life Time buys 8.5 acres in Seven Pines community

The company plans a two-story, 85,000-square-foot location with an outdoor beach club, lap and leisure pool, bistro and amenities at Butler and Interstate 295.

Life Time bought 8.5 acres at the entrance of Seven Pines to develop its first athletic resort club in Northeast Florida and the sixth in the state.

The location is at the entrance of Seven Pines at southwest Butler and Kernan boulevards.

Through LTF Real Estate Co. Inc., Life Time bought the land from the Skinner Family through Sawmill Timber LLC.

Chip and Riley Skinner, part of the ownership group, shared the information.

Duval County property records show that Life Time paid almost $8.2 million for the property March 29. The deed was recorded April 8 with the Duval County Clerk of Courts.

Life Time is an athletic country club with more than 170 locations in the U.S. and Canada.

At Seven Pines, Life Time plans a two-story, 85,000-square-foot location with a 50,000-squarefoot outdoor beach club.

The outdoor beach club will include a combined lap and leisure pool, waterslide, lesson pool, outdoor bistro and resort/ lounge-style seating.

Amenities include eight outdoor pickleball courts; Life Time Kids Academy for ages 3 months to 11 years old; group fitness studios; a training floor with cardio, strength-based and free weight equipment; a basketball court; and men’s and women’s locker rooms and rejuvenation suites with a warm spa, cold plunge, sauna, steam rooms and showers. Jacksonville-based England, Thims & Miller Inc. is the civil engineer.

The five Life Time clubs in Florida are in Boca Raton, Coral Gables, Miami and Palm Beach Gardens, with Tampa opening in May.

Memberships vary by location. For example, in Boca Raton, the signature membership starts at $229 a month. Membership for those age 26 and under or those 65 and older start at $199 a month. Miami and Coral Gables rates start at $269 and $239. Palm Beach Gardens rates start at $299 and $269. No rates are posted for Tampa. Life Time, which is publicly traded, says it addresses “all aspects of healthy living, healthy aging and healthy entertainment for people 90 days to 90+ years old.”

It has more than 37,000 employees.

“Life Time is committed to providing the best programs and experiences through its clubs, iconic athletic events and comprehensive digital platform.”

The Skinners said no construction start has been announced but is expected to take 18-24 months. Life Time expects to hire more than 150 employees.

Colliers International Florida Executive Director Jason Ryals, a retail specialist, represented Life Time in the purchase.

“The Skinner family was great to work with. There was a lot of collaboration between the buyer and seller to get the deal to work for both parties,” he said.

Ryals said he considers Life Time to be “the most dynamic retailer to enter the North Florida market since Nordstrom and Ikea. A retailer of this caliber is an example that Jacksonville is one of the hottest markets in the Southeast.”

Ryals said the location is ideal at the interchange of Butler Boulevard and I-295.

“Life Time will be able to attract customers from the Beaches, north St. Johns County, Mandarin and San Marco,” Ryals said.

Life Time Group Holdings Inc. is based in Chanhassen, Minnesota.

In its annual Securities and Exchange Commission report for the year that ended Dec. 31, Life Time, which calls itself the “Healthy Way of Life Company,” said it has almost 1.5 million individual members, who together comprise nearly 815,000 memberships.

“Since our founding over 30 years ago, we have sought to continuously innovate ways for our members to lead healthy and happy lives by offering them the best places, programs and performers,” the report says.

It said it has “distinctive, resort-like athletic country club destinations — across 31 states in the United States and one prov-

ince in Canada.”

The clubs total about 17 million square feet.

They are in “affluent suburban and urban locations and include ground-up suburban builds, mall or retail locations, vertical residential and urban locations.”

“Depending on the size and location of a center, we offer expansive fitness floors with topof-the-line equipment, spacious locker rooms, group fitness studios, indoor and outdoor pools and bistros, indoor and outdoor tennis courts, pickleball courts, basketball courts, LifeSpa, LifeCafe and our childcare and Kids Academy learning spaces,” it says.

“Our premium service offerings are delivered by over 37,000 Life Time team members, including over 9,800 certified fitness professionals, ranging from personal trainers to studio performers.”

At year-end, it had 814,936 total memberships, comprising 763,216 center memberships and 51,720 digital memberships that allow members who do not wish to use the centers to maintain benefits and the right to convert back to a full membership without paying an enrollment fee.

VanTrust developing 2M-square-foot warehouse for Burlington in Savannah

The project is one of the multiple properties the company’s Jacksonville team has been developing across the Southeast.

Jacksonville’s VanTrust Real Estate LLC team has a big play in Savannah, about 140 miles north in South Georgia.

VanTrust is developing discount retailer Burlington’s largest distribution center at 2 million square feet at Interstate West Industrial Park.

That’s about twice the size of Jacksonville’s largest Amazon. com and Sam’s Club distribution centers, with two of those in VanTrust’s North Jacksonville industrial parks. And the build-to-suit Burlington warehouse will be VanTrust’s largest in the Southeast region to date. “By establishing its presence in this prime location, Burlington is poised to make a significant economic impact and contribute to the continued growth of the region,” said Marc Munago, VanTrust executive vice president, Florida, in a Dec. 13 new release.

Munago leads the VanTrust Jacksonville office and is responsible for multiple markets throughout the Southeast, including InterstateWest.

“We are certain Burlington will thrive in this region and VanTrust is happy to aid in their expansion,” he said.

THE PROJECT

Wolfe said the “highly automated distribution center” would be about twice the size of its next-largest facility and it will be designed for its off-price business.

Wolfe said Burlington plans to spend $750 million in capital expenditures this year as it builds more productive distribution centers.

It wants to open 100 stores a year.

The site said this year that Burlington wants to make its distribution centers more productive.

Burlington CEO Michael O’Sullivan and CFO Kristin Wolfe said in the retailer’s fourth-quarter earnings call with analysts March 7 that it would open the distribution center in the Southeast in 2026 as it expands its store network, reported the supplychaindive.com industry website.

VanTrust announced Dec. 13 it would develop the 2 millionsquare-foot warehouse for Burlington Stores Inc.

VanTrust said it is the fourth and final project on the 515acre industrial park that broke ground in 2021. Colliers handles leasing at the park.

The park has access to Interstate 16 and is 22 miles from Savannah/Hilton Head International Airport, the Port of Savannah and 2 miles from the $7.6 billion Hyundai Motor Group Metaplant America EV and battery plant under construction for completion in 2025.

The almost 1.16 millionsquare-foot Building C has been leased to The Webstaurant Store Inc. restaurant supplier.

ABOUT BURLINGTON

Burlington Stores is based in Burlington, New Jersey.

The off-price retailer of branded apparel, footwear, accessories and home merchandise reported fiscal 2023 net sales of $9.7 billion.

It operated 1,007 stores as of Feb. 3 in 46 states, Washington, D.C., and Puerto Rico, principally under the name Burlington Stores.

The company says its stores offer “in-season, fashionfocused merchandise at up to 60% off other retailers’ prices, including women’s ready-towear apparel, menswear, youth apparel, baby, beauty, footwear, accessories, home, toys, gifts and coats.”

It has 101 stores in Florida,

including six area locations in Gateway Town Center, Argyle Village Shopping Center, Regency Plaza, Old St Augustine Plaza, River City Marketplace and Saint Johns.

The newest store, Gateway Town Center, opened Nov. 10 in Brentwood. That came soon after Burlington opened Nov. 3 in Argyle Village Shopping Center in Southwest Jacksonville, relocating from a site about a

mile away.

Burlington Stores has five distribution centers with two on the East Coast in Edgewater Park and Burlington, New Jersey. The three West Coast distribution centers are in San Bernardino, Redlands and Riverside, California.

The five distribution centers, from 648,000 to 1 million square feet, occupy 4,106,000 square feet, and each includes

processing, shipping and storage capabilities.

Burlington says in its annual Securities and Exchange Commission filing that it entered into a lease during fiscal 2021 for an additional distribution center in Logan, New Jersey, occupying about 1.03 million square feet. It was used for storage and basic manual processing during fiscal 2023 and is expected to be fully operational

during fiscal 2024.

Burlington also operates five smaller supporting warehouse of 394,000 to 543,000 square feet near the larger five distribution centers.

It says in the filing that it also entered into a lease — with a purchase option - during fiscal 2023 for the 2,057,000-squarefoot Georgia distribution center that will be fully operational during fiscal 2026.

“Let’s say, you open a casual French restaurant, then you have to make a sauce for your veal, a sauce for your beef, a sauce for your fish, a different sauce for your shrimp, you see where I’m going?” Bouman said.

“If you look at the price of grouper lately, or the price of fillet of beef tenderloin, they’re way up. But ingredients like rice, beans, ground beef, corn, lettuce – I mean, all that is relatively low-cost.”

FOOD TRUCK FIND

Mark Embrick, the operator of Jax Taco Truck, discovered the benefits of selling tacos in 2019.

Embrick sold desserts in a truck in Atlanta before moving to Fernandina Beach five years ago. He started with a barbecue truck but found it was hit or miss.

“I was cooking either too little or too much. And if I ran out, could I get some more meat? No, you have to smoke it. We love tacos and Mexican food because if I run out of ground beef or chicken, I can kind of run out and grab something and be back in business.”

For a food truck with limited or no seating, tacos can be made relatively fast and customers can eat them by hand while standing.

That’s perfect for feeding many customers during a lunch hour.

Tacos provide many upsell opportunities. There are extra charges for guacamole or queso dips. Tacos made with fish and seafood and better cuts of beef cost more.

Much of what we eat are Americanized versions of native Mexican dishes, Bouman said.

point. If you really researched tacos there are very few flour tortillas being used, it’s all cornbased. It’s typically not very spicy,” Bouman said.

“There’s typically no sour cream and no boatloads of cheese on top. So we’ve really Americanized some of that stuff. The people that are doing true, authentic stuff, that gets my attention.”

Embrick, who has an MBA from Mercer University, wants to expand to a fleet of food trucks with themes and doesn’t see a brick-and-mortar store as the best business plan.

“At the beginning of each month, you are $10,000 in the hole before you sell your first taco.”

Working an average of 15 days a month, he had sales of $120,000 last year. He wants to add more days in 2024 but he’s not just parking his truck somewhere and hoping customers discover him.

He uses a food booker to hire him out for events.

“I like either the festivals or the big neighborhood events. I will go in there for three, four hours, get a big pop and then go home,” Embrick said.

COUNTING AND COMPETING

The number of taco restaurants does concern Matt Kemper, coowner of Taqueria Cinco at 809 Lomax St. in Five Points.

Kemper and his partner, Eddy Escriba, cooked previously at Mezza Luna in Neptune Beach. They’d come up with food ideas that often reflected Escriba’s Guatemalan heritage.

Instead of a food truck, they opted for a traditional restaurant, which they opened in 2019.

It has a small interior that splits the cramped kitchen with seating for 20. The alleyway patio has capacity for another 70.

The patio seating provided the

numbers to make the business feasible.

Due to space limitations, Taqueria Cinco has only a beer and wine license. It serves El Guitarron, a Mexican agave-based wine that is similar to tequila but not as potent.

“We’ve tried some others that are made in America but they don’t stand up to it. They’re not made with agave and don’t taste remotely like tequila,” Kemper said.

The restaurant had sales of more than $1 million last year, he said.

Taqueria Cinco is a two-stage business model. Lunch is counter service for speed. After 3 p.m., it becomes table service for a more relaxed dining experience.

“I feel like tacos are one of the main staples, at least in America. It’s like pizza or even Italian. Those are in heavy rotation all the time,” Kemper said.

Bouman agrees. “You want to go to an Ethiopian restaurant? And you’ll be like, I don’t know what that food is all about. You already know what the taco flavor profile is.”

But Kemper is concerned about the number of taco restaurants opening in the same neighborhoods.

In Jacksonville, the Riverside and Five Points areas are particularly attractive to taco operators.

“I think you can definitely get oversaturated. Look at how many Mexican restaurants there are in Jacksonville. I think the last time I checked, which was the end of last year, there were over 165.”

At the end of March, the bartaco chain, based in Arlington, Virginia, announced it was taking over the former Black Sheep restaurant building that is about a block from Taqueria Cinco.

There are six other restaurants plus a regular food truck in the Five Points and Riverside area that serve tacos.

Also coming to town is Alien Taco & Tequila Bar soon to open in the Shoppes at Village Walk along Gate Parkway.

The venues will feature a deep bar with a variety of tequila and mezcal.

They are opening at the right time, said Barry Broudy of Broudy’s Liquors. He predicted a year ago that tequila would have its time.

“Actually, its time is now.”

Tequila beverages are currently the No.1 selling liquor category, Broudy said.

Scotch and bourbon aficionados now collect rare bottles like wine to own but rarely open.

Tequila fans want to try the labels they’ve never had before.

“They buy tequila to drink and share,” Broudy said.

Mayo Clinic in Florida requests rezoning to expand Jacksonville campus by 210 acres

The 38-year-old medical center will reach almost 600 acres of health care and related uses along San Pablo Road.

Mayo Clinic in Florida is closer to incorporating its 210-acre North Campus property, boosting its 38-year-old San Pablo Road medical center to 579.21 acres.

The Prosser Prime AE civil engineering group applied to the city in February to rezone the property as part of the Mayo Clinic Development of Regional Impact.

Mayo Clinic wants to consolidate all previous Planned Unit Development ordinances on the combined campus property.

The 210 acres were not part of a DRI and were approved for multiuse residential.

In February 2023, City Council approved adding the land to the DRI, leading Mayo to then amend the land use and rezone the property. The rezoning is now in review.

Mayo Clinic opened Oct. 6, 1986, in Jacksonville. The Main Campus is at 4500 San Pablo Road S., north of Butler Boulevard.

At the Phase VI build-out by November 2045, the campus would comprise 7.5 million square feet of outpatient, research and clinical lab, education, hospital, housing and support facilities and hotel rooms.

A written description dated Feb. 5, 2024, filed with the rezoning application says Mayo Clinic Jacksonville has been masterplanned for incremental development providing patient care, education, research and related medical services since 1985.

The description says the Mayo Clinic Jacksonville PUD contains about 392 acres on the west side of San Pablo Road between Butler Boulevard and W.M. Davis Parkway.

The rezoning “seeks to expand the Mayo campus to include approximately 210 acres north of W.M. Davis Parkway.”

The additional land is northwest of the Mayo Clinic Jacksonville Development of Regional Impact. That expands its 392-acre medical center property to 602 acres.

However, the numbers are more specific now.

Spokesperson Kevin Punsky said the numbers – 210 acres and 392 acres – are “relative.”

The 579.21 acres comprise the surveyed area. Also the 210 acres include a section of jurisdictional wetland that was subtracted from the PUD because it is out of scope for construction.

In any event, it is a development plan that adds decades to Mayo Clinic in Florida’s ability to expand.

The Davis family, founders of the Winn-Dixie Stores Inc. supermarket chain, conveyed about 400 acres for the original campus that Mayo opened in 1986.

Mayo Clinic Jacksonville submitted an application Nov. 28, 2022, to the city for changes to the DRI for the expansion.

City Council enacted Ordinance 2023-13 on Feb. 28, 2023, to approve the changes.

The Jacksonville clinic was Mayo’s first facility opened outside of its home base in Rochester, Minnesota. It opened an Arizona campus in 1987.

The story is that Davis family patriarch J.E. Davis, considered one of Jacksonville’s most powerful business leaders, was so pleased by the care he received at Mayo Clinic in Minnesota that he led the recruitment drive to bring Mayo to Jacksonville.

That has led to a larger campus.

“Mayo Clinic in Florida plans to strategically grow across our 602 acres over several decades, spurring significant economic

development and creating thousands of new jobs in the medical sector,” Punsky said in a previous statement.

Punsky, Mayo Clinic in Florida communications manager, said the plan “will deliver best-inclass facilities, immersive and experimental learning environments, and innovation technology hubs that drive strategic collaborations dedicated to advancing scientific discoveries.”

The property land uses for the additional acreage are designated as medical, related residential and hotel.

The rezoning does not add development entitlements. Rather, the existing approved uses will be allocated to the North Campus.

The legislation amended the Mayo DRI, which was approved in 1988 and modified and amended.

The build-out was extended to 2045 with a total 7.5 million square feet of primarily medical-related facilities, along with hotel rooms.

Punsky explained that the DRI amendment would be extended two years through 2045, but the additional property gives the medical center enough property to grow for 100 years.

DRIs in Florida were reviewed by the state to identify the regional and state impacts of large-scale developments.

In 2018, the state eliminated the review process for existing DRIs, leaving that to local governments.

The application says standalone commercial, office or

residential uses will be permitted within the North Campus through converted related medical and support facilities or hotel facilities.

Punsky said the 210 acres were not part of a DRI and were approved for multiuse residential. Once the land is added to the DRI, Mayo would need to amend the land use and rezone the property, which is what Mayo is doing.

Mayo Clinic in Florida says it provides diagnosis, medical treatment, surgery and care for more than 168,000 patients annually in 40 specialty areas.  It says that since 2016, it has invested more than $1 billion to more than double its space by 2026 with new facilities for patient care, biomedical research, education and technology.

Mayo Clinic will add more than 600,000 square feet of space for medical destinations, patient care, biomedical research and technology by 2025.

Council’s challenge: How to fill the ‘missing middle’ in housing

Decision-makers are working to provide alternatives to singlefamily homes.

If Jacksonville City Council member Rory Diamond is correct, Duval County is in for a lot more discussions similar to one that took place April 2 before the Council Land Use and Zoning Committee over plans to build 65 town houses in a neighborhood in East Arlington.

The technical reason for the discussion involved a proposed land use map amendment and rezoning for the development, at 12636 and 12640 Ivylena Road.

The broader context was whether the committee would endorse what Diamond called a “classic missing middle” development that would provide new housing options between single-family homes and high-density projects like residential towers and multiple-building apartments.

The “missing middle” is a frequent topic at City Hall amid Jacksonville’s growth. As more residents come into the community, and as rising home prices and high mortgage interest rates push home ownership out of reach for newcomers and longtime residents alike, decisionmakers are increasingly looking for ways to foster alternatives to single-family homes.

NEIGHBORHOOD PUSHBACK

The solutions aren’t always easy or well-received, as the April 2 meeting showed.

In a discussion that lasted three hours and seven minutes, several residents complained that the town homes would create traffic and safety problems, noise and clutter in what is now a natural area filled with wildlife just beyond their backyards.

Some called the two-story town homes an invasion of their privacy, saying the top floors of the new structures would provide an up-close view of their backyards. The project site is currently zoned rural residential. Diamond, who told neighbors that he was familiar with the area and visited it frequently, said he understood their concerns and commended them for being “articulate and passionate.”

“The argument on the other side of the coin … is that there’ll be 65 families who are not in the room because we don’t know who they are yet who will eventually live in these homes if this is approved. And we have to think about them also,” he said.

In the end, Diamond and all six of his colleagues on the committee voted in favor of the project with several new conditions attached.

town homes would have no second-floor balconies, that one unit would be removed and that an 8-foot fence be placed between the town homes and neighboring homes.

The vote advanced the item to the full Council, but Diamond said he expected to see more similar to it in the future.

“This is what’s coming to Jacksonville,” he said. “This is the future and it’s unavoidable because we have to have more housing in Jacksonville because it’s becoming unaffordable. So it’s a supply-and-demand argument.”

SEEKING SOLUTIONS

The LUZ meeting came a day after the Council Special Committee on Homelessness and Affordable Housing also discussed missing middle housing.

That committee, which was created by Council President Ron Salem in October 2023, asked city staff to provide information on the cost, scope and timeline of a study to identify areas of the city that would be suitable for higher-density zoning.

Council member Jimmy Peluso, a committee member, said the zoning changes were needed due to barriers to home ownership.

“We need more options, and it’s only going to harm the next generation of Jacksonville resi-

dents if we’re not doing our job as a body to make sure that we’re offering those options,” he said. City staff reported that 91% of the land zoned residential in those areas is now restricted to single-family usage, limiting the amount of property that can be developed with missing middle housing.

The study would focus on two areas that together essentially comprise the portions of Duval County that were developed before the consolidation of city and county government in 1968.

Across those two areas, current zoning laws allow for an increase to 30 units an acre from 20 units on parcels through normal city processes.

For properties zoned lowdensity residential, a study is required for Council to raise the density to a target of 15 units per acre from the current 7 acres.

Council member Joe Carlucci, chair of the special committee, said the goal of the study would be to identify areas where increased density would be appropriate.

Criteria for that determination include whether properties are on or near collector or arterial roads, are in locations already

characterized by a variety of land uses and are close to mass transit.

Any changes in density regulations would not apply to areas with their own zoning overlays, such as Downtown and San Marco.

At the committee’s direction, staff will determine the cost of the study and how long it would take to conduct it in-house versus working with an outside consultant.

The special committee’s last scheduled meeting is April 22, ahead of a May 1 deadline to report its findings and make recommendations.

SEEKING OPTIONS

Both the Council and Mayor Donna Deegan’s office are working to expand housing options, including for lower-income residents.

According to the Northeast Florida Association of Realtors, the median sales price of homes in the county was $349,000 in February, the last month for which statistics were available. That was 68% higher than the price five years ago – $207,200 in February 2019.

Rent also is rising in the area.

A recent study by rent.com showed that Jacksonville experienced the sixth-largest increase in rent in the past year among 50 cities across the U.S.

The study showed that rent increased 8.2% in Jacksonville in the past year to a median of $1,781 per month.

As developers look for properties where they can fill the missing middle or build affordable housing, or both, they’ve landed on parcels near single-family neighborhoods in several areas of Jacksonville.

The issue was the subject of another lengthy LUZ meeting in February, when the Council had a heated discussion about a proposed workforce housing apartment building along Biscayne Boulevard in Council member Reggie Gaffney Jr.’s district.

That project also drew out dozens of neighbors, who raised concerns about trash, crime, traffic and a negative effect on their property values.

The committee, and later the full Council, advanced the project on split votes over Gaffney’s objections.

In explaining their votes in favor of the project, some Council members referenced affordable-housing projects and town homes that were built in their districts and said more housing options were needed in all parts of the city.

West Elm building in review for demolition at St. Johns Town Center

The site appears to be part of Simon Property Group’s Phase 4 plans for the Jacksonville property.

The closed West Elm furniture store building at St. Johns Town Center is in review for demolition.

Simon Property Group applied to the city for a permit to demolish the 12,787-square-foot building at a project cost of $394,500.

The building is at 10274 Buckhead Branch Drive, No. 101.

VCC LLC of Little Rock, Arkansas, is the contractor for the project.

Fox Design Group of Twinsburg, Ohio, is the architect. The work will be performed to maintain existing utility connections for future construction.

St. Johns Town Center, at northwest Butler Boulevard and Interstate 295, is considered the primary central retail shopping center of Northeast Florida and

includes retailers from discount to luxury, such as Gucci, Chanel, Louis Vuitton, Tiffany and Nordstrom.

The West Elm demolition appears to match plans Simon Property Group filed in August 2019, several months before the March 2020 pandemic shutdown, for a fourth phase at St. Johns Town Center.

The fourth phase was designed among four parcels.

Two of those are built – RH Jacksonville, formerly called Restoration Hardware, and the AC Hotels by Marriott.

Another was a proposed 600seat theater.

The fourth, Parcel 4, was a 15,300-square-foot addition to a 14,700-square-foot building near Nordstrom.

The West Elm building demolition is in the location of Parcel 4.

The 207-acre St. Johns Town Center opened in 2005 with many well-known retailers already represented in the market, including a prototype Dillard’s department store, and the area’s first Apple store.

Jacksonville billionaires increase wealth

Jaguars owner Shad Khan is the richest of the four with $12.2 billion, according to Forbes.

Three of four billionaires with close ties to Jacksonville increased their wealth in the past year, but only one moved higher in Forbes magazine’s annual ranking of the world’s richest people.

Jacksonville Jaguars owner Shad Khan remains the wealthiest of the four with a net worth estimated at $12.2 billion by the magazine, about $100 million more than last year.

However, Khan’s ranking fell from 144th in 2023 to 162nd in the list of 2,781 billionaires around the world published by Forbes on April 2.

Wayne Weaver, who sold the Jaguars to Khan in 2012, maintained his wealth of $1.2 billion and fell from 2,259th last year to 2,410th in the 2024 ranking.

Fanatics Inc. CEO Michael Rubin grew his wealth by about $100 million to $11.5 billion but his ranking slipped from 151st to 173rd. Fidelity National Financial Inc. chairman Bill Foley was the only one of the four to move up on the list, as his wealth grew by about $200 million to $1.8 billion to rank 1,764th, from 1,804th in 2023.

Although Khan gains more notoriety from his ownership of the Jaguars, he started his fortune by growing Illinois-based auto parts company Flex-N-Gate Corp. A previous list by Forbes said Flex-N-Gate ranked as the 69th-largest private company in the U.S. with estimated 2023 revenue of $8.3 billion, up from $7.9 billion the year before.

Forbes lists Naples, Florida, as Khan’s residence.

Weaver’s main business, after selling his majority interest in the Jaguars, is publicly traded footwear chain Shoe Carnival Inc.

Weaver and his wife, Delores, own about one-third of the Evansville, Indiana-based company’s stock.

Foley is best known for growing Jacksonville-based Fidelity into a Fortune 500 company but he has interests in a number of businesses, including ownership of the Vegas Golden Knights hockey team.

Foley moved from Jacksonville to Las Vegas after being awarded the NHL expansion franchise in 2016.

Rubin acquired then Jacksonville-based Fanatics for $277 million in 2011 from founders Alan and Mitchell Trager.

The sports merchandise giant, which maintains its commerce headquarters in Jacksonville, is expected to launch an initial public offering at some point and its value has been pegged by many financial news sources at more than $30 billion.

Rubin defended his company in early March, saying the uniforms were designed by Nike and Fanatics was manufacturing them according to those specifications.

Among the complaints at the time were that the uniforms were made with a see-through fabric that could show players’ underwear.

As the regular season began at the end of March, the uniforms were criticized again for exposing excessive sweat stains.

This time, MLB came to Fanatics’ defense in a statement issued to sports news site The Athletic on April 4.

“Nike chose the letter sizing and picked the fabric that was used in these jerseys. Fanatics has done a great job manufacturing everything to the exact specifications provided by Nike,” the statement said.

Cannabis stocks benefit from Florida ballot measure

The Florida Supreme Court’s April 1 decision to allow a ballot measure on personal marijuana consumption in the state sparked a rally in cannabisrelated stocks, as investors speculate the potential of the Florida market.

Two Canada-based companies were the big winners, with Canopy Growth Corp. rising as much as 54% in the two days after the ruling and Aurora Cannabis Inc. doubling in price.

Quincy-based Trulieve Cannabis Corp., which has Florida’s largest network of medical marijuana dispensaries, rose as much as 10%. But the company, which was the primary sponsor of the ballot initiative to allow recreational marijuana use, projects a big market if the measure is approved in November’s election.

Trulieve operated 134 of the 627 authorized medical marijuana dispensaries in Florida as of March 29. Its website shows seven locations in Northeast Florida.

The company estimates the medical marijuana business will generate more than $2 billion in sales in 2024, with more than 875,000 patients registered in the program, but said the market potential for Florida is $6 billion if the measure is approved.

The company reported revenue of $1.13 billion in 2023. It had an adjusted net loss of $70 million for the year.

LFTD Partners reports profitable year

Early April 1, before the court’s decision was announced, Jacksonville-based cannabis products company LFTD Partners Inc. officials complained about regulatory pressure on the industry in the company’s yearend conference call.

LFTD’s main business is a Kenosha, Wisconsin-based company called Lifted Made, which manufactures and sells hemp-derived and psychoactive products under the Urb brand.

The company is officially headquartered in the Jacksonville home office of LFTD Partners CEO Gerard Jacobs.

“We are very aware that hemp-derived cannabinoidinfused products continue to be under regulatory attack at both the federal and state levels,” Jacobs said.

“Prohibition of or tighter regulation of hemp-derived cannabinoid infused products have been adopted or proposed in many states that are significant markets for Lifted, including Florida.”

LFTD reported 2023 earnings fell 70% to $2.2 million, or 13 cents a share, but Jacobs said the profit was significant.

“Unlike the vast majority of publicly traded companies in the cannabis industry, which were unprofitable during Q4 2023 and for calendar year 2023, LFTD Partners had another profitable quarter in Q4 2023 and another profitable year in 2023,” he said.

LFTD’s sales fell 10% last year to $51.6 million.

President and Chief Financial Officer William Jacobs, Gerard’s son, cited several headwinds for the sales decline.

They included “greater competition in the marketplace for hemp-derived and psychoactive products, more distributors creating their own brands and selling their own branded products with low prices, increased competition for products containing more milligrams of cannabinoids per unit at a lower price point and other competing brands paying distributors and wholesalers for valuable shelf space.”

LFTD’s stock fell 40 cents during the week after announcing earnings to close at $1.60 on April 5.

Duos Technologies revenue drops

Duos Technologies Group Inc. reported April 1 that 2023 revenue dropped 50% to $7.5 million, and the company had a net loss of $11.2 million for the year.

The Jacksonville-based railroad technology company said its results were affected by customer-driven timing delays in installing its technology, and it is transitioning to a subscription-driven business model with recurring revenue.

“We anticipated the shortterm financial headwinds, as manifested in our results for last year, would provide additional challenges for us in executing our

strategy,” CEO Chuck Ferry said in Duos’ conference call, according to a company transcript.

“I am pleased to report that, despite these challenges, our mid- and long-term outlook remains unchanged, and I’m expecting much-improved performance for 2024,” he said.

Ferry said Duos has demonstrated its technology, which helps railroad safety, to customers and to members of Congress and received a positive response.

“Our challenge is to turn that positive reaction into contracts that grow revenue and profits,” he said.

“The primary risks continue to be project delays out of our control and timing of revenue recognition with current customers and the slow adoption of this technology with new customers in the rail sector,” he said.

“We will continue to press hard into the rail sector, which we know will adopt our technology at a large scale, but also initiate efforts to diversify our offerings into the broader AI value chain.”

Duos was one of the bestperforming stocks among Jacksonville-based companies in the first quarter of 2024, rising 50% to $4.34.

However, it fell by $1.05 in the first week of the second quarter to $3.29 after releasing its final 2023 results.

Warren Equity raises $550 million for investment fund

Jacksonville-based Warren Equity Partners said April 2 it closed more than $550 million in capital commitments for an investment fund.

The private equity firm invests in companies that maintain, operate and upgrade infrastructure assets.

Warren Equity said it has about $4.6 billion in assets under management and has completed 124 transactions.

The firm’s latest fund is called Warren Equity Partners ELIDO Fund II.

“Our focus with ELIDO II, consistent with prior funds, will be to invest in and build great companies, leveraging all of our resources at Warren,” Managing Partner Steven Wacaster said in a news release.

Hearthside Food sells Jacksonville assets

Denver-based Custom Made Meals LLC said April 4 it acquired the Jacksonville readyto-cook and ready-to-heat manufacturing assets of Hearthside Food Solutions.

Custom Made Meals said Hearthside Jacksonville produces chef-curated meal and appetizer solutions to grocery chains and food service distributors across the Eastern U.S., with a manufacturing facility built in 2005.

The company said the acquisition expands its regional footprint.

Hearthside, headquartered in Downers Grove, Illinois, operates 37 production facilities in 12 states. Terms of the deal were not announced.
