Site Overview
INTRODUCTION Paya Lebar Airbase (PLAB) in modern day is surrounded by neighbourhoods, industrial estates and prosperous business areas. The old kampung estate was erected in the late 90s, giving way to new industrial development. City planning was then designed with the restriction of the Paya Lebar Airbase nearby, to be segregated from the industrial and airbase area due to setbacks and noise considerations. Reusing the airbase as a keystone in future planning brings observation towards programmatic segregation, more specifically, how do we unwrap the segregation between different programmes?
CONCEPT MASTER PLAN The concept master plan encompasses the future possibilities of PLAB and the surrounding areas with references to the competition entry of Paya Lebar Tomorrow. The vision is to transform PLAB into a dynamic urban centre by revitalising the surrounding industrial estates into a vibrant industrial city. One strategy is to introduce diversified industries to provide local small and medium enterprises with economic opportunities to support multinational corporations in Singapore. As a result, there are newly bridged opportunities for internships and collaboration between students at the proposed campus with workers at the industrial estates, supporting diverse work-life possibilities. This scales up the possibilities of redefining the city’s future industrial typology to integrate with modern society.
SITE IDENTITY The selected site is located between different new industrial estates, the new Defu Industrial Estate, Tai Seng Industrial Estate and Kaki Bukit Industrial Estate. With the oldest industrial estate nearby, the site was chosen to continue the nation’s built heritage conservation in preserving its unique industrial characteristics compared to the surrounding new development. The site mainly consists of 2 to 3 storey low-rise industrial buildings with a small building footprint and large open areas. The surrounding estates, for instance, New Defu Industrial Estate and Tai Seng Industrial Estate consist of high-rise industrial buildings of 10 storey or above. The experience is similar to walking past a “concrete block jungle” where everything is encapsulated within the building facade. In visible distinction to those having a smaller building footprint within the chosen site, whereby productions are mostly done outside, in the outdoors, within the boundary or even by the roadside. The site feels scrappy, extruding raw clutter as work processes and storage are exposed to the passersby. In more ways than one, this brings a sense of identity to each industry despite having a standardised architectural pattern across the entire site. Within its proximity, a temple sits strangely juxtaposed near the edge of the district in the midst of an industrial estate. The 116-year-old temple has remained through multiple development changes within the site from early kampung to industrial estate. The temple breaks the rigidity of programmes on site, it is one that engages the public to step into the industrial estate especially when there is a special occasion, for instance, the Nine Emperor Gods Festival.

Site Overview
MICRO ANALYSIS Industrial Identity “Within a certain field of phenomena where things go on the normal flow of things, from time to time something happens which as it were retroactively changes the rules of what is possible in the sense that something happens. It is generated by that situation. Of course it’s causally produced by that situation but in a way it changes interactively the whole situation. It’s a miracle in the sense that the event would have been an effect which is stronger than its own costs.” -Slavoj Žižek, Event Philosophy in Transit Similarly, multiple “events” have occurred within the site. Initially, the open areas were not planned for production usage. However, as time passed, people started to move out of the original building footprint unintentionally and worked within the open areas to facilitate production demand. New structures were constructed for shelter. The architectural language changes and this anomaly leaves a huge impact on the current site identity, in which the essence and sight of its manual production are captured. Threshold can be defined as the transitional space from exterior to interior. In this case, threshold is defined as transitional space, mainly through visual connection from exterior to interior. By identifying the formal and informal threshold spaces, the aim is to conserve and recreate the old industrial identity and typology by applying the ratio obtained from the threshold analysis. The general aim is to redefine the future industrial building typology that captures the current site essence. An analysis was first carried out on the elements that were composed as a threshold within the chosen site. Then, the arrangement of threshold hierarchy was examined. Lastly, the composition of the threshold was examined. Threshold spaces are categorised as below: Formal Threshold (within boundary): workshop area, driveway, carpark, storage Informal Threshold (along the road): loading-unloading, carpark, storage, green space
Cultural Influence The strategic location of the temple, overviewing the entire industrial estate, creates a constant focal point throughout. The temple shows to be one of the factors to connect different user groups into the industrial site. During special occasions, temporary tent structures are set up beside and opposite the temple to host a larger flow of public.
Natural Influence Due to the nature of the site, the chosen site is slightly sunken compared to the surrounding estates. Series of green open plots remain untouched. In a site filled with magnitudes of hardscapes, an interesting spot finds itself in the area underneath the flyover and road, creating a triple void space where nature takes over the man-made structures.
