INTRODUCTION
As the CEO, and on behalf of the Board and Management of Football NSW, I am pleased to present our 2019 Value Proposition Report.
This report serves as simply a platform for us all to build on our commitment to continuing to improve the value and services we deliver to our stakeholders. Given its position as the governing body for football in the state, Football NSW’s roles and responsibilities are many and varied as we support our members and the greater football family. Our activities are broad, and we are there for anyone who wants to kick a ball or be involved in any other way. From Albury in the south to Mildura and Broken Hill in the west, we have 700 Clubs playing games on 1,000 pitches. Helping to put these players on the park are some 16,000 coaches, 5,600 referees and match officials and an incredible volunteer workforce. We have 312,000 players registered with us and an additional 800,000 participants are involved in the game through schools, clinics or social leagues and other community activities. Our family is indeed very large, and all have their own hopes, dreams and aspirations …. And we are here to help each and every one of them! On behalf of its members, Football NSW is here to improve the experience of everyone involved in the game … players, coaches, support staff, administrators, referees, volunteers, parents or spectators, at whatever level and in whatever form they wish. ADMINISTRATIVE SUPPORT & SERVICE
Football NSW provides a professional, administrative framework and services to support its Member Associations, Clubs and Centres to provide participation opportunities in a welcoming and safe environment. MEMBERSHIP CAPITATION FEE In order to be able to invest in the growth of football, Football NSW derives its revenue from a number of sources, including the modest Capitation Fee that is levied on every registered player. Other revenue streams include sponsorship, grants and other commercial activities.
In 2019 the Football NSW Capitation Fee, which includes insurance, ranged from $11 for a young MiniRoos or Junior Player, through to $83 for an adult player at the community level and up to $177 for a semiprofessional player competing at the highest level in the National Premier Leagues. Football NSW’s Capitation fee is generally the lowest of all state member federations.

MEMBER PROTECTION AND POLICY DEVELOPMENT Football NSW Member Associations and Clubs have access to documents and policies that Football NSW and the FFA have developed to assist in creating safe and enjoyable experiences for everyone involved. These documents and policies include areas such as Children Protection (including guidance around the NSW Working with Children Check), Goal Post Safety Guidelines, Social Media, Pregnancy, Concussion, Lightning, Heat and other Environmental Conditions, Doping and Sports Betting and so on. Football NSW invests in a dedicated State Member Protection Officer who on a daily basis assists Member Associations Clubs, Players and Coaches across a range of issues. To support our members we remain at the forefront of working with the NSW Government to ensure members are kept up to date on changes to legislation and supports them through the change process. IMPLEMENTATION OF NATIONAL REGISTRATION REGULATIONS At the centre of Clubs’ and players’ participation in the game is FFA’s National Registration Regulations (NRRs). All Clubs and players playing in Football NSW associated competitions and activities participate under the NRRs. The NRR regulate the conduct of football competitions and matches including the eligibility, registration, contracting, payments, and loan and transfer of players who participate in football throughout
WORKING FOR OUR COMMUNITIES In 2019/2020 challenges due to drought, bushfire induced air pollution and the Coronavirus, has resulted in Football NSW, on behalf of our affected football communities, working with Government authorities and other relevant agencies to advocate for increased support, funding and education. For example, the most recent bushfire tragedy of the 2019/20 summer season impacted, many of our South Coast and regional members, at the Member Association, Club and individual player level and pleasingly Football NSW was there for them during their time of need and will continue to work with them over the ensuing months. We are looking at taking events to such areas to assist in the rebuilding of these communities and together with the match organiser, we have arranged for proceeds from the Football for Fires match to be directed towards affected Clubs and Member Associations.
the country. Football NSW ensures that Clubs and players comply with their obligations under the NRRs. INTERNATIONAL TRANSFER CERTIFICATES Being a global game, football in Australia is bound by regulations issued by its international governing body, Fédération Internationale de Football Association (FIFA). One such regulation is the Regulations on the Status and Transfer of Players which, among other things, deals with International Transfer Certificates (ITCs). Players registered within one National Association may only be registered with a new National Association once the latter has received an ITC from the former. Football NSW works closely with its Member Associations, Clubs and FFA to facilitate the obtaining of ITCs. In 2019 Football NSW supported over 600 players through the processing of their ITC. GRIEVANCE AND DISCIPLINARY PROCESSES Football NSW Member Associations, Clubs and their members benefit from the FFA and Football NSW Grievance and Disciplinary Processes through which they can seek assistance should they disagree with a decision of an organisation, or feel they have been treated unfairly (i.e. unwarranted deregistration of a player from a Club, players leaving Clubs without paying applicable fees etc). These processes also establish an independent system of natural justice to deal with on-field and off-filed disciplinary matters. Clubs have the benefit of playing in competitions whose regulatory frameworks are aligned with FFA’s National Disciplinary Regulations (NDRs). The
NDRs are designed to ensure that appropriate standards of behaviour are upheld on the field of play in a consistent manner across Australia. Football NSW Member Associations, Clubs and competitions are protected by the disciplinary history on the PlayFootball database (explained in greater detail below). Where a participant has been found guilty of a serious infringement (whether that be in respect of on-field or offfiled behaviour), any resulting sanction will be recorded in the participant’s profile on PlayFootball database to stop them moving Member Associations (or Member Federations ) to avoid the sanction. Football NSW oversees these disciplinary processes within its own footprint and works with FFA and other Member Federations to ensure nationwide compliance. Individuals playing outside the Football Family are unable to avail themselves of the processes and assistance put in place by FFA and Football NSW should they feel aggrieved. Nonaffiliated Clubs also are unable to avail themselves of these benefits and are unable to check the disciplinary history or any current suspensions of players seeking to join them. REPRESENTATION TO FFA, NSW GOVERNMENT AND OTHER ORGANISATIONS As the state governing body for the sport, Football NSW acts as the key representative body for the game in NSW, working with FFA, the NSW State Government, and all its key agencies, Local Councils (in conjunction with Member Associations), and other organisations that want to talk to and hear from ‘one football’ voice. Football NSW also proactively advocates for the sport to FFA and government on behalf of all of its stakeholders. FOOTBALL NSW 2019 VALUE PROPOSITION REPORT 7
REGISTRATION, COMPETITION MANAGEMENT AND QMS SERVICES PLAY FOOTBALL As part of the greater national football family, our Member Associations and Clubs have access to the national online registration system and portal, www.PlayFootball.com. au, that not only facilitates registration, but also enables Clubs and Member Associations to access data.
PlayFootball was introduced in 2019 resulting in a difficult transition from the previous registration system. Football NSW invested in resources to support and help members overcome the challenges. Play Football contains more than one million Football NSW records on it, of which 500,000 are currently active across our various forms of the game and our
many different constituent and demographic groupings. As such, it acts as a powerful database that allows the analysis of current and historic participant data which in turn, forms the framework on which many of our insights are based and strategic decisions made. QUALIFICATION MANAGEMENT SYSTEM Member Associations and Clubs within the football family also have access to the Qualification Management System through which all coach and referee qualification courses are scheduled, managed and their qualifications recorded. This is vital for Clubs and competition administrators to inform them of the current accreditation status of their respective coaches and referees. COMPETITION MANAGEMENT SOFTWARE Many of our Member Associations also enjoy access to the Sports TG Competition Management System, providing a free tool to manage their competitions in terms of team allocations, league fixturing, results and tables. In 2019 Football NSW worked closely with Member Associations to gather requirements for an enhanced Competition management system which will likely be rolled out in 2022. It is envisaged that this system would provide a single free competition management system for all Member Associations.
TRAINING AND SUPPORT Play Football, QMS and Sports TG Competition Management are valuable tools for all our Clubs and Member Associations, and Football NSW staff are on call to support their use. The Football NSW Online Services Team supports Member Associations and Club Registrars by providing extensive face-to-face training across the state for more than 700 Clubs, being on hand to assist answering thousands of calls and responding to almost 3500 emails requesting support. It is appreciated that many volunteers use these systems and Football NSW commits to continued investment to ensure an ongoing service for those who have difficulty or need extra follow up support.

FOOTBALL NSW’S INSURANCE SCHEME
Our registered players, coaches, their Club officials, referees, administrators and volunteers are all covered by the Football NSW Insurance Scheme that provides personal injury insurance and tops up the support offered by both Medicare and any other private health insurance that the individual may have. PERSONAL INJURY In an average year, almost $3 million in payments are made to players, coaches, volunteers and Club officials for a host of claims, ranging from a chipped tooth to a broken bone, to one of the worst injuries in football, a ruptured ACL. Participants are also covered under this scheme for Capital Benefits which provide a lump sum benefit to participants that suffer permanent disability or death arising from an injury sustained during participation or whilst travelling to and from training and games.
ASSISTANCE WITH CLAIMS When someone needs support in this area, whether it is simply to understand what is and what is not claimable or how a claim is to be made, Football NSW staff are here to assist to make the process as easy as possible.
PUBLIC AND PRODUCTS LIABILITY, PROFESSIONAL INDEMNITY AND MANAGEMENT LIABILITY INSURANCE Under the Football NSW Insurance Scheme, cover is also provided to all affiliated Member Associations and Clubs for their legal liability for compensation arising from any personal injury or property damage, which may include general damages, legal fees and court costs. The Football NSW Insurance Scheme also provides Member Associations and Clubs (and their board/committee members) with Management Liability cover. This form of cover provides protection in the event of legal proceedings brought for any wrongful act, employment breach and/or employee fraud. SANCTIONING OF MATCHES, TOURNAMENTS AND TOURS A key service that Football NSW provides is the sanctioning of trial and friendly matches between Clubs within the Football Family. This service ensures that players, coaches and referees involved in these matches are covered by the Football NSW Insurance Scheme. Tournaments delivered by organisations, as well as interstate and international tours, also undergo a sanctioning process and Football NSW assists Clubs with this important process. This sanctioning process is a crucial part of the Football NSW’s risk assessment and risk management process on behalf of all involved in the game, and participants should not take part in games, tournaments or general football activities that have not been formally sanctioned.

COMPETITIONS, TOURNAMENTS AND EVENTS
Football NSW provides leagues and other competitive opportunities by which players, coaches, referees and Clubs can not only increase their participation but test their ability against their peers from across NSW, interstate and overseas, and organises and manages a variety of competitions and tournaments for them. NATIONAL PREMIER LEAGUES – MEN’S AND WOMEN’S Football NSW is responsible for the implementation of the state’s highest-level competitions namely, the National Premier League’s for the best male and female players. Across four Men’s Divisions and two Women’s Divisions, the NPL consist of 12 teams competing in a home and away premiership format and includes a 4-week Championship series at the completion of the premiership season.
In 2019, Football NSW showcased the NPL Men’s Grand Final at Bankwest Stadium for the first time attracting almost 7,000 fans. We also celebrated Female Football by hosting all NPLW and NPLW2 Grand Finals on the same day at Valentine Sports Park. NATIONAL PREMIER LEAGUES – YOUTH The National Premier Leagues NSW Youth 1 and 2 are the top tier leagues of youth football in NSW. As part of a review conducted in 2019, the competitions now consist of 24 teams competing in a ‘two-phase’ competition, where in Phase One each Club will play 11 rounds from U13 through to U16, following which teams are then grouped based on these results for Phase Two. Upon completion a Championship series is conducted for each group.
STATE CUPS
ASSOCIATION YOUTH LEAGUE The Association Youth League allows ten Association teams in the U13’s to U16’s age grades feature in a 22-premiership round, and three-week Championship series format competition. The administration of each individual Club is coordinated by the respective participating Member Associations. GIRLS’ CONFERENCE LEAGUE The Girls’ Conference League underpins the National Premier Leagues Women’s Competitions for Member Associations and Clubs. Six Member Association/Club teams in the U14, U15 and U17 age grades compete in a 20-premiership round, three-week Championship series format competition. SAP AND GIRLS’ SAP The Skill Acquisition Program (SAP) aims to provide a clear, professionally delivered development opportunity for young male and female footballers in the state. Played from the 9-12 years age groups in a 22 round league and Gala Day format, SAP underpins the National Premier Leagues NSW Men’s competitions. Similarly, Girls’ SAP supports the National Premier Leagues NSW Women’s Clubs and Member Associations in providing best practice environment and offers a development opportunity and outcome that will increase the skill level of girls entering our talented player pathway competitions. STATE CUPS The State, Robertson and Bill Cullinan Cups knockout tournaments are conducted by Football NSW for Association based male and female Club teams and Country Association representative or Club teams across 15 age grades from Under 12s to Over 35s. This tournament attracts over 500 entries each season and is an opportunity for Club teams from all affiliated areas of Football NSW to compete against teams from outside their own Member Association footprint. STATE TITLES The State Titles are conducted annually and are jointly coordinated by Football NSW’s Competitions’ and Technical Departments as they are an essential part of

the recognised talented player pathway. Players located within their defined geographic State Titles boundaries trial for selection in the U12 Boys/Girls or U14 Girls’ age grades. Selected players represent their region at the annual one-week tournament hosted in the first week of the September/ October school holidays. COUNTRY CUP Our Country Cup tournament is conducted for Country Representative teams at venues within the Riverina, Southern and Western Branches. This annual tournament affords young Country players the opportunity to play against teams from outside their Branch but is restricted to those players in our regional areas of the state. CHAMPION OF CHAMPIONS The Champion of Champions is for the Champion male and female Club teams from each Member Association and is played across 18 age grades from Under 12s to Over 45s. Commencing in 1968, the Champion of Champions tournament is one of the most prestigious tournaments on the NSW football calendar, with Clubs from each Member Association pitted against each other in a knock out style Competition for honours of being classified as the best community Club team in the State. FFA CUP The FFA Cup is a National knockout competition that includes teams from Member Association and State level, National Premier Leagues, right through to the Hyundai A-League. It is run by Football Federation Australia in conjunction with the State/Territory Member Federations. Football NSW provides the operational delivery for the Preliminary Rounds of the FFA Cup. WARATAH CUP The Waratah Cup, debuted in 1991, is a prestigious Senior Men’s knockout competition that dates back, under a variety of other names, to 1957. The Cup today, utilises the FFA Cup Preliminary Rounds as the knockout stages of the Cup with the four Clubs that progress to the abovementioned ‘Round of 32’ continuing through to compete for the Waratah Cup honours in a one leg, SemiFinal/Final knockout format.
In 2019, 120 Community Clubs tested themselves against NPL NSW Clubs to try and claim one of five spots available in the ‘Round of 32’ to Football NSW competing teams FUTSAL PREMIER LEAGUE The Football NSW Futsal Premier League and Premier League 2 are the highest level of Futsal competitions in the state. These Leagues take place in the summer, building up to the Grand Finals just prior to Christmas. It consists of eight teams competing in nine age groups: U12 Boys, U13 Girls, U14 Boys, U15 Girls, U16 Boys, U17 Girls, U19 Men, Open Women and Open Men. The teams compete in a round-robin structure where each side plays each another twice, after which a Premier is crowned. ATHLETES WITH A DISABILITY FUTSAL LEAGUE The Athletes With a Disability (AWD) Futsal League provides opportunities for athletes with a disability to participate in a structured and competitive weekly league. The Open Mixed AWD League runs alongside the Futsal Premier League with the majority of teams represented and playing weekly at various venues across Sydney. FUTSAL CUP The Futsal Cup is our Men’s and Women’s knockout Futsal Tournament not only for all Clubs within the Football NSW Futsal Premier Leagues, but also teams from the respective Football NSW Affiliated Local Futsal Centres. NATIONAL FUTSAL CHAMPIONSHIPS Although the National Futsal Championships are essentially an FFA Tournament, every second year Football NSW has the honour to host and implement this weeklong event in January for hundreds of young futsal players from around the country. Football NSW alternates the hosting of this event with its Capital Football counterpart in Canberra.

COACH EDUCATION AND DEVELOPMENT
Football NSW is proud that the six Australian coaches currently coaching at the highest level in the Hyundai A-League are all from New South Wales, and the two current coaches of our National Senior teams, the Socceroos and Matildas, are also from our state. All eight coaches have progressed through the local competitions and our coaching systems, and collectively we should be pleased at the influence that the local football environment has had on these individuals and the role that they now play in the greater Australian landscape.
In 2019 Football NSW revamped the State Coaching Conference attracting over 400 coaches to the one-day event CONDUCT OF COURSES, EXPOS, WORKSHOPS AND FORUMS Football NSW very much endorses the mantra of ‘Better Coaches, Better Football’. To that end, we oversee and implement a comprehensive program of formal FFA Coach Education courses and workshops that are delivered at both the community and advanced level to over 4000 coaches annually. These courses allow a coach, at whatever level, to undertake a series of educational experiences and be assessed against certain core competencies so as to obtain their formal coaching qualifications and are suitably accredited for various levels of the game. In 2019 Football NSW piloted coaching ‘Expos’ in two Member Associations which will be rolled out across Member Associations in 2020.
PROGRESSION THROUGH TO HIGHER LEVELS Just as many players wish to make it to the highest levels, we are conscious that our coaches also wish the same. Football NSW promotes some of our best coaches – both male and female - through various means including becoming Course Instructors and Assessors, coaches and trainers of our various representative programs and ideally on through to the FFA’s National Teams’ program. In 2019 we increased the pool of C-Licence instructors to 12 with a further four in training. 2019 COACHING COURSES Community Courses

REFEREE EDUCATION AND DEVELOPMENT
Football NSW works with our Member Associations and Referee Branches to provide education and development opportunities to increase the quantity and quality of match officials servicing competitions within the game.
In 2019 the following referee courses were delivered: • 150 Referee Courses • 12 Assessor Courses • Five Instructor Courses COMMUNITY AND SCHOOL REFEREE DEVELOPMENT A total of 167 referee courses were managed across NSW in 2019. Referee branches continued their high level of service to community football, conducting Level 4 & 3 Referee courses. A total of six referee branches, together with Football NSW, conducted ‘Female Only’ Level 4 Referee courses in and around Female Football Week, growing female referee participation to 13.5%. Regional referee branch development featured heavily throughout 2019, with emphasis placed upon the referee pathway in the Western, South Coast and Riverina regions, resulting in heightened retention rates. An increased number of upgrade and Assessor courses were conducted in regional areas and a complete rollout of a Regional Referee Development Panel (RRDP) is set for early 2020. Football NSW continues to implement a Schools Referee program in conjunction with School Sports Australia. The program provides the students with a Level 4 Referee qualification. The students then officiate matches within the school football calendar, local Member Association and Football NSW.

The Academy has produced three Westfield W-League Assistant Referees, two Westfield W-League 4th officials (one of which was the youngest ever to debut as a referee), one Hyundai A-League Assistant Referee and twenty-four National Youth League Referees.
2019 was another successful year for the Football NSW Referees Academy as we again topped the rankings at the Girls NTC (Isabella Libri) and Girls NYC (Bethany Cummins). ELITE DEVELOPMENT GROUP Football NSW in conjunction with the NSW State League Referees Branch created the Elite Development Group (EDG) in 2018 to provide 10 emerging Referees greater opportunity to officiate at a higher level. On the back of the success of the EDG, Football NSW in conjunction with the NSW State League Referees Branch created the Women’s Elite Program (WEP). The results have been immediate with 7 out the 10 Referees debuting on the Women’s NPL1 1st Grade and 2 being selected as Referees for the Westfield W-League. In 2019 Football NSW had more referees on the A-League panel than any other state federation.
In 2019 Kurt Ams (Referee) and Lance Greenshields (Assistant Referee) made their international debuts officiating a match between Japan and Bolivia.
2019 achieved a major milestone within the School Referee program as we had our first Referee selected to a National Panel. Isabella Libri attended the course with Bossley Park five years ago and at 19 years old became the youngest Referee to officiate a Westfield W-League match. REFEREE PATHWAYS Similar to players and coaches, referees want to progress through the pathways that are available to reach the highest levels. REFEREE ACADEMY The Football NSW Referee’s Academy has been operating since 2015. TALENTED PLAYER PATHWAYS
Football NSW provides development opportunities for players that form an integral part of the Talented Player Pathway. Much of what we do is concentrated on improving the environment that our players play and train in and the overall experience that they take away from the game. That said, there are those players, and indeed coaches and referees, who are talented and deserve greater support for them to progress along their own pathway to be the very best they can. Football NSW plays an active role in supporting and investing in the development of the state’s most talented players, coaches, referees and administrators through their progression from local grassroots and community football through to the respective national league and onwards to National representation on the world stage. Football NSW oversees and delivers activities and competitions such as the Skill Acquisition Program, Talent Support Program and the National Premier League, and tournaments such as State Titles in support of this. Our Girl’s Institute Program has, and continues to, develop players that progress into the Junior Matildas, Young Matildas and ultimately the full Matildas teams. STATE REPRESENTATIVE PROGRAMS For both our most talented male and female youth players, each year, we identify, select and train State Representative Teams that compete at the FFA’s various National Championships. ELITE GAMES In 2019 Football NSW boosted the talented player program by implementing a series of ‘elite games’ played between some of the best young players in the state. These elite games and through them, mini tournaments, serve as further talent identification opportunities and enable FFA and Football NSW to establish a database of talented players for current and future national teams. They also provide an opportunity for the best to play against the best in a ‘high-intensity’ and competitive environment so as to improve individual player development.

In 2019 Football NSW managed the process of ensuring payments to nine Clubs on behalf of FIFA as part of the FIFA Women’s World Cup 2019 Club Benefits Program totalling over $42,000 dreams and aspirations, many of which will one day wear the green and gold on the world stage. TALENT SUPPORT PROGRAM Football NSW overall aim is to provide our most talented young players (boys & girls) a best practice and highperformance training and playing environment that will hopefully see them progress through to the A-League and ultimately any of the various National Teams. In 2019 Football NSW enhanced delivery of the one session per week Talent Support Program to complement development of players already occurring at Clubs. REGIONAL OPPORTUNITIES Football NSW is very cognisant of its obligation and responsibility to provide regional opportunities for our many players who live outside the metropolitan footprint of Sydney. Indeed, many great national team players, both male and female, have come from our regional areas and country towns and we are committed to ensuring that we leave no stone unturned to find the next Ellie Carpenter, Jada Whyman, Nathan Burns or Rhyan Grant. Football NSW supports a number of competitive opportunities such as Branch Titles and the Country Cup, and talented player pathways through TSP, Country Camps and NSW Country teams that are part of the abovementioned state representative programs and FFA National Championships. TRAINING COMPENSATION AND SOLIDARITY PAYMENTS Football’s international governing body, Fédération Internationale de Football Association (FIFA), oversees and implements a training compensation and solidarity contribution system whereby Clubs receive compensation for the role that they have played in the development and training of players, when these players are transferred between Clubs. Football NSW works with its Clubs and FFA to ensure these payments, where appropriate, are processed in a timely and coordinated manner. Over the years, many hundreds of thousands of dollars have been distributed to Clubs in the state for the role that they have played in developing a young player’s skills and talent.

MULTICULTURAL PROGRAMS
Our football4all and All Abilities activities provide opportunities for footballers with a form of disability. These programs include the Football for Cerebral Palsy and Acquired Brain Injured players and most recently, our support to hearing and visually impaired players.
Football NSW engages with Multicultural NSW to support Harmony Day as part of our outreach to migrant communities. We also work with specialist organisations and agencies such as Football United, Settlement Services International and Migrant Resource Centres to connect culturally and linguistically diverse (CALD) communities to grassroots football, and provide support to events like the M-Series futsal tournament, conducted by and for CALD communities.
We held the annual football4all Gala Day at Valentine Sports Park for over 450 participants. Our support of All Abilities football now extends to 43 programs across the state.
In 2019 Football NSW created a football4all League, launching with 10 Clubs.
GAME DEVELOPMENT OFFICERS Our Game Developments Officers (GDO) are regularly called out to activations throughout the year and their various inflatables games and activities are a highlight for everyone involved. Many Member Associations and Clubs call upon these activations for gala days, end of season events, fetes and other key events such as Socceroos, Matildas games and Finals matches.
Every year our GDOs are involved in some 140 activations with an estimated engagement of almost 15,000 young children. It is estimated that they cover in excess of 100,000km in servicing our outlying and regional areas.
POWERCHAIR FOOTBALL Football NSW provides a range of support to Powerchair Football including hosting the Premier League at Valentine Sports Park. In 2019 we supported the hosting of the Asia Pacific Oceania Cup Championships and are on the Local Organising Committee of the 2021 Powerchair Football World Cup.
In 2019 Football NSW launched Community FC in partnership with Multicultural NSW. The program involves 227 players and 21 coaches from the CALD and Indigenous community providing football as a vehicle for social change and opening up access to grassroots football.
INDIGENOUS PROGRAMS We have a total commitment to our indigenous players, and we implement an Indigenous Football Program including supporting a number of partnerships with Clubs that have a high number of indigenous participants. In 2019 the annual National Indigenous Football Championships conducted each year at Wreck Bay on the South Coast involved over 600 participants and was attended by many thousands of indigenous community members and local supporters from the region.
In 2019, the John Moriarty Foundation worked with our Technical Unit at Valentine Sports Park to conduct professional development and coach education courses for their community development and coaching staff.

SUPPORT FOR ALL FORMS OF THE GAME
SUMMER FOOTBALL Football is now played all year round, and almost a quarter of our members back up for our TAFE NSW Summer Football competitions. Played across 100 hubs throughout the state, TAFE NSW Summer Football not only provides an opportunity for players to seek year-round participation opportunities, it enables Clubs to continue their engagement with their players and provides the ideal platform for new players to be introduced to our game. WALKING FOOTBALL Whereas MiniRoos football provides footballing fun for young toddlers and children, at the other end of the spectrum, more and more of our older participants are getting their enjoyment from the game through our walking football programs. We’re all about creating programs that allow our players to stay within the game. FUTSAL The indoor version of our game, Futsal, continues to remain popular. Not only does Football NSW provide competitive opportunities through our elite Leagues, we also affiliate local centres for community futsal, conduct a School’s Futsal Championships, run coaching and referee courses, host the National Futsal Championships every second year and select and support state representative teams for our talented futsal players.

Since pioneering Walking Football in NSW, 2019 saw the concept rolled out in other parts of the country.
WOMEN’S AND GIRLS’ FOOTBALL
A number of key activities are conducted to promote increased participation and develop football for girls and women, including the very successful Female Football Week which involves almost 10,000 participants each year, and recently Football NSW has introduced annual coaching scholarships to encourage and develop aspiring female coaches in our game.
In 2019 Football NSW held a workshop with Matildas Coaching staff that attracted more than 100 community and NPL coaches wanting to learn from the best so they can pass that knowledge onto their players
FOOTBALL NSW INSTITUTE PROGRAM The Girls’ Institute Program is a centralised training hub offering a full-time high-performance training environment for the most talented young female players in the state. Pleasingly many of these players are being selected for national teams.
FUTURE MATILDAS Football NSW is one of three key partners in the implementation of FFA’s Future Matildas program, the other being the NSW Institute of Sport. The Future Matildas is a dedicated Sydney based development program aimed at producing talented players for the next generation of Matilda’s squads. The program caters for a number of players from all around Australia that gather and train at Valentine Sports Park. FEMALE LEADERSHIP PROGRAM Football NSW recognises the valuable role that women play in football and their contribution across all levels and forms of the game. As such, we invest in leadership and management programs, and other professional development opportunities so as to upskill and provide increased confidence, competency and capability for many female administrators, coaches, referees and volunteers.
WOMEN AND GIRLS’ TECHNICAL DIRECTOR In recognition of the growth of the women’s game, and so as to help support talented players and their continual development, Football NSW invests in a dedicated girls’ Technical Director. This position is testimony to our commitment to women’s football and growing popularity of the game by female players. FEMALE FOOTBALL WEEK Female Football Week is a nationwide initiative, that Football NSW wholeheartedly endorses and participates in, to celebrate the immense growth of women’s football at all levels of the game and acknowledge and promote the important role women play in developing football. With the objective of driving female participation at all levels of the game, throughout the week Football NSW and its Member Associations and Clubs are actively involved in the delivery of a range of activities including female football festivals, female coaching and refereeing courses, MiniRoos for Girls Kick-Off programs and Westfield W-League and Matildas’ signing sessions.
FEMALE COACHING SCHOLARSHIPS In support of our young and up and coming female coaches, in 2019 Football NSW commenced investment into Female Coaching Scholarships. These nine annual scholarships are awarded following a formal application process and includes significant financial contribution towards meeting course fees for either a Level C or B coaching licence as well as access to a range of mentoring and other professional development opportunities.

Discounts and special benefits include clothing and equipment from our partner Ultra Football, access to courses that TAFE NSW runs, benefits from the FFA through such partners as Hyundai and early bird access to major matches including National team games.
ULTRA FOOTBALL PARTNERSHIP One of the key benefits of this partnership includes the opportunity for registered players to purchase a pair of boots or other clothing and equipment, and potentially save anything from $50-$200 in any given year – a tremendous opportunity to save! FOOTBALL CORNER SERVICE Clubs and Member Associations also have access to advice and guidance in the selection and purchase of apparel and equipment, through our Football Corner, established to service the needs of our members. In 2019 Football Corner facilitated almost $500,000 worth of purchases.

Through the TAFE NSW partnership, Football NSW offers our Member Association and Club administrators the opportunity to develop their business skills through access to fully subsidised Skills for Business training.
LET’S LIGHT UP FOOTBALL One of our big successes lately is the Light up Football program where Clubs and Member Associations have received financial assistance to either install new or improve current lighting. Already after two years, more than $6 million dollars has been provided for the upgrading of lighting across 34 pitches by a combination of Football NSW, Clubs and Member Associations and local councils.

REGIONAL SUPPORT FUNDING TO BRANCHES AND MEMBER ASSOCIATIONS
In 2019 Football NSW worked to secure a grant from Sport Australia under its Active Ageing program that allows us to distribute funding to support the establishment of Walking Football programs across the state. These grants to Member Associations assist in offsetting the set-up costs of Walking Football hubs and helps build sustainable programs to engage older and less-mobile players.
Football NSW provide grants to each of its Country Branches, in addition to rebates for regional Member Associations based on junior participation numbers. To support regional coach development, we have offered a grant to support each Member Association to upskill a designated coach to C-Licence level. MINIROOS SERVICING SCHEME Football NSW provides funding to assist Member Associations in rolling out a series of initiatives including MiniRoos Kick-off and MiniRoos for Girls, as well as supporting MiniRoos gala days, and we conduct many MiniRoos’ community activations at a whole range of events.
ASIAN CUP LEGACY FUND
Football NSW successfully applied for grant funding from the NSW Government to support Community FC, a program that assists indigenous Australians and newly arrived migrants to engage with football and subsidises their transition into regular Club football. In turn, we work with Member Associations and Clubs to expand and develop these programs further and provide funding support where relevant.
Our investment in advocating for and lobbying governments to provide greater investment in both new and improved playing pitches is providing results. We successfully argued for the reinvestment of surpluses from the 2015 Asian Cup to be provided in grants through the Asian Cup Legacy Fund which saw a total of $4.1 million being spent on infrastructure improvement throughout the state. As of 2019 many of these projects are now being completed.
UEFA ASSIST
ELECTION SUPPORT
Throughout 2019, nine Hyundai Kona cars, delivered by Football NSW to our Member Associations, were spotted around town. Through a UEFA Assist grant’s program, Football NSW successfully applied for and received a $270,000 grant that resulted in the procurement and delivery of cars to assist Member Associations in their work in the community.
In 2019, Football NSW focussed on supporting Member Associations and Clubs to advocate for investment ahead of the State and Federal Elections. In the State election more than $12m was committed to projects for community football Clubs and the Federal Election saw $15m committed to football projects.

FACILITIES AND ADVOCACY
A Football Facilities Audit was conducted that included 1,005 sites and a total of 2,284 football pitches and uncovered some alarming results for the State’s largest team’s sport. It revealed insufficient playing pitches in certain pockets of the state, often resulting in players being denied access to a Club, the poor quality of certain aspects of facilities such as drainage, irrigation and lighting, and in particular, the inadequacy of ageing facilities and their ability to cope with the growth in popularity of the sport amongst young girls and women.
FOOTBALL INFRASTRUCTURE STRATEGY FOR THE PERIOD 2020–2030 Football NSW’s next step in this area is the creation and implementation of our Football Infrastructure Strategy for 20202030. This project will utilise the latest in industry shaping technology platforms to measure and monitor participation in football and project future demand for our game. Through the use of cutting-edge technology, this will allow extensive data analysis and provides important and necessary strategic insights in order to future proof our game. GAME RESEARCH Football NSW undertakes research into the manner in which we can better support our Member Associations, Clubs and participants, to develop the sport and improve their overall experience. This research is formalised in strategic plans focusing on the benefits that the sport brings in both commercial and community outcomes to society. We use these insights and outcomes to advocate for greater support and funding from all levels of the government to realise a better playing environment for our stakeholders. FOOTBALL FACILITIES RESOURCE DEVELOPMENT Our investment in research and consultation with service providers has given us a better understanding of the requirements of facility development. Through its website www.footballfacilities.com.au, Football NSW provides an extensive amount of information, advice 20 FOOTBALL NSW 2019 VALUE PROPOSITION REPORT
and resources. Nine ‘Facility Guides’ on subjects such as Draining and irrigation, Grass Field Maintenance, Lighting, Project Management, Synthetic Pitches and Scoreboards have been developed to assist Member Associations, Clubs, and Councils in their consideration and preparation of facility development and investment in our game. We continually share this knowledge with the football family to assist in the improving both the quality and quantity of synthetic fields, amenities blocks, Clubrooms, canteens and field lighting. ASSISTANCE WITH GRANT APPLICATIONS Football NSW regularly provides assistance and guidance to Member Associations and Club in identifying available Government grants, drafting and submitting grant applications, and providing general letters of support for desired facility upgrades or developments.
Supporting its Members with seed funding through programs such as the ‘Let’s Light Up Football’ fund, Football NSW has been able to multiply what limited funds the sport has to unlock significant Council and Government investment. PARLIAMENTARY FRIENDS OF FOOTBALL Our Facilities team constantly work with Local Councils and Members of Parliament at both the State and Federal level to lobby for increased expenditure in this area. A bipartisan ‘Parliamentary Friends of Football’ Committee has been established consisting of more than a dozen Members of Parliament, the NSW based Hyundai A-League Clubs, Northern NSW Football and FFA to provide a united and collective voice for greater investment and support of our game.

DEVELOPMENT OF FOOTBALL IN SCHOOLS
Football NSW conducts a range of programs and activities within the school environment designed to introduce both primary and secondary students to the game and encourage them to transition into Club football within our Member Associations. IMPLEMENTATION OF SPORTING SCHOOLS AND THE MINIROOS SCHOOL’S PROGRAM Sporting Schools is a Federal Government program designed to increase participation in sport by young school children. A $240 million national program, Football NSW implements school-based futsal programs to thousands of children annually. Further, within Primary Schools we utilise the highly successful MiniRoos brand to introduce the game through our ‘Kick-Off’ program.
In 2019, almost 25,000 students participated in Football NSW programs and activities within the school environment and this is only expected to rise as we increase our focus in this space FUTSAL SCHOOLS CHAMPIONSHIPS Each year Football NSW implements and conducts the Futsal Schools Championships for more than 1200 teams and almost 11,000 young players. Across 13 venues, regional hubs compete over five months culminating in the State Championships in August each

year. These Championships help drive the increasing popularity of futsal and contribute to players’ techniques and skills of the game helping them to develop their ability so as to enjoy their overall football experience. NSW PREMIER’S SPORTING CHALLENGE Football NSW recognises its role in developing better community citizens and to this end, we have a long tradition of supporting the NSW Premiers’ Sporting Challenge. Focusing on developing leadership opportunities for students through sport and physical activity, we assist in developing and supporting students in a range of multi sports events. Annually more than 400 students complete the MiniRoos Grassroot Certificate, many of which then go on to work with Clubs and coaching teams within the sport. WORKSHOPS TO UPSKILL TEACHERS Appreciating the invaluable role of teachers in the growth and development of young students and their overall physical literacy, Football NSW works with the NSW Department of Education’s Teach Professional Learning (TPL) Program. Here we deliver courses and other workshops in coaching and refereeing, so as to upskill the capabilities of teachers to help us promote the game and provide greater opportunities for football to be played at schools. Annually more than 100 teachers benefit from this TPL program. Football NSW works with and supports key organisations and agencies in the schools and education space and has, over many years, developed great working relationships with the Department’s Schools Sport Unit, the Combined High Schools Sports Association and Primary Schools Sports Association, amongst others.
CAPABILITY BUILDING
In any aspect of life, continual improvement and development is fundamentally crucial. To this end, significant resources are invested in the education, training and development of our various constituents. As such Football NSW provides an extensive range of professional development opportunities including courses, workshops and updates for our Member Association and Club coaches, referees, administrators and volunteers. Whilst these have predominantly included players, coaches and referees in the past, increasingly Football NSW is doing more for our administrators and volunteers, particularly with our Capability Building program and the many workshops, courses and forums that we run. Past events have included workshops and presentations with special guests from EPL Clubs, Arsenal and Tottenham Hotspurs, the Matildas, and renown leaders in the areas of leadership, facility development, sponsorship, parenting, sports science and sports medicine and other technical expertise. Most recently, representatives of the local football community had the privilege of sitting down and discussing a range of topics with former Chief Executive of the English Premier League, Richard Scudamore. WORKSHOPS FOR MEMBER ASSOCIATIONS & CLUBS As the shopfront window of the game, Clubs are most vital in their support to the player, coaches and administrators and volunteers. It is the Club that does much of the heavy lifting in the game, forming teams, registering players, participating in competitions and overall developing our game at the grassroots and community level. Football NSW conducts many expos, Club presentations and seminars, training workshops and across the year distributes more than one million eDMs ‌ electronic
newsletters emailed to our members across areas such as Facilities, Coaching, Club Development and Marketing and Sponsorship. BUILDING OF WEBSITES FOR MEMBER ASSOCIATIONS Football NSW has provided support to our Member Associations with both advice and assistance with the building and development of their official websites as well as their various social media channels such as Facebook, Twitter and Instagram. We have shaped and modelled official Member Association websites in a uniformed approach to ensure consistency and branding are unified amongst the football family.
Football NSW is supporting Member Associations and Clubs to roll out the National Club Development Program aimed at raising the standard of grassroots football through provision of guides and resources to help Clubs improve their governance, coaching structure, attract sponsors, recruit volunteers and increase their membership.

PROMOTING THE GAME
CAMPAIGNS TO PROMOTE PARTICIPATION Football NSW is committed to developing strong and consistent messages, as well as creating strategies which successfully communicate those messages to key audiences. Each year Football NSW coordinates a multi-channelled marketing campaign to promote the registration of players, coaches, referees and volunteers, with the aim of increasing the recruitment and retention of participants across the state assisting with the consistent growth of grassroots football. Working alongside Member Associations and Football Federation Australia, a range of support was made available to administrators including social media graphics, posters, and banners, Club adverts all personalised for Clubs. Targeted social media advertising via Facebook, Twitter, Instagram and LinkedIn, electronic marketing (eDM) and a text message SMS campaign to last year’s participants made for cost effective solutions to reach out to the football family with the aim of increasing our numbers across a vast number of areas.
LIVE STREAMING OF MATCHES In 2019, Football NSW broadcast an unprecedented 460 live games across our social media channels allowing us to showcase the best football talent in the state. In recent years, targeted approaches via television commercials, cinema commercials, radio commercials, bus signage commercials as well as online and newspaper collateral to further promote our game to a wider audience. Additionally, for the first time, we live broadcast all 19 Champion of Champions Finals. DEVELOPMENT OF OUR “OVER THE TOP” PLATFORM In 2020, Football NSW will launch a National Premier League specific streaming service NPL.TV. The free to view service is the new home for all live and on demand broadcasts for NPL NSW and NPL Queensland. Football NSW engages 16 commentators for these streamed games. COMPETITION MATCH REPORTS, PREVIEWS, REVIEWS, PHOTOS, AND MEDIA PROMOTION Football NSW continues to provide our broad audience with the best there is in news and other information regarding all our NPL and other competitions, events, and Tournaments involving community football, as well as a whole range of avenues promoting the best media hub there is across any state based football Federation. Comprehensive written reports from 16 highly regarded journalists across all our NPL Competitions. There is also a range of feature stories for all these competitions while eight official photographers are also engaged to capture professional images across all our Leagues and events. Each detail is also promoted through all our social media channels including Facebook, Twitter, Instagram and YouTube as well as displayed on our official Football NSW and NPL Men’s and Women’s websites. A number of media promotions are conducted to promote our game through various digital launches including photo shoots and online commercials, as well as the producing Media Guides amongst a host of other marketing collateral, all of which assist in the overall promotion of the sport.

AWARDS AND RECOGNITION
To recognise and pay tribute to those who have either achieved success or deserve special commendation, Football NSW conducts several gala events and end of season celebrations. These include: • The Gold and Silver Medal Dinners – where we recognise the achievements of the State’s top tier men’s and women’s competitions – the Gold Medal Dinner for NPL 1 and the Silver Medal Dinner for the second, third and fourth tier men’s and women’s NPL competitions. •S tate Dinner – One of the most popular events on the Football NSW calendar is our State Dinner where we pay special tribute and recognition to the achievements of those working and volunteering in our Member Associations and community Clubs. The evening concludes with the awarding of the coveted George Churchward Medal - the highest accolade awarded to serving members of the state’s football community. •F utsal Premier League Dinner – We recognise and celebrate the achievements of NSW’s top tier futsal men’s and women’s competitions.

VALENTINE SPORTS PARK
Every family needs a home, and for the NSW football family that home is our wonderful facility at Valentine Sports Park in the north-western Sydney suburb of Glenwood. Here Football NSW conducts a range of activities including many meetings and education courses that are run, as well as a training facility for our high performance and state representative programs. It also hosts regular Club games, training sessions and many of our own events such as SAP Gala Days, Champion of Champions and other key events such as the State Coaching Conference which last year had more than 400 community and advanced coaches in attendance. Valentine Sports Park has a long and proud history dating back to the 1960s and for many players, coaches and referees of all levels and abilities, it is an experience to play at the Home of Football in NSW.
The venue hosted in excess of 1,666 separate events and it is estimated over 107,000 people passed through the venue in 2019 There is a total of five full sized football pitches (three turf and two synthetic) with 200 lux lighting and a multi-purpose indoor sports centre featuring an international size FIFA approved Futsal court with timber sprung floor and grandstand seating for spectators available for Clubs and groups to hire for match or training purposes. In 2019, as a result of a government grant, Football NSW was able to commit to improving the two ‘back pitches’ #4 and 5, with better irrigation, drainage and new turf so as to provide a high-quality playing surface for our teams. VSP includes a 58 room / 194 bed accommodation complex allowing visiting teams and other athletes of groups to stay on site, metres from their training environment. Onsite catering facilities offering a range of nutritious options, meeting rooms and other facilities make it an ideal choice for those players, teams or groups visiting the area for sporting, educational, business or other purposes.
