New Year, New Look & New Hope (Maybe?)

J

anuary is always a time for new beginnings and fresh starts. For those in the asphalt road building business, a new presidential administration and promises of increased infrastructure spending offers glimpses of a productive 2017. President-elect Trump has promised a massive infrastructure package within his first 100 days in office, raising hopes for a major transportation bill this year. We will have to wait and see if these promises become reality, and with a recently passed continuing resolution (CR) at the beginning of December that maintains 2016 spending levels instead of the promised $2.4 billion increase for 2017, some of those hopes may be tempered. One thing is for certain, asphalt road building contractors will have to continue to improve their production and efficiencies to maintain their bottom lines in 2017, and technology is one way to do it. The construction industry is on the verge of a fourth industrial revolution with technology as the centerpiece. Technology has the ability to help road building contractors be more efficient and profitable on the jobsite. It can improve productivity and reduce operating costs. As technology evolves for our industry, it will touch virtually every aspect of your work environment from equipment management to material management to crew management. With that in mind at the beginning of this New Year, you may have noticed our January issue has an updated look.

This is to go with our new editorial mission. Asphalt Contractor has always focused on the entire universe of asphalt road building – from producing to placing to preserving asphalt pavements – and we will continue to do that. But now we add a fourth pillar – technology. Our Technology Matters column has been promoted to a regular feature and will focus on the latest tools, apps and products available to the industry as well as discussions on technology trends affecting asphalt contractors. As I mentioned, we’ll still cover the entire life cycle of asphalt pavement in every issue … the only asphalt road building magazine that does that. NEW PRODUCTS ATLAS COPCO OFFERS FLEETLINK TELEMATICS SYSTEM

A

tlas Copco’s intelligent telematics system, FleetLink, provides road construction contractors with a convenient and efficient tool to monitor and manage their equipment fleet. The system allows users to optimize fleet usage, reduce maintenance costs and save time and money. “We want to provide our customers with an easy way to monitor and track their fleet and operations,” says Tim Hoffman, Atlas Copco Road Construction Equipment product manager. Atlas Copco offers FleetLink in two packages — FleetLink for small pavers and FleetLink Advanced for use with large soil and asphalt rollers as well as large highway class pavers. Both packages come standard with a new Atlas Copco machine purchase and are free for customers during the first three years. Each package includes the hardware module, access to an online fleet management portal and a monthly connection package subscription, which

customers can extend after three years. FleetLink is used on Atlas Copco small pavers, including the F1200C, and is compatible with other manufacturers’ equipment. The system records the location of the equipment and working hours. It also includes a tool to set one or more geo-fences for a single machine or a group of machines. The geofence program automatically sends a message to a pre-defined email address when a machine enters or leaves the designated area, allowing customers to track their machines even when not logged in on the webpage. Contractors can easily set up maintenance schedules by using the FleetLink system. The tool emails a designated account when a machine is close to its next service due date. In the maintenance overview of the advanced module, users can see the service status of every machine in their fleet. This helps plan equipment servicing efficiently and proactively. FleetLink Advanced is used on Atlas Copco soil rollers ranging from the

CA1500 to the CA6500, asphalt rollers CC2200 to the CC6200 as well as large highway class pavers such as the F800T, F800W, F1000T and F1000W. This system includes all the features and functions of FleetLink but also monitors each machine’s parameters and performance every minute. Having this data available optimizes fleet usage, reduces waste and saves time and money. Fleet managers can see if a piece of equipment is standing idle at a time when they would expect it to be in use. They can then talk to the operator to determine the cause and find a solution. The Advanced system allows for further analysis and checks the equipment performance in customizable timeframes. Users can track the machine’s coolant temperature, travel time, fuel consumption and load factor, improving performance. FleetLink Advanced users can export and save all data for further analysis. Specialized Software Delivers Automation Advantages for

DOT BIDDING

makes bidding faster and more accurate through the use of DOT item databases, standardized crew and task templates, and other features that automate time consuming tasks and replace manual data entry with easy import and export tools. By streamlining data collection and making the bidding process more repeatable, estimators are freed up to focus on their bidding strategies, and can modify their bids quickly and with confidence in response to any last minute changes in costs from vendors or subcontractors.

C

ontractors specializing in Department of Transportation projects are under increasing pressure to do more with less. Their profitability begins with an estimate, and a growing number are stepping up from spreadsheets to specialized estimating software to gain speed and efficiency advantages when bidding on DOT work. The U.S. Department of Transportation estimated that U.S. drivers traveled more miles in 2015 than during any year in history. The volume shows no signs of letting up. Combined with aging infrastructure, it’s creating predictable growth in the opportunities for contractors focused on road, highway and bridge improvement projects.

Those opportunities, however, are not without risk. The Fixing America’s Surface Transportation (FAST) Act is expected to provide more than $300 billion in funding over the next five years, but infrastructure demands still outweigh the available funding. As a result, margins for contractors are getting tighter. Most heavy civil construction estimators find themselves under pressure to produce more bids in less time. Those bids are also becoming increasingly complex and, with tighter margins, it is more important than ever to avoid errors in order to win the right jobs at the right price. Specialized estimating software

BUILT-IN DATABASES A strong estimating software application allows companies to establish central resource and item databases that they pre-populate with their company-specific rates for labor, equipment, materials and other costs. Templates, including commonly used combinations of resources and items, can also be created in the database. For example, a company might create a template for an “asphalt paving task” that includes several pieces of equipment, the operators, a foreman, some laborers and the materials that crew would use. High-performance estimating software also comes with the built-in ability to download and leverage the specific pay items established by every state DOT to populate an estimate. These DOT databases includes item numbers, descriptions and units of measure for each item that each particular state may require on its bid forms. Contractors can identify the DOT items or templates they frequently bid on and populate them in advance

with their own costs. When it’s time to create a DOT bid, they already have the building blocks that conform exactly to the DOT requirements. AUTOMATED IMPORT, CONFIGURATION AND EXPORT With DOT cost items and templates pre-populated, an estimate for a DOT job for a state supporting electronic bidding can literally be created in minutes. An estimating application allows estimators to import an electronic DOT bid form and match it to a DOT database that they have already established. The best applications will support B2W Expedite, other state-specific electronic bidding systems, and importing from Excel. The software will search its internal DOT database of templates for any items that match the required items in the bid and copy them into the estimate automatically, including the quantities from the bid the DOT put out, and all the labor, equipment, crew costs and material cost from the estimating software database of templates. This fast, automated process eliminates the need to manually chose and enter the items. Estimators can then proceed immediately to reviewing the estimate, modifying crews and changing any costs as necessary. When the bid is complete, they can easily export it to a bid file that can be submitted to the DOT electronically. CONTRACTORS AGREE Triple B Services, a leading earthwork, highway and utility contractor in southeast Texas, transitioned away from Excel when estimating with spreadsheets was slowing the growing company down. Triple B chose B2W Estimate, and estimator Jonathan O’Dell says the specialized software has paid for itself numerous times over. “The DOT integration features built in provide a critical time saving advantage,” according to O’Dell. With specific state DOT cost items already in the software, he says the estimating team at Triple B can prepopulate them and then pull the information into estimates, as required. Vice President Kyle Duininck concurs that built-in DOT advantages with an application like B2W Estimate are vital. His company, Duininck Inc., has heavy construction and aggregate operations across the U.S., with federal, state and county projects accounting for a high percentage of the projects. “The process of prepopulating cost items according to the DOT structures and seamlessly importing a bid form, conforming our bid and exporting it is extremely fast and accurate, and there is no way you can duplicate that with spreadsheets,” says Duininck. How Technology Keeps People Safe in the

t’s always been a challenge to have multiple machines and crew moving in the same space at the same time — contact at some point seems inevitable. But now you can add a layer of protection to your existing safety processes through technology. With Cat Detect for Personnel, part of Cat Connect Technology, ground workers or visitors wear safety vests or hard hats equipped with radio frequency identification (RFID) tags. Other assets and potential hazards on the ground can also be tagged. When an antennae installed in the cab detects an RFID tag inside a pre-set zone, both the operator and the ground worker receive alerts. The machine’s telematics system captures data about the incident. The data is available for review and analysis through VisionLink, giving site managers convenient access to critical information for decision-making. TECHNOLOGY TO MANAGE FATIGUE & DISTRACTION Tools like the Driver Safety System (DSS), also part of Cat Connect Technology, can help mitigate fatigue and distraction risk. The DSS uses infrared cameras and sensors mounted in the cab to continuously measure operator eye and eyelid behavior. These measurements identify operators who are fatigued, dozing off or looking away from the task at hand for an extended period of time. Should an event occur, the operator is notified with a rumble in the seat, voice command or alarm. Notification is also sent to a central location where data can be aggregated and analyzed. An intervention plan is

critical to ensure quick, consistent followup with fatigued or distracted operators. MORE THAN TECHNOLOGY Tools like Cat Detect for Personnel and the DSS give you a level of visibility to risk, putting you in a stronger position to mitigate and manage it. But they’re just one aspect of an effective risk management system. Whether your priority is reducing contact between people and machines or managing fatigue and distraction — or both — many other factors affect your ability to succeed. • Leadership commitment. Begin the change process with clear, visible support from leaders at every level of the organization. • Site assessment. Get a baseline against which progress can be made by completing a comprehensive, datadriven review of current site practices and risk factors. • Specific improvement goals. Use precise, measurable targets to guide the organization forward. • Positive communication. Keep the

focus on sending everyone home safely every day — not finding and punishing offenders. • Straight talk about technology. De-mystify technology by explaining what it does, how it works, where it will be installed, who will see the data and how it will be used. • Defined protocols. Clarify what happens when events take place. Explain what operators and supervisors will be expected to do, when an intervention will be required and what will take place after an intervention. • Ongoing education and support. Teach people to manage their own safety behaviors through better sleep habits, diet and exercise and responsible use of alcohol and prescription drugs. Ace-Saginaw Paving Installs New Plant to Meet Customer

New Gencor plant helps this Michigan asphalt producer increase efficiency, productivity and sustainability 24

A

ce-Saginaw Paving Company’s primary goal is to provide a high quality product and service and remain competitive in the markets it serves. To meet that goal, the company recently installed a new plant in Burton, MI. Increased demand was the number one factor for building the new facility,

says David Gohn, Michigan Asphalt Plant Manager with Ace-Saginaw. “We had to meet our customer’s needs,” says Gohn. “Many days we were over-booked and our customers were waiting.” Gohn says there was also economic growth happening in the Flint, MI, area and a recently passed tax that was

increasing demand. “Michigan passed an infrastructure tax and we anticipate a greater demand of our products and services because of it,” he says. SOME BACKGROUND From asphalt, aggregates and agricultural products to cement, slag and steel mill services, the Edw. C. Levy Co. covers it

all, and is today a company with global reach. Its beginning was much more humble, however. In 1918, Edward C. Levy started his company as a trucking contractor in the Detroit, MI, area. In the 1920s, he began crushing slag and introducing it to the market as a road base material. In the 1930s, he built a crushing and calcium chloride mixing plant to make road base material. It wasn’t until the 1960s that Levy dipped his toe into the asphalt market by purchasing three asphalt plants from Cadillac Asphalt Paving Co. to form Asphalt Products Co. As the company continued its growth in the slag, aggregate and cement production industries, its asphalt arm expanded again the 1980s with the purchase of Ace Asphalt & Paving in Flint, MI. While the company’s presence in the United States asphalt industry began in southeastern Michigan, it expanded again in the 1980s, this time into Colorado to cater to the needs of customers in the western portion of the U.S. with the addition of Schmidt Construction Co. in Colorado Springs. In early 2000, Levy Purchased Saginaw Asphalt and Saginaw Valley Asphalt along with one plant in Port Huron from the Iafrate Company. The acquisitions allowed the Levy Company to expand its market throughout Eastern Central

Recently, the Levy group of companies consolidated two of its long standing Michigan asphalt divisions. The former companies, Ace Asphalt Paving Company and Saginaw Asphalt Paving Company, combined to form Ace-Saginaw Paving Company. IT’S ALL IN THE MIX Ace-Saginaw Paving Company provides the Eastern Central Michigan region with asphalt services and products that range from asphalt production, asphalt paving and construction. The company also offers engineering and design for the private sector as needed. Ace-Saginaw produces several types of high quality asphalt mixes and pavements with an array of quarried and slag aggregates and recycled materials. “Our sister company, Lyon Sand & Gravel, crushes all of the recycled

materials,” says Gohn. “Our average RAP percentage at the new Burton plant is 35%.” The Ace-Saginaw mix arsenal includes warm mix asphalt (WMA), ultra-thin, crumb rubber, latex, polymers, stone matrix asphalt (SMA), commercial and DOT mixes. The company also offers many commercial mixes with recycled materials as well.

There are five locations in Michigan: Davisburg (600-tph plant), Burton (500tph plant), Port Huron (500-tph plant), Saginaw (500-tph plant) and Ubly (300tph plant). Today, Ace-Saginaw produces about 1.1 to 1.4 million tons of asphalt annually and is anticipating increased production with the new state funding. NEW BURTON INSTALLATION In 1996, Ace-Saginaw installed components to convert a batch plant to a 400-tph dual drum system conversion plant, says Gohn. “In 2015, we dismantled the old plant and changed the elevation, installed better drainage on the entire property, met or exceeded environmental requirements within the design of

the new plant, and installed a Gencor Ultraplant 500-tph capacity system,” he explains. The new plant includes: • Advanced Rap Entry (A.R.E.) System • Ultra II dual fuel burner • Two RAP bins • Eight aggregate bins • Four 300-ton silos; two on each truck scale with the ability to add an additional scale per silo • Two Rice Lake 140-ft. truck scales • Three 30,000-gal. vertical AC tanks • ULTRALOGIKS Plant controls and building • Self-contained MCC building “We chose Gencor because we have existing Gencor plants in operation,” says Gohn. “They have a personal commitment to stand behind their product, and I believe their equipment design helps us provide a quality product.” Gohn says the A.R.E. system with two RAP collars also allows more retention time to increase the percentage of RAP they can use when allowed. According to Gencor, the A.R.E. concept uses the gases and convective heat of the combustion zone to preheat and advance the release of internal moisture in the recycle pavement. This advanced release of moisture results in higher higher RAP production of 50% due to a more even and staged release of water vapor in the drying process. The material process flow starts at the virgin aggregate feed end of the Ultradrum where aggregates are quickly heated to temperature as they approach the burner. While the aggregates approach the combustion zone, the recycled asphalt (having previously been reduced in size) is introduced in the combustion zone, behind the specially designed combustion flighting. This special flighting allows the RAP material to cascade around the combustion zone and absorb conductive and convective energy. enters the mixer. RAP, virgin aggregate and baghouse dust combine in the mixing zone, away from the direct radiant zone. Asphalt cement (AC) is then added into a thoroughly dried mixture of primary dust, virgin aggregate and RAP to form a fully coated and homogenous mix before exiting the drum. Any hydrocarbons or steam vapors generated from the mixing process are captured by Gencor's patented Volatile Reclaim System and returned to the burner as fuel. Other efficiencies the plant offers include VFD drives on all main components of the plant and the Ultralogiks Plant Control System which manages and monitors all plant control functions in a Windows-based environment and graphical user interface. The hardware is an advanced PLC control platform that performs all the plant operations including both blending and loadout functions. A backup computer and redundant hard drive assure the operator complete security of the data and operating system. “Safety was a top priority when choosing the plant components and layout,” says Gohn. “We sat down with Gencor to emphasize and implement the use of stairs versus ladders, electric chain hoists on silos, extra guards and access doors to meet our requests.” Ace-Saginaw Paving Company provides the Eastern Central Michigan region with asphalt services and products that range from asphalt production, asphalt paving and construction.

How to Identify Thieves

L

ate last spring in the May issue, I talked about the scourge of employee theft at our asphalt plants. I think an explanation of how I assisted in identifying these thieves over the years would be helpful to some of you. The root of the problem is the cash sales we have at most plants. Some people simply cannot resist the temptation to help themselves to so much “easy” money. While most people are honest to the core, others have a very tenuous grasp on their moral compass. While some of what I am about to say may seem very obvious, some overlook these things so I will lay out how I deal with this threat. KEEP ACCURATE RECORDS First and most important is keeping accurate records of every component used in your yard. All incoming aggregates need to be accurately inventoried on a daily basis. Accurate daily logs should be kept and rectified at the end of each month against outgoing sales. I realize this is a big job at plants that also sell aggregates on top of asphalt, but that is what most thieves are counting on. They hope you will not notice the relatively small quantities they’re stealing. In addition to tight aggregate inventory control, I also recommend weighing random loads of your incoming aggregates. You will probably never catch a discrepancy, but it demonstrates to your suppliers and employees that you are paying attention to your operations. This perception is a powerful deterrent all by itself. DAILY WASTE Another area to pay close attention to is the daily waste at your plant. If operated properly, most asphalt plants have only a small amount of start-up and shut-down waste. This should be recorded on a daily plant report that includes product sold and liquid AC inventory used. By

comparing these totals to aggregate inventories and incoming asphalt totals, you should be able to rectify the incoming/outgoing totals. Things should match up very closely. ALWAYS BE WATCHING In addition to these checks, I suggest license plate cameras on your hot mix load-out system. This data can be recorded on each truck ticket and used to cross reference the load. One of the tactics used by one of the thieves I caught was to print the last ticket twice while not printing a ticket for the truck that just loaded. With a license plate camera, this strategy simply will not work because the load count will be off and you can then look at the license plate number and see which of your customers is colluding with the thief. Remember, it takes two to play this game. A seller and a buyer. Do you really want that guy as a customer if he is willing to cheat you? I wouldn’t. Another productive way of monitoring operations is to install control room cameras. Make them obvious. Put them places that employees can see them and know they’re being watched. The cameras serve two purposes: to record ongoing operations so that you have a fighting chance of spotting shady operations; and to demonstrate to all employees that you are paying attention to every aspect of your business. I like to tell clients that this is like a locked closet door. Its purpose for being locked is to keep honest people honest. That lock will not stop a determined thief. But knowing they are being observed keeps most people honest. YEAR-END ACCOUNTING Aggregates are a low-return item to steal and make money on. Hot mix is where the money is at. One thief I rooted out in the Southeast was selling 300 tons a day to his friends for a significant savings.

Cliff ’s Notes The plant was making 3,000 to 4,000 tons a day, so his theft was not obvious until the end of the year when the owner wanted to rectify the AC usage for the year. He used significantly more liquid asphalt than he should have. AC doesn’t evaporate, so we knew that there had to be a reason for the missing oil. Apathy has been one of the major contributing factors at every plant where I have rooted out theft. In each case the owner was simply too busy or disinterested to pay the appropriate amount of attention to the plant operations that the situation warranted. These guys simply trusted their people too much. In two cases, the thieving employees were direct family members. In another case, the thief was pastor of his local church, the same church the owner attended. These facts clearly illustrate that we should treat everyone respectfully, but trust no one implicitly. INAUGURATION DA Every four years, Fort Myer Construction mills and paves Pennsylvania Ave. to ready it for the President’s Inaugural Procession

he inauguration ceremony marks the commencement of a new four-year term of a president of the United States. This year, Donald Trump’s inauguration will be held on Friday, January 20. After the oath of office is taken and the president gives his inaugural address, there is a procession of the new president to the White House. Since Thomas Jefferson’s second inaugural on March 4, 1805, it has become a

tradition for the president to parade down Pennsylvania Avenue from the Capitol to the White House. Following the arrival of the presidential entourage to the White House, it’s customary for the president, vicepresident, their respective families and leading members of the government and military, to watch the Inaugural Parade, which proceeds along 1.5 miles of Pennsylvania Ave. and features both military and civilian participants from all 50 states and the District of Columbia. Every four years, Fort Myer Construction has the opportunity to provide milling and paving work along Pennsylvania Avenue for the District Department of Transportation (DDOT) to prepare the route for Inauguration Day. This past November, they tackled the project again. This time, the opportunity came to the company because Fort Myer is a subcontractor to Capital Paving performing all asphalt operations under the National Highway Systems (NHS) routes contract, which contains a task order to resurface Pennsylvania Avenue every four years.

Fort Myer is a leading contractor in the Washington D.C. metropolitan area, focusing on an array of infrastructure construction disciplines. Founded in 1972 as a small masonry and concrete contractor, the company owns and operates two asphalt plants in the D.C. area and offers customers various federal and state approved mixes. Fort Myer’s plants service the Maryland, Virginia, and D.C. area with several hundred thousand tons of asphalt material annually. “Fort Myer was contracted to do this job in conjunction with a multiyear contract with the District of Columbia for the maintenance of NHS routes,” says Bradley Gardner, general superintendent, Asphalt Division. “We have been either the prime contractor or subcontractor on this contract since 2008. “Throughout the years we have developed a well-established process which consists of a strong maintenance of traffic (MOT) plan and precise timing of the milling and paving of the various areas of the job that had to be approved by DDOT,” he says.

In total, the project required roughly 5,200 tons of asphalt and was paved using a 10-foot Caterpillar AP1055F track paver and two 8-foot Caterpillar track pavers (AP655E, AP655F) and one 8-foot rubber tire paver AP600D. All four pavers were working in echelon formation. The pavement was compacted using BOMAG BW161 rollers for breakdown and a BOMAG BW138 for finish rolling.

DAY PREPARING & PAVING PENNSYLVANIA AVE. To begin the Pennsylvania Ave. project, the road was first milled using multiple Wirtgen W200i milling machines in an echelon fashion. After milling, brick crosswalks were covered with plastic, then covered with sand on top of the plastic. Curb and gutter were covered with sand prior to paving. This was done to preserve existing structures along the historical route. Fort Myer used a 9.5mm PG70-22 warm mix asphalt for paving. “The mix was determined based on the thickness of the lift (1.25-in.) and the temperature during this time of year,” says Gardner. “Only one lift was done to complete this job.”

TRAFFIC PLANS, WEATHER & TIGHT SCHEDULES The challenge of all types of paving jobs is always due to the traffic plan and weather conditions in conjunction with meeting tight deadlines, says Gardner. “This project was no different,” he says. “We had to reschedule night work due to rain and cold weather this year. This caused us to work additional hours at night.” Since Fort Myer is the only company that owns two asphalt plants in the District of Columbia, it was able to provide its own asphalt for the job. “This allowed the project to stay ahead of schedule and also enabled the team to schedule quick deliveries of asphalt due to weather changes,” says Gardner. The project took six business days to complete with no weekend work. AC

Markwell Paving performs a mill and pave project an Oklahoma roadway section

O

ne would expect that an incredibly long highway that connects Mexico and Canada would have songs, myths and stories written about it. But not so. The lore of U.S. Route 62 or U.S. Highway 62 (US 62) probably does exist in family stories and communities along the way, but has not yet migrated its way out into popular culture. Surprisingly, there is no "Get Your Kicks on Route 62" song or Route 62 television show. But US 62 is a big deal. It runs 2,248 miles from the Mexico-U.S. border at El Paso, TX, to Niagara Falls, NY, at the Canada-U.S. border. It is the only eastwest United States numbered highway that connects the two countries. A 7.5-mile section of US 62 in Oklahoma recently received a rehab. The Oklahoma Department of Transportation (ODOT) project started in Blanchard, OK, and headed west. Blanchard is part of a rapidly growing area of northern McClain and Grady Counties known as the "Tri-City Area" with Newcastle and Tuttle. The project section of US 62 is special because the road was built in 2000 when ODOT was switching from conventional HMA to Superpave. The contractor back then was getting used to Superpave and the mix used was too low on oil. Superpave was originated from a Strategic Highway Research Program (SHRP), an initiative whose mandate was to improve materials, selection and mixture design by developing what became known as the Superior Performing Asphalt Pavement System or Superpave. Unfortunately, the road did not last as well as anticipated – it showed premature wear and deterioration, which necessitated its replacement. In addition, the area where this section of US 62 is located has experienced population growth so the road is receiving a greater traffic load.

ESTABLISHING RIDE QUALITY Markwell Paving Co., Oklahoma City, OK, was selected as the contractor for the U.S. Highway 62 rehab project. Established in 1962, Markwell is a medium-size, third generation family-owned paving company serving the central Oklahoma market with 80 employees. The company offers excavation, soil stabilization, milling, asphalt and concrete paving, sealcoating and striping. “A good 97% of our work is roadwork,” says Mike Boatman, general superintendent with Markwell Paving. “The US 62 project is exactly the kind of work we do best.” Markwell used its Roadtec RX-700e heavy-duty milling machine, equipped with a 10-ft. 6-in. width cutter drum. The half-lane cold planer features a fourtrack suspension, dual water spray bars, and 120° conveyor swing, which allows feeding a truck in an adjacent lane or around a tight bend.

“The ride quality road of the road had deteriorated and required a 2-in. milling depth to establish a base,” Boatman says. “We used a five-worker milling crew to complete the road milling portion of the project. The milling was a bit of a challenge, but we were running a good cold planer.” On its paving team, Markwell Paving had a crew of eight. They placed a 2-in. lift of a locally-sourced RIL (Ridge Intermediate Layer) course directly on top of the uniformly level milled surface. This 14,000 tons of base course contains more oils and additives to bind the milled surface with the top two layers of HMA. “The RIL mix is very finicky to work with as far as ambient temperature,” says Boatman. “Weather delays we experienced on this project were pretty much during the RIL paving due to temperatures falling outside the material’s application comfort zone.” The company used its gravity-fed Roadtec SP-100e Stealth paver on the US 62 highway rehab project. The Stealth paver machine gravity feeds material directly to the auger from the mass flow hopper, replacing the need for slat conveyors, hopper wings, push rollers and tandem front boggies, thereby

significantly reducing maintenance costs over a conventional 10-ft. paver. The paver works in tandem with a Roadtec SB-2500e Shuttle Buggy material transfer vehicle (MTV), which provides a steady flow of HMA to the paver. The Shuttle Buggy’s remixing action is designed to reduce thermal and/ or material segregation problems. Markwell placed a 2-in. lift of Oklahoma S4 Superpave mix surface course on top of the base course. A quantity of 14,000 tons of Oklahoma S4 Superpave HMA was used. The SP-100e Stealth paver then placed 8,000 tons of Oklahoma S5 Superpave HMA as a mainline finish course on the stretch of U.S. Highway 62. ODOT has studied and tested the thermal cracking resistance of the Oklahoma S4 and Oklahoma S5 HMA mixes and found them to be stiffer, as indicated by higher creep compliance and indirect tensile strength values. Markwell Paving used the HMA mixes specified by ODOT to meet their requirements. MAXIMIZING SMOOTHNESS ODOT smoothness requirements are stringent. With a straight-edge test, there can’t be more than a 1/8-in. variance in a 10-ft. section. “We beat the ODOT smoothness test

and have paved what I’d argue is likely the smoothest section of US 62 in its entirety,” Boatman states. “We understand that 40% of our ability to do so well on a paving job is the equipment and the Stealth is clearly the significant contributor. And the other 60% is the crew – we have exceptional, experienced people. “The Stealth paver has been tremendously productive for us. We have four different guys that can run the Stealth – they all love it. Every project we’ve used this paver on, we’ve achieved the bonus. Our Stealth is the first Tier 4 e-series model Roadtec sold – serial number 3001. We literally bought it off the display floor at ConExpo 2014. The only modification we made was to change the screed to a Roadtec Eagle Screed.” With Markwell Paving being the first to buy the gravity-fed Roadtec SP-100e Stealth paver, it begs the question why? What sold them on the this paver? “There are three reasons why buying this paver was for us a no-brainer," says Boatman. "First, savings. The initial purchase price is substantially lower than a conventional paver. The ownership costs are lower — fewer moving parts means less maintenance. Plus, there are lower fuel costs. “Second, the machine is easy to operate," he continues. "It can be operated from either side of the paver, which makes it visually easy to remain on top of the job. “And last, we get higher production because of the machine’s large 20-ton capacity hopper holds a full load from a 10 wheeler and we have faster production. The typical daily production with conventional paver is 1,500 to 1,800 tons per day – with the Stealth we’ve laid down as much as 3,000 tons in a day.” As the U.S. Route 62 highway rehab project comes to its end, Boatman gets to reflect on what will be his biggest takeaway from the project … the smoothness of the finished mat. “Driving the 7.5-mile stretch of Route

62 that we worked on should make any of us with the company feel proud of the work we’ve done. It is definitely the smoothest road in this part of the country.” AC

hen unfavorable soil conditions are encountered under a pavement structure, improvement measures taken include over excavation and layer thickness enhancement by either increasing it with aggregates or having a reduced thickness with geogrid reinforcement to stiffen the subbase. In Oranage County, FL, the use of geogrids when handling many scenarios of failures occurring within our infrastructure has aided in our retrofits by facilitating a reduced thickness of the subbase; serving as an abridgement; enabling a shorter time of construction, as well as cost reduction. In addition, the use of glass grids to strengthen the asphaltic layer has also been successful. Here are some examples of failures and solutions with the use of geogrids and glass grids.

Kelly Park Road Following two days of heavy rainfall, a typical crack resembling “tearing” was evident along a 100-ft. section of the of Kelly Park Road pavement. These cracks do not manifest a differential settlement of the underlying soil and there was no perched water table to suggest a seepage slope. The pavement crack was postulated to be resulting from a northward pull of the underlying fill along a plan of weakness created by improper “joining” of the new fill on the original road embankment, which was widened by filling against the pre-widened slopes. Infiltrated rainfall increased the

weight of the soil which initiated the movements of this weak interface. An after-failure inspection found that there was no box-cut procedure performance to tie wedge fill to the former roadway slope, hence the ensuing movement of the filled slope and resulting pavement tearing situation. The affected pavement and portion of the soil cement base was milled and reconstructed with two layers of geogrid, limerocks base and layers of asphalt. South Lake Pleasant Road South Lake Pleasant Road which traversed across a natural wetland manifested signs of significant settlement distress. A geotechnical evaluation revealed that the settlement observed was due to the compression of thick deposits of buried organic soils which underlie the roadway embankment. Such thick deposits of organic materials (over 100-ft. thick) occur naturally within the channel of wetland sloughs. This roadway distress was aggravated by the decline of the water table to low levels arising from a record cumulative rainfall deficit in 2007. When the water table levels decline, the effective stress of the soil increases as there is a reduction in buoyancy support, which increases the load on the buried

Four inches of asphalt and base was milled, then a 1-in. thick leveling course was reconstructed with a layer of geogrid to facilitate settlement bridging and load transfer and 3-in. of asphalt overlay was constructed in two lifts to address this failure issues. Lake Underhill Roadway In a highly residential and commercial neighborhood, a segment of Lake Underhill Roadway continued to show severe areas of pavement failures. The root cause of the pavement distress was found to be a deficient base and subgrade material which had lost its inherent strength over time due to disintegration as well as high traffic volume, which resulted in the design capacity of this roadway being compromised. The implemented solution involved removal of the existing pavements to the subgrade and full depth pavement

reconstruction at selected locations of the road down to 25 in. However, because of roadway traffic delay issues, the unsuitable soils were removed below the subgrade and backfilled with sand and geogrid reinforcement for stabilization. The asphalt was reinforced with glass grid reinforcement, sandwiched between 2-in. thick layers of 12.5-in. Superpave asphalt thereby enabling a composite asphaltic layer. As described above, some of the roadway failures have been extensive enough to seek experts’ service from design analysis to construction. However, in many low capacity roadways, asphaltic layer distress has been retrofitted with base repairs and the use of geogrid to strength the subbase. With respect to the asphaltic pavement layer, glassgrid has been used to reinforce the pavement structure thereby forming a composite asphaltic pavement surface. Recently, because our in-house crew performed many low capacity roadway repairs on asphaltic layer due to the small extent surface failure, as well as low traffic movement, a specialized machine was purchased to aid in the placement of the glass grid on the asphaltic surface prior to resurfacing. Challenges such as the correct type of tack to hold down the glass grid as well as minimizing the spreading of tack from the asphalt delivery truck movement presented very immediate issues as in the case of the Bates Road, which we’ll discuss next.

Follow these tips to achieve both quality & quantity during your next milling project

C

old milling is an integral part of the construction cycle of any road. Asphalt milling is used to remove an old and worn wearing course or the entire asphalt pavement. It can also be used to improve the surface friction or remove ruts on a wearing course that is otherwise in good condition. The asphalt milling machine — also known as a cold planer, pavement planer, pavement recycler or roto-mill — is used to remove bituminous pavement or asphalt concrete from roadways. The result is a somewhat rough but even surface that can immediately be opened to traffic. The milled surface is accomplished by bringing a rotating mandrel or "head" into contact with the pavement at an exact depth or slope. The mandrel has hundreds of hardened teeth on its surface, which bite and cut away at the roadway's surface. The surface material that is removed is normally fed by conveyor into a dump truck or semi-trailer, but can be left in place or windrowed to be removed or recycled later. A water spray system provides cooling for the mandrel, as well as dust management. There are several steps – or best practices - you can take to ensure your milling machine and operators produce a high-quality milled surface. As Tom Chastain, applications specialist with Wirtgen America, says, “It’s the little things that affect production and efficiency. Control those and you’ll have a quality mill job.” PREPARATION Before beginning a milling project, the number one item to prepare is the milling machine itself. “The milling machine should be

at 100%,” says Chastain. “Preparation of the machine as far as machine maintenance, drum maintenance, and making sure you have the proper leveling controls operating properly.” To ensure you’re using the right machine for the job, you need to understand the details of the application. “Understanding what and where we need to cut is crucial,” says Chastain. “Having support tools available such as water and trucking is important. Know how many and what is a typical turnaround. You need to have an understanding if there are any weight restrictions. This may dictate what size machine you can use.” The crew is also an important piece of the preparation puzzle. “The crew is everything,” he says. “As manufacturers, we can produce high quality machines using amazing technology. If the crew is not in sync, this throws everything out of rhythm. A quality crew, is the most valuable thing on any job. A good crew, using their machine properly, is the best tool a contractor has.” And of course, to make it all come together, communication is key. This starts from the top, and goes down, says Chastain. “Giving the milling crew as much information regarding the job allows the crew to communicate, and decide the safest, and most productive way to get the job done,” he says. “When on the job, if everyone — from the milling crew to the paving crew to the flaggers and truck drivers — has a firm grasp of what you’re trying to achieve, this allows everyone to be synced and makes for a safer work environment. You can only control what happens behind the safety barrels. Be aware of your surroundings and make sure you’re looking out for everyone’s safety.”

The speed of the milling machine can make or break both the quantity and the quality of the mill. “Start slow, stop slow,” says Chastain. “When starting, move forward at a slow pace so the rear tracks can walk into the cut. This allows the hydraulics for all legs to adjust accordingly.” Starting too fast will make a dip right off the gate. When stopping, slow down before coming to a complete stop. “If we’re milling at 100 fpm, then stop quickly, the machine will stop,” he explains. “But some think that the machine is settling when they take off again. This is not the case. The drum is simply ‘catching up.’ The drum is turning at a certain RPM. The teeth are just hitting the same spot. Start slow, stop slow.” If the machine is paced correctly, operators can achieve both a productive quantity and high quality mill. “If you look at the average milling job per hour, you’re only cutting for 30 to 40 minutes,” says Chastain. “With truck exchange, water stops and checking teeth, these variables don’t allow us to cut for a solid hour. So if you’re used to milling for 30 minutes an hour at 110 fpm, and sitting the rest of the hour, you could slow down to 80-90 fpm and cut for 45 minutes out of the hour still get the same

quantities while your quality goes up.” Milling at a high speed isn’t worth the extra quantity you think you achieve. “Milling at high speeds puts unneeded wear on the machine and will create a coarse pattern,” says Chastain. “This also makes for larger RAP material, which means producers may have to run material through a crusher before it’s used.” New machines have different drum speeds, which, of course, is different than machine speed. Running a machine in the highest drum speed at a lower machine speed will help achieve a fine texture quality, without the line spacing of a fine textured drum. This also makes for better sizing of RAP material. TECHNOLOGY BENEFITS Technology allows users to work smarter not harder. Milling machines built today allow users a higher quality material output while achieving production goals. Technology allows users to monitor the machine and the job parameters and eliminate guesswork. There are myriad new technologies on today’s milling machines, says Chastain. “For example, using smart cylinders for grade control allows you to actually use the side plate now as an averaging ski,” he says. “In the past, you were referencing from one single wire rope sensor which could cause more deviations in our cutting depth.” Other modern technologies include job calculations that monitor how many tons are loaded in the trucks, truck

counting and area covered; vacuum cutting systems for a dust-free work environment and silica regulation compliance; and telematidcs which have the ability to trouble-shoot mills and obtain diagnostics from a single display. Machine telematics are crucial for eliminating downtime. “By having machine monitoring, this allows the operator to see when they have a problem and what to check,” says Chastain. “In the past, it took longer and you had more downtime when troubleshooting.” Another best practice that technology can help with is properly maintaining the milling machine. Proper maintenance helps with achieving production and quality goals while also providing a safe environment for the crew. Always follow your manufacturer’s maintenance procedures. “With new technologies being used, these machines can be monitored offsite,” says Chastain. “This allows service personnel to be aware of when the machine is due for service and if there are any malfunctions.” As always, safety is number one. “If you’re on a job and something doesn’t seem safe, stop,” cautions Chastain. “Have a conversation, and collectively, come up with the safest way to complete the task.” AC

What Can Bitumen Do For You?

any asphalt contractors don’t see bitumen as anything more than the sticky binder that keeps their aggregates together. However, companies are finding new ways to stretch the use of this relatively inexpensive product to help solve every day issues surrounding our roads. From lighting a tunnel to de-icing our roadways, the ever-widening and evermore-sophisticated range of technologies and additives available means that we can ask our roads to do more than ever. LIGHTEN UP For a recent project in Luxembourg, Shell Bitumen was selected as the partner to provide the product for the colored pavements in two tunnels on Luxembourg’s new Route du Nord motorway or A7. The company provided a lower temperature polymer-modified synthetic clear binder, Shell Mexphalte C LT (low temperature), for the project.

“The light color of the asphalt is designed to help reduce lighting costs, and above all, improve the safety for users,” says Mickael Ferry of contractor Karp-Kneip. The Shell Bitumen product was used to pave the 2,966m-long Grouft Tunnel and the 1,850m-long Stafelter Tunnel, both of which are twin bore. The lower temperature formulation allowed a decrease in laydown temperature as low as 86° F, and this in turn reduces emissions from the asphalt significantly and provides a more comfortable working environment for those laying the pavement. In total, Karp-Kneip laid 90,000m² of the colored asphalt, and Shell provided an additional bitumen storage tank and special delivery trucks to meet the rapid on-site demand of 242 ton of asphalt per hour. “Using Shell Mexphalte C to produce an asphalt surfacing within a road tunnel can allow every alternate light to be switched off without reducing levels of visibility,” says Professor John Read, Shell Bitumen’s head of technology and research. “It performs to a high standard and is widely used in materials that have to withstand heavy duty traffic. Many of the alternative products available are suitable for aesthetic use only.” ADDITIVES ARE COOLER Our readers are familiar with Evotherm Warm Mix and the list of benefits of its use continues to grow. A project in Alaska in June saw one of the first uses of Evotherm Warm Mix asphalt technology to actually reduce the temperatures used at the mixing plant. “Our goal at the Yakutat Airport was to reduce temperatures enough to demonstrate that it is possible to achieve good paving results at temperatures lower than traditional HMA,” says Amanda Gilliand, project manager for Knik Construction. Knick was paving the runway at Yakutat Airport in southeast Alaska where temperatures in June range from 40° F to 60°

F. The contractor achieved temperatures as low as 266° F compared to the usual production temperatures of 320° F. “By lowering temperatures, we also saved money on diesel burner fuel,” Gilliand says. “We are now considering the possibility of plant dosing so that we have the flexibility to change the Evotherm dose based on haul distance and weather variations.” DE-ICE BABY Speaking of weather, salt on the roadways is not only an expensive problem, but it can lead to the deterioration of the roadway. In response to that, Italian bitumen additive specialist Iterchimica has put its facilities to good use with the development of Winterpave, a new de-icing product. Winterpave is a chloride free antiicing additive, which disperses homogeneously in the bitumen film without altering the asphalt mix resistant structure. Winterpave’s anti-icing properties lower the freezing temperatures of water on the road surface by disturbing the formation of ice crystals, which become crumbly, allowing for easy removal by means of conventional street cleaning equipment, if required. Winterpave is added during the mix production phase of the asphalt pavement as a filler and continuously allows for a slow and constant release of its components throughout the life of the asphalt mix. Itechimica’s new formulation of the de-icer, Winterpave AD, lasts almost 60% longer than the previous one according to the manufacturer. It also has a new physical composition to make storage, handling and dosing easier. AC
