★ WHAT TO SEE IN 2020 The Festival Grounds: The 2020 show has expanded to the Las Vegas Festival Grounds located adjacent to the Circus Circus Hotel on the Strip — adding approximately 1.5 million square feet (about the same size as the Gold Lot). The Festival Grounds will feature indoor and outdoor exhibits. Products for earthmoving, hauling, land clearing and lifting can be found in the new lot. Tech Experience: The Tech Experience is back and is now in

Internationally renowned chef Gordon Ramsay opened his Vegas steakhouse in 2012. The roasted beef Wellington tops the list of dishes to try when you dine here. WHERE TO EAT Tom Colicchio’s Craftsteak If you find yourself at the MGM Grand, stop in at Craftsteak. The restaurant itself got a bit of a remodel at the end of 2019 for a fresh look. The menu features ingredients from small family farms, artisanal producers and day-boat fisherman. The beef entrée include steak like ribeye and bone-in filet. There are also a few surf and turf options if you’re looking for a bit more than steak. There is an extensive side dish menu to add to your meal as well as an award-winning wine, bourbon and scotch list. CUT Las Vegas has no shortage of restaurants by celebrity chefs and CUT by Wolfgang Puck, located in The Palazzo, definitely makes the list of celebrity chef steakhouses to try. It is an AAA Four Diamond Award-winning restaurant that puts a contemporary twist on the classic steakhouse. The restaurant menu offers a wide array of options for a broad appeal. ACCURATE, TIMELY DATA Many small municipalities have relied on their employees or even summer interns to visually inspect their roadways and provide a subjective view of the road condition. RoadBotics eliminates that. "Right now the method tends to be manual visual inspections where you're just driving the roads, maybe walking the road, which is very time consuming, very subjective and dangerous potentially," Saulle says. "This system eliminates all of that entirely and

It really gives owners both a comprehensive view, but also an objective view, which is hugely valuable to them." In the past, cities might opt for a third party road assessment every few years to once a decade; however, the road condition data would often be outdated (9-12 months) by the time it was received by the road assessment company. With RoadBotics, asset owners are getting all the data at once with time stamps and images just 30 days after the road imagery is captured. This allows them to see the exact condition of the roadway and compare that to
previous data to see how that roadway has deteriorated year over year. Traditionally, the RoadBotics team has deployed their trained drivers to drive the entirety of the network. However, the team is moving towards a selfcollection model for municipalities. "The reason we're moving to a selfcollection model is because it's easier for cities to do it themselves," Saulle says. "They know their roads well and they can go out and collect the data at their convenience. All they need to collect the data is a smartphone and a dashboard mount. The phones can either be rented from us or they can purchase the phones themselves." RoadBotics then helps the municipality by putting them through a short training period with a series of videos and tutorials. that RoadBotics has provided for them. "We have a very comprehensive routing and navigation system that we have in-house," Saulle adds. "This gives turn by turn directions so that the entirety of the road network can be collected in the most efficient way possible." Saulle says the data collection of a 100-mile road network can be completed in just a few days as opposed to a few months with traditional methods. Once the data is collected and analyzed, asset owners are given login information for the RoadBotics software platform called RoadWay. They are also offered a tutorial with the RoadBotics team to walk through the RoadWay platform so they understand the data they are seeing. "We're able to show them not just how the data is presented, but also the other tools that are there,” Saulle says. “Asset owners are able to toggle between good roads and bad roads and can focus on just the areas that really need improvement. We also show them where they can find trouble areas within otherwise good segments of road. This helps them pinpoint areas they may have otherwise missed along a section of good roadway. We're
always available if they have questions and we try to keep an open line of communication with them after delivery as well." ACTIONABLE DATA With all this data at their fingertips, asset owners are better able to present the condition of their roadways to those that make the financial decisions about road funding. This is a huge opportunity for cities with limited resources. "Asset owners can take the data and show all the work that they've done in the last couple years as well as the work that's yet to be done and that can help justify budget," Saulle says. "North Huntingdon, which is just outside of Pittsburgh, was able to get another $500,000 in their budget for fixing roads as a result of showing this data. They were able to diminish their roads rated poor at a 4 or 5 by about 10% in a three year period. This happened because they were able to create a thorough pavement program database that removes the guesswork and wrong data generally associated with pavement assets and they knew exactly where to pinpoint their efforts and justify their monetary needs."

The City of Savannah, GA is another success story for this technology. Previously, the City of Savannah recruited, trained and managed six interns to assess their roads. They were able to cover one-third of the city’s roads each year, so it took the city three years to complete one road condition assessment. Because of the complexity of the task, interns rated the roads differently regardless of the training that was provided. Despite their best efforts, using 18 different interns to assess roads over three years also led to highly subjective assessments. The city had difficulties making network-wide pavement decisions with this data and the long data-collection cycle often forced city officials to use outdated information when planning for road paving and maintenance activities.

TECHNOLOGY MATTERS The intern approach resulted in a total cost of approximately $130,000 over three years. In 2018, the city contacted RoadBotics. The city’s roads were evaluated in two phases - the first 350 miles were completed in under three months in 2018. The second half of the project was completed in early 2019. The City of Savannah used RoadBotics’ objective data to make informed decisions on their pavement maintenance and prioritize the use of limited infrastructure funds. RoadBotics provided a comprehensive assessment of Savannah’s entire 700-mile road network for the city at a price of $50,000. The city saved over $80,000 and received a higher quality product in a shorter amount of time. The cost-savings on the road assessment provides the city with more resources to focus on maintenance of roadway infrastructure. BENEFITS OUTWEIGH COSTS The cost to deploy RoadBotics and receive the objective data varies depending on the size and complexity of the road network, but having access to this data can be priceless for municipalities. "The thing that our customers value

the most is having any image available for their assets," Saulle says. "It really gives them an extra leg up when it comes to resident complaints and constituent service type work. We've had a couple instances where there was a liability issue and question about a city ruining a driveway during paving. The city was able to go back and see that the issue had occurred well before the paving." RoadBotics offers an annual subscription model for their software platform, RoadWay, and many asset owners are opting for this service. "Asset owners want to make sure that whoever they're contracting with right now to complete paving work is actually doing a good job," Saulle says. "If in three years a brand new subdivision that was just paved is blowing up, then somebody did something terribly wrong, so RoadBotics offers a great way to hold people accountable for their work. If your roads should be lasting you 10 years and you see deterioration within three, you can see that before it's too late, potentially." Yearly road assessments are also especially helpful in colder climates where roads undergo freeze-thaw cycles. In these areas, many cities are opting for multi-year agreements so they can take
a look at how pavements in particular areas are holding up and make better educated decisions for their maintenance schedule the following year. "Public Works directors are some of the most overworked and underappreciated people out there," Saulle adds. "If they can see the road condition from just this past summer, that's really useful to them. They can then add relevant pictures from the RoadWay platform to an RFP of a road that needs work and that's something they really could never do previously."

TECHNOLOGY: TECHNOLOGY MATTERS CONEXPO 2020
Those companies who have been early adopters of technology however, are well-positioned to excel and therefore win more bids in the long run. "The key to technology adoption for long-term use is getting them trained properly on how to use it correctly," Tim Kowalski, HAMM application support manager at Wirtgen America says. "Those that end up attending training opportunities finally understand and realize that the technology is a real benefit for them. Whether it be intelligent compaction or thermal imaging, after they use it they start becoming a super user. They realize that it's actually helping them do a better job." At CONEXPO 2020 in Las Vegas, Kowalski will present contractors with a few key elements to using technology in asphalt paving. Here's a look at what attendees will learn. TECHNOLOGY DOESN'T HAVE TO BE SCARY While technology is sure to change the way asphalt contractors complete their daily tasks, it doesn't have to be perceived as a negative change. "The biggest problem I see in the industry with technology is that contractors are afraid of it," Kowalski says.
"Most of the time when they start using it, it's only because the state required certain things and they are forced to use it." However, once properly trained, there's no stopping where they'll take this technology. One technology contractors have become familiar with mostly through state mandate is intelligent compaction (IC). IC works by using modern vibratory rollers equipped with an integrated measurement system, an onboard computer reporting system, Global Positioning System (GPS) based mapping and optional feedback control. IC rollers facilitate real-time compaction monitoring and timely adjustments to the compaction process by integrating measurement, documentation and control systems. While the technology has been widely used in the industry, it's still not widely accepted on a day to day basis by many contractors and manufacturers want to change that. "We want the software to be more user friendly and adaptable to download information," Kowalski says. "Manufacturers are working on the next generation of IC based on what people are asking for, what states are looking for,
etc. We want to know how we can make it simpler and easier to use. We're all developing something to update from the versions we have now." Another emerging technology trend asphalt contractors need to continue to familiarize themselves with is the IR bar or a paver-mounted thermal profiling scanner. These devices use either a scanner or camera to measure and detect temperature differences that could be caused by segregation. "These devices actually show you where you might have possible segregation issues based on temperature differences across the mat," Kowalski says. "Whether it's identifying it as a trucking issue or a loading issue into the paver, or maybe possibly something with the paver and how the material is flowing through the paver. If you have just individual spots, and they're consistent, it's probably a truck dump that's the issue and we need to look at how we're going to resolve that. If it's just a streak in the mat, then maybe it's something to do with the paver and we can identify it that way. "Once we can identify those issues, we can fix them while we're doing the work," Kowalski continues. "Before if you didn't have that, you didn't know the problems until after you've finished paving and then a couple years later, you see all these issues come up." By identifying those kind of issues and correcting them n real time, contractors can have a more consistent temperature map and a more consistent density. This leads to longer lasting roads and better rideability. Not only will using these technologies improve the roadways you pave, they will also help contractors obtain more state work and achieve higher bonus incentives.

"There are more states that are looking at doing bonuses, and when there's a bonus, crews are more conscious of doing a much better job and having the right tools to do that job helps them get that bonus. Whether it be rideability or density-based," Kowalski says. TRAINING MAKES THE DIFFERENCE While the reasons to use new technology are clear, many contractors are still hesitant to deploy it every day on their jobsites and that's mainly due to lack of training. "Customers think that they’ll just add technology to their equipment and it will work, but that's not how that happens, Not with intelligent compaction and not with thermal imaging," Kowalski says. "There's definitely a training portion that needs to be done and we can't stress it enough. A lot of times people think, well, I'll train this month, but I'm not going to use the technology for three months

down the road. That's not how that works because people are going to forget 90% of what you just told them and then you have to go back and do the training again. "That's why we like to do just in time training as it needed so it's fresh in their mind when they use it," Kowalski adds. "If they are trained properly, they aren't just going to use it on places or locations that it's required, but they are going to use it on more locations because now they're a super user and they can do a much better job on all their projects" And with the new technology that's coming out, Kowalski says it's also important to hire the right people with the right mind-set for change. "The contractor needs to realize they need more educated people to understand the technology so that it becomes easier for them to use," he says. "If you have an operator that's 65 years old and if they don't want to learn it, they're not going to learn it. When you get a younger person in there
that understands the technology and realizes that it can help them become a better operator, now they're going to want to use it. Just like anything else, if you keep using it, eventually you're not going to want to do anything without it." Once contractors learn the technology properly, Kowalski says there's no returning to the old days and that not only benefits the life of the roadway, but the future success of the company as well. "There are some contractors that are not going to use new technology unless it's mandated to use it," Kowalski says. "Then there are other contractors that are using it before the state mandate so they can get ahead of the game and understand it, using it to its full potential. Those are the ones that are going to be the leaders in the industry, for just about anything when it comes to technology. They're the ones that figured out that if you don't want to get on the technology bandwagon, you're going to be behind everyone else. A lot of a lot of contractors that are already using it before the states are requiring it, they have a good handle on it and that see the advantages. What's more, is that they're not just using it on state work where it's required, they're using it on other projects and also as a training tool to help their crews become better at what they do for the long run." yearly. Today, the company has over 600 employees and operates a fleet of nearly 100 trucks. With the first two plants, Palmetto's annual volume was approximately 400,000 tons in support of services that include some work for private contractors, but is focused primarily on paving for DOT projects. The company generally tries to work within a 60-mile radius around each of its plants — initially those in Conway and Florence. Today, the company owns four asphalt plants in South Carolina, which allows them to manufacture over 1 million tons of their own hot mix asphalt at a lower cost for their customers and helps them serve a greater geographic area. Their oldest plant, located in Conway, SC, a FabSpec Drum Plant, has been in its current location in since 1991 and has recently undergone significant upgrades to better serve their customers and the community. NEW BAGHOUSE MAKE A DIFFERENCE The plant features six silos, two scale decks and has a storage capacity of approximately 1,500 tons. unit. They chose a Meeker Freedom Air Baghouse for this location. "The Freedom Air Baghouse is a reverse air unit which means we do not need a massive air compressor for operations," Eric Faulk, chief operating officer at Palmetto says. "Because of that, we are able to run higher production rate." With this baghouse, hot air containing fine particles enter the center plenum. The center plenum is tapered so as air moves from one end to the other, the air evenly gets distributed across all bags. The center plenum has plasma cut holes across the sidewalls to help with the distribution of air on the bags. On top of the baghouse are multiple stainless steel turrets that turn like a carousel. The turrets are used to clean the bags. As dust collects on the bags, clean air passes through and the dust collects on the outside of the bags. When the turret moves to the row it wants to
clean, the pressure rises as fresh outside air flows from the turret to a row of bags and the reverse air blows down the bags from the inside out (high pressure air flows to low pressure). Meeker also uses variable frequency drives (VFDs) on the turrets to allow the turrets to move faster or slower depending upon dust loading on the bags. The turrets can pulse the bags in various configurations. For example, the turrets can pulse in a line 1, 2, and 3 or they can pulse 3, 1, 2 and the system allows to pulse only half of the bags on a turret. This allows for even flow of dust from the baghouse back to the drum or batch processes. If a turret ever goes offline, the baghouse can still operate. The operator simply takes the selected turret off-line and the plant continues. This is another unique feature of the Meeker Freedom baghouse. All of this was impressive to
Palmetto, who immediately saw benefits of the installation over the previous FabSpec Baghouse unit. "When it comes to maintenance of the Meeker baghouse, because it is a reverse air, we do not have to bother with blow bars and Venturis when doing maintenance to the bags which saves time and money." Faulk says. The company also saw benefits to their community with this new install. "Producing with less emissions is a huge benefit to us and the communities we serve," Faulk says. "The new baghouse is extremely efficient and not only met the SCDHEC requirements but has greatly exceeded those allowable limits."

1. ENERGY Energy costs are driving most asphalt plant operations today and many producers are looking to reduce costs in any way they can. One of the best ways to cope with volatile energy costs is to reduce consumption at the plant. "It's important for asphalt producers to understand exactly how much energy they're using to produce a ton of asphalt because there are things that they can do to control the amount of energy they're using which ultimately has an impact on cost," Sines says. Not only will monitoring energy usage help control costs, it can also help you understand your plant and be aware of issues that may pop up. "If you're using more energy than you should, that's certainly an indication that your burner may be out of tune," Sines says. "It could also be an indication that the management of moisture in your aggregate stockpiles isn't what it should be. If your energy usage is going up, you may have additional moisture in your aggregate stockpiles. For every 1% of moisture that you can remove from your aggregate before it goes in to the plant, that is going to have about a 12% impact on plant productivity. "So if at your 400 ton per hour plant you have 2% more moisture in your aggregates than you should have because you haven't properly sloped and drained your stockpile or maybe your loader operator isn't managing the material that he's bringing out of the stockpile correctly, your 400 ton per hour plant is now only going to be able to produce it around 350 tons an hour and that's a problem." 2. RECYCLED MATERIAL USAGE The use of recycled asphalt pavement (RAP) at your plant is also something

plant owners and operators should keep track of. Whether it's proper RAP management or plant capabilities, knowing how much good RAP you're using will continue to be an important asphalt plant metric. "The way that I prefer looking at RAP utilization is against what the specifications allow us to do, as well as what my plant is capable of doing," Sines says. "There are a number of older plants out there that are not able to use RAP to the extent of what the specifications may allow and I think it's important to understand what that difference is, because that's going to be a capital expense. Being able to quantify what that difference is and then determine whether or not the capital expense of upgrading your plant warrants going after that additional RAP that you could use is important." Another component of looking at RAP usage is understanding how much binder you're trying to replace in the mixture. "You can do things with your RAP in terms of how it's processed, how stockpiles are managed, etc. to ensure you're getting the maximum quantity of binder out of your RAP," Sines adds. "I'd much rather use 20% of a RAP that has 5.2% liquid content as opposed to a RAP that has 4.2% because I'm going to be saving more binder. Ultimately, you can track that and see how you're performing against what your target is in terms of binder replacement and what your actual binder replacement is." 3. WASTE The final key metric Sines says asphalt producers should focus on is the amount of waste that their plant is producing. It's important to schedule production and operate the plant to limit the amount of waste generated at the plant. "Waste is going to have a direct impact on energy because you're essentially heating materials that are not ever selling and you're also putting liquid asphalt on materials that you're not selling," Sines says. "Knowing how
much waste you're producing and trying to get that to the minimum amount possible while still producing a quality mix is ultimately the goal." Reductions in raw materials used (whether it is aggregate and asphalt, burner fuel or equipment fuel) means plant owners have to buy less to produce the same amount of material. These savings should go directly to the bottom line for any producer. Accurate orders, limiting the number of mix changes and knowing plant timing will all reduce waste generated every day you produce asphalt mixtures. Ultimately, Sines says monitoring these metrics will not only positively impact your bottom line, they will also make your business a better steward of the environment. "These metrics are going to have a direct impact on the cost of producing a ton of asphalt material," Sines says. "If you maximize RAP, maximize binder replacement, minimize waste and minimize energy, your cost to produce a ton of asphalt is going to go down which should make your business more profitable. "The other side of the coin to monitoring these metrics is from the sustainability side. If you're using less energy to produce a ton of material, recycling more, consuming less virgin aggregate and less liquid asphalt because you're using RAP, those are all good things. They're good from a profitability standpoint, but they're also good for the environment as a whole." Granite Construction completes complex asphalt paving project at Barber Motorsports Park in just 41 days
C
ontractors who have worked on a racetrack project know there is no shortage of challenges when paving these surfaces. When motor sport enthusiasts are traveling the pavement at high speeds, there is no room for error. The finished product must be flawless. The Desert Cities Region of Granite Construction knows this to be true after repaving Barber Motorsports Park in Birmingham, AL. The existing pavement on the 2.38-mile road course was in desperate need of repair. The crew

took on the challenge to complete the work but with no shortage of obstacles that needed to be overcome. PLANNING FOR A WIN Granite was invited to bid on the project based on their knowledge and experience with this type of work. As one of the four firms to bid the project, Granite was awarded the project on March 1, 2019. Due to the complex nature of paving racetracks, extensive planning is required prior to the start of the project and the Barber Motorsports Park involved four months of planning. Before work began, Granite met with several local vendors in the area to plan out the details of the project. When the park closed on July 21, 2019, the crew knew it was required that

the entire scope of work be completed by the first week of September, which provided the team only 41 working days from start to finish. “We met with the project owners, consultants, asphalt plant, subcontractors and several vendors five weeks before work was scheduled to begin,” Alejandro Salazar, Granite project manager says. “We needed to make certain everything was carefully planned out because if one operation failed, the entire project could be jeopardized.” After logistics were in place and the track was closed, demolition began. Prior to the commencement of paving, the crew encountered soft spots in the subgrade which needed to be addressed. However, since the schedule for completion was extremely tight, the team worked with the project owners to identify an alternative that would allow for project completions within the tight time frame. “The project owners were able to fix the subgrade while we began paving other areas on the track,” Alejandro Salazar said. “Everything we did relied upon ways for us to work together to keep the project moving forward.” RACE TO PERFECTION Racetrack paving cannot be performed using the same processes and procedures as standard road paving. Extreme care
and consideration need to be given to any joints that may be created by starts and stops in the paving process. In the case of this project, no starts and stops were allowed during paving, which required much logistical preparation for the crew. "On a standard roadway, you
typically adjust your paving pattern to minimize traffic impact and maximize productions," Sibel Salazar, Granite project engineer says. "Stopping the paver, however, can create a bump. The fast speed of which a race car travels requires the smoothest surface possible. Per the

specification, it was mandatory that the full lap of paving was completed with no stops to avoid any bumps that may be created.� On this 45-ft. wide track, the crew decided to pave in three continuous laps, starting with the inner, middle and then outer. The crew completed each 2.38-mile lap without stopping and then move to the next lap. They did this for each of the three layers of asphalt for a total of nine continuous laps. To accomplish this, the specifications required the paving speed to be 20 ft. per minute in order to maintain a consistent speed. “We developed many paving plans and had several backups in place to ensure all trucks arrived on time so we wouldn't have to stop the paver," Alejandro Salazar says. "The asphalt plant was tasked with producing the mix quantities to exactly match our production needs. This guaranteed the mix temperatures were optimal for placement and compaction." The job required three different mix types:

1. Due to groundwater drainage issues, three corners of the track were first paved with 3-in. of porous, opengraded material to prevent water from collecting under the track. In these areas, 2,400 tons of mix was used. 2. Next, 7,800 tons of a PG 67-22

1/2-in. nominal maximum aggregate size (NMAS) mix was put down, approximately 2 in. thick for the base. 3. Finally, a PG 82-22 3/8-in. NMAS polymer modified mix was put down in two lifts for the leveling and surface courses. Each course was 1-1/2-in. thick, 5,740 tons per lift. The old track was four inches thick and the new track was laid at five inches
thick. Advanced Material Services (AMS), a pavement engineering and consultation service specializing in racetrack pavements, has specified this type of surface mix on racetracks around the country as it provides a balance of durability, traction and smoothness for both the project owners and end users. While the mix is great for the end user, it causes more difficulties for
paving contractors as this mix is very stiff for paving. Unlike roadway paving, the crew was also not permitted to walk on the mat behind the paver, adding an additional challenge to the work. "The weather changes very quickly in Alabama and we had to monitor it closely since we couldn't stop paving once we started," Sibel Salazar says. "There were several days we had to cancel work due to the weather forecast and find alternate days to make up that time overnight and on weekends." With the Desert Cities Granite team who completed the work based in Indio, CA and the project located in Birmingham, AL, logistics and uncooperative weather were just a few challenges for the team. range of benefits including: • Improved grade and slope accuracy • Increased productivity • Assistance with smooth transitions • Improved mat thickness and yield control • Decreased costs related to grade and slope re-work In addition, these systems decrease operator fatigue related to manually controlling grade and slope. "Mat thickness and slope are often controlled manually by screed operators,” Mansell says. “However, a properly setup automatic system not only makes the job of the screed operator much easier, but greatly improves accuracy of mat thickness and slope when the sensors and averaging beams (ski’s) are properly setup for the particular job conditions.” Contractors not properly using G&S technology could be missing out on opportunities for higher bonus incentives. Because of the accuracy and consistency, properly configured automatic grade and slope systems can earn contractors maximum incentives, or bonus money for ride quality (smoothness) in states where incentives are offered. The technology can also assist businesses with their labor issue by reducing the number of skilled workers needed on a paving job. "It is common practice to have right and left side screed operators on a paving project. When using G&S, often only one screed operator is needed where two may otherwise be required," Mansell says. "On most highway jobs, for example, there is little need for two screed operators when automatic grade and slope systems are properly setup and utilized. Manual control of the screed requires a high level of attention at all times and automatic G&S control eliminates some of the “human factor” of fatigue and estimation or “eyeball” adjustments as opposed to the machine measuring precisely and adjusting." And manual adjustments are what lead to quantity overruns which can kill your profits.

"At a minimum, depending on state specifications, automatic grade and slope can help keep the contractor out of penalty for poor ride and be more accurate on thickness, which directly relates to the quantity, or tons of hot mix placed," Mansell adds. "Every tenth of an inch in thickness can add up to several tons and a lot of cost if thickness is not precisely controlled."
CONTRACTORS NOT BENEFITING FROM GRADE & SLOPE While most contractors understand the benefits of G&S technology, many are not using it in their daily operations and even fewer are maximizing the benefits of these systems through proper operation. That's where training comes in to place. "Contractors are not generally resisting using this technology, they have been using it for many years, however, most have never been properly trained on how these systems work," Mansell says. "For this reason, contractors often get frustrated and have more success manually controlling the screed for thickness and slope during paving. Once they gain an understanding of how automatic grade and slope systems work, the contractor can easily configure the setup each day, or for each job, to achieve the results they want." Sensor position is one important factor in achieving success with G&S systems and many contractors overlook this important step or maybe don't even know how to fix it. “One of the single biggest things that operators don’t understand about automatic grade and slope control systems is the importance of properly positioning the grade sensors, contact ski and sonic averaging ski,” Mansell says. “Sensor position is critical to the end result and if these sensors are not properly positioned, you are going to have a rough ride rather than a smooth one. In reality, it is just a lack of training on proper setup. "When someone doesn’t understand how something works or they have had a bad experience, they are not going to use it. They get frustrated and don’t use it any more," Mansell says. "Training changes that."

VSS International, Inc. completed pavement repair and a Type II slurry seal inside San Juan Island National Historic Park
W
hen you're tasked with completing construction work on an island, planning is key to project success. This was particularly true for the crew at VSS International who recently completed asphalt patching and installation of a Type II slurry seal on San Juan Island, WA. The San Juan Islands are an important tourist destination, with sea kayaking and orca whale-watching (by boat or air tours) being two of the primary attractions. At mean high tide, the archipelago comprises over 400 islands and rocks and over 478 miles of shoreline. And since there are no bridges to the San Juan Islands, all travel from the mainland is either by water or by air. The section of roadway in need of repair inside the San Juan Island National Historic Park, exhibited oxidation, raveling and cracking on the pavement surface, as well as isolated structural failures. The area to receive treatment was 1.5 miles long and the construction schedule had to be in place and approved weeks before work began to allow visitors and workers ample notice of any street closures or delays. In the busy summer months, there is a shortage of reservations to get access to the ferry – especially for large construction equipment. This means VSS needed to get started early and precise planning was the only way to meet the construction schedule. VSS chose to utilize Macropaver 12E Units on this project. These particular machines incorporated Caltrans approved material monitoring and control systems to ensure correct proportioning of all materials. After inspection of the equipment, the crew was allowed to proceed into the park to complete the work.

Therefore, prior to any slurry seal being placed, areas of failure were removed and replaced with new hot mix asphalt. PLANNING FOR SUCCESS Once all of the preparatory activities were completed, it was time to begin the placement of the Type II slurry seal. This responsibility required logistically planning the mobilization of equipment, crews and materials across the waterways to reach the San Juan Islands. First, the aggregates had to come across on the ferry in order to create a suitable stockpile. The materials had to be tested and approved for placement by the FHWA prior to the project starting. Over a period of two weeks, the aggregate supplier (Granite Construction) and the trucking subcontractor (OMA
Construction) completed this slow and painstaking task. Five hundred tons of Type II aggregate made the two hour journey from the quarry in Granite Falls, WA to Anacortes, WA. Once there, they waited an hour or longer for an additional 1.5 hour ride on the ferry before finally reaching Friday Harbor on San Juan Island. Once the stage was set for the slurry crew, they then had to make the journey to the island. The crew was coming off of a large maintenance project for the city of Seattle and had specific times to get across the ferry throughout the day before the slurry operations were planned. The crew hit on all cylinders to make the trip a success.
RIGHT TREATMENT, RIGHT TIME The principal materials used to create a slurry seal are crushed aggregate, asphalt emulsion and fillers such as Portland cement, which are mixed together on the project site according to a laboratory designed mix formulation. The asphalt emulsion serves as a binder, holding the crushed aggregate together and adhering the new slurry surfacing to the old surface over which it is being applied. The aggregate must be clean, durable and properly graded to meet the specifications. Typical gradation categories for slurry seal are Type I, II & III. Type I being the finest grade to the Type III being the most course. This project was specifically designed with a Type II aggregate. What set this slurry seal apart from typical slurry seals was the requirement
After two weeks, the project was post swept utilizing a power broom. Following the post sweep, the markings and painted striping was placed and completed over two working days. The project was quickly inspected by the National Park Service and accepted.

that the materials be placed alongside cooler coastal conditions found on the island. Mornings on the island typically have a heavy fog that would normally delay the cure of typically slurry seal product. The selected areas were heavily shaded which amplified the challenges. VSS International’s Technical Group was able to engineer a formulation that would allow the slurry seal product to meet both the placement and performance challenges required by this contract. The finished product was high performance slurry seal material that would allow the product to set and cure quickly. The materials were engineered to allow cross traffic on the new mat within 8-10 minutes at traffic sensitive areas. Aside from the use of quality

materials and an approved laboratory formulation, the timing of a slurry seal treatment is critical with regards to overall cost, effectiveness and longterm success. A new slurry seal must be placed while the road is still in fair to good condition on the pavement condition index curve. The slurry seal was completed quickly and efficiently over the period of two working days. There was a 1.5 mile section of roadway that was included in the project as well as multiple campground/ parking areas. The campgrounds/parking areas were notified in advance of full closures and reopened to traffic on the same day of application. The section of roadway (Cattle Point Rd.) was controlled by pilot car during construction. After the slurry was completed, the FHWA specified a 2-4 week maintenance period of post sweeping before markings and painted lines could be completed. Slurry seal will ravel slightly after the initial placement and it is not uncommon for agencies to specify post sweeping in order to assure any ravel is swept up during the cure period.
After two weeks, the project was post swept utilizing a power broom. Following the post sweep, the markings and painted striping was placed and completed over two working days. The project was quickly inspected by the National Park Service and accepted. The remote location of this project and logistical planning required made this project challenging. The team at VSS International rose to the challenge. The project was completed quickly and efficiently to the satisfaction of the stakeholders of the National Park. Five Forces Acting on Your Asphalt Paver Screed conveyor in a concentrated mass and then being placed on the mat without mixing with any hot or fine aggregate. This can produce aggregate segregation or temperature differentials which will cause isolated low mat densities. If there are no material transport vehicles immediately available to refill the hopper, it is better to stop the paver than to continue operating and empty the hopper. 3. SCREED WEIGHT The heavier screed you have, the more stability. While this is not something that you can alter on the jobsite, it can mean your paver will be less reactive to any changes that may occur while paving. Ensure the maximum stability of these five forces to optimize both screed performance and the long-term performance of the roadway.

aving contractors have a lot to worry about when laying asphalt. From the consistent deliver of the mix to the jobsite to the rollers obtaining density targets, there are many factors that can lead to disaster on your project. Between the mix and the roller is the all-important asphalt paver, the proper operation of which will mean the difference between success and failure. Here are the five main forces that you need to pay attention to, and keep consistent, in order to achieve a smooth ride.
1. PULL FORCE The pull force of your paver is basically the paving speed. You want to make sure you maintain a constant speed while paving in order to keep equilibrium between all forces impacting the mat. Dramatic changes in paving speed

could result in a change in mat thickness which will lead to a rough ride. Your paving speed should be calculated based on the material delivery schedule and the capability of your rollers to keep up. 2. HEAD OF MATERIAL Keeping a consistent head of material will also help ensure a smooth ride. If your head of material is too high, the screed rises due to the increased resistance. If your head of material is too low, the screed will settle from decreased resistance. This involves maintaining a minimum amount of HMA in the hopper, regulating HMA feed rate by controlling conveyor/auger speed and flow gate openings (if present) and maintaining a constant paving speed. A fluctuating HMA head in front of the screed will affect the screed angle of attack and produce bumps and waves in the finished mat. The hopper should also never be allowed to empty during paving. This results in the leftover cold, large aggregate in the hopper sliding onto the
4. SHEAR FORCE The shear force is basically the angle of attack between the screed and the mat. The correct angle of attack combined with the proper vertical adjustment of your screed will equal a stable screed and a quality mat. 5. REACTION OF MATERIAL Different mixes will require a different force from your paver so it’s important that the mix, and the mix temperature, remain consistent. Everything from AC content to variations in gradation will impact the quality of the mat. When these five forces are in balance, the screed is held to-grade with an equilibrium angle of attack. Any changes in these forces will disrupt the balance of the forces, resulting in roughness and mat blemish. Ensure the maximum stability of these five forces to optimize screed performance.
