Regulation Reform Key to Infrastructure Advancement
R
ecently, the National Asphalt Pavement Association held a meeting for their members. The group represents the contractors and producers who build our roads. The energy at the meeting was more positive then we’ve seen in years as everyone is optimistic we’re steering the ship in the same direction and that’s toward long-term highway funding. While funding is one issue we’re all lobbying for, another aspect of project delay can be attributed to stringent government regulations. Edward L. Mortimer, executive director for the U.S. Chamber of Commerce addressed this issue at the meeting. “The U.S. Chamber of Commerce recognizes the need for smart regulations to ensure workplace safety and protect public health, but with a $2 trillion price tag in compliance costs and an increasing number of huge and complex rules, it’s clear the regulatory system isn’t working the way it should,” Mortimer says. Right now, Mortimer indicated that there are 17 different government agencies involved in getting a project funded and that it can take over 15 years for a project to get from inception to completion. This is just too long. According to the American Road & Transportation Builders Association, regulations from these government agencies are the key to regulatory reform in the road building industry:

• The U.S. States Department of Transportation (Disadvantaged Business Enterprise program, project labor agreements, hours of service) • Department of Labor (silica exposure and recordkeeping) • Department of the Interior (Endangered Species Act) What lawmakers are realizing is that if we expedite permitting and modernize procurement practices, the federal government can extract greater value out of the limited funds they have and support the delivery of higher quality, longer lasting infrastructure. "We'd like to get the regulations down to a three year timeline," Mortimer adds. "After three years if the answer is no, money can be put in to another project. That way we're using the money for the actual construction and not the plan and approval process." By lessening the transportation construction industry’s regulatory burden, we can maximize the value of the significant new dollars being invested in transportation improvement projects, unleash innovation in designing and building projects and take full advantage of job-creation possibilities. How Connected Vehicles Make Work Zones Safer The Michigan DOT is partnering with 3M to make the nation’s first connected work zone on I-75
Connected work zones could alert drivers well in advance that a construction crew is ahead.

hat if orange barrels kept you safer inside your work zone? That’s the thought behind 10 barrels that are lined up along three miles of a work zone down I-75 in Michigan. The Michigan Department of Transportation (MDOT) is partnering with 3M to utilize connected vehicle technologies along the current I-75 modernization project and technologically enhanced orange barrels are just a small part of that. The hope is that this project will improve safety for drivers and workers along the work zone, while testing advanced vehicle-to-infrastructure technologies on the connected and autonomous vehicles of the future. The I-75 modernization project, which breaks 17 miles of roadwork into eight segments, will position Michigan to be among one of the first states to test connected vehicle infrastructure at this scale. As vehicles become increasingly automated and connected, existing road infrastructure must be updated to ensure safety and reliability of this emerging technology. Signs, pavement markings, temporary traffic controls and vehicle identification systems need to be designed and implemented to pave the
way for the data-driven environment of the cars and roadways of tomorrow. “Oakland County, where segment one of the eight segment project is located, is home to a lot of the Tier One suppliers and automotive researchers and developers making it a great project to test this technology on,” Rob Morosi, communications specialist with MDOT says. TECHNOLOGY IMPROVES SAFETY This work zone, which on a normal day can carry over 170,000 vehicles, was set up just like any other highway project, with barrels and signs set out at normal spacing, ten of those orange barrels however were special. “3M provided us with ten orange barrels with an embedded 2D barcode inside it,” Morosi says. “The barcodes are tools that infrared devices in the vehicles can read and communicate to both the vehicle and the driver. Manufacturers are testing the messaging the vehicles receive from the barrels and how the vehicles are interpreting it. “It’s been one thing for a vehicle to connect with another vehicle, but the big step with these barrels is allowing the
vehicles to communicate with the surrounding infrastructure and vice versa.” The hidden benefit of this vehicle to infrastructure communication is a safer work zone for construction workers. “This project is making the work zone safer for everyone; contractors that are out there, drivers using the work zone, etc.,” Morosi says. “This is an opportunity for us to build infrastructure that actually communicates to drivers about the dynamic work zone ahead of them, crew members on site and any shifts that may be happening. All in hopes of creating an all-around safer environment.” For example, drivers today see a sign indicating a lane is closed ahead. They read the sign, interpret it and change lanes when they choose. With this new technology, the vehicle will also receive a lane closure notification from the connected infrastructure around it and notify the driver to react appropriately, in hopes of improving safety. 3M provided MDOT with advanced all-weather lane markings, retroreflective signs with smart sign technology and ten permanent dedicated short-range communication devices for vehicle-toinfrastructure communications once the barrels are removed. The updated, modern materials will allow for redundancy and greater machine vision, as well as improved driver safety on the roadways Additionally, 3M will provide work crews American National Standards Institute (ANSI)-compliant apparel with 3M Scotchlite reflective material to ensure proper worker safety throughout the project. American Asphalt has grown from a small company with five employees in 1986 to over 150 employees today.
American Asphalt Increases Capacity to Serve Its Customers This New Jersey-based asphalt producer added a batch plant and customized bin system to service smaller pavement maintenance contractors and add daily capacity for larger customers
N
ew Jersey’s American Asphalt Company is all about servicing the customer. When they realized a key market was not getting its needs met, the company decided to add a third plant to the mix. “We realized our smaller paving customers – the guys who need a batch for a small parking lot or curbs – were not getting their needs met at our location, and we had to do something about it,” says Chris Jennings, production manager at the company’s Burlington, NJ, location. Before adding its latest addition – a used 5-ton Stansteel batch plant – American Asphalt operated two state-of-the-art plants, one located near the Camden and Gloucester County boundary line in West Collingswood Heights, NJ, and the other in Burlington, just off State Route 130.

With these locations, the company has the ability to service all of South Jersey and the southeastern portion of Pennsylvania. American Asphalt offers high quality NJDOT- and PENNDOT-certified asphalt mixes designed for highway use. It also produces EZ STREET, a green high-performance cold patch that can be used year round for patching roads, parking lots, driveways and utility cuts. CUSTOMIZED OPERATION American Asphalt turned to Reliable Asphalt Products when it decided to add the batch plant at the Burlington location. “We needed a company that had the experience more in new and used retrofit projects, rather than just selling us the equipment,” says Jennings. The 5-ton batch plant would be the
third addition for American Asphalt. “We have a 4-ton batch plant at our other location, but that’s about 40 minutes away,” says Jennings. “The 400-tph Dillman drum mix plant at our Burlington location was at maximum capacity during last season, and we were having to buy material from our competitors in order to serve our customers.” With a goal to serve the smaller contractors at Burlington and eliminate the need to purchase HMA from others for their own jobs, American Asphalt worked with Reliable to upgrade plant capacity and flexibility. Reliable and Jennings designed a customized cold bin system that would serve both the drum American Asphalt is capable of producing over half a million tons of asphalt a year at their two locations.

mix plant and the batch plant simultaneously, cutting loader costs and enabling American Asphalt to lower their costs. The 10,000-pound Stansteel batch plant originally had four hot-bin dividers, but Jennings says American Asphalt required diversity. “We needed more bins for different mixes for different customers throughout the day,” he says. The new cold feed system features a conveyor system that feeds both the batch plant and the drum mix plant. “It’s essentially an 8-bin dual-feed system,” says Jennings. “We have 16 feeders from 8 bins.” Typically, dual feeder systems are side-by-side, he explains. “But we wanted an offset, one-loader setup that could serve both plants,” he says. One benefit of this set-up is only needing one wheel loader to load for both plants. “We saved money on not having to buy another loader,” says Jennings. “We don’t need haul trucks either. It’s easier to keep track of what’s in the bins with this setup too.” Reliable configured a fifth hot bin system that didn’t require any major upgrades to the screen decks or other components. “The extra bins were built off the original system,” says Jennings. “With New Jersey DOT emphasizing high-RAP mixes, we added a recycle bin, which Reliable designed as well.” The new batch plant setup also includes an all-new MINDS control system – BatchTronic. The system runs on Microsoft Windows via a communication driver. One major benefit of BatchTronic is the exact 3D representation of the actual asphalt plant which helps reduce the learning curve needed to use the system.

With the MINDS system, operators can actually link what is seen to the actual physical mechanisms. Large arrays of numbers are avoided in favor of clear symbolic information. The operator is always in control of the process which can be stopped and resumed anytime while direct control of motors is always possible. THE BOTTOM LINE American Asphalt President & CEO Robert Brown purchased the assets of a small asphalt company in 1986 that he grew from five employees to the current 150 employees. From its beginning, the company has focused on customer service. That one goal – to offer the best customer service possible – has driven its decision making and growth. “Bob Brown, our CEO, emphasizes customer service as our number one priority,” says Jennings. “We care about all our customers, no matter their size.” Today, the company offers high capacity manufacturing rates, heated silo storage facilities, a no charge “GREEN” release agent which is automated and safe, and a fleet of delivery trucks to bring materials to the jobsite. The company’s equipment fleet incudes milling machines, a material transfer
buggy, several pavers, rollers, backhoes and a large fleet of tri-axles that are available on a rental basis. The Burlington plant also has the added ability of servicing customers 24/7 if needed. In addition to asphalt production, American Asphalt also handles all aspects of paving projects including: planning the job, referencing grades, ordering inspections, “proof rolling” the site, completing the grading, manufacturing the product, compacting and striping. The company’s highly skilled and experienced paving team, including foremen that are all New Jersey State certified asphalt paving technologists, plan
and handle all project details which prevent frustration, miscommunication and wasted worker-hours for customers. American Asphalt also has a pavement maintenance division, which offers patching, crack filling, sealcoating, line striping, wheel stops/bollards, speed bumps, ADA compliance solutions, traffic signs and more. While American Asphalt produces over half a million tons of asphalt per year, Jennings says the numbers are not what is important. “We’re focused on quality not quantity,” he says. “It’s all about the customers and their needs. Happy customers come back.” AC

General Procedures for Proper Burner Tuning

he Burner tuning procedure is complex and exacting, but the results are well worth the effort. In addition to reducing emissions you can expect improved fuel efficiency over a poorly tuned burner.

There are four commonly used fuels in our asphalt plants. Diesel, Recycled Fuel Oil, Natural Gas and Liquid Propane. For this month’s installment I will be discussing the general procedures that apply to all four fuels. To begin with, I recommend that any filters for Diesel & RFO be replaced or cleaned. The same is true for any strainers used in your LPG System and NG piping. It is important to have free and unfettered fuel flow in all systems so you are not adjusting the process to compensate for outside issues.
I’m the Authorized Honeywell Representative for Hauck Asphalt products in Texas, Louisiana, Oklahoma, most of the Northwest including Alaska and all of Canada west of Manitoba so I will be concentrating on Hauck products. Just remember, with very few changes, the exact same procedures apply to any make and model burner. Best advice I can give is to always read and follow the instructions that came with your burner when you got it. I am hoping that my readers took my

PRODUCTION NOTES How you adjust your burner will depend on which one it is and what type of burner control you have. Always read and follow instructions that came with your burner before making any adjustments.
advice and bought a Portable Gas Analyzer (PGA). With any luck you have read and understood the method of sampling your stack gas. We will need a port to check the exhaust air. For years I have just drilled a 3/8-in. hole in the Ductwork at the inlet to the fan. Late this winter I was at an east coast asphalt plant tuning a HAUCK Eco-Star burner. We had just installed A HAUCK BCS-7000 burner control with the help of their Service Technician. I showed him where I usually tested the exhaust air and he said he wanted to explain something. On the inlet side of the exhaust fan, the suction actually fights the little air suction pump in our PGA. He pointed out that if we drilled our test port above the fan right below the damper, the exhaust air would actually be pressurized a little bit making it a lot easier for our PCA to pull in the air to be analyzed. Well, I guess an old dog like me learned something new that day. Now I drill a hole where the veteran burner tech pointed out and I have noticed that my PGA’s pump lasts a lot longer. For calibration reasons, I recommend that you turn on your PGA well away from any exhaust gasses from the stack, hot-oil heater, exhaust from your vehicle, etc. Once your Analyzer is warmed up and ready, it is time to take some readings.

INTERPRETING READINGS With your asphalt plant running and stabilized, insert the PGA Probe in the hole you drilled, then press “Run” on the meter. Allow your meter to run for about 5 minutes or until all the readings are stabilized. There is a “Save” button on your PGA. I usually save 5 or 6 runs about 5 minutes apart. Then press “Hold” on your meter and put it aside where it can cool off. DO NOT shut the meter off until it is thoroughly cooled off and completely away from any source of combustion gasses. This is important. If the PGA is not cooled out and in clear air it is possible to damage the N0x, O2 and CO2 sensors. This is a lesson I had to learn the hard way. I will tell you that them little dudes be expensive. If you bought the Bacharach PCA-3 235, I recommended you can download the combustion data directly to a laptop computer. You can compare all your readings side by side to average them. When you have the data, it is time to make adjustments. The following instructions are out of the Star-Jet setup manual published by Hauck/Honeywell and shared with their permission. This data and adjustments apply to any burner.
INTERPRETATION OF GAS READINGS EXAMPLE: Assuming a drum gas analysis is taken at production rates. Readings Taken: O2 - 4% CO - 2000 PPM Problem: 4% O2 - is too low CO - is too high SOLUTION: Gradually reduce fuel flow or increase air flow while watching O2, CO, and combustibles. Typically the following will occur – O2 will increase, CO will decrease, and combustibles will decrease. Reduce fuel until minimal amount of CO is present. Then reduce fuel by a small amount for a safety margin. NOTE: Typically some CO and combustibles will always be present. I try to target less than 125 for the CO2. Variables Affecting the Combustion Process: 1. Poor atomization of fuel: Atomizer contamination with particulate. Air passages clogged. 2. Poor oil: Oil laden with particulate and un-burnable contaminants. 3. Switching fuels: Light to heavy oils. 4. Flame shape. 5. Stray air: Poor drum seals, larger than necessary feed openings, draft too high. 6. Inadequate combustion zone. 7. Material veiling thru flame:

ADJUSTING THE BURNER How you adjust your burner depends on which one it is and what type of burner control you have. The Star-Jet or Eco-Star by HAUCK they use a single Positional Actuator which follows your commands to take the burner from Idle to Full Fire. The Mega-Star and NovaStar use either Dual Positional Actuators, one for the air, one for the fuel. Or they use a variable speed motor drive to control the air flow and a Positional Actuator for the fuel. With this style of burner, the adjustments are all controlled by the Burner Control’s settings. Reading the manual explains this action in great detail, so I won’t go into that set-up. If the burner is wildly out of tune, say 5,000 CO2 and the combustibles are also way high, say 5% or 6% then I always go back to basics and set the burner up from the start. For the single actuator control, the air and the fuel are controlled by a single arm which has a piece of adjustable linkage to the air butterfly and another adjustable piece of linkage to the fuel modulating valve. DIESEL BURNERS Each fuel has different protocols for set-up so I will start by explaining how to set up the diesel burner. I will go into the nuances of adjusting each type of fuel in later additions of “Cliff’s Notes.” I usually start out on the diesel burner by establishing Stroke. This means the amount of travel in the linkage. Some Burner Controls allow you to run the burner up and down without the burner firing or any motors running. If yours will not, you will need to take the cover off your EA-57 Actuator and look in the top at the round terminal strip. Terminals X, 2 & 3 are what we will use to run the burner up and down. Remove the wires off terminals 2 & 3. Make sure they do not ground out. They are not voltage but it is best to insulate them and remember where they go. For the air stroke, I want the linkage to start just barely above “0” (about

1/32-in.) then as we increase the actuator to 100% I want the air to be fully open. You will need to use a short jumper wire and momentarily jump “X” to “2”. The burner should begin to stroke upward. Go ahead and run it to its maximum travel, then look at the air butterfly pointer on the burner housing. It should be exactly on 100%. If it is way past 100% you will need to shorten the travel of the linkage. This is done by moving the linkage pivot on the arm of the EA-57 closer to the center of the pivot. Obviously if it doesn’t quite go all the way to 100% you will need to INCREASE the travel by moving it further away from the center shaft of the EA-57. Small changes are recommended. Now, when you make this change, the “0” position will be off. Jump “X” to “3” and the burner will drive shut. Check the position of the Butterfly indicator. It should be adjusted to be about 1/32-in. above “0”. If you look at the pivot that you moved earlier, it has a rod with a set screw. Loosen this set screw and set the closed air where you want it. Now run the burner up again. If the air is not at 100%, repeat the adjustments until it is at 100% at high and where you want it at low. Don’t be in a hurry. Sometimes it will take five or six evolutions to get the linkage where it needs to be. Patience is you friend. Once you have the air set correctly it is time to focus on the fuel. The stroke of the Fuel Modulation Valve is very dependent on altitude. I will talk about adjusting it for Sea-Level, than at the end offer some advice for higher altitudes. The process for adjusting the fuel stroke is essentially the same as adjusting the air. For the fuel stroke I want the Fuel Modulation Valve to start just barely above “0” (about 1/32-in.) then as we increase the actuator to 100%, I want the Fuel Valve to go up to around 9.5 on the position plate. As you did before, you will need to use a short jumper wire and momentarily jump “X” to “2”. The burner should begin to stroke upward. Go ahead and run it to its maximum travel, then look at the Fuel Modulation Valve Pointer. It should be on 9.5 or so. If it is either short of that or past that you will need to change the travel of the linkage. Again, this is done by moving the linkage pivot on the arm of the EA-57 closer
to the center of the pivot or further away depending on if you want it to travel more (farther out) or less (closer in). As before, small changes are recommended. Now, when you make this change, the “0” position will be off. Jump “X” to “3” and the burner will drive shut. Check the position of the Mod Valve Position indicator. It should be adjusted to be about 1/32-in. above “0”. If you look at the Pivot that you moved earlier it has a rod with a set screw. Loosen this set screw and set the closed fuel where you want it. Now run the burner up again. If the fuel is not where you want it, repeat the adjustments until it is where you want it both low position and the high position. Don’t be in a hurry. Sometimes it will take several evolutions to get the linkage where it needs to be. The only changes I make in relation to altitude is that I restrict the maximum Fuel Modulation Valve stroke to around 7.5 rather than higher because there is less oxygen at higher altitudes. The last thing to do now is to make sure that the burner fuel pressure is at the factory recommended pressure. Once you have done this, it is time to fire the burner and put it to work. Your best representative results will be when you are running at you normal pace, about 30 minutes or more after you start up. Earlier instruction will get your reading in range. I said, I target 125 CO and around 12.5 O2 readings. Don’t forget that adjusting the fuel pressure will also adjust the CO & O2 readings. Roller Maintenance Tips
Making maintenance easy to remember and complete can help ensure your roller runs smoothly all season n today’s work environment, the last thing a contractor wants from their machine is downtime. When a roller breaks down, essential compaction time is lost, affecting density and the entire paving operation. Keeping your rollers operating at peak efficiency throughout the season can help you better meet both quality specs and deadlines. Here are 10 tips from roller manufacturers that can help ensure your machine runs smoothly all season and without the fear of lost time. Perform Daily Maintenance Checks Completing a brief walk-around of the machine can be an easy way to see if something is off before you even leave the shop in the morning. “A daily check of the machine will ensure it's safe,” Wayne Tomlinson,

training specialist at Volvo Construction Equipment says. “Look for loose wiring and hoses, check for leaks (a sign a hose may be loose), and check the electrical controls. If a switch isn't working, make sure one of the wires isn't loose. Make sure backup alarms, warning beacons and headlights are operating properly and check the center joint and test the parking brake.” Keep the Drum Clean & Lubricated During your visual inspection each morning, make sure there are no dings in the drum surface and that the drum is clean. “Failure to keep the drum clean or having damage on the surface will result in imperfections in the mat,” Tomlinson says. Also of importance is the systems in place inside the drum itself. “The drums are the core of the roller,” Josh Weston, national product support manager at Hamm says. “Whether it’s a vibratory or oscillatory system, you want to check the oil levels on a weekly basis to make sure they’re not getting low.

While there are times maintenance can fall to the wayside, these roller maintenance tips are here to help you easily remember to protect your investment. Hamm Compaction
Low oil levels will cause your bearings to go out which will create a lot more down time than just checking the oil since it takes so much time to remove the drum and replace the bearings.” Check All Fluid Levels From completing the recommended oil change to making sure you have enough coolant, keeping all fluid in check will help ensure the engine is at its full performance level. A brief check of the maintenance decal on the machine can ensure that all fluid is at its optimal level. “All of your lube checks should be on that decal,” Tomlinson says. “That will say what levels the machine should be at and when you check your engine oil and coolant, you can add fluid if the machine needs it.”

Inspect the air filter and make sure it’s not clogged. A dirty air filter will cause the engine to run too hot and may lead to bigger problems in the future.

Inspect the Water System “You want to make sure everything that has to do with the water system is maintained frequently,” Weston says. “If the water system is not working properly, asphalt will start sticking to the drums and no one wants that.” If at all possible, try to always fill the tank with clean water from a known source. Water goes from the tank to the sprinkler bars and sprays out over the front and rear drum. It serves as a lubricant to prevent asphalt from sticking to the drum so it’s important that the water you put in it is clean and won’t clog the system. If you know you're going to be working in an area where water is scarce, you want to make sure your roller has a water filtering system and that you check it often. “Keeping the spray-system fully functional by ensuring the nozzles are properly spraying evenly on the drum will give the contractor the ability to achieve the best surface appearance,” Bryan Downing global sales consultant with Caterpillar, Inc. says. “It’s critical for nozzles to be in prime working order so contractors are consistent with the compaction process and not stopping to clean out the nozzles constantly.” “Spray nozzles are wear parts,” Weston adds. “They crack, they wear out and clog so it’s important to make sure water is able to flow through them freely at all times.” You also want to check the tank regularly for algae, calcium deposits, or other contaminants. Monitor Drum Scrapers Keeping drum scrapers wellmaintained is a big one and Bert Erdman, product manager, heavy compaction at BOMAG says this is an often overlooked maintenance area. Drum scrapers hold the water to the drum to ensure proper lubrication so if they’re worn, you’re going to lose water between the scraper and the drum and asphalt will start sticking to the edges. “The scraper system needs to be in contact with the drums at all times to spread that water consistently and minimize the potential for asphalt sticking,” Downing says.

“When transporting the machine, contractors should also pay close attention to the drum scrapers and make sure they are properly adjusted before starting work,” Erdman adds. “If you’re running that roller for an extended period to get it to the jobsite, you need to make sure they don’t run dry. Either keep water on
them or retract the scraper so it doesn’t touch the drum while you’re rolling the machine to the jobsite.” Check Air Filters Making sure the air filter isn’t clogged can help ensure that the engine won’t run too hot.

“A dirty air filter won’t do you any good,” Erdman says. “If it’s plugged up, you’re generating higher levels of exhaust than you should be.” “If the air filter is dirty, you should replace it rather than try to clean it out with compressed air,” Weston adds. “Sometimes you can do more harm than good by trying to clean it.” Hydraulic System The hydraulic system is another huge investment in your machine and you need to make sure this system stays maintained. “Checking your hydraulic oil level inside the engine compartment is huge for protecting your investment,” Weston

Keeping all fluid levels in check will help ensure that the engine is operating at the optimal level.
says. “Over time, that hydraulic oil needs to be changed but usually you can go 1,000 to 2,000 hours before you need to change it. Always follow the operator’s manual specs. Between maintenance intervals, pay attention to the color of the oil and if it starts looking dark and dingy, it’s time to change it.” Inspect Shock Mounts The shock mounts are another important part of the roller to check before you leave the shop. The shock mounts are the rubber mounts that isolate the vibration of the drum from the operator. The energy then is directed from the drum into the mat. “Small cracks in a shock mount are okay, but they can be torn by a truck driver when he ties it down so they need to be checked regularly,” Tomlinson says. “If you have a crack where you can stick a quarter in, you should replace that one. If you have a shock mount that is starting to tear or fail, you should replace them all on that side of the drum.” Add Fuel at the End of the Day Here’s another one that’s easy to do and doesn’t take much effort, but has a big impact on the machine. “By fueling the roller at night instead of the morning, you remove the air from the tank and reduce the likelihood of condensation in the tank,” Tomlinson says. “Moisture will add water to your fuel and cause problems.” Plus by filling the tank at the end of each day, you assure greater productivity right away the next morning. Use the Machine Properly An asphalt compactor is, for all intensive purposes, designed to shake itself apart. Don’t let your crew be the cause of that any sooner by improperly using the machine. “The easiest maintenance is the maintenance that never has to occur,” Erdman says. “By properly using the machine, you’re not damaging the components unnecessarily.”

Proper machine use is also for the benefit of the asphalt mat being laid. “Improper machine use for the application adversely affects the asphalt quality,” Downing says. “If you’re using too high of an amplitude or frequency for the job, you might be fracturing the aggregate. When you do that, you’re really changing the design intent and structure of the asphalt.” “Over-compaction is the easiest way to damage the machine,” Tomlinson adds. “You’ve reached density, but you continue to vibrate. Not only are you damaging the asphalt, but all that energy is coming back up in to the machine and you’re prematurely wearing the shock mounts and you could even damage the machine.”

How Road Widening Wins an
AWARD
Alaska’s Exclusive Paving upgrades chip sealed road and adds shoulders for recreational use ometimes it’s the paving that creates the challenge for contractors, but oftentimes it’s the location – and the accompanying vehicle and pedestrian traffic – that can make a straightforward job difficult. That was the case when Exclusive Paving, North Pole, AK, won the bid to upgrade and widen 3-mile-long Goldhill Road, a pavement that had been reconstructed and chip sealed in 1976 and that today gathers pedestrian and auto traffic from numerous roads in a residential community. The job went so well though that Exclusive Paving, Fairbanks, was recognized with a Quality in Construction Award by the National Asphalt Pavement Association (NAPA). In business for 30 years as a general contractor, Exclusive Paving primarily produces hot mix asphalt, ready mix concrete and aggregate, according to Jeff Galterio, general manager. The contractor, a division of Colaska, a subsidiary of Colas U.S., employs

100 people when going “full bore,” as Galterio says, generating at least 50% of its sales annually from paving. He says the contractor does some commercial work, but work for cities, the state of Alaska and military bases is what keeps the company busy. The challenge of Goldhill Road was a challenge many communities face. When the road was constructed, the population density was lighter. As density increased in the residential area, the road became much more heavily travelled. In addition, as more people moved to the area, jogging, bicycling and walking became more common, with Goldhill Road receiving much of this recreational traffic. Unfortunately, the road was narrow and ditches on each side meant recreational enthusiasts had to battle with traffic. So safety became a major concern.
“The original road was cut with dozers and we used the extra material as fill along the side,” Galterio says. “The road before this job was fairly narrow, just two drive lanes and no shoulder,” Galterio says. “It went through a primarily residential area with a lot of streets extending off of it which generated a lot of bicyclists and joggers and walkers on the route with little room for them.” So there was a push from the community to make the road more pedestrian and bike friendly. And because there were ditches and limited right-ofway along the road, there wasn’t enough room to construct a separate bike path.

CREATING SPACE FOR ADDED WIDTH Galterio says the entire route was fairly narrow, so Exclusive Paving started the job doing a fair amount of brush clearing and cutting down some trees to open up space to add 4 ft. of paved shoulder on each side of the road. He says the existing subbase was constructed primarily of mine tailings which contained rock chunks as large 10-12-in. The chip seal surface was ground in place, and crews excavated damaged areas, removing asphalt patches up to 1 ft. deep and areas with the large stone, then filled in the excavated areas. “After the road was ground in place, we used dozers to cut and build the embankments and graders to establish the designed subgrade profile,” Galterio says. Exclusive Paving anticipated that the widening of the roadway could be completed by balancing the existing subgrade in place to meet the new roadway profile, but they later determined they needed additional material trucked in to balance the cuts and fills to achieve the

Using Warm Mix Asphalt Exclusive Paving has relied on warm mix asphalt for more than 10 years. Jeff Galterio says warm mix is produced at lower mix temperatures, which reduced fuel consumption and emissions at the asphalt plant, and the crews find it easier to work with in the field. Mixing temperatures for this job were in the 315-330°F range and actual mix temperatures were around 260°F. “The only time we won’t use it is at the very beginning and very end of the season when temperatures are freezing at night when we have to worry about water in the lines freezing,” Galterio says. The use of warm mix, combined with use of recycled asphalt pavement in the job, are part of the reason the project was honored by NAPA.

the reconstruction,” Galterio says. “We weren’t happy with how the new specified sub base was holding up to traffic and it certainly was not going to provide an adequate paving surface, so we talked with the state. They agreed that placing a 2 in. layer of D-1 on top of the subbase would go a long way to strengthening the road structure, making it safer for drivers passing through the work zone, and providing a much more stable base for the paving.” Use of the D-1 asphalt treated base created some delays as it required a change order, and work had to be reconfigured so that at the end of each shift the looser subbase was capped with D-1 and ready to accept traffic so drivers wouldn’t get stuck the next morning. When it came time to pave the 11-ft.wide road with 4-ft. shoulders on each side, Exclusive Paving paved one lane in one direction from start to finish, then turned around and paved the same

“We were able to minimize the impact of change orders and traffic control on the schedule, which was very important because the job was running into the end of our season,” Jeff Galterio says. “We were running up against the end of the paving and striping window.”
CONTROLLING TRAFFIC “The toughest thing about the job was dealing with a lot of traffic, with everybody going to work in the morning and everybody coming home in the early evening,” he says. To minimize the impact on drivers, crews didn’t start work until after residents went to work. And once work was underway, Exclusive Paving used pilot cars to get people through the work site as quickly and safely as possible. “This is a challenge that comes with just about any project, but the density of the residential population and the fact that there wasn’t another route made the traffic control and safety of the pedestrians especially important,” Galterio says. INTERSECTION IMPROVEMENT In addition to widening Goldhill Road to accommodate bikers and joggers more safely, the award-winning project also called for a realignment to increase the sight distance at a major intersection at the end of the roadway. Excavation in this area revealed discontinuous permafrost which required a redesign by the DOT and a substantial change order. Jeff Galterio says the new alignment was excavated 6 ft. to the top of permafrost and built back up with 8 in. of expanded polystyrene foam, three layers of woven geotextile, and non-frost susceptible gravel material. “We brought in a separate crew to do the work once the change order was approved so the change didn’t delay the project,” Galterio says. “Otherwise it would have added as much as two weeks to the job.” AC

ive miles of roadway in Pennsylvania’s Armstrong County are getting a much needed facelift as a part of Pennsylvania’s aggressive new pilot program. The pilot, using Recycled Asphalt Paving or RAP, is made possible due to PennDOT’s Road Maintenance and Preservation (Road MaP) initiative, which Governor Tom Wolf recently announced will invest $2.1 billion in roadway maintenance and highway and bridge capital projects over the next 10 years.

“Our Road MaP initiative provides more investment in our lower-traffic roadways as well as our traffic routes and Interstates,” PennDOT Deputy Secretary for Highway Administration George McAuley says. “Recycled Asphalt Pavement is one of the more beneficial and economical tools to improve secondary roads, and allows us to complete or contract even more work due the cost savings.” The program is possible due to legislative action in 2016 that caps the expenditures from the Motor License Fund going

RAP IN USE Recently, PennDOT put the program in action, using RAP on 1.9 miles of State Route 2018 (Campbell Run Road) and 3 miles of Route 2012 (Silvis Hollow Road). “The State Route has not been resurfaced since 1949,” says Deborah L. Schreckengost Casadei, Public Information Officer for the Pennsylvania Department of Transportation. “The route was maintained by patching and seal coating and while it was structurally sound, it had a poor rideability. The International Roughness Index (IRI) was poor prior to paving.”

PennDOT says the roads they are targeting are chosen based on their “poor” pavement-quality rating and proximity to the stockpile where the materials are stored. They also carry an average of fewer than 3,000 vehicles each day and trucks are less than 10% of the traffic. PennDOT is focusing on using RAP for these projects for several reasons. RAP is an environmentally conscious method that repurposes materials from projects onto other roadways by mixing ground millings with oil. RAP allows the department to pave less-traveled roads that otherwise wouldn’t be paved. With roughly 3-in. of RAP compared to an equivalent of 2-in. of new asphalt,
PennDOT estimates a $225,000 cost with RAP compared to roughly $371,000. PennDOT can redirect the approximate $146,000 in savings to other maintenance improvements or contracts. “RAP paving has proven durability and can help stretch dollars to improve more miles of secondary roadways,” Casadei says. “RAP is one of the lowcost options available to us to improve lower traffic roadways. RAP is an environmentally conscious method that saves the need to purchase new material, stretching dollars to impact more miles of secondary roadways. RAP repurposes materials from projects onto other roadways by mixing ground millings with oil and allows the department to pave less-traveled roads that otherwise wouldn’t be paved. RAP will be an increased focus with PennDOT forces in Armstrong
County and Monroe County in 2017, with expanded usage occurring in 2018." LOW VOLUME FOCUS The Road MaP initiative is focusing primarily on low-volume roadways. Of the PennDOT-maintained roads that aren’t Interstates or on the National Highway System, 27% are rated as “Poor” on the International Roughness Index which rates pavement smoothness. There are 18,000 miles of PennDOTowned, low-volume bituminous roadways have mainly been maintained with seal coating (oil and chip) and resurfacing. The desired cycle to seal coat is every 4-7 years and complete structural resurfacing every 15-20 years.
However, PennDot says that more than 3,200 miles (18%) have not been seal coated in 7+ years, and more than 4,300 miles (24%) have not had structural resurfacing in 20+ years. Some miles are out of cycle in both categories, which means more than 6,900 miles (395) of these roads are out of cycle. The cost to seal coat is $24,700 per mile; resurface is $101,400 per mile; and rehabilitation is $910,000 per mile. “Though maintenance on all of our assets is vital, resources have often been directed to higher-volume roadways,” Casadei says. “Maintenance funding for our county budgets has been flat at $1.3 billion since 2006, making it even more difficult for our workforce to perform basic maintenance on cycles that allow for longest asset life. Act 89 is making it possible to increase our focus on the roads where many Pennsylvanians live and that connect our communities.” Currently, there are 9,183 total projects that are planned under the Road MaP initiative. 2,027 have been completed with another 835 underway. “Our maintenance team has been managing their resources aggressively but the additional maintenance resources provided through Road MaP were sorely needed,” Joe Dubovi, PennDOT’s district executive for the region including Armstrong, Butler, Clarion, Indiana and Jefferson counties says. Dubovi noted that last year, PennDOT estimated it would cost more than $140 million just to repave the 375 miles of low volume roads with rough pavements in Armstrong County. An additional $15 million will be invested in Armstrong County through the 2028-29 fiscal year due to Road MaP. The RAP pilot complements the $119.4 million in contract work – for an estimated 125 miles of roadway improvements and 28 bridge projects – anticipated to begin or be bid in the district in 2017. AC

With this method, the 3800 CR travels in reverse, removing the damaged asphalt layers in a down-cut process, transferring the recycled material to the paver.
T
he milling and mixing rotor of the Wirtgen 3800 CR granulates the damaged asphalt layers to a depth of 18 cm. At the same time, cement is mixed in and water and bitumen emulsion or foamed bitumen are injected into the mixing chamber via injection bars. The final mix is transferred via the discharge conveyor directly to the material hopper of the Vögele paver which then paves true to line and level. Afterwards, asphalt rollers compact the pavement. DOWN-CUT METHOD INCREASES PAVING QUALITY During the down-cut process, the milling and mixing rotor rotates in the direction of travel, not against it as in the up-cut process. This prevents large chunks of pavement from breaking off. The contractor, MCK Services Inc., elected to use the process for this job to achieve a particularly high level of paving quality. As a result, particle size can be precisely controlled when processing the material, especially on very brittle, thin, old asphalt roads.

NEW LOAD-BEARING CAPACITY FOR THE STREETS OF SAN JOSÉ One illustrative example is W. Campbell Avenue, a main road in San José in the heart of Silicon Valley. The Wirtgen cold recycler first milled off a 4-in. layer of damaged asphalt across a width of 12 ft. 6 in., granulated it and mixed in the 1% prespread cement. Two tank trucks supplied the recycler with hot bitumen and water via connected hose lines. Added pressurized air generates foamed bitumen. Microprocessor-controlled injection bars ensure precision injection of the foamed bitumen – in this case 2.5% – into the mixing chamber, where it is optimally processed with the granulated material. Ejectors positioned on the rotor then transfer the mix to the 3800 CR’s conveyor belt. Meanwhile, traffic in front of the Starbright Theater, at the corner of Fulton Street, continued to flow by the recycling train apparently undisturbed, thanks to the fact that pavement rehabilitation is completed in a single pass, without the trucks having to weave in and out of the lane. This increases safety and is a tremendous relief to the traffic system. The Wirtgen 3800 CR machine concept is geared to maximum output so that rehabilitation projects can be completed quickly. With this in mind, the conveyor system also has an extremely high conveying capacity. The slewing and height-adjustable conveyor rapidly transfers material to the material hopper on the tracked paver, which then places a 4-in. layer and pre-compacts the surface. The HD+ 110 VVHF tandem roller and GRW 280i pneumatic
tire roller from Hamm perform final compaction, giving the road a closed, smooth surface texture. COST-EFFICIENT AND ECO-FRIENDLY After 100 miles and – thanks to in-situ cold recycling – a short construction time, Bob Garrigan, superintendent at MCK Services, is pleased. “We were able to fully comply with the traffic and budget requirements stipulated by the City of San José,” Garrigan says. One special challenge was that the jobsites were spread over the entire San Jose downtown are. No problem: the Wirtgen Cold Recycler 3800 CR can easily be transported by flat bed trailer. In the end, the results speak for themselves: Some 9,600 fewer truck hours significantly reduced carbon dioxide emissions, fuel consumption and construction traffic on streets that receive between 12,000 and 35,000 vehicles daily. In total, the city saved some $1.5 million. Frank Farshidi, Project Manager for the City of San José, also arrives at a positive conclusion. “Cold recycling in-situ fulfills exacting quality requirements, is extremely economical, environmentallyfriendly, and has the least impact on the public,” Farshidi says. From Butts to Blacktop Cigarette butts are the latest waste product to be recycled into asphalt pavements
Cigarette butts create 1.2 million tons of toxic garbage per year. Researchers are hoping to trap the toxins and the litter on our roads.

oon, the asphalt we drive on could be paved with cigarette butts instead of littered with them. That’s at least the hope of researchers at RMIT University in Melbourne, Australia. And that’s good because cigarette butts are a bigger environmental problem than you might realize. Nearly 6 trillion cigarettes are produced every year, creating 1.2 million tons of garbage. What’s worse is that these figures are expected to increase by more than 50% by 2025, mainly due to an increase in world population. And due to the chemicals and heavy metals in the filters, that garbage is technically toxic waste. But there’s hope. Last year, a team at RMIT University led by Dr Abbas Mohajerani found that using cigarette butts in the production of clay-fired bricks trapped the pollutants inside,
preventing things like arsenic, cadmium, chromium and nickel from escaping into the environment. "This research shows that if just 2.5 percent of the world's annual brick production incorporated 1 percent cigarette butts, we could completely offset annual worldwide cigarette production," Mohajerani says. The research team also concluded that bricks made with cigarette butts can actually have superior properties than those without. According to the team, the energy used to fire bricks is reduced by more than half when butts are added, and the final product makes for better insulation.

Mohajerani, a senior lecturer in RMIT’s School of Engineering, said he was keen to find solutions to mounting cigarette butt waste. “I have been trying for many years to find sustainable and practical methods for solving the problem of cigarette butt pollution,” Mohajerani says. “In this research, we encapsulated the cigarette butts with bitumen and paraffin wax to lock in the chemicals and prevent any leaching from the asphalt concrete. The encapsulated cigarettes butts were mixed with hot asphalt mix for making samples. “Encapsulated cigarette butts developed in this research will be a new construction material which can be used in different applications and lightweight composite products. This research shows that you can create a new construction material while ridding the environment of a huge waste problem.” The idea behind encapsulation involves restricting the interaction of cigarette butts with fluids which prevents chemical translocation. The research showed that by testing samples of the butt-enhanced asphalt, not only could the material handle heavy traffic, it also tended to trap less heat from the sun. Asphalt that holds heat for a shorter time is said to help reduce the urban heat island effect. The project, a result of five years of research, has been published in full in the journal Construction and Building Materials. AC
