But some tank manufacturers reduce their costs by leaving numerous parts to be assembled in the field by the setup crew. For example, we have seen competitor tanks with ladder parts that required several man-hours of assembly work by the setup crew. This allows the tank manufacturer to reduce the selling price so the buyer gets the tank for less. But the buyer pays extra after the sale. We try to minimize the time and effort required for field setup. For example we prefabricate ladders and handrails so they require minimal assembly in the field. s we went to press with this issue, Congress had just returned from recess and was still preparing to debate a long-term highway funding bill. At the end of July, the Senate passed its version of the longterm surface transportation bill — the DRIVE Act — by a 65-34 vote. The House of Representatives is scheduled to debate its version of the legislation hopefully very soon. As Congress debates, a recent report by the American Road & Transportation Builders Association (ARTBA) estimates the transportation construction industry’s impact on the U.S. economy is larger than the annual Gross Domestic Product (GDP) of 160 nations. The study, authored by ARTBA’s Chief Economist Dr. Alison Premo Black, finds the money invested in transportation construction industry employment and purchases generates almost $510 billion in annual U.S. economic activity — and accounts for 1.6% of the GDP. The construction transportation sector’s contribution to the U.S. economy is larger than the annual GDP of 160 nations ranked by the International Monetary Fund, including: Denmark ($361.3 billion); Israel ($321.2 billion); Ireland ($252.6 billion); and New Zealand ($211.4 billion). The report, “The 2015 U.S. Transportation Construction Industry Profile” estimates the annual value of public and private transportation construction and

maintenance work will be nearly $275 billion in 2015. It ranks larger than U.S. industry sectors such as wireless communications carriers ($254 billion); food and beverage stores ($222.5 billion); nursing care facilities ($171.1 billion); and automobile manufacturing ($131.4 billion), among others. In other words, it’s a huge segment of our economy that shouldn’t be receiving the disrespect it’s been getting from those in Washington. Black warns that uncertainty over the fate of the highway funding bill is a major threat to the efficiency of our nation’s transportation network. Without funding, congestion will only worsen and put a damper on economic growth. The U.S. DOT has identified a backlog of $877 billion in highway and bridge construction projects across the country. As an asphalt contractor in the road building industry, you already know the implications of the system of funding patches our industry has been working under for the last 10 years. aterpillar announces the launch of a 24/7 equipment operator monitoring service to provide customers the power to see, mitigate and manage the primary variable impacting their operations -- the human factor. Through in-cab and wearable safety technologies, Caterpillar now can provide customers with visibility to both machine and operator information. Inside Caterpillar’s 24/7 Monitoring Center, analysts correlate data about the health and productivity of operators and equipment to reveal the magnitude of conditions such as fatigue and distraction and their impact on operations. “Our customers want better visibility to the interaction between operators and machines, and how behavior impacts safety and productivity,”
says Tim Crane, Caterpillar Safety Services manager. “This innovative solution offers our customers the opportunity to mitigate risk and improve productivity.” Caterpillar’s solution leverages leading technologies to gain visibility to risk. The Driver Safety System (DSS), developed by Seeing Machines, an alliance partner of Caterpillar, includes an in-cab camera and alert system to notify the operator the moment a fatigue or distraction event occurs. Events are tracked by analysts who also capture operator sleep quantity and quality information provided through the wrist-worn Cat Smartband, an actigraphy solution powered by Fatigue Science. Superior Asphalt completes its first-ever racetrack paving job with the help of a pavement reinforcement system by Lisa Cleaver, Editor

ocated in the lakeshore town of South Haven, MI, GingerMan Raceway was established in 1995 by racing enthusiast Daniel Schnitta. Designed to feel like a state park, the racetrack rests on more than 300 acres of land that includes s pr awling
areas of a shaded wood, plenty of paddock space and a pond stocked with fish. GingerMan Raceway is dedicated to the safety of the driver. The course layout was designed to minimize damage to both drivers and their vehicles and is considered among the safest tracks in the nation. In January 2014, Schnitta contacted Superior Asphalt, headquartered in Grand Rapids, to evaluate the track. Originally paved in 1995, the track pavement was intact, but there were 1 ½-inch cracks that had been filled with rubber crack seal. “When we decided
it was time to repave our 20-year-old race track, we went looking for a west Michigan asphalt contractor not only willing to take on the magnitude of our project but who would be willing to work with us,” says Mary Phelps, managing director of GingerMan Raceway. “There is no guidebook on how to build the best and fastest racetrack. Every track is unique.” After the initial meeting with one of Superior’s estimators, Dave Van Putton, Phelps says they knew they had found the right contractor. “Dave brought in the entire team – Superintendent Rick Browley Sr., his

Echelon paving to minimize cracking It was decided that echelon paving would be the best method to minimize future cracking issues. Before paving began, Superior prepared the track by milling ½ to ¾ inches of the surface and patching the cracks with a 1 ½-inch overlay transverse to roadway. “This was done to make sure the rubberized crack fill would not cause any problems in the future,” says Rick Browley Jr., lead crew chief.
GingerMan is considered the safest track in the region as well as the nation perfectly suited for both novice and advanced drivers who want to push the threshold.

A GlasGrid mesh was also used over the cracks for additional reinforcement. These reinforcement grids are designed to retard reflective cracking by turning crack stresses horizontally to dissipate the stress. A tack coat was also applied prior to paving. With the racetrack’s long history of cracking issues and uneven seams, echelon paving was used to eliminate any joints. “The echelon paving process helps alleviate problems with seams,” says Dave Van Putton, lead estimator. “It provides better longitudinal joints and a smoother transition between lanes.

Better compaction also minimizes future cracking.” Superior installed 1 ¾ inches of asphalt over the 1.7-mile track using Volvo pavers from Alta Equipment installed with Topcon full automation systems. Screeds used were a Carlson EZV frontmount unit (Volvo 7110 paver) and an Carlson EZIV1019 front-mount screed (Volvo 4410 paver). The mix was specifically formulated for this racetrack, says Nate Voruganti, lab/quality control supervisor. It
consisted of a 19mm nominal maximum aggregate, 60% limestone (+1/4-inch upsize) and 40% manufactured sand specialized for a racetrack. The liquid binder was PG70-28PW/SBS polymer 3-5%; the polymer was used for added strength. “Limestone was used as an extra grip to help keep the tires on track and reduce the wear of the tires,” Voruganti says. The limestone was purchased from Port Inland Limestone in Michigan. One 2-inch lift of asphalt was placed on the racetrack. Compaction was completed with three rollers: two Ingersoll Rand and one Volvo compactor. In the end, the project was completed in three days: day one for milling, day two for tack and crack patch, and day three for paving the entire track.
Challenges The greatest challenge for Superior Asphalt was the fact that this was the company’s first-ever racetrack paving job. “There isn’t a lot of consistent data available on how racetracks have been constructed and maintained in the past,” Browley Jr. says. “We were in unknown territory and spent months on research and development. We worked continuously with the GingerMan staff to ensure that they would get the track that they were looking for within their timeframe and budgetary requirements.” The rubberized sealant that had been used in the past presented a challenge as well. “Often if paved over without proper prep, cracks will resurface and create bumps,” he says. “This is why we patched with fine grade asphalt and used the GlassGrid.” Other challenges of the project included having trucks backing in around the racetrack and maintaining a constant paving speed of 10 to 12 feet per minute to minimize handwork. “Constant monitoring of depth was a must too,” Browley Jr adds. “The track had to be sloped perfectly to alleviate any standing water. “The goal was the smoothest and safest ride possible for the drivers,” he The mix was specifically formulated for this racetrack and consisted of a 19mm nominal maximum aggregate, 60% limestone (+1/4” upsize) and 40% manufactured sand. Labor of love With its first racetrack paving project completed, Superior Asphalt has heard nothing but positive feedback for their efforts. “The track has been well received,” says Phelps with GingerMan Raceway. “Our drivers have been setting records and doing so safely. They are excited to drive on the new asphalt. The motorcycle riders are especially thrilled with the new surface.” The project was also a collaborative effort on a personal level. Rick Browley Sr., superintendent of operations, and his son, Rick Browley Jr., worked together as paving crew chiefs on GingerMan Raceway. Browley Jr. credits his father’s expertise for such a strong result on Superior Asphalt’s first racetrack. “To work next to him on this kind of project is one of the best accomplishments I’ve ever had,” he says. “It’s a job full of pride and joy.” Another positive aspect of the project – the long-lasting relationship that has been formed between GingerMan Raceway and Superior Asphalt. “The Superior team is still working
with us perfecting and maintaining the track,” Phelps says. “We are in constant contact regarding the track’s performance and what improvements should be made. “We truly feel as if we are partners with Superior Asphalt on this project, and we’re looking forward to working with them on other projects,” she continues. Browley Jr. agrees, adding, “Through the process we all became friends, and the project became a labor of love for

How Batch Plants Can
Increase RAP Production The RAP-PAK system from Meeker offers a better method for getting recycled materials into the mix By Lisa Cleaver, Editor
F
or years, batch plants have taken a back seat to drum plants when it comes to increasing the amount of reclaimed asphalt pavement (RAP) to mixes mainly because of the process itself. On drum plants, RAP is fed into the process continuously. By having continual flow, the RAP and moisture in the RAP are being heated and moisture is being released from the RAP continuously causing minimal steam explosions. In a drum plant, the exhaust system on the plant can handle the smaller steam releases. On batch plants, however, RAP gets weighed in a “batch” then dropped into the process at one time causing larger steam explosions. These steam explosions can push dust out of the seals on the mixers and create fugitive emissions issues with the batch plant. “We’re seeing recycled material use sky rocketing in our industry,” says Jeff Meeker, president with Meeker Equipment. “And batch plants have been
limited because of their design to adding only about 15% to 20% while drum plants have been increasing their RAP percentages to 40% or more.”
Preventing steam explosions Close to 10 years ago, Meeker Equipment introduced the RAP-PAK to the asphalt production industry. “The idea was to make batch plants competitive with drum plants again,” Meeker. says “How could we increase RAP percentages in batch plants and minimize the steam explosion?” The solution to the problem lies in the

RAP-PAK’s vapor recovery system, which evacuates the steam from the mixer by pulling a vacuum when the steam is released from the RAP. “We pull the steam to the front of the dryer,” says Meeker. “This is similar to how steam is captured on many counterflow drum and two-drum plants.” When the steam is not being pulled from the mixer, clean outside air is vented to the dryer. outside air and mixer air, there is a constant draft in the dryer.
Continuous feed In addition to controlling the steam explosion, the system offers another way to add RAP to the mixer. In the RAP-PAK system, RAP is weighed on its own separate scale or weigh hopper. “This gives a precise measurement of RAP for quality control purposes yet doesn’t slow the plant’s production capabilities because the RAP is being weighed simultaneously with the virgin aggregate the liquid AC,” Meeker says. The RAP-PAK features a clam-shell gate and very steep-walled hopper to

How it works The RAP-PAK system works in conjunction with the batch plant’s existing batch controls. The mix design is entered into the batching control, which determines how much RAP is needed. The batching controls tells the RAP conveyor to start feeding RAP in to the RAP-PAK weigh hopper. Once the weight is satisfied, the conveyor turns off. The batch control then tells the RAPPAK to drop its contents into the mixer. The system can “throttle” the RAP in to the mixer, which means the steam is released slowly and continuously. Putting RAP in the mix The Dolomite Group, an Oldcastle company headquartered in Rochester, NY, operates 12 asphalt plants in the state. Currently, the company has installed three RAP-PAK systems and is looking to buy three more, says Greg Rose, vice president of asphalt. “Our greatest benefit from this system is being able to put RAP in the mix,” Rose says. “It helps reduce the cost and expense of production because we’re not using all virgin material.” Typically, the Dolomite Group has both batch plant and drum mix facilities on site. Two of the RAP-PAK systems were placed at facilities that only housed batch plants and had no capabilities to use recycled materials. “Both those facilities can now
produce mixes with 20% RAP, which is the maximum for the state spec,” Rose says. “We have produced up to 25% recycle for commercial mixes, and I asked Meeker to design the system so it can go up to 30% if needed.” Rose says there are other systems like the RAP-PAK available in the industry, but his relationship with Meeker Equipment is what tipped the scales in their favor. “We’ve always had a good working relationship,” he says. “The Meeker crew installed all of the RAP-PAK systems we have, and they’ve been working just great.” Meeker says the bottom line with the RAP-PAK is a facility’s ability to increase its RAP content. “The true benefit for batch plants adding this system is being able to produce mixes with 30% to 40% RAP continually,” he says. “Other benefits include accurate measurement of RAP and clean batch towers with no visible emissions.” The one true advantage of a batch plant is its ability to make a variety of mixes without wasting materials, says Meeker. “By using a RAP-PAK, batch plants can now effectively compete with drum plants,” he says. “This system gives batch plants higher RAP percentages and versatility for various customer requirements.” The mix design is entered into the batching control, which determines how much RAP is needed. PLASTIC Pavement made out of recycled plastics bottles is the latest idea for building sustainable roads By Jessica Stoikes, Associate Editor
T
he Netherlands really seem to be ahead of the game when it comes to finding ways to build more sustainable roadways. They have tested sections of roadways made with steel wool that can actually heal themselves and also sections of roads that “eat” smog and reduce air pollution. The latest innovation is a roadway that is made out of recycled plastic bottles. Plastic bottles are recycled into jeans, toys, furniture and, yes, more plastic bottles. The Dutch city of Rotterdam wants to turn them into highways The construction firm VolkerWessels unveiled plans last summer for a surface made entirely from recycled plastic. The technology, called PlasticRoad, is said to require less maintenance than asphalt and could withstand greater extremes of temperature – between -40°F and 170°F.
The plastic roads are lighter, reducing the load on the ground, and hollow, making it easier to install cables and utility pipelines below the surface. Not only that, but VolkerWessels says roads could be laid in a matter of weeks rather than months, and last about three times as long. Sections can be prefabricated in a factory and transported to where they are needed, reducing on-site construction, while the shorter construction time and low maintenance will mean less congestion caused by roadworks. Lighter materials can also be transported more efficiently.
Recycle, reduce, reuse It’s a well-known fact that asphalt is one of the most recycled materials in the country, however the production of asphalt releases 96 million tons of CO2 into the atmosphere annually. That’s led inventors to ponder planet-friendlier materials and applications, including solar-panel arrays and luminescent paint designed to absorb solar energy. And in India, plastic refuse (including bags) already has been used in place of bitumen in 3,000 miles of roadway. PlasticRoad will also make use of our waste. The U.S. alone generated 33 million tons of plastic waste in 2013, only 9% of which was recycled. “Plastic offers all kinds of advantages compared to current road construction,

both in laying the roads and maintenance,” Rolf Mars, director of VolkerWessels’ roads subdivision, KWS Infra says. Mars said the PlasticRoad project was still at the conceptual stage, so don’t worry asphalt contractors, we don’t expect to see this widespread ANY time soon. The company hopes to be able to put down the first fully recycled thoroughfare in three years. “It’s still an idea on paper at the moment; the next stage is to build it and test it in a laboratory to make sure it’s safe in wet and slippery conditions and so on,” Mars says. “We’re looking for partners who want to collaborate on a pilot – as well as manufacturers in the plastics industry, we’re thinking of the recycling sector, universities and other knowledge institutions. “Rotterdam is a very innovative city and has embraced the idea,” Mars continues. “It fits very well within its sustainability policy and it has said it is keen to work on a pilot.” What do you think? hen road agencies are faced with how to upgrade a 20-yearold road struc ture that has received a hot mix overlay and several chip seal
preservation treatments during its life cycle, another mill-and-fill approach seems like the most logical approach. But Sauk County, WI Highway Commissioner Stephen Muchow has experienced the benefits of Cold In-place
Recycling (CIR) on several previous projects, making it a natural solution to a 13-mile stretch of CTH H running from Reedsburg to the popular vacation playground of Wisconsin Dells. “It’s a more cost-effective way to

improve the road structure because you use less virgin material,” Muchow says. For this project the asphalt overlay was 3 inches thick versus the 4 inches typically used. “We’ve used this approach in the past and have achieved better results compared to milling a road and overlaying it with a new asphalt mat. We were getting quite a bit of reflective cracking coming through and we’re not experiencing that with past CIR projects.” On 10-year-old CIR projects, Muchow says reflective cracking has been reduced by 50 percent. The other significant advantage to the CIR approach is that the existing material can be rejuvenated and put back down to provide a much improved base course.
On a conventional mill-and-fill, four inches of the old surface were removed and replaced with four inches of new asphalt. On the CTH H project the four inches of old asphalt were milled, pulverized, rejuvenated with a PG 52-34 binder and then put back down as new base course. Two different mix designs were used since a portion of the road had received a chipseal treatment, raising the AC content of the material to be rejuvenated. Once the CIR portion of the projec t is completed, a new 3-inch surface course will be applied, which will not only provide a smoother ride for motorists, but also a more substantial road structure to accommodate the heavy truck traffic that

use CTH H for convenient access to Interstate 90/94. As far as Muchow is concerned, CIR is a viable option for most road rehabilitation needs. For a road supporting a lower traffic volume, a thinner surface course of virgin HMA would be required.
Project basics On the day of the project visit, Mathy Construction was using a Wirtgen 2200 CR to mill, crush and mix the old asphalt before conveying the material into a Cedarapids CR561R paver. The Wirtgen 2200 CR can process up to three lane miles (12 1/2 feet wide) of material a day. Since the actual width of road (travel lane and shoulder) measured

PAVEMENT PRESERVATION One significant advantage to CIR projects is that the existing material on the roadway can be rejuvenated and put back down on the road to provide a much improved base.
15 feet, a narrow four-foot router milling machine was used ahead of the 2200 to make sure all existing four inches of the road surface was incorporated in the new rejuvenated base material. The Wirtgen 2200 CR pushes the two tanker trucks that supply the rejuvenating binder and water, which are pumped into the mixing chamber. The average binder temperature in the AC tanker was 320°F (160°C) for optimum asphalt foaming per the CIR mix design. The foaming process (two percent AC and two percent water per volume total material being mixed) allows the paving and compaction crew more time to achieve density. A Hamm pneumatic roller was used as a break-down roller and a Cat double-drum vibratory roller used for finish rolling. The CIR process allows for opening the road to traffic during construction. The CIR mixture generally cures within two weeks and then can be overlayed with an asphalt surface course. On this particular project, D. L. Gasser will place a warm mix asphalt (WMA) surface produced using Evotherm. D. L. Gasser will make the mix with recycled asphalt pavement (RAP) to further promote the overall sustainability of the CIR project. Further, enhancing the performance and sustainability of the pavement, the WMA asphalt is placed at 220°F (104°C). Mathy Construction used a Wirtgen 2200 CR to mill, crush and mix the old asphalt before conveying the material into a Cedarapids CR561R paver.

Contractor’s perspective “CIR is a cost-effective way to maintain roads because you’re recycling the material right onsite, so you’re not hauling it off and bringing in expensive virgin material,” notes Steven Krebs, P.E., WisDOT materials management chief, who was visiting the project along with other state DOT officials. On the Sauk County CTH H project, as with most CIR projects, the county achieved a 25% savings by using the CIR process.
CIR = Wave of the future This project was bid/constructed using WisDOT’s new special provision specification for CIR. It’s the wave of the future in maximizing rehabilitation dollars to improve roads. For the CTH H CIR portion of the project, field engineers could direct repair of surface deviations greater than ½ inch between two surface contact points using a 10-foot straightedge. According to Ervin Dukatz, vice president of materials and research for Mathy Construction, Sauk County Highway Department wanted a cost-effective method to restore CTH H. They realized it had some distress issues, particularly with reflective cracking. They were interested in an HMA overlay project that would provide more than a temporary “Band-Aid” and achieve a smoother, better performing road structure. “By milling four inches deep, we’re able to remove a majority of the defects and by rejuvenating that milled material before putting it back down, we’re able to prevent many of those defects from coming back,” Dukatz notes. “The two primary advantages of CIR are reduced costs and improved pavement structure.
“Costs are reduced by eliminating the costs of hauling milled materials away from the site and then hauling new base material back to the site,” he continues. “Then, by adding asphalt back into the milled material along with water in the mixing process, you uniformly coat the material that is then compacted for a more stable pavement base platform. “The improved stability results from the CIR train acting as proof rolling, highlighting weak areas which then can be repaired before placing the WMA overlay,” Dukatz says. “The end result is superior ride numbers on the finished road surface and a better performing road structure with an extended life.” The end result for the Sauk County Highway Department and the taxpayers of Sauk County is a win-win-win. Sauk County Highway Department achieves a better performing road structure at 25% savings over a traditional mill and fill process. D.L. Gasser and parent company Mathy Construction were able to construct the right solution for the right job at the right time. And the taxpayers of Sauk County enjoy a smoother ride for a longer time and at a lower cost than what other construction methods would deliver.
