Will New Laws Help Distracted Driving?

B

uilding and maintaining roads can be a dangerous business. We do all we can to keep our crews safe, but it only takes a momentary distraction for a car or truck to cross into a work zone, causing an accident. As a result, over 3,300 people — including an estimated 650 workers — have been killed nationally in work zone crashes over the past five years. In addition, more than 35,000 people annually are injured at these work sites. According to government data, distracted driving was directly to blame for at least 500 of those deaths and who knows how many of the injuries. The latest AAA Foundation for Traffic Safety Culture Index survey found that about 84% of drivers report regularly seeing other drivers using a cellphone for texting while driving. In addition to seeing others do it, 44.9% of drivers surveyed said they themselves read a text message or email while driving and 34.6% of drivers typed or sent a text message or email while driving. The industry is working hard to find ways to keep workers safe by developing connected technology that can alert drivers through their vehicle of an upcoming work zone as well as inform the construction crew when a high-speed vehicle may be approaching them. We investigate one type of this technology on page 10 of this issue and are always looking to promote ways to keep workers safe. But we can only do so much. LEGISLATION NEEDED With the number of work zone deaths not decreasing year over year, it’s time we start to increase legislation and repercussions for those who violate cell phone bans while driving and look to increase bans through work zones. Did you know that not one state in the United States bans all cell phone use for all drivers? We suppose that would be too much

to ask. Yes, 47 states have a text messaging ban while driving, but only 16 states prohibit drivers from using hand-held cell phones while driving. Let’s be honest, if you can pick up the phone to make a call while driving, you’re probably also going to be texting. What’s more is recent survey data shows that cell phone bans don’t even scare drivers. In July of 2018, the “Hands-Free Georgia Act,” went into effect that bars drivers from touching their smartphones. Motorists caught tweeting or texting can be pinned with a $50 fine and a point on their license. People busted two or three times could be docked $100 or $150, respectively and additional points. In just the first month since the law took effect, nearly 1,000 citations were issued. And while AAA research found that 98% of drivers are well aware that it’s now illegal to use their devices while behind the wheel, it also discovered motorists don’t care. Seventy-five percent of respondents to AAA’s questionnaire said they’d seen other drivers using their phones on the road and 60% claimed they’ve seen people unabashedly texting while driving. While the USDOT reports that laws like this have curbed accidents by an average of 16 percent over a two-year period, work zones are different and should have different laws. And since over 54% of highway contractors reported that vehicles crashed into their jobsite during the past year, we should push for tougher work zone restrictions. What are your thoughts? Connected Work Zones Improve Worker

D

rivers crashing through a work zone and colliding with a construction crew just trying to do their job is enough to keep all of us in the business up at night. As an industry, we’re working hard each day to educate the traveling public and raise awareness to the huge role they play in worker safety, but it’s still not enough some days. The pursuit of safety is never ending, but we’re fortunate to live in a time when technology is advancing at a rate that can help combat these mounting risks. We are able to receive and distribute information at a rate never before seen and that’s turning out to be a good thing for the road building industry. Digital signage along the highway changed the way we communicate information about work zones, but to the traveling public, those have unfortunately become nothing but white noise that they easily tune out. “No matter how big or small the job is, you’re going to encounter danger out there,” Ross Sheckler Managing Partner at iCone Connected Technology says. “Unfortunately drivers tune out signage so the challenge has been finding ways to wake drivers up when they are about to encounter a work zone and make them pay attention.” iCone initially developed the Smart Safety Barrel as a way of communicating work zone traffic data to a central location. This helped states and municipalities with developing and planning for a smart work zone and traffic management, but Sheckler quickly realized this technology could do more to keep workers safe. “We thought about what we could do to let every driver know exactly where a worker was,” Sheckler says. “We realized we could place sensors around a work zone and create a network center around the work zone.”

The iCone sensors can be placed along the jobsite and via radar sensors, the technology knows where the stopped traffic event starts and ends and can communicate those messages effectively. “As you reach out to drivers with road side messages and start to inform them there is a work zone ahead, the message needs to be current and relevant, not the same message that’s been up there for five months,” Sheckler says. “When we’re communicating work zone data to signs via the sensor network center, we time stamp the messages so

Autonomous Vehicles Change the Game Driverless vehicles may one day be perfect, but right now they are a nightmare. These vehicles literally give drivers a reason to not pay attention to the roadway or what’s going on around them. The challenge for raising awareness when coming into a work zone is obvious. iCone sensors are able to tell driverless cars exactly where the worker are and hopefully the vehicles will take a different route. “We need to let the computers on these autonomous vehicles know when there is a work zone ahead,” Sheckler says. “Those Google cars with no steering wheels need to know they might not be able to get through that work zone and so the goal will be to suggest the car take a different route.”

drivers know there is stopped traffic up ahead as of three minutes ago, so we really mean it. “The sensors can also tell if there is a high-speed vehicle approaching the work zone,” Sheckler adds. “We can take that message and immediately communicate that to the workers via text message.” And while that’s a great idea, we know workers on the job might be too busy to check these messages. Sheckler says his team has transformed that idea into more realistic radio messages that can be placed inside a flagging pole. Not only are flaggers notified of a high-speed vehicle approaching them, Sheckler has partnered with navigation companies so that the technology is able to communicate directly with the driver.

“By partnering with these companies, we have been able to get that message that tends to get lost on the side of the road into your smartphone or the in-car dashboard system,” Sheckler says. “So if you’re driving along and Waze lets you know there is a hazard ahead, we’re the ones letting you know about that through our connected technology.” The signals also communicate to the drivers the locations of the sensors. When a flagger is equipped with the iCone flagging baton, drivers can know exactly where that flagger is located when the alert comes through their phone. The technology has recently expanded to sensors being placed inside safety cones. The Colorado DOT has placed these radios inside traffic cones so that they know the exact layout of the work zone. “By marking the first and last cone of the work zone with a sensor, drivers are given notifications that say exactly where the work zone starts and ends,” Sheckler says. “The smartphone then communicates to the drivers exactly where the workers are.” Sheckler says the goal with this technology is to make it affordable for all construction companies to implement. “We want to make it cost around $1 per day to have these devices in the work zone,” he says. “There is no reason why we should pay someone $20 an hour and not spend $1 a day to tell the world he’s there.”

Some recycled materials, if processed and used properly, can achieve the same or better performance than conventional mixes and the use of these materials is on the rise.

T

he use of recycled material in new product is on the rise in the asphalt industry, both for cost and environmental reasons. It’s a natural fit for the asphalt production industry where there is such a constant demand for raw and often expensive material. A National Asphalt Pavement Association (NAPA) survey found producers used an estimated 76.2 million tons of recycled asphalt pavement (RAP) in asphalt mixtures in 2017. Though RAP is the most common, it isn’t the only material that can supplement and often reduce the price of new mix. Here are a few of the most common recycled materials used in asphalt. Recycled Asphalt Pavement (RAP): The NAPA survey found estimated RAP usage increased by more than 36% since 2009. In 2017 alone, RAP reduced the need for 3.8 million tons of asphalt binder and more than 72 million tons of aggregate, with a total estimated value of more than $2.1 billion. RAP’s popularity is primarily due to its ready supply, with 102.1 million tons estimated to be stockpiled at the end of the 2017 construction season. It also produces high quality mix. The U.S. Federal Highway Administration (FHWA) reports the performance of pavements with up to 30% RAP is similar to pavement composed of virgin materials and no RAP. Reclaimed Asphalt Shingles (RAS): Reclaimed asphalt shingles are another commonly recycled material. The NAPA report found producers used about 944,000 tons in asphalt mixtures in 2017. Similar to RAP, RAS is heavily stockpiled and reduces the need for raw material. In 2017, it saved The use of recycled material in new product is on the rise, both for cost and environmental reasons. 188,000 tons of asphalt binder and 472,000 tons of aggregate, valuing at an estimated $74 million. Most states limit RAS use to about 5% of the total weight of mix. According to a 2016 North Central Asphalt User/Producer Group report, when used correctly, RAS improves resistance to rutting because of fibers and increased stiffness of binder. However, it can cause decreased resistance to cracking because of the extremely hard binder stiffness. Ground Tire Rubber (GTR): The NAPA report estimates about 1.5 million tons asphalt mixture used ground tire rubber in 2016. Though more expensive than some other recycled materials, the rising price of crude oil is increasing GTR’s popularity. Tire rubber is used either in a dry or wet process. The dry process uses it as an aggregate replacement while the wet process considers it a binder additive. A 2016 Oklahoma Department of Environmental Quality report states that, when used correctly, GTR pavements perform at least as well as standard hot mix asphalt. When producers use GTR as a crumb rubber modifier in HMA, says the study, the result is smoother, safer and more durable roads with improved rutting resistance. Steel and Blast Furnace Slag (SLAGS): Most commonly used in regions with steel and iron production industries, steel slag and blast furnace slag are by-products of metal-casting processes at foundries. NAPA estimates 724,229 tons of slag was used in asphalt mixtures in 2016. A FHWA report found the heat retention characteristics of steel slag aggregates can be beneficial in hot mix asphalt repair work in cold weather. Properly processed steel slag can also form a stronger bond with asphalt binder than granite, says a 2015 Dalian, China International Conference on Road and Airfield Pavement Technology report. Other beneficial characteristics are improved durability, high skid resistance and reduced binder stripping. Ferrous slags in asphalt can be susceptible to swelling, but are usually

waste glass may deteriorate due to stripping of the asphalt cement binder from the waste glass. High percentages can also lead to excessive glare and abnormally high tire wear. Some recycled materials, if processed and used properly, can achieve the same or better performance than conventional mixes. However, consult experts and make sure to check state regulations before using recycled material in a mix as many states limit the amount that can be used. It’s also a good idea to check with an asphalt plant manufacturer to determine the type of equipment needed to best use recycled material to improve profits.

protected from the environment and not an issue. Blast furnace aggregates have a lower thermal conductivity than conventional aggregate, making it ideal for use within asphalt as a “frost taper” used as an insulator over non-frost susceptible soils. The slag also binds well with asphalt binders and features excellent resistance to binder stripping, according to a 2014 University of Nottingham, U.K. report. Recycled Glass (Glassphalt): Waste glass that is crushed and screened can be used as a portion of fine aggregate in

asphalt pavement mixes. The FHWA reports satisfactory performance with hot mix asphalt pavements using 10 to 15% of crushed glass in wearing surface mixes, creating what is sometimes called “glassphalt.” If used properly, glassphalt can achieve stabilities comparable to or better than conventional mixes. The FHWA report states other benefits as low heat absorption, specific gravity and low thermal conductivity, offering enhanced heat retention in mixes with glass. However, hot mix asphalt surface course pavements with more than 15%

started in the asphalt plant industry in 1975. I began my career as a shovel operator at an StanSteel batch

plant in Hood River, OR. By 1978 I was in charge of the two plants in the area, in addition to operating one of them. By 1985 I was in charge of a number of asphalt plants and traveled the Northwest keeping them running. We were constantly trying to improve costing/profit ratios. One of the areas we experimented in was with fuels we used at our plants. We tried used motor oils,

blended oils, PS-300 and diesel #4 & #6. All of these fuels saved the company money in purchasing costs. And when the only consideration was the “cost per ton” of fuel used, these fuels were all superior to diesel #2. However, unless everything was perfectly maintained, we experienced all the same issues of burners not lighting reliably and “flaming-out” that modern plants occasionally experience today. One day, after much frustration trying to get reliability, I started doing the math. But this time factoring in the down time related to the poor burner performance. I quickly discovered that all of our fuel cost savings were being eaten up by the costs of the paving crews and trucking stand-by time relating to that down time at the plant. On that day I began a long quest to eliminate the use of heavy oils in our plants. At first, as you can imagine, I ran into a stone wall. Upper management was only interested in the fuel cost per ton. None of my other data was of interest to them because it was not a finite cost they could easily quantify. They seemed to blame the down time on my plant operators or our lack of ability to correctly tune the burners. To this end they spent large sums of money to have outside technicians come in and re-tune our burners— which only made the situation worse. Then in 1995, five years after

switching to the heavy fuels, we began to realize that there was another hidden cost to using the heavy fuels - sulfur. Sulfur is a caustic chemical. We had realized early on that we were replacing baghouse bags at an accelerated rate, however we attributed this to lower quality bags produced by the low bidder our purchasing agent was using. In the winter of 1995 we were replacing the bags in our Bingen asphalt plant when one of our mechanics fell through the tube sheet in the baghouse. As I looked closely at the steel, I realized that it was heavily corroded. In fact, all of the surfaces in the dirty air side were in very poor shape. We replaced the baghouse that winter and did not think much more about it. In the summer of 1996, we had to replace some bags in another plant and again discovered that the tube sheet was heavily corroded. This got me to thinking about the problem, so I scheduled an inspection of all of our baghouses and then discovered that they all had corrosion issues in varying degrees. I took my findings to the equipment owner and explained the problem. I explained the issue in great and boring detail, but apparently I explained it well. We switched back to diesel #2 that week and I am firmly convinced that it is cheaper in the long run when you factor in the cost to heat the heavy fuel, the downtime relating to performance and the

elevated costs of maintenance associated with the use of high sulfur fuels. I own a highly modified and updated 1984 Boeing MS-400 that is leased out. I supply this plant with an operator and loader operator so that it is operated and maintained to my specifications. I will not allow them to use high sulfur fuels. In fact, I require them to use low sulfur, on-road diesel #2. Yes, it costs me more per ton to run, but it cost me less in the long term. My baghouse bags are 10 years old and have seen over 1,000,000 tons yet they are still in good condition and there is no corrosion anywhere in my exhaust air system. When making an investment in a new asphalt paver, manufacturers encourage contractors to look beyond initial purchase price

I

nvesting in a new piece of equipment is not something contractors take lightly. However, what are the things you need consider beyond price when you’re looking to purchase a new paver? “Contractors look for many of the same concepts and features today as they did two decades ago,” Tom Travers, sales manager with Carlson Paving says. “They are looking for reliability, lifecycle and ease of maintenance and operation. In short, they are looking for machines that will make them money and provide a positive return on investment.” And while the basic elements of what contractors are looking for hasn’t changed, the concept of owning the total package offered by manufacturers has ushered in a new way to buy. Today, contractors are considering total cost of ownership and not just initial price in order to stay ahead of their competition. “Manufacturers know they can’t just push iron anymore,” Bill Laing, paving product manager with Volvo Construction Equipment says. “When you’re investing in a machine, you’re not just investing in the iron, you’re investing in the total experience of working with that manufacturer.” So when you’re ready to upgrade, we have you covered. Here are some things to consider when looking to invest in the total package for an asphalt paver.

UPGRADES IMPROVE PRODUCTIVITY Fuel consumption, maintenance expenses, crew efficiency and resale value are just some examples of direct costs that can impact a contractor’s total cost of ownership and manufacturers have worked to improve their machines to make these costs more manageable. “With our new machines, we’ve introduced Eco-Mode,” Jim Holland, vice president of Vögele Pavers at Wirtgen America says. “What we've put in there is a clutch that will disengage functions when the machine is idling. “The idea is to not only save fuel, but also to save wear on the hydraulic components so you'll get a longer life cycle on the machine and that would keep the total cost of ownership down.” Another upgrade in recent years as a result of Tier IV compliance is a better engine. Quieter engine options are helping reduce noise around the machine for a much more comfortable, safer work zone. “Thermal imaging is something that I believe we’ll start to see more of in the coming years,” Laing adds. “Volvo already offers this type of system in Europe, and we have plans to bring it to North America. The program, called Pave Assist, provides the ability for the operator to see real-time information on a touchscreen display, such as temperature variations in the asphalt. This information allows operators to make adjustments on the fly in order to avoid potential quality issues.” With any piece of upgraded equipment, costs can add up quickly. Manufacturers recommend always weighing out the cost/benefit of each upgrade before making buying decisions. “You just have to look at how the upgrades increase productivity and could help with operator retention,” Laing says. “By saving time and money, you justify the cost.” OPERATOR COMFORT Speaking of operator retention, manufacturers are working hard to help with that as well.

High quality work, efficiently performed, promotes profitability and growth and also fosters a sense of pride with the organization.” Operator comfort is also paramount in making sure your employees are productive. “We make sure the controls and indicators are within arm's reach of the operator, whether he's on the creed or in the operator's seat,” Holland says. “We try to put all the functionality of the machine within easy grasp of the operators, and then we try to make it more intuitive to use by using popup

At Vögele, we use popup screens similar to what you'd see on your phone or in your car and try to help the operator be more efficient.” Efficiency is also being improved through electronic controls. “Greater intuitiveness has played a larger role in the design and development of new platforms and technologies,” Travers adds. “One can see that with the greater reliance on electronics and software systems, contractors are able to get more out of a machine without the need of the “human” element, such as experience. Take the growth of grade control in the commercial class. Setting up grade automation on a commercial paver extracts the need for a screw man judging grade and making adjustments manually, adjustments that can be done incorrectly if not knowledgeable.”

Making sure the paver is easy and intuitive to operate helps contractors learn the machine and feel comfortable working with it day in and day out which can help improve efficiency.

Automation can also help operators learn the job more quickly and streamline the training process, which is key with the shortage of labor the industry is facing. “With the labor shortage, one of the ways to keep operators is to make them comfortable,” Laing says. “Volvo has done a lot of work to reduce the ambient temperature around the operator driving the machine. We have worked to channel the hot air coming from the engine out and away from the machine.” And since asphalt paving can be a less than comfortable experience, keeping operators cool is important. “The top deck cooling package has probably done the most on Cat pavers to keep operators comfortable,” Anderson says. “This system keeps the paver operator cool and helps to keep noise away from the crew. Crews are able to carry on a conversational tone while they are paving and there is no blast of hot air on one side.” Carlson has also worked hard to reduce the heat contractors are in contact with on the machine. “Dating back to the 1990’s, we have been the pioneer in electric heat, always shunning the dirty and dangerous diesel heating systems,” Travers says. “We have taken the same technologies of our highway-class heat systems and brought them to the commercial paver market on all of our screeds as standard. This means no more dealing with LPG canisters, the uneven heat and the premature wear of plates. The electric heat provides crew with a safe, comfortable screed heat system.” Seat configurations that best suit the application and contractor preference combined with better visibility and ergonomic and intuitive control consoles all contribute to keeping an operator comfortable and productive.

“We’ve also provided the option of air ride heated seats,” Anderson says. “We all think of paving as such an unbearably hot operation, but often paving is conducted in less than ideal temperatures, particularly late or early in season.” DEALERS DELIVER Keeping your machine running is paramount to success in this business and can be a direct result of close dealer partnerships. A good dealer will help you get the most out of your machine and therefore dealers are one of the most important factors to consider when buying. Contractors should always make sure that the dealer can support them before purchasing equipment since a good and responsive dealer can be critical to a road contractor’s success, especially when the unexpected happens in the middle of the night. “A good dealer, in this context, is one that wishes to partner with you when you purchase a machine and stays with you through the lifecycle of said machine,” Travers says. “These dealers bring extra value to your machine by offering classes on paving and maintenance, have factory-trained technicians to properly and promptly diagnose any service issue and who have specialists that understand asphalt paving. Contractors will get the most out of their machine with a dealer as described, meaning they will see the most return on investment, more uptime and a positive impact to their bottom line.”

It’s important to invest in a machine that has a proven track record of reliability and ease of maintenance in order to help keep total cost of ownership down.

And Laing adds that uptime is a huge differentiator in today’s paver market. “That all starts with the dealer — their local support and technical expertise can make a huge difference from one brand to another,” he says. “Telematics systems are also a critical tool to uptime. Traditional telematics systems can let contractors see where their machine is, what the fuel level is, and get basic fault codes to help diagnose issues before they result in a down machine.”

Volvo’s ActiveCare Direct is a machine monitoring and reporting service that allows dealers to shorten the reaction time if there is a problem with the machine. “If a fault code comes through, Volvo does the legwork of providing the probable cause and recommended solution, so that the dealer and customer will know about it in near real time and can pull the right parts they need,” Laing adds.

And being able to react quickly is paramount in our world. “In the paving world, asphalt is a perishable item,” Holland says. “You have a limited amount of time to get the material down, placed and compacted. Otherwise, you risk losing that material. So, with a perishable item, you have to react a lot quicker and that’s why you rely on the dealer to be able to take care of 70 to 75% of those issues.”

TCO & THE BOTTOM LINE Contractors know that initial purchase price is just a small part of equipment ownership. What equipment ownership really comes down to is whether or not the machine will be functioning when it’s needed. “The total ownership experience impacts the bottom line of the company,” Travers says. “If a machine is troublesome by means of consistent breakdowns, constant maintenance and significant downtime, the machine has

a negative impact on the company’s profits. If the machine is trouble-free with routine maintenance, has more uptime and achieves ride bonuses, this has a positive impact on bottom line.” This is why it’s important to invest in a machine that has a proven track record of reliability and ease of maintenance. Manufacturers also urge contractors keep production in mind when they consider total cost of ownership. “With total cost of ownership (TCO), the most important thing contractors need to take into account is production,” Holland says. “A lot of customers are looking at TCO, but not all of them are tying in the amount of material that goes through a paver and that's critical. It's not just about what the cost per hour is, it's also what is the cost per ton. With certain machines in certain applications, you might be putting a lot more tonnage through there in the same amount of hours. “Contractors are paid by the ton, not by the hour or by the mile,” Holland continues. “It's a good balance to look at what does a machine cost you per ton and what does it cost you per hour? That's a critical piece that is starting to be paid attention to by some customers and it's extremely important.” An asphalt paver is an investment you’re going to live with for years to come and price is not always the most important thing to consider when making a purchase. Other factors will be key in making sure you get the most out of your investment. Do your research and make sure you’re going to end up with exactly what you want. “The money you can save on the difference of one brand vs. another won’t go far if the crew doesn’t like running the machine or the dealer can’t support you with training, wear parts and service,” Anderson concludes. “Initial purchase price is a small part of the total paving cost.”

Compaction by Rubber “Carpet”? Roller retrofit challenges long-standing approach to asphalt compaction

A

kit that retrofits static and vibratory steel rollers and challenges the long-standing method of relying on vibration to compact asphalt pavement is under development and is being tested in Canada. Developed by Abd el Halim, a professor at the Department of Civil and Environmental Engineering and director of Infrastructure Protection and International Security Master Program at Carleton University in Ottawa, the new approach relies on a continuous piece of specially made rubber – essentially a belt or track – to provide more even and continuous contact with the pavement during the compaction phase.

Initially named AMIR (for Asphalt Multi-Integrated Roller) after Halim’s son, the roller kits have been tested and are produced under the name Trak by Tomlinson Group, a road and bridge contractor in Ottawa. Russ Perry, vice president of heavy civil for Tomlinson, says the contractor was one of three to test the concept several years ago. “Once we saw how well it worked we were convinced,” he says. Halim says the Trak design results in more uniform density throughout the pavement and extends pavement life by eliminating cracking, creating an impermeable surface that prevents water from entering the pavement.

A NEW COMPACTION APPROACH Halim became interested in a new approach to compaction in 1982 after witnessing small cracks appearing in the asphalt of a small paving job almost immediately following compaction. He says that each time the rollers go over the asphalt, they cause some degree of cracking because of the vibrations and uneven pressure being applied.

To date, the AMIR has been used successfully on more than eight bridges and on more than six highway test sections.

“I said my roller was collecting dust and I was told ‘Shame on you!’ I think a combination of changes in the industry, the demands of end users and interest from the Ontario Ministry of Transportation in extending road life resulted in more interest in the idea,” he says. So he began pursing development of the roller again and decided early on that he didn’t want to create an entirely new roller that contractors would have to buy. Instead, he and Tomlinson spent four years developing a retrofit kit to replace the drums on existing rollers. “That way, contractors don’t have to buy new rollers to use this design,” he says. “They can just use the rollers they already have.”

“Because of the compaction process, you start damaging the asphalt the minute you make your road,” he says. “And once cracks appear, you can’t fix them. You just try to minimize their damage.” After giving some thought to the problem, Halim decided people were trying to improve every aspect of the paving job except no one was considering a new approach to the compaction process. “I told people over the years they weren’t going to find a solution to the asphalt problem because they were looking in the wrong place,” he says. “They weren’t looking at the roller, which has remained basically unchanged for years.”

So he built a prototype that relied on a rubber belt or track that wraps around the rollers like a piece of carpet. The approach was tested in Australia in 2000 and gained some interest but not enough to pursue development – until 2009 when Halim was at a conference and someone asked what happened to his roller.

HOW TRAK WORKS Halim says most rollers today use two drums in the front and two drums in the rear. One Trak kit replaces one drum, so retrofitting one such roller would require four kits. He estimates that it takes up to four days to retrofit a roller with four Trak kits. Perry says that once a roller has been retrofitted with a Trak kit it can be swapped on and off in less than a day. He says the steel drums are removed from the roller but the skeleton, frame and engine are all retained. Each drum

is replaced by two large cylinders and three small cylinders. With Trak, the five cylinders are wrapped with a specially designed flat “belt” or “track” composed of a number of layers of rubber. (Perry says the design is similar to a bulldozer if the steel tracks were replaced by rubber tracks.) Halim compares the rubber track to a piece of carpet because while it wraps around the cylinders, a large portion of it – almost half – is in continual contact with the asphalt. “That’s really the most important part of the roller,” Halim says. “The roller is really about the rubber itself.” To explain why the Trak doesn’t crack the pavement, Halim uses an analogy involving eggs. “Take two raw eggs. Stand the first egg vertical on a hard surface and using a spoon gently tap on the tip of the egg until it cracks. You’ll see it won’t take long for that to happen. “Take the second egg and stand it vertically like the first on the same hard surface, but place your fingertip on the top and tap your fingertip and you’ll see it doesn’t crack.” That’s because the fingertip, like the flat rubber track, disperses the impact of the tapping just like the rubber evenly disperses the pressure of the five Trak cylinders across a greater area of the pavement. DENSITY AND IMPERMEABILITY Halim says that by using the rubber “carpet” the Trak provides uniform compaction over very large area -- as much as 75 times more contact with the asphalt -- as opposed to the narrow strip where a steel wheel roller contacts the asphalt. Perry says the Trak is able to provide compaction because of the increased time the weight of the roller is on the pavement. “It’s just a factor of time,” Perry says. “It’s a little like a sandwich press that compresses the whole sandwich at the same time. You just apply the sheer weight over an extended area

and for a greater period of time – as opposed to a nanosecond with a steel wheel roller.” Halim says this broader coverage creates uniform pressure on the asphalt – the cylinders aren’t dipping into the asphalt like a roller does – resulting in a greater reduction in the number of passes required and a more solid, crack-free asphalt surface. He says using the Trak roller reduces the number of passes required from more than 20 (using breakdown, vibratory and finishing rollers) to between six and eight. Perry says users of Trak rely on a formula to determine the required pounds per square inch needed for proper compaction. Once that determination is made, weight is added to the Trak and rolling can begin. Halim says that because Trak provides uniform pressure across a broader area, it can compact thicker lifts of asphalt than traditional rolling methods. He says that where a traditional steel wheel roller can’t compact more than 50 mm without vibration, the Trak can compact as much as 150 mm. “That means using the Trak, you can place one lift instead of two, reducing the time on the job,” Halim says. Perry adds that Trak has been especially effective for compacting asphalt on bridge decks where vibration can’t be used. “Because you’re not able to use vibration on a bridge deck you’re not getting high levels of compaction anyway using only a steel roller,” Perry says. “This machine gets compaction levels as if you were using a vibratory roller.”

Getting a Grip on GREENWICH ROADS Connecticut DOT adding High Friction Surface Treatment to dangerous curves

S

kid resistance on roadways is imperative to maintaining the safety of the traveling public, especially around curves and at high speeds. Recently, the Connecticut State Police and the Office of District 3 Maintenance requested the Office of Engineering investigate the curves along the Merritt Parkway in Greenwich, CT due to a high frequency of crashes occurring during wet conditions. The investigation included skid-tests to evaluate the friction of the pavement and ground survey to evaluate the curve geometry. While skid-test results debunked the theory that the pavement surface was responsible for vehicles losing control in

these curves, the sharp horizontal curves of the pavement and areas where excessive braking was occurring resulted in less pavement friction which lead to an increase in crash frequency. “One thing that became clear during the testing was that speed is a contributing factor with all these crashes,” Michael Cherpak, P.E., project manager for the Connecticut Department of Transportation (CTDOT) says. “This stretch of Route 15 (Merritt Parkway) was resurfaced in 2008 and skid-tests yielded friction factors much higher than expected given the age of the surface and the frequency of crashes occurring.” So the DOT chose to provide "superelevation and roadway friction improvements" to four curves on the parkway to improve safety within these stretches of roadway. Engineers used the ground survey information to perform an analysis of the roadway geometry, including its

superelevation, in search of any geometric issues contributing to the higher crash frequency. That analysis revealed some curves could benefit from geometric improvements, but many others met standards. “A project was proposed (State Project No. 173-484) to address the geometric issues discovered by the engineering investigation,” Cherpak says. “These geometric improvements included bituminous pavement wedging, increasing roadway superelevation to standards and ensuring the proper transition lengths existed into and out of those curves, bringing the roadway geometrics up to standard for the design speed of the roadway.”

What is HFST HFST involves the application of very high-quality aggregate to the pavement using a polymer binder to restore and/or maintain pavement friction at existing or potentially high crash areas. The higher pavement friction helps motorists maintain better control in both dry and wet driving conditions. After being developed in the United Kingdom in the 1960’s, the technology arrived in the United States in the 1980’s, but was used mainly for sealing bridge decks. It wasn’t until the early 2000’s that various HFST suppliers began to market the treatment as a safety countermeasure to state and local agency transportation departments. As of 2017, over 2 million square yards of HFST were installed in the United States. HFSTs can be applied using either hand or mechanical methods. The speed of a fully mechanized HFST installation is similar to other paving surface operations. Various types of HFST systems are available based on the aggregate types, binder systems and application methods.

The department also made the determination to install High Friction Surface Treatment (HFST) as a crash reduction strategy on all curves investigated under this study, including those curves being geometrically improved. PRESERVATION UPDATE “The proposed realignment would require a significant and lengthy environmental analysis,” Cherpak says. “The improvements suggested under project 173-484 were able to be implemented in an expeditious manner and are expected to provide a meaningful improvement.” For this project, the existing pavement on these curves is being milled and replaced with new hot mix asphalt (HMA) layer. The HFST consists of a polymeric resin binder followed by an application of calcined bauxite aggregate onto the surface of the new HMA. “This work is being applied at night, during a work period where traffic is reduced to one-lane and re-opened to traffic at the conclusion of the work period,” Cherpak says. “The specification requires use of a truck mounted application machine and sweeper to meet clean-up requirements.” Project 173-484 is being construction by Water Construction Co, Inc. Their low bid was $2,728,316.50 for contract items. They were allotted 124 calendar days to complete the work. The Engineers estimate included 27,065 s.y. of HSFT. The Bid price for HFST came in at $568,365 at $21/s.y. HFST plays a large role in the Every Day Counts Program. Federal dollars will pay for 80 percent of the project and the state will pay 20 percent of the costs.

Don’t Let Your Business Go Up in Smoke

The legalization of marijuana is both a cultural phenomenon and a workforce issue that is becoming too large to ignore

T

o date, 30 states and the District of Columbia allow marijuana use for medical and/or recreational use. Additionally, 16 more states have legalized the inclusion of cannabidiols (CBDs) to be used in various forms. But even before states and local governments across the country started legalizing marijuana for recreational or medical use, it was having an impact on hiring and recruiting in the construction industry. A recent a survey found that more than 65% of employers in the paving industry that marijuana was having an impact on their workforce, making it the largest issue they are facing. Recently, David Whitlock addressed these concerns and his thoughts on handling marijuana usage in the workplace are worth a read. RECREATIONAL USE First, let’s break the issue down into two different components: recreational use versus medical use. So far, no state court system has refused to acknowledge an employer’s right to prohibit impairment on the job. This means that contractors can drug test on a pre-employment

and random basis and refuse to hire or terminate someone who is impaired by recreational marijuana use. This will likely continue to be the case so long as the federal government continues its current stand making marijuana a controlled substance with limited medical value. So, as a practical matter, contractors should continue pre-employment and random drug testing even in states that have legalized recreational marijuana use. One problem that may arise is determining “impairment.” Here, contractors should work closely with their occupational medicine clinic. Contractors should not make an “impairment” determination on their own, but instead rely upon an evaluation by a medical professional. This is important because impairment and drug testing results do not correlate well as individuals may test positive for marijuana use days or even weeks after impairment. This makes it all the more critical for contractors to rely upon the independent “impairment” determination of a qualified medical professional. This is only necessary in states that have legalized use of marijuana. In other states, contractors rely upon drug test results and make decisions not to hire or to terminate the individual. MEDICAL USE In states that have sanctioned medical use of marijuana, the situation is slightly different. In most cases, the individual will indicate before testing that he or she is a medical marijuana user, and usually will present a medical card. Last summer, a Massachusetts court held that an employee who acknowledged medical use of marijuana and was terminated for a positive drug test could state a claim for disability discrimination. In essence, the court said that the employer must go through the disability claim process, using the reasonable accommodation analysis, before taking final action.

As part of the reasonable accommodation analysis, the employer may claim that the accommodation the individual seeks would impose an undue burden. The Massachusetts court noted that if the employer is subject to Department of Transportation drug free workplace regulations or can otherwise prove that the individual’s medical use of marijuana would impair performance or pose an unacceptably significant safety risk to the public, the individual, or co-workers, the employer’s undue burden claim would prevail. Here again, close cooperation with a medical professional may be the best defense against a wrongful termination claim. The defense is strengthened if the medical professional understands the performance impairment issue, but also if they understand the safety risk created by continued employment. The bottom line for contractors is know your state law. In states where no marijuana reform legislation has been enacted, test and rely upon the results. In states where medical marijuana is legal, test but follow the disability claims analysis if the individual asserts medical use. In states that have also legalized recreational use, work closely with the medical professional to obtain an independent impairment determination. Of course, none of this guarantees drug free workers, but at least it will be safer to refuse to hire or terminate impaired workers and avoid wrongful termination lawsuits even in states that are legalizing marijuana use.
