With reportedly more work, contractors are telling us business is back. Use this issue as your guide to the latest products available to you.

t’s that time of year again. Summer is moving out and Fall is creeping upon us. During my travels this summer, I had the opportunity to speak with a number of contractors who all told the same story. “Business is good.” “We’re busy.” “We’re turning down work because we can’t keep up.” And judging by the “buzz” in the air from both manufacturers and contractors at the CFA convention and the more recent, ASCC conference, a rebound in the industry is afoot. We couldn’t be happier to see brighter days upon us! Don’t forget, if you’re involved in a unique and challenging project, drop me a line and tell me about it. Thoughts from a Seasoned DECORATIVE CONCRETE CONTRACTOR
Concrete Contractor caught up with Tom Ralston, of Tom Ralston Concrete to discuss the trends in decorative concrete, the future and his sage advice for contractors looking to expand into this market segment. By Ryan Olson Given the custom nature of decorative concrete work, what types of projects are your customers asking for? T. Ralston: Concrete interior floors have been a good selling product over the last five to seven years. Here in Northern California, the interior floors have radiant heat in the floors. We are pouring concrete over the top of the heating elements and finish these floors in a variety of ways. We’ve been using our Monet hard trowel finish, a process where we use a misting of water and use small pool trowels to get a lot of color movement and variegation. It makes the floor look almost like an oil painting. Sand wash finishes have also been popular. We don’t like to do this in the interior spaces, but we do a light sanding with a floor machine to expose the sand and it looks more organic. What colors seem to be the most popular? T. Ralston: Overall, I’d say the majority of people are looking for earth tones. These are colors that offer a calm, aesthetic effect. Earth tones are in. However, there is that percentage of folks who want something out of the norm, something flashier — blues, greens, reds. Floors seeded with glass are also becoming more popular.
One of the largest issues facing the concrete industry is finding qualified laborers. Can you discuss the skill set required to be a decorative concrete contractor? T. Ralston: Being a concrete contractor in general is a risky proposition because we’re all working with a perishable product. And when you throw decorative components to the mix, i.e. peculiar textures, blends of colors, or acid stains, the risks for this perishable product rise exponentially. It’s imperative the skills and craftsmanship of the people working for you are really high. Craftsman need to have great handeye coordination, a great feel for their craft. It’s an art to try and predict how much concrete is going to retard or accelerate and you have to try to counter that with chemicals. That’s not to say being a decorative concrete contractor is the only area that require a skill set. There are lots of skill levels in the concrete industry. If you ride on a machine, or run a laser screed, those are skill sets too. If a contractor was looking to expand into the decorative concrete segment, what advice would you offer for success? T. Ralston: Make sure you are prepared! It is a different animal. Lots of concrete contractors test the waters
of decorative concrete and then get out after they see how difficult it is . . . how much money is lost trying to hone in the skills; how fickle and demanding clients can be once the “decorative” component is added. Performing decorative concrete work requires us to have the best finishers and craftsman we can get on site. You need a crew that are artfully minded and have the skill set to address the various challenges that come up on a daily basis. Polished concrete continues to be popular. Do you see this trend continuing in the future? T. Ralston: Absolutely. Polished concrete floors will continue to be popular because it’s a cheaper way to produce a floor with low maintenance. The end result looks great and organic. It also looks

modern and something that might be considered a “funky” floor. Even if it has some imperfections, those are “cool” imperfections. Look into your crystal ball, what do you expect to see in 2015? T. Ralston: As far as Tom Ralston Concrete is concerned, I see a lot of opportunity for interior floors. It’s a hot market and it’s in our wheelhouse. We’re good at designing and building, backyard patios. I just wrote a book, “Sculpting Hillsides with Decorative Concrete.” We have clients who seek us out for this type of work. I see our company continuing to grow its efficiencies and continuing to develop the processes and procedures we have in place and some new, which we are developing so our products can be consistently excellent. We will continue to hone in on what has made us good and what makes us better. From an industry perspective, we’ll continue to make gains with products that are better and stronger. I think it’s the general call in the industry. But the big, hot ticket item, is trying to make a cement that does not require burning carbon or fossil fuels to produce. If we could make a “clean” cement that doesn’t produce off-gassing and be green, it would be a billion dollar seller. That’s where the thrust is for some of the brightest minds in the industry. It has the most financial gain. Remember, concrete is the number one building material in the world. There will be continued developments in different admixtures. I’m experimenting with some different mixtures and designs myself. We’re all developing innovation at different rates of speed, but we’re moving in the same direction. Concrete that is less prone to cracking and deterioration, less prone to curling and less prone to
the other problematic aspects that concrete presents. Concrete contractors should get involved with their industry associations. The American Society of Concrete Contractors (ASCC) has got a wonderful handle on what is needed for the future. And one of those things is networking. Together we become stronger by sharing information with people who are non-competitors. It allows you to make progress in your company and allows you to share things you have done with this fickle product called concrete. This process also helps to develop the trends in concrete. After a while, you keep doing things differently that work and look great. The more exposure you get and the more people see these new twists on products — and like them — the more likely you are to start creating a trend. Basically, you’re becoming the trend setter! If we can continue as a group and employ principles that will help us grow and understand what we are really doing, we will have a better capability of getting some new things that will become trends. going to be an industry wide effort and effect. On a related matter, I’m always asking – ‘What are your internal processes to document the information you discover on a particular pour? How have you been noting that and what can you learn from it? Use those principles to become more intelligent and knowledgeable. You see little pockets of this throughout the industry, and we just become better and better. Ed. New Silica Dust Regulations -
ARE YOU READY?
OSHA’s proposed new PEL for silica will significantly reduce exposure, but it will also place stricter controls on operations that produce silica dust. By Ben Kruse
I
magine your lungs slowly turning to stone, each day you can take in less and less air until finally you can’t breathe at all. That situation can be very real for people who have diseases caused by silica dust and in the construction industry, silica dust is everywhere. OSHA has taken data from decades of research on worker exposure to silica dust and made the determination that the current permissible exposure limit (PEL) is no longer sufficient. In response, OSHA has proposed a new PEL for silica that will significantly reduce exposure. This of course comes at a price with stricter controls on operations that produce silica dust. As with past regulations of this type there has been strong resistance from industry. Silica being present in a large variety of construction materials hearing conducted in March 2014 saw comments coming from many facets of the construction industry. Right now the rule is in the proposed stage. OSHA Assistant Secretary Dr. David Michaels recently stated that work on the agency’s proposed standard is “actually moving quite well” and he expects the standard to be finalized in 2016. Below you’ll find more information about silica dust and how it may affect you, so you can be ready.
Silica dust and your health According to OSHA silica dust exposure can significantly increase the risk of lung cancer, silicosis, and non-malignant respiratory
disease (NMRD) as well as autoimmune and renal disease. Most of the diseases are incurable and are fatal. Looking at that list should be enough to put safety in the forefront of your mind, but why is it believed to cause such catastrophic illnesses. When materials like concrete or masonry are ground, cut or polished, they produce large clouds of dust. What most people don’t realize is that while the dust cloud is messy it’s not that dust that is really the biggest health risk. It’s the microscopic dust that you can’t see that can hang in the air long after the cloud has cleared. The reason the microscopic dust presents such a risk is that the small particles can travel deep into the lungs and stay there. This is because they’re too small for the body to process out, but big enough to irritate tissue deep in the lungs. The other important factor to realize is that most of these aliments don’t present directly after exposure and are generally the result of exposure over time. So it’s workers who are consistently and repeatedly exposed that can face the worst consequences.

previous standard is a formula that is approximately equivalent to 100 micrograms per cubic meter of air (mg/m3). The new rule would change that standard to 50 micrograms per cubic meter of air. This will make the PEL equivalent to that of the well known EPA RRP rule, known as the Lead Paint Rule. This will mean a big change for the industry overall. Current methods of grinding, cutting, drilling and other operations may have to change how they’re done.

The PEL rating brings with it requirements to maintain the PEL of which you need to be aware. Chief among these may be this statement, “ The proposed rule prohibits the use of compressed air and dry brushing or sweeping for cleaning of surfaces and clothing . . . and promotes the use of wet methods and HEPA-filter vacuuming as alternatives.” This means you’ll have to have a HEPA-rated vacuum for clean-up; which means you will also need one for use with grinders and other tools in order to conform to the new PEL rating. It also appears that wet methods may not be as simple as they once were, as the slurry would need to be removed, contained and not allowed to dry in place. HEPA vacuum filtration is a good alternative for most operations and is a simple way to maintain the PEL rating. The new rule will also require the vacuum you use to maintain a minimum cubic feet per minute (cfm) when in use. Look at the following statement from OSHA about dust collection for grinders in the proposed rule. “The dust collector must be equipped with a HEPA filter and must operate at 25 cfm or greater airflow per inch of blade diameter.” Notice that it says ‘must operate at’. That means if you’re using a 6-in. cup wheel, you will need a vacuum that draws 150 cfm in a sustained manner to be compliant, not a vacuum that starts at 150 cfm, and then slowly loses cfm (suction) as the filter clogs. Dust vacuums like the Pulse-Bac with automatic filter cleaning capabilities will become the norm, as contractors will not be able to perform the work without them. These types of vacuums prevent the filters from clogging and the vacuum from losing cfm while operating. There’s no doubt that with a newly written regulation will come a newly reinvigorated scrutiny on the jobsite. So be ready for it when it comes. As you look at new equipment make sure it will be able to handle silica dust in the right way. Make sure saws and grinders come equipped with dust shrouds or can be fitted with effective after-market shrouds. Be sure vacuums are HEPA rated and capable of maintaining sustained cfm and lift. This way these new regulations will be old news to you and the transition will be easy. Not only that, the dangers of silica dust can be a real threat to your health and/or the health of your workers. What You Need to Know About
TIER 4 EQUIPMENT
The transition to Tier 4 engine technology will continue through January 2015. Understanding the implications of this transition and what to expect as new machines enter the market will help you determine what machine will best fit your needs. By Larry Stewart and Curt Bennink
T
ier 4 is the government mandated reduction in harmful exhaust gases for diesel powered equipment. Tier 4 is currently the law of the land. It is no longer avoidable if you want to purchase new equipment. But there are many unanswered questions that make the decision to purchase more difficult than in the past. In order to understand the implication of Tier 4 regulations, it’s helpful to understand how diesel emissions regulations began. The U.S. Environmental Protection Agency is a product of the Clean Air Act, which requires the agency to monitor air quality and eliminate threats to human health. Two major components of diesel exhaust lead to the EPA’s regulating diesel emissions. Oxides of nitrogen (NOx) combine with ground-level ozone and other pollutants to form smog, and particulate matter (PM), or soot, has been found to be a serious lung irritant and potential carcinogen. EPA chose to regulate diesel engine emissions at manufacturing, requiring new engines be certified to restricted levels of NOx and PM. However, when the regulations were being crafted, there wasn’t a clear technology path to achieve the final target level of emissions. So the regulation phased in gradually decreasing allowable levels of NOx
and PM called “Tiers” starting in 1996 and completing in 2015. Considering the broad range of diesel engine sizes and acceptable price increases for a given size engine, the Tiers were prescribed for specific horsepower ranges to spread out the development workload, mange the cost for regulated manufacturers and to make an economic case for each set of engines. The result is a matrix of dates, horsepower ranges, and emissions levels spreading back to 1996.

The implications of Tier 4
Certain factors will drive demand for Tier 4 equipment, such as bid specifications and permits requiring diesel emissions reductions. Tier 4 equipment may be required or give you an advantage when bidding government jobs or work located in EPA-designated nonattainment zones (most major urban areas). A non-attainment zone is a specific region that is out of compliance with the Clean Air Act through the proliferation of one or more defined pollutants. Although purchasing new

option ensures the equipment is compliant with the latest emissions standards, and is sometimes the best long-term financial decision for the equipment owner. But questions do remain about performance, reliability, operating costs, maintenance and residual values. The answers to many of these questions may remain in flux until a core number of machines enter the market.
Understand your options
There are no universal solutions for Tier 4. The technologies used will depend on the size of the diesel engine and the technology approach of the particular manufacturer. For Tier 4 Final, you will really need to study available diesel engine technologies to determine which best fits your application. No single technology enables an engine to meet the stringent emissions
standards. Rather, it is a complex combination of proven strategies such as in-cylinder combustion optimization, turbo-charging strategies, exhaust gas recirculation (EGR) and high-pressure fuel injection with multiple events per cycle. Advanced technologies aren’t always needed for smaller engines that must conform to slightly less stringent standards. In the lower horsepower range, the solutions are, for the most part, less complicated. You can expect price increases anywhere from 8 percent to 20 percent depending on the type of equipment. This cost increase will be partially offset by fuel economy improvements up to 5 percent. Equipment will continue the technology transition through January 2015. Keep in mind that Tier 4 Final implementation dates are staggered.
• For engines from 175 to less than 750 hp, the Tier 4 Final regulations took effect on January 1, 2014. • For engines from 49 to less than 75 hp, it took effect on January 1, 2013. • For engines from 75 to less than 175 hp, Tier 4 Final is required by January 1, 2015.
